SRINAGAR: Traffic police authorities are conducting random document checks of two-wheelers here “to curb driving by minors”.
A senior traffic official said that the drive is an ongoing process of enforcement, but this time its primary purpose is to curb minor driving. “Many two-wheelers were seized for various traffic violations as they were found riding without full documents, while many were without a driving license,” the official said.
He said they have directions from higher-ups to make frequent random document checks for two-wheelers and other vehicles.
The official also said that they are identifying more two-wheeler riders involved in stunt biking and are calling them, along with their parents, for counseling. “The main purpose of the drive is to curb negligent and rash driving by minors; on a daily basis, many two-wheelers and other vehicles are seized for driving by either minors or other traffic rule violations,” he said.
Recently, Srinagar city witnessed an upsurge in stunt biking, after which the city traffic police authorities started identifying them through social media handles.
According to the traffic police authorities, primarily youths from other districts of the valley were found involved in stunt biking, with some youths coming to Srinagar from as far as the extreme north of Kashmir to do bike stunts. (KNO)
On several occasions during debt-limit negotiations over the last decade, the unpredictable fallout of a looming deadline has helped persuade dozens of lawmakers from each party to begrudgingly support concessions they didn’t love. This time, ideas like beefing up work requirements for food assistance programs aren’t gaining the bipartisan appeal Republicans might have hoped for, while other proposals — like easing permitting for energy projects — might attract enough interest among Democrats to get added to a final deal.
Here’s a breakdown of the particular policy areas in the House Republican bill that might offer an opening for a bipartisan deal, with a clear-eyed assessment of how realistic those hopes really are:
Energy permitting
A sizable share of lawmakers in both parties agree that it takes too long to get permits for energy project construction in the U.S. So House Republicans’ push to streamline permitting rules just might have legs.
But what an agreement would look like, exactly, remains a big question. And Democrats remain resistant to linking energy policy to the debt-limit debate.
“This may be one of the few things we can actually accomplish in this Congress,” Sen. Martin Heinrich (D-N.M.) said. He added that it’s “very clear” Republicans are focused on permitting for oil and gas pipelines, instead of electric transmission lines — an emphasis Democrats could shift.
“They are just out of step with where the economy and country are,” Heinrich said of House GOP lawmakers. “That’s hopefully where the Senate comes in and rebalances.”
Worried that green perks could go to waste from the party-line tax and climate law they cleared last year, many Democrats want the federal government to make it easier to connect clean energy to the grid. Progressives are reluctant to shorten the length of environmental reviews for energy projects, however, for fear that could hurt low-income communities and communities of color.
Details: The House Republican package would streamline permitting reviews for energy projects and mines. But it’s also chock full of partisan priorities like protecting fracking, forcing the sale of oil and gas leases, killing tax benefits for green energy projects and pooh-poohing Biden’s decision to kill the Keystone XL pipeline.
Sympathizers: Sen. Joe Manchin (D-W.Va.) has tried to rally bipartisan support for overhauling energy permitting rules. But he failed last year, as progressive lawmakers argued against changing the rules for environmental reviews and Republicans spurned him for supporting Democrats’ trademark climate law.
In the House, when the chamber first voted in March on the package of energy policies that got rolled into the debt limit package, four Democrats joined as “yeas.” Those supporters included Henry Cuellar and Vicente Gonzalez, who hail from oil-and-gas-rich Texas, as well as centrists Marie Gluesenkamp Perez of Washington and Jared Golden of Maine.
Work requirements
House Republicans are trying to get a handful of swing-state Democrats in the Senate to support tougher work requirements for food assistance programs. But most have resoundingly rejected the idea.
Details: The debt limit bill House Republicans passed last week includes provisions that would expand existing work requirements for the nation’s largest food aid program, often referred to by its acronym of SNAP, along with other emergency aid that low-income families can use to buy food.
Specifically, it requires so-called “able-bodied adults without dependents” who receive SNAP to continue meeting work requirements until they’re 55 years old, rather than the current age limit at 49.
Sympathizers: Manchin has signaled he could be open to beefing up work requirements, potentially backing tighter rules for people who are “capable and able to do it.” House Republicans are quick to highlight Biden’s own embrace of welfare reform during the Clinton administration in the 1990s, when the position was less fraught among Democrats and Biden was a sitting senator — but the stricter work rules getting pushed by today’s GOP go beyond those.
Spending caps
Democrats have insisted that they’re ready to haggle over federal funding for the fiscal year that kicks off on Oct. 1 — just not with the Treasury Department’s borrowing ability at stake.
In order for that to happen, though, Republicans would have to agree to separate government funding caps that aren’t tied to debt-ceiling talks. And that would amount to a major shift from the GOP’s current demand for $130 billion in spending cuts in exchange for a vote to lift the debt limit.
If those talks get decoupled, it’s plausible that both sides could reach an agreement on military spending, since there’s already broad bipartisan support for ensuring the Pentagon gets enough money to at least keep pace with inflation.
Democrats would never sign off on the domestic spending cuts that GOP leaders are seeking. But it’s possible that they could cut a deal with a handful of Republicans — think centrists, purple-state members and appropriators — to keep non-defense funding essentially stagnant, pairing small cuts with increases elsewhere to rein in spending.
Details: The House debt limit bill would cap spending at $1.47 trillion for the upcoming fiscal year, rolling back the clock by two years on federal funding levels. Then for a decade, funding would be allowed to grow by 1 percent every year.
Sympathizers: A slew of moderate Democrats in both chambers have expressed support for fiscal restraint in the abstract, including long-term strategies for stabilizing the national debt like the 2010 budget plan that proposed trillions of dollars in tax increases and spending cuts.
“I am certainly not opposed to working on ways to reduce the debt. I am very, very, very opposed to putting the full faith and credit of the country at risk,” Sen. Jon Tester (D-Mont.), who faces a tough reelection in a red state, has said. “So you know, if we’re talking about doing something like [the 2010 plan], I not only think that’s a good idea, put me on it.”
Ending student loan relief
It’s hard to see Biden negotiating away a major domestic policy achievement that his administration has so vigorously defended in court. Some have even credited the president’s student debt relief plan, announced in the months leading up to the midterm elections, with helping limit Republican gains in the House last November.
A few moderate Democrats have criticized the president’s embrace of mass forgiveness of student loan debt, however, and have signaled openness to a separate Republican effort to nix the relief.
Details: The House GOP bill would overturn Biden’s student loan forgiveness program, which promises up to $20,000 in debt relief per borrower, even as the president’s plan remains in limbo ahead of a challenge at the Supreme Court.
The Republican bill would also block the administration’s new income-driven repayment plan that’s designed to lower monthly payments. And it would permanently curtail the Education Department’s power to create new policies that increase the taxpayer cost of the student loan program.
Sympathizers: When the president rolled out his student loan forgiveness plan last summer, Manchin called it “excessive,” arguing that people need to “earn it” through public service like working for the federal government. Other politically vulnerable Democrats have also spoken against the plan, including Sens. Catherine Cortez Masto of Nevada and Michael Bennet of Colorado, as well as Rep. Chris Pappas of New Hampshire.

Srinagar, May 02: The government of Jammu and Kashmir has Tuesday sanctioned the recruitment of Sanginis (Anganwadi Workers) and Sahayikas (Anganwadi Helpers) for Anganwadi centers across the union territory.
As per the order issued by the social welfare department a copy of which lies with the news agency—Kashmir News Observer (KNO), the recruitment will be done strictly as per the procedure laid out in the new Human Resource policy issued under the Government Order No. 222-JK(SWD) of 2022.
“The eligibility criteria for the selection of Sanginis require that women candidates in the age group of 18-37 years should be considered for the post. The candidates should be domiciles of the UT of J&K and residents of the Electoral Ward where the Anganwadi Centre is located,” the order said, adding that the minimum qualification for Anganwadi Workers should be 10+2 and a maximum of graduation. The selection will be done purely on merit basis based on the marks obtained in 10+2.
The eligibility criteria for the selection of Sahayikas require that women candidates in the age group of 18-37 years should be considered for the post. “The candidates should be domiciled of the UT of J&K and the minimum qualification required is matriculation. In case no matriculate candidate is available in the ward, candidates with qualification not less than VIII standard shall be considered,” it added.
The order further said that the Selection Committee comprising Child Development Project Officer (CDPO), Block Development Officer (BDO), and Zonal Education Officer (ZEO) concerned in each Project/Block shall have the mandate to make selections of the eligible candidates for the position of AWH.
“The Committee shall select the most destitute/needy married woman of the ward as a helper from amongst those who fulfill the qualification criteria. In case no married candidate is available, an unmarried candidate may be considered,” it added.
Similarly for Aanganwadi Worker (Sangini), the concerned CDPO, with prior approval from MD, Mission Poshan, shall invite applications from eligible candidates through advertisements in prominent newspapers, uploading on the district and department websites, and notifications in all government offices and Panchayat Ghars.
“A Selection Committee shall be constituted in each district to make selections of eligible candidates for the post of AWW. The committee shall comprise the officers including District Program Officer, ICDS concerned – Chairperson, District Social Welfare Officer concerned – Member, CDPO concerned – Member Secretary, Assistant Director Employment concerned – Member and General Manager, DIC concerned – Member,” it said.
The Selection Committee shall prepare the final merit list and select list, which shall be publicly displayed in local newspapers, offices of all committee members, Panchayat Ghars, and on the website of the department. A copy of the final merit list and select list shall also be provided to the concerned Sarpanch and Panch, with a receipt on the same day of issuance, for a period of 10 days for any appeals. After that, the Committee shall submit its recommendations to the concerned ADDC for approval. The CDPO concerned shall issue the engagement orders of AWW accordingly, after the ADDC’s approval.

Srinagar, May 02: A high-level security meeting was held in Srinagar on Tuesday where the top officials of the security grid framed a joint strategy to ensure peaceful conduct of the upcoming G-20 event and to counter the possible fidayeen, drone, vehicle-borne IED, stand-off and grenade attacks.
The meeting evolved consensus that NSG will be used along with the Special Operation Group (SoG) of J&K police to counter drone, fidayeen, standoff, V-BIED or any untoward incident while as MARCOS will be given the responsibility of “lake and river domination.”
The security meeting was chaired by the ADGP Kashmir Vijay Kumar at Police Control Room (PCR) Srinagar where officers of Police, intelligence agencies and security forces participated in the threadbare discussions regarding overall security arrangements to be adopted for safe and smooth conduct of upcoming G-20 being hosted at Srinagar.
A police spokesman told news agency—Kashmir News Observer (KNO), the meeting was attended by GoC Kilo Force Maj Gen Mohit Seth, IG CRPF Kashmir Ops Sector Manvinder Singh Bhatia, IG BSF Kashmir Frontier Ashok Yadav, Joint Director SIB Dipankar Trivedi, Commander 10 sector, Commander 03 sector, Commander 5 sector, DD SIB Srinagar, DIG of Police CKR Srinagar, DIG of Police NKR Baramulla, DIG CRPF North Srinagar, DIG CRPF South Srinagar, DIG CID Kashmir, CO 15 CISU, CO 31 CIU, SSP Srinagar, SSP Baramulla, SSP Budgam, Bandipora, SSP Ganderbal, SP Cargo, NSG officer and others.
“During the meeting, the ADGP Kashmir reviewed the security arrangements and emphasized the need for coordinated efforts to ensure foolproof security for the summit. The officials also discussed the deployment of security personnel, traffic management, and crowd control measures to be adopted for the peaceful conduct of the summit,” the spokesman said. “The ADGP also urged all agencies to work in a coordinated manner in order to ensure the success of the summit, which is expected to be attended by several high-profile dignitaries from across the world. The meeting focused on the deployment of security personnel, counter drone measures and other critical aspects of security planning.”
As per the spokesman, the ADGP directed the officials to ensure that the security arrangements are put in place well before the summit, and the deployment of security personnel should be done in a manner that does not cause inconvenience to the local residents & tourists. “The ADGP also emphasized the need to be vigilant and take pre-emptive measures to prevent any untoward incident during the summit. He further advised them that additional security measures should be placed at the vulnerable locations to avoid any untoward incident during the G20 summit,” the spokesman said.
He said that during the meeting, special focus was laid on the emerging threat of VBIEDs and other modes of potential terror attacks including potential fidayeen attacks, standoff fire & grenade attacks. “Counter measures to counter these terror threats were also discussed,” the spokesman said, adding that “ADGP Kashmir instructed all districts SSsP to focus on busting of terror modules by apprehending terrorist associates & generating preventive intelligence regarding the presence of terrorists in the valley. Besides, all SSsP were instructed to conduct anti-terrorist operations on specific inputs. The officials discussed the deployment of additional security forces & use of modern technology to secure the venues.”
The police spokesman said that during the meeting, the ADGP also stressed the importance of river and lake domination in ensuring the security of the summit. “He also emphasized the need for the Marine Commandos (MARCOS) to be put in place to provide a strong security cover for the water bodies around the summit venues,” he said. “The attendees reviewed the current security arrangements in place and discussed possible ways to enhance the security measures to ensure the safety of all participants and attendees during the event.”
Apart from the security measures, the meeting also discussed the management of foreign NGOs and media personnel during the summit, the spokesman said.
He said that GoC Kilo Force was assured to provide all assistance like domination of high reaches, corridor protection, additional AS Teams, area domination specifically in the night. “ADGP Kashmir shared with all stakeholders that NSG team will be used for counter fidayeen attack along with SoG and specialise NSG teams for counter drone will be deployed at all venues,” the spokesman said.
The spokesman said that the officials were also instructed to coordinate with other law enforcement agencies and intelligence agencies to gather information about any potential security threats and take necessary actions to neutralize them—(KNO)

ANANTNAG, MAY 02: In order to review the progress achieved under ongoing Special Summary Revision-2023 of Electoral Rolls in District Anantnag and Kulgam, a meeting was held under the chairmanship of Divisional Commissioner (Div Com) Kashmir, Vijay Kumar Biduri, here at Conference Hall Dak Banglow Khanabal.
At the outset, the Div Com took a detailed review of the progress achieved in the District under ongoing SSR-2023 and sought details about the number of fresh applications received, as well as the number of claims and objections.
He emphasised upon the concerned Electoral Registration Officers(EROs) and Assistant Electoral Registration Officers(AEROs) to conduct revisions according to guidelines of ECI as per notified schedule and expedite the process for achieving targets. He also asked them to ensure timely disposal of claims and objections.
The Div Com also enjoined upon the concerned EROs and AEROs to complete the revision of the special summary with 100 percent enrolment of eligible voters, including the addition of new voters and deletion of duplicate voters, within the extended date.
He stressed for organising special outreach programmes for young eligible electors particularly in educational Institutions of the district, as well as door-to-door campaigns for achieving set targets.
The Div Com further asked the EROs and AEROs to remain proactive to build awareness and activate all their resources for successful conduct of all SVEEP programmes across all Assembly segments of the District Anantnag and Kulgam with focused attention to ensure 100% registration of all eligible and ensure no elector is left unregistered keeping in view the limited time period to conduct the exercise.
He also emphasised on holding meetings with registered political parties and attaining the target of EP ratio.
The meeting was apprised that total electors in draft roll is 649982 with an EP ration of 51% in 07AC’s with 326051 male and 323941 female electorates. He was further informed that a total of 490 polling stations have been designated in Anantnag district.
Later, the Div Com held a meeting with representatives of Political Parties and discussed their role in registering the eligible voters and weeding out of in eligible voters. He further said that all polling stations must be within the radius of 2kms with all basic facilities.

The move comes as Title 42, the public health law that permits the U.S. to deny asylum and migrations claims for public health reasons, is set to expire on May 11. Some senior U.S. officials say the end of Title 42 could entice more people seeking a better life in America to present themselves at the U.S.-Mexico border.
“The administration has had over two years to plan for the eventual end of this Trump-era policy in a way that does not compromise our values as a country,” Menendez said. “I have offered them a strategic and comprehensive plan, which they have largely ignored. Trying to score political points or intimidate migrants by sending the military to the border caters to the Republican Party’s xenophobic attacks on our asylum system.”
The service members, mainly coming from Army units, will not have a law enforcement role. They will be armed for self-defense but will be performing monitoring and administrative tasks only, freeing up Border Patrol officials to process migrant claims, officials said.
The additional troops, which are being sent to fill a request from the Department of Homeland Security, will fill “critical capability gaps,” including detection and monitoring, data entry and warehouse support. They will be there for up to 90 days, after which military reservists or contractors will do the work.
“U.S. Customs and Border Protection is investing in technology and personnel to reduce its need for DoD support in coming years, and we continue to call on Congress to support us in this task,” the Department of Homeland Security said in a statement.
Defense Secretary Lloyd Austin approved the official request from DHS, sending soldiers to join 2,500 National Guard troops already activated to assist law enforcement at the border.
The National Guard troops already at the border are deployed in active-duty status, which means their mission is funded by the federal government and not their respective states, according to the DoD official. They are assisting border agents with detection and monitoring.
President Joe Biden last week signed an executive order authorizing the administration to call up active-duty forces to address drug trafficking at the southern border, essentially preapproving the mission. DHS then asked the Pentagon for assistance.

Last week, DHS Secretary Alejandro Mayorkas previewed how his agency would be stretched by the end of Title 42.
“We have been preparing for this transition for more than a year and a half. Notwithstanding those preparations, we do expect that encounters at our southern border will [be] increasing, as smugglers are seeking to take advantage of this change and already are hard at work spreading disinformation that the border will be open after that,” he told reporters. “High encounters will place a strain on our entire system, including our dedicated and heroic workforce and our communities.”

While the politics of the border crisis have shifted in recent years, Biden could see similar reactions to Menendez’s. Many Democrats fiercely resisted the Trump administration’s deployment of active-duty troops to the U.S.-Mexico border, arguing the move was politically motivated, would harm readiness and service members would be quietly involved in law enforcement. The House Armed Services Committee’s first hearing after Democrats took control in 2019, for instance, was on the Pentagon’s support for DHS at the border.
But the Senate’s top appropriator on defense, Jon Tester (D-Mont.), said he wouldn’t object to the move as an emergency measure. He added that the news highlights the need to fully fund the Department of Homeland Security.
“We need a secure border, if that’s what we need to do now, do it,” Tester said. “The real issue here is that we have to empower the Department of Homeland Security, and Customs and Border Protection to do that job.”
The Senate Armed Services Committee’s ranking member, Sen. Roger Wicker (R-Miss.), said he hadn’t been briefed on the matter.
He said Biden, who’d previously shown “a lack of concern about the border” might now be “reading the polls.”
“If they would begin to resume enforcement of the law, it would be the best step possible,” Wicker said. “We are told by agents along the border that their hands are tied and they’re not allowed to enforce the law as they were earlier.”
The Biden administration’s move continues the trend of presidents using troops to fill in for the personnel-strapped Border Patrol as Congress hasn’t fully funded the agency to do its work.
In 2006, then-President George W. Bush deployed 6,000 troops to the border in California, Arizona, New Mexico and Texas for Operation Jump Start, which lasted two years. While there, the troops assisted with more than 185,000 apprehensions of undocumented immigrants.
Four years later, then-President Barack Obama and then-Vice President Biden sent up to 1,200 troops to the border during Operation Phalanx, which stretched for about a year. Soon after, the Obama administration also deployed troops, including a Stryker unit, from Fort Bliss to the border communities in Arizona and New Mexico for two months.
In 2018, then-President Donald Trump sent some 2,100 National Guardsmen to the southwest, though they mostly stayed miles from the border and largely performed support tasks for the U.S. Border Patrol. Months later, days before midterm elections, he deployed another 5,200 troops to fortify the border, drawing backlash from former military officials and Democrats who accused Trump of abusing the military to rile up his base.

SRINAGAR: A militant associate of proscribed militant outfit LeT was arrested in Shopian and incriminating materials, arms and ammunition was recovered from his possession, police said.
Police spokesperson said, based on specific input regarding the presence of terrorists in Daramdora Keegam Shopian, a joint team of police along with Army (44RR) and CRPF (14Bn) launched a Cordon and Search Operation in the said area.
During search, one militant associate linked with proscribed militant outfit LeT was arrested. He has been identified as Tanveer Ahmad Wani son of Bashir Ahmad Wani resident of Daramdora Shopian.
Incriminating materials, arms & ammunition including 01 AK series rifle, 01 Magazine and 10 rounds were recovered from his possession.
In this regard, a case vide FIR No.65/2023 under relevant sections of law has been registered in Police Station Shopian and further investigation has been initiated, he added.
Srinagar, May 02: Australian Ambassador Shri Barry O’Farrell and Second Secretary Shri Jack Taylor met with Lieutenant Governor Shri Manoj Sinha to discuss a range of issues here at Raj Bhawan.
The meeting discussed development in J&K and investment opportunities in the Union Territory particularly in horticulture and food processing sector.
Discussions also focused on areas of interest, including technology, renewable energy, and tourism.
The Lt Governor highlighted the importance of the upcoming G-20 summit in Srinagar as an opportunity to showcase the region’s economic potential and ongoing efforts to enhance international investment.
The discussions also touched upon bilateral, regional and international issues of mutual interest.
