    Kunan-Poshpora: 32 years on, justice eludes victims of mass rape

    It was the night of February 23, 1991, when Indian Army soldiers conducted anti-insurgency searches in two sleepy twin villages – Kunan and Poshpora – in the Kupwara district of Jammu and Kashmir. They forced the men out of their homes, confined them to a faraway place, and then proceeded to mass rape over 50 women – young and old.

    What happened 32 years back

    Under the guise of a search and cordon operation, soldiers of the 4th Rajputana Rifles of the 68th Brigade barged into the villagers’ homes and dragged the men to interrogation centers where they were allegedly tortured, beaten, and electrocuted throughout the night.

    While the women were allegedly raped, beaten, and abused in their houses.

    According to a TRT video that talks about the distressing experience, the youngest victim was 13 years old while the oldest victim was 80 years.

    After two days

    Two days after the horror night, the lamberdar (zamindar) of Kunan village and one of the key witnesses Abdul Aziz Shah reported the incident to the then Kupwara district magistrate S M Yasin.

    Yasin visited the village to investigate and note down the testimonies of 23 alleged victims. He later mentioned that many unmarried rape victims did not come forward fearing they would not find a suitable groom in the future.

    In his report sent to the then divisional commissioner of Kashmir, Wajahat Habibullah, he mentioned that the Army men “behaved like beasts” and that he feels “ashamed to put in black and white the kind of atrocities and their magnitude that were brought to my notice”. Within 15 days of the filing of the report, he was transferred to the Muslim Auqaf Trust as a special officer.

    Habibullah visited the villages and said the alleged mass rape is highly doubtful and exaggerated.

    In his confidential report submitted to the government, Habibullah stated, “If in each case rape was committed by five to 15 persons as alleged, there would have to have been at least 300 men in the village doing nothing but this! In fact, the number of men was 150. It is impossible to believe that officers of a force such as the Indian Army would lead their men into a village with the sole aim of violating its women. Even if it were possible to concede this and the Army was indeed such a brutal force, it would then be impossible to explain why the officers themselves did not participate in such an orgy.”

    However, speaking to the Sunday Express, Habibullah claimed that the government deleted portions of his report. “The paragraphs of my confidential report where I had recommended that the level of investigation be upgraded to that of a gazetted police officer so that this case is probed efficiently were taken out of my report. I had also asked that the Corps Commander should issue orders to ensure that the Army cooperates with the investigation because SP Kupwara had indicated that in other cases, he was not getting the required cooperation for investigation from the Army. That paragraph was also deleted,” Habibullah said.

    Government’s clean chit to Indian Army

    On March 8 an FIR was lodged at the Trehgam police station. The then SP of Kupwara Dilbagh Singh formed a Special Investigation Team to probe the case.

    Pressure was mounting on the government to act. Subsequently, the Press Council of India appointed a committee headed by veteran journalist B G Verghese to report.

    Verghese along with his team interviewed the alleged rape victims. This time, 40 women came forward to narrate their ordeal.

    However, Verghese’s report did not match either Yasin’s or Habibullah’s reports. His report stated that the allegations were ‘a hoax orchestrated by militant groups and their sympathizers to defame the Indian Army.’

    “Why was the incident not reported for “ten days”, since the village was “not that remote”, and if it was a question of shame, how was it that the same women talked about it “tirelessly” later on?” the report stated.

    The committee felt that the “delayed medical examination” proved nothing; there was no medical report but only “women’s say so”, and a “torn hymen”, as in the case of three unmarried women, could be a result of “natural factors, injury, pre-marital sex or rape”.

    Kupwara SP Dilbagh Singh was transferred. On September 23, with Verghese’s report, the case was termed ‘unfit’ for criminal prosecution and subsequently closed.

    PIL filed in 2013

    In October 2011, rape victims from the villages approached the Jammu and Kashmir State Human Rights Commission (SHRC) to re-open the case. In 2013, around 50 women, under the banner of Support Group for Justice for Kunan Poshpora, filed a PIL (Public Interest Litigation) before the J&K High Court seeking implementation of the SHRC recommendations.

    Although the J&K police reasons why the case should remain closed, the Kupwara magistrate dismissed it and directed further investigations.

    The case was shifted to the J&K high court which ordered the state government to compensate the victims. The state government then filed a petition in the Supreme Court challenging the HC’s order.

    On March 10, 2015, the Supreme Court stayed the proceedings and 23 years later the Kunan Poshpora case remains unresolved.

    Hyderabad: The residents of Hyderabad who have already started feeling summer heat may witness the hottest February in the last three years as the temperature is set to cross 37 degrees on Sunday.

    In the last three years, the highest maximum temperature recorded in February was 36 degrees Celsius in 2021.

    In the current year, the temperature in Hyderabad crossed 35 degrees Celsius and almost reached 36 degrees Celsius thrice in February.

    Temperature in Hyderabad rises

    As per the report released by India Meteorological Department (IMD) Hyderabad yesterday, the city recorded a maximum temperature of 35.9 degrees Celsius.

    The maximum temperatures in other districts are also more than the normal temperatures in February. While Hyderabad witnessed a 2.3 degree Celsius departure from normal temperature, the highest departure i.e., 3.2 degree Celsius was recorded by Hakimpet.

    In the entire temperature, the highest maximum temperature i.e., 37 degree Celsius was recorded by Adilabad, Badrachalam, and Mahabubnagar.

    Hyderabad to witness harsher summer this year

    As per weather predictions, Hyderabad is likely to witness a harsher summer season this year. The reason behind it could be the El Nino event.

    El Nino event can not only increase the temperature in Hyderabad during the summer but also affected rainfall and crop output.

    It is a climate pattern that results in the abnormal warming of surface water in the eastern tropical Pacific Ocean. This effect can cause the sea surface temperature to rise by as much as 4 to 5 degrees Celsius above normal. It has a profound impact on weather patterns all over the world.

    El Nino is an important part of the climate system, and its effects can be felt for less than a year.

    Gurugram: A 33-year-old woman, who had locked herself and her minor son for three years in their rented house in Chakkarpur area here to avoid COVID-19, was brought out of confinement on Tuesday by a team of officials, police said.

    A team of police, health department officials and members of the child welfare department broke open the main door of the house and rescued Munmun Majhi and her 10-year-old son, they said.

    The mother-son duo was rushed to the civil hospital here.

    “The woman has some psychological issues. Both of them are referred to PGI, Rohtak where they are admitted to psychiatric ward for treatment,” said Dr Virender Yadav, Civil Surgeon, Gurugram.

    The matter came to light on February 17 when Munmun’s husband Sujan Majhi, who is an engineer with a private company, approached assistant sub-inspector Praveen Kumar deployed at Chakkarpur police post.

    During the three years of confinement with her son, the woman did not allow even her husband into the house after he stepped out to go to office when restrictions eased after the first lockdown in 2020, police said.

    Sujan spent the first few days with friends and relatives and after failing to persuade his wife, he started to stay in another rented accommodation in the same locality.

    Sujan said that video calls were the only way to stay in touch with his wife and son. He would pay the monthly rent of the house, clear the electricity bills, deposit his son’s school fees, buy groceries and vegetables and even leave the bags of ration outside the main door.

    “Initially, I didn’t believe Sujan’s claims, but when he made me talk to his wife and son over a video call, I intervened in the matter. The house where the woman was living had accumulated so much filth and garbage that if a few more days had passed, anything untoward could have happened,” ASI Kumar told PTI.

    The woman’s son had not even seen the sun in the last three years, Kumar said, adding that she did not even use cooking gas and storage water during these three years in fear of Covid.

    Sujan was overwhelmed to have his wife and son after three years, and thanked the police.

    “Now they are being treated and I hope my life will be back on track soon,” he said. PTI CORR

    NEW DELHI, Feb 22: The Ministry of Education has directed all states and Union Territories to fix the minimum age for admission in Class 1 as six years, officials said on Wednesday.

    According to the new National Education Policy (NEP), the foundational stage consists of five years of learning opportunities for all children (between 3 and 8 years of age) that includes three years of preschool education and then Classes 1 and 2.

    “The policy thus promotes seamless learning and development of children from pre-school to class 2. This can only be done by ensuring accessibility to three years of quality preschool education for all children studying in Anganwadis or government, government-aided, private and NGO-run preschool centers,” a senior MoE official said.

    “The Ministry has directed State Governments and UT administrations to align their age to admission with the policy and provide admission to class 1 at the age of six years and above,” the official added. (Agencies)

    New Delhi: A special NIA court in Rajasthan has sentenced an ISIS-linked terrorist to seven years of rigorous imprisonment for conspiring to carry out terrorist acts in the country, an official said on Tuesday.

    The special judge of the NIA court Jaipur convicted Mohammed Sirajuddin alias “Siraj” in a case registered in 2016 under various sections of Indian Penal Code and the Unlawful Activities (Prevention) Act, a spokesperson of the federal agency said.

    The case pertains to the promotion of the ISIS ideology and Siraj influencing others over social media platforms such as Facebook, WhatsApp and Telegram to become members of the proscribed terror group and to indulge in terrorist activities, the spokesperson said.

    Sirajuddin, who hails from Gulbarga area in Karnataka, was found inciting the youth to carry out acts of violence and terror.

    “He was living in Jaipur and was using online chats and messages advocating and spreading the ideology of the ISIS, also known as Islamic State, in various parts of the world,” the spokesperson said.

    The official said he also arranged and assisted in organising online discussions and meetings among active ISIS operatives to plan and execute acts of violence and terrorism in the country.

    Bhopal: A Bhil tribal family living in a remote village in Madhya Pradesh’s Khandwa district had reasons to cheer on Monday as they received their elder son – Raju Laxman Pindare – at the Wagah border.

    Raju (35), who was in jail in Pakistan since July 2019 after inadvertently entering the neighbouring country, was handed over to the Khandwa police a week after he was handed over to the Indian authority by Pakistan.

    A team of Khandwa district police along with his two family members, who had left for Amritsar on Saturday, is likely bring back Raju to Bhopal via Delhi from where he would be taken to his village in Khandwa, where the villagers are ready to welcome.

    The moment has come as early Holi for not only the Pindare family, but for the entire Bhil community.

    “The return of my son has brought Holi early for all of us. We had lost all hopes of seeing him again. But god, the local administration, police and the media ensured his return from Pakistan jail after over three years,” said Raju’s father Laxman Pindare, who till a few days back was running from pillar to post to get his son back home.

    During Congress’ Bharat Jodo Yatra’s Madhya Pradesh leg, Laxman Pindare tried to meet Rahul Gandhi to seek his help, but he could not meet the former Congress President.

    “We received information about his release from Pakistan jail from the Khandwa district administration four days back. Before leaving for Amritsar, I talked to Raju over the phone,” Raju’s younger brother Dilip Pindare told IANS over phone.

    In July 2019, Pakistan claimed to have arrested an Indian identified as Raju Laxman Pindare for ‘spying’ on a nuclear facility in Dera Ghazi Khan district in Pakistan Punjab.

    Pakistan had also claimed that Raju was arrested while entering the DG Khan district from Balochistan. Raju was released after he completed his prison sentence on February 14.

    Meanwhile, Raju’s mother Basanta said that he was mentally unwell and she had got information about his arrest in Pakistan through some local officials in 2019, six months after he had gone missing.

    Raju used to wander here and there but it is still not known how he managed to enter Pakistan, Basanta said.

    She also said the family was poor and there was no chance of her son being a spy as alleged by Pakistan authorities.

    Gadchiroli: In a swoop in Hyderabad, the Maharashtra Police has arrested two dreaded Maoists – a husband-wife couple – who were absconding from the law for the past 17 years, an official said here on Monday.

    They are Madhukar Chinanna Kodape, alias Thuge, 42, and his wife Jamani Mangalu Punam, alias Shamala, 35, said Gadchiroli Superintendent of Police Neelotpal.

    Hailing from Aheri here, Thuge had joined the Sironcha dalam in 2002, and later was the commander in Jimalgata and Sironcha Local Organisation Squads (LOS).

    With 25 serious cases like 9 murders, 8 encounters, 4 arsons, 2 dacoities, attempt to murder and others, Thuge went absconding around 2006 and Maharashtra government had announced a reward of Rs 8 lakh for his capture.

    Belonging to Bijapur district of Chhattisgarh, Shamala worked for the Aheri LOS as a member and had 9 serious offences of 1 murder, 5 encounters, arson, dacoity, etc. and carried a prize of Rs 2 lakh on her head.

    As per the Maharashtra Police investigations, the fugitive Thuge-Shamala couple had reportedly quit the Maoist movement and had been moving from place to place in Telangana and Andhra Pradesh to avoid detection.

    The Gadchiroli police was tracking them for over a year and finally found Thuge working as a watchman and Shamala serving in a car showroom’s housekeeping, under fake identities.

    Zeroing on their location in Hyderabad, a Gadchiroli police team swooped on them early this morning and arrested them.

    With this latest success, the Gadchiroli police said it has succeeded in arresting 64 hardcore Maoists from different parts in the past 13 months since January 2022, even as SP Neelotpal appealed to the rebels to give up arms and return to the social mainstream.

    Hyderabad: Rs 2626 crores were spent in nine years for various programs under the Economic Support Scheme (ESS) stated the Socio-Economic Survey report released by the Telangana Government.

    For the fiscal year 2023-2024, Telangana state government allocated Rs 100 crores under the ESS for Schedule Castes (SCs) and Rs 323.45 crores for Schedule Tribes (STs).

    ESS program was designed to financial upliftment of Scheduled Castes, Scheduled Tribes and other weaker sections.

    1,62,444 beneficiaries from Scheduled Castes (SC) have received a total subsidy of 2,029 crores from 2014 to Jan 2023 in Industries, Services, Business and Transport sectors.

    Subsides worth Rs 460.39 crores were provided from 2014 to Jan 2023, to beneficiaries under BC Corporation, Most Backward Classes and 11 BC Federations.

    Rs 135.87 crores were invested in livelihood sectors spanning 20,888 Schedule Tribe beneficiaries through the chief minister’s Girivikasam, Rural Transportation, Tribal Artist, MSMEs, ST skill training and other schemes.

    Skill development programs were conducted by the Scheduled Castes Cooperative Development Corporation Limited to train 17,240 candidates. Rs 104.62 crores were used to train SC youth who then got placements in reputed companies.

    Prominent Iranian sociologist and former political prisoner Saeed Madani Ghaffrokhi, who has been arrested since May 2022 in Tehran, has been sentenced to eight years in prison, local media reported.

    “My client was sentenced to eight years in prison for forming a hostile group and one year for propaganda against the regime,” lawyer Mahmoud Behzad Rad told AFP.

    Hyderabad: Telangana has recorded a total of 991 cases related to the manufacturing and supply of spurious seeds between 2014-2022.

    A coordinated and firm action from all district superintendents of police and commissioners of police lead to curbing the menace of spurious seeds.

    According to officials, 991 cases were booked between 2014-2022 with about 1,932 persons including dealers and suppliers being arrested in connection with the act.

    The Telangana police have so far held 58 offenders under the Preventive Detention Act (PD Act) with a determination to continue crackdown on such dealers.

    Director General of Police, Anjani Kumar said, “A coordinated and firm action mode of police commissioners and district superintendents to curb the menace of spurious seeds was helping in the crackdown against such seeds.”

    “Most of them have no valid license from the Agriculture Department and sell spurious seeds in the guise of genuine seeds to farmers and others,” said an official.

    Police officials elaborated on the act saying that the traders were purchasing huge quantities of unauthorized spurious vegetable seeds from various states like Gujarat, Maharashtra and Rajasthan for a low price and selling the same to farmers and customers at a higher price in Telangana.

    Police have further advised agriculture sector workers to avoid purchasing the local company seeds in the market especially those without labelling and advised purchasing loose seeds would be beneficial.
