    Twitter releases more political ad data after POLITICO report

    Twitter announced in January that it would resume allowing political advertising, reversing a 2019 ban. There is little federal regulation around what digital platforms have to disclose about political advertising. Unlike platforms such as Google and Meta, Twitter requires users to request ad information via a form, rather than maintaining a full record of political ads on its website.

    The updated dataset released by Twitter on Tuesday was shared with POLITICO by Andrew Arenge, director of operations for the University of Pennsylvania’s Program on Opinion Research and Election Studies. In previous reports, total revenue from the political ads was less than $1,700. But the latest report included more than $94,000 in paid promotions from more than a dozen accounts.

    The updated data also includes promoted tweets from several political accounts that had not been included in the data Twitter had released on Monday, noted Arenge, who has been requesting data daily from the platform.

    But the newly released data still did not include a few promoted tweets POLITICO had identified in March from Rep. Elise Stefanik (R-N.Y.) and Adam Frisch, a Democrat running for Congress in Colorado. But it included several promoted tweets from the account of Sen. John Fetterman (D-Pa.) that POLITICO had previously identified. The promoted tweets from Fetterman’s account were largely aimed at fundraising, including one highlighting his release from the hospital and others emphasizing the March 31 campaign finance deadline.

    Other politicians running ads on the site included Rep. Steve Scalise (R-La.), whose account promoted a few tweets with links to surveys on GOP fundraising platform WinRed, and GOP presidential candidate Vivek Ramaswamy, who spent more than $10,000 on the platform. Unlike other candidates, most of Ramaswamy’s promoted tweets did not include fundraising links but instead included videos of him speaking or links to his podcast, although the ads would seem to still fall under Twitter’s political content policy, which includes tweets advocating for candidates.

    The largest spender on the site, according to Twitter’s data, was MammothNationUS, which brands itself as “America’s conservative marketplace.” It spent more than $33,000 on Twitter ads since February, according to the platform’s data.

    Bengaluru: The Karnataka High Court on Monday asked the central government why it had not given any reasons for blocking some accounts on Twitter in light of the takedown orders issued last year.

    The bench of Justice Krishna S Dixit, which is hearing a petition by Twitter challenging the various takedown orders of the Ministry of Electronics and Information Technology (MEITY), asked the government counsel, “Why you did not supply the reasons to them (Twitter). What is that you wish to withhold? Court wants to know what is so much an important thing which prevented the government from disclosing the reasons when the section (69A) uses the word ‘reasons to be recorded’.”

    When asked by the HC bench if the response would be provided to the court, counsel Kumar M N replied that “whatever decision is made can be supplied to the court.”

    The court also observed that the world was moving towards transparency and Section 69A of the Information Technology Act requires recording of reasons for takedowns.

    “The whole world is moving towards transparency. If it would have been regarding sovereignty etc., we would have understood. You called them for the meeting and you did not agree with the reasons given by them and passed the impugned order. Is it not necessary for him to know why you do not agree with his reasons?” the court said.

    Twitter approached the HC in June 2022 against the orders issued by the ministry.

    The Centre had argued that Twitter being a foreign entity cannot claim enforcement of fundamental rights. Objecting to this, Twitter informed the court that it was invoking the writ jurisdiction for violation of protocols prescribed under Section 69A of the IT Act. It also claimed in a rejoinder to the court that rights under Article 14 were available to foreign entities also.

    The court then asked both Twitter and the Union government to clarify the issue of how Indian entities would be treated in the United States and foreign jurisdictions on such issues.

    “In other jurisdictions whether disclosure of reason is treated as a matter of force or whether the government can withhold reasons? Whether any element of state sovereignty is involved in this? How would the USA have treated an Indian entity before it? That also needs to be addressed,” the court asked, adjourning the hearing to April 12.

    Twitter has claimed that the government was required to issue notice to the owners of the Twitter handles against whom blocking orders are issued. Twitter had said that it was barred from informing the account holders about the takedown orders of the government.

    Stefanik’s tweet, which promised the opportunity to win a signed MAGA hat, included a link to her joint fundraising committee’s WinRed page, where users could donate. The tweets from Fetterman and Frisch included links to their respective campaign’s ActBlue pages. All three were labeled as “promoted” in users’ feeds and would seem to fall under Twitter’s political content policy, which allows for political ads — defined to include several types of promoted political content, including tweets that “solicit financial support” — but says they will be subject to public disclosure.

    The lack of disclosure casts doubt on all of the political advertising data released by the platform and makes it hard to assess which groups are using Twitter to fundraise or sway voters ahead of 2024. It also highlights the hodgepodge of voluntary transparency efforts that experts say falls short when it comes to informing voters about who is trying to influence them online.

    “Several of these social media companies have disclosure platforms that are imperfect, but at least somewhat useful, whereas Twitter is essentially non-disclosure masquerading as disclosure,” said Robert Maguire, a researcher with Citizens for Responsibility and Ethics in Washington, a nonprofit watchdog group. “It is really not a disclosure regime at all.”

    While there are few standards around how digital companies have to disclose political advertising, companies such as Meta and Google maintain public libraries of all political ads on their platforms. In requiring users to submit requests for data, Twitter already added an additional step to making advertising information public. The omission of some tweets from the company’s publicly released reports makes it even harder to assess what paid political influence on Twitter looks like.

    Twitter announced in January that it was resuming allowing political advertising, a reversal of the platform’s 2019 ban following Musk’s takeover. The company, which was never a major hub for political advertising and has seen traditional advertisers flee amid brand safety concerns, rolled out a Google Form linked on its website where members of the public could request information about the political ads run on the platform.

    POLITICO requested data in late March and early April on all political advertising run on Twitter. In response, the company released a spreadsheet including just over 30 tweets from a handful of accounts, mostly linked to Republican candidates or groups. The disclosed ads included several promoted fundraising tweets from the National Republican Senatorial Committee that featured WinRed links, similar to the ads from political figures that the platform failed to disclose.

    Twitter did not respond to additional questions about the reach of the Fetterman, Frisch and Stefanik ads and why they were not disclosed. After POLITICO inquired through Twitter’s form specifically about ads run by the three accounts, Twitter responded with the same spreadsheet that did not include tweets from those accounts. The email address previously used by the company’s press office auto-replies with the poop emoji, a change Musk announced a few weeks ago.

    “When information about political ads isn’t fully disclosed, the public loses out on key details that can help people assess the merits of the messages and messengers of online political ads,” said Michael Beckel, research director at Issue One, a nonprofit that has supported reforms such as the Honest Ads Act, a bill that would model regulation of digital ads on the Federal Communication Commission’s long standing rules around political advertising on radio and television but has stalled for several years.

    While federal campaigns are required to report spending in quarterly FEC reports, ad tracking is one of the few public ways to track spending from nonprofits and 501(c)(4) groups that often do much of their spending well prior to an election.

    Digital ad disclosures, including those maintained by Meta and Google, also provide insight as to the demographics of users targeted by ads. Twitter’s limited data release also included information on targeting for the ads the platform did disclose; for example, a handful of fundraising tweets from the NRSC targeted users older than 35, according to the platform’s data (although some NRSC ads targeted younger users as well).

    Other political advertising disclosed by Twitter from March include promoted tweets from Missouri State Sen. Bill Eigel, a New York State campaign to promote public financing of elections and a Texas group aiming to establish casino-style gambling in the state. The total spending on ads disclosed by the platform was just over $1,650.

He will also dedicate to the nation the doubling and electrification of the Secunderabad-Mahabubnagar project, stretching over 85 km, completed at a cost of nearly Rs 1,410 crore. The project will provide seamless connectivity and assist in enhancing the average speed of trains.

    During the program, he will also lay the foundation stone for five National Highway projects worth more than Rs 7,850 crore. These road projects will strengthen the road connectivity of both Telangana and Andhra Pradesh.

    After spending an hour at the public function at Parade Ground, the Prime Minister will leave for Chennai from Begumpet Airport at 1.20 p.m.

    Hyderabad: The ruling Bharat Rashtra Samithi (BRS) and opposition Bharatiya Janata Party (BJP) kept up their political drama online by taking swipes at each other on Twitter via creative posters. The BJP first put up a creative alleging corruption in the state, which was followed by the BRS calling it the “Bhrashtachari Jumla Party”.

    The BJP shared an animated video on its official Twitter page alleging that the ‘Central government funds’ and ‘GST’ was being funnelled into a ‘khazhana’ by a figure that appears to be KCR. The video was captioned “Embroiled in Corruption, immersed in Scams, Ruining Telangana, as much as he can! #CorruptKCR”

    The BRS in its reply to BJP’s animated video accusing KCR of corruption dubbed the latter as “Brashtachari Jumla Party”. A series of cartoon images that alleged the involvement of prime minister Narendra Modi with Adani was posted with the caption of ‘look who’s talking’.

    On Wednesday, BJP shared an animated video on its official twitter page showing an animated caricature, appearing to be the Telangana chief minister K Chandrashekar Rao, carrying funds in a suitcase labelled as “Central government funds”.

    The animated figure was seen depositing the money into the boxes, which read “Rythu Bandhu, Aasara Pension, Shaadi Mubarak, Kalyana Lakshmi and Chota Mota Scheme” while being surrounded by camera flashes.

    The boxes were seen funnelled into a “Khazana” room where another animated caricature of a woman who appears to be the BRS leader K Kavitha was present. The animated figure was then seen hiding the suitcase with the money under the bed and was also animated to sit on top of the suitcase after covering it with a cloth.

    Another scene in the video shows the caricature of CM KCR climbing stacks of coins and ‘dreaming’ of the “PM Chair” and holding up a sign that says “National party launched”; a jibe at KCR rechristening the TRS to the BRS recently.

    As other figures were cheering on this, a woman’s animation was seen getting arrested, clearly indicating the Delhi liquor policy scam and Kavitha’s questioning by the Enforcement Directorate (ED).

    The BRS replied to this jibe at the CM KCR in the form of an animated video in a thread of 5 cartoon images. The first image depicted Indian businessman Gautam Adani fishing out cargo ships, aeroplanes and train engines using PM Modi as the fishing pole. The image was titled “Exclusive policies tailor-made for Adani”.

    The second image was captioned “Your party and supreme leader’s tales of corruption has crossed shores! BJP is giving new meaning to G2G deal. It is no longer called ‘Government to Government deal’, it is Gautam Adani to Gotabaya Rajapaksa deal.”

    Dubbing the power contracts awarded by Sri Lanka to the Adani group as “Brokered by: Vish Guru ModiG”.

    The third image has a cartoon caricature of Adani devouring coal while another cartoon caricature of PM Modi was seen saying “States should buy ADANI COAL”. In the caption, the BRS alleged, “The supreme leader forced states to import Adani coal at a higher price when enough coal was available at a cheaper price on our Indian soil. Electricity prices skyrocketed. Adani won, people lost,”

    San Francisco: Elon Musk-run Twitter has been sued by a group of vendors who allege that the micro-blogging platform has failed to pay tens of thousands of dollars in unpaid bills, the media reported.

    White Coat Captioning, YES Consulting and public relations firms Cancomm and Dialogue Mexico alleged in the proposed class-action lawsuit that Twitter is yet to pay bills ranging from around $40,000 to $140,000 for their services, reports CNN.

    The lawsuit has been filed in the California Northern District Court.

    Shannon Liss-Riordan, who has also filed four proposed class-action lawsuits and hundreds of arbitration demands on behalf of laid off Twitter workers, said that “Musk told Twitter vendors that, if they want to get paid, then sue”.

    “He is now getting his wish. Businesses, like employees, should not have to sue to get paid what they are owed,” Liss-Riordan was quoted as saying in the report late on Tuesday.

    Meanwhile, Twitter has also been sued by laid off contract workers who allege they should be treated at par with regular employees.

    The proposed class-action lawsuit claims that Twitter in November laid off numerous workers employed by staffing firm TEKsystems Inc without any advance notice.

    The micro-blogging platform is also facing a lawsuit from a landlord in San Francisco claiming the company has missed rent payments, along with a couple of other lawsuits since Musk took over.

    New York: As April Fool’s Day came and passed, the blue check marks on Twitter remained for legacy verified accounts and Elon Musk was yet to remove them and make those users pay $8 (Rs 900 a month in India) to remain verified.

    Almost all legacy Blue check marks were intact on Monday, two days after the Musk deadline.

    A new verified tagline for legacy Blue users now reads: “This account is verified because it is subscribed to Twitter Blue or is a legacy verified account”.

    Twitter CEO on Sunday said that verification of accounts will help a lot.

    “We are adding the date of verification to the profile. Note, only date since paid verification counts, since there was so much corruption in the past with legacy checkmarks,” he tweeted.

    Musk has removed just one blue badge – that for the account of the New York Times which posted that it will not pay $8 for the verified Blue service with verification.

    “Oh ok, we’ll take it off then,” the Twitter CEO posted.

    However, Twitter can still remove legacy Blue check marks (unless it was indeed an April Fool’s Day prank).

    According to Musk, only verified accounts will be allowed to appear in ‘For You recommendations’, starting April 15.

    “Starting April 15, only verified accounts will be eligible to be in For You recommendations. This is the only realistic way to address advanced AI bot swarms taking over. It is otherwise a hopeless losing battle. Voting in polls will require verification for the same reason, he said last week.

    “That said, it’s ok to have verified bot accounts if they follow terms of service and don’t impersonate a human,” Musk added.

    Meanwhile, a report recently revealed that half of Blue service subscribers have less than 1,000 followers on the platform.

    Twitter is also reportedly planning to give a $1,000 checkmark free to the top 10,000 organisations by follower count.

    Michael Thomas, a wide receiver for the NFL’s New Orleans Saints, posted: “Don’t nobody want that raggedy blue check no way anymore”.

    Activist-lawyer Monica Lewinsky posted a set of screenshots showing several Twitter accounts impersonating her.

    “Well this is going to be fun. In what universe is this fair to people who can suffer consequences for being impersonated? A lie travels halfway around the world before truth even gets out the door”, she posted.

    Meanwhile, Musk-run Twitter has removed the Blue badge of The New York Times, barely a week after he announced a new policy for keeping verification badges.
