    New Delhi: The BJP and AAP continued to spar over renovation of Delhi Chief Minister’s official residence on Thursday, with the leaders of saffron outfit staging a protest with a replica of a mansion alleging crores of rupees were spent on the “palatial bungalow”.

    Kejriwal, reacting for the first time over the issue, shared a video on his tweeter handle saying “Delhi public’s answer to the BJP….What does Delhi public say on the row over Rs 45 crore spent on Kejriwal’s bungalow.”

    The AAP will stage a massive protest on Friday against the ‘country’s ruler’ for “wastage” of taxpayers money, senior party leader Raghav Chadha said.

    Leading the protest by Delhi BJP near Delhi Chief Minister’s residence, Leader of Opposition Ramvir Singh Bidhuri said “the fate of Mahmmood Ghaznavi and Muhammad Ghori who looted Delhi, awaits Kejriwal one day at the hands of the people of Delhi.”

    The BJP has been assailing the AAP and Kejriwal over Rs 45 crore spent on renovation of Chief Minister’s residence at 6, Flagstaff Road in Civil Lines area.

    The BJP protesters started a march from Chandagi Ram AKhara, where a replica of a mansion was kept symbolising renovated “bungalow” of the Chief Minister and a party worker sitting in front of it wearing a mask of Kejriwal.

    Addressing the protesters, Delhi MP Manoj Tiwari alleged Kejriwal has covered his house with curtains of Rs 1.5 crore but his “double faced character” has been exposed in front of the people of Delhi.

    Former Union minister Harsh Vardhan said that the BJP will continue its struggle until the people of Delhi are freed from a “dishonest and corrupt” Chief Minister.

    Hitting at the BJP, Chadha took swipe at the Prime Minister without naming anyone.

    A new chapter has been added to the story of “King” and the AAP will stage a massive protest against the “luxurious lifestyle” on the hard earned money of the people, Chadha said.

    “When this king travels the world at the expense of the taxpayers, he does so in a private aircraft that costs the citizens of the country Rs 8400 crore. When this king travelled the world at the cost of taxpayers in the last couple of months, it cost his government Rs 1500 crore,” he said.

    When a generic repair work was to be done in the official residence of this king, this was only done with the purpose of beautification of the space, it cost the government exchequer Rs 90 crore, Chadha alleged.

    Hyderabad: Telangana Chief Minister K Chandrasekhar Rao, while extending Ramzan greetings on Friday said his government has spent nearly Rs 13,000 crore for the welfare and development of Muslim community during past nine years.

    An official release from Rao’s office said the CM expressed his wish that the Telangana State will be prosperous with the blessings of Almighty Allah and people live happy together with the blessings of God.

    Rao reiterated that the land of Telangana symbolises the culture of ‘Ganga-Jamuni Tehzeeb’ and the state government is always committed to preserve Secularism and religious harmony.

    He said the state government extended support to the Muslim community in many fields, including education and employment and many initiatives implemented to bring a qualitative change in the community are yielding results.

    Under Shadi Mubarak scheme the government spent Rs 2,130.92 crore for between 2014-15 and 2022-2, he noted.

    As many as 204 Minority Residential Schools have been established and upgraded as Minorities Residential Colleges in the first phase. Out of total 204 educational institutions, 107 are allocated for Boys and 97 to the Girls which benefitted 1,30,560 students (Boys 68,480, Girls 62,0800), the release said.

    Under the CM Overseas Scholarship scheme, Rs. 20 lakhs and a one way air fare of Rs. 60,000 is being provided as a scholarship to the students pursuing postgraduate and doctoral courses in foreign universities, it added.

    New Delhi: Notorious gangster Deepak “Boxer”, who was nabbed in Mexico by the Delhi Police and brought here on Wednesday, was helped by another criminal who as part of a deal not only arranged his escape abroad but also spent Rs 55 lakh on the same.

    A two-member team of the Special Cell with Deepak arrived at the Indira Gandhi International Airport from Mexico via Istanbul around 6 am, police said and termed the force’s first overseas operation to arrest a wanted criminal a “big success”.

    Deepak was trying to enter the US illegally through Mexico, and planning to run his gang in Delhi and its neighbouring states from there, a senior police officer said, adding that his links to a Pakistani national are also being probed.

    He will be interrogated in connection with his criminal activities and his alleged involvement in the killing of a builder in north Delhi’s Civil Lines area, the officer said.

    Elaborating on the case, police said a person named Naresh helped Deepak escape from the country. Naresh from Ajanthali village in Haryana’s Sonipat was into liquor business with his brother.

    Krishan Dadu, a contract killer, allegedly killed Naresh’s brother and brother-in-law and injured Naresh’s hand, they said.

    Naresh is currently residing in Australia and his son Sagar in the US. Naresh hired Deepak in November last year to eliminate Dadu and a local informer. He promised Deepak that he would send him to the United States via Mexico through the ‘donkey method’ and spent Rs 55 lakh for the same, sources said.

    “… Naresh had fixed a deal with Deepak that he would get him settled in the US. Naresh pursued Deepak to eliminate Dadu and the local informer as well members of the Tillu gang,” they said.

    “Deepak agreed to this deal as he wanted to stay outside India and head the operations of the Gogi gang from there. This way, he would be away from the clutches of police as he feared that if he stayed in India, he would be killed by members of his rival Tillu gang,” the source added.

    The source also said that Naresh and Deepak drew inspiration from the killing of Sidhu Moosewala where the main conspirators planned the murder from outside the country. Deepak was also confident that he would never be caught by the security agencies just like Goldy Brar who reportedly planned the murder of the popular Punjabi singer, they said.

    “Naresh and his son Sagar also wanted to start their lives afresh abroad after getting all their rivals eliminated,” the source added.

    Deepak is wanted in 10 cases, including murder and extortion, registered against him over the last five years, they said. Deepak, a resident of Gannaur in Haryana’s Sonipat district, led the Gogi gang after the killing of its head Jitendra Mann alias “Gogi” inside the Rohini court complex by two men in September 2021.

    Deepak “Boxer”, a winner of a national-level boxing championship, was arrested after extensive work by police and with the help of US agencies, Special Commissioner Police (Special Cell) HGS Dhaliwal said.

    “This is the first time that a gangster has been brought back to Delhi from another country. He was the most-wanted gangster of Delhi-NCR,” he said.

    “Deepak got a passport made in Bareilly (Uttar Pradesh) and took a flight from Kolkata. He changed flights to reach Mexico. His aim was to cross into the US. The FBI (US’ Federal Bureau of Investigation) and the Mexico Police really helped a lot,” Dhaliwal said.

    This is a “big success” for the Special Cell as this was a coordinated effort of all teams, he said and added that Deepak’s cousin Sandeep is currently in California but no detention has been made.

    “There is an elaborate drug syndicate and even human trafficking is common, but in case of Deepak, a Pakistani national Ali’s involvement is being investigated,” the officer said.

    “It is very early to say about the involvement of the Lawrence Bishnoi gang in his leaving the country but this is clear that he was always aligned towards the gang,” Dhaliwal said, adding that police have information on other gangsters and “work is on”. Deepak’s interrogation will help in gathering more information, the senior officer said.

    His Gogi gang is allegedly linked to the Lawrence Bishnoi gang, according to police.

    Deepak had changed routes several times and made stops to reach Mexico to enter the US (donkey method), Dhaliwal said. But he landed in the Special Cell’s net that was laid with the help of the office of the Legal attache, US Embassy, New Delhi, the officer said.

    This is the first time that the Delhi Police has arrested a gangster in an operation outside the country.

    Police had also announced a reward of Rs 3 lakh on information leading to the arrest of Deepak “Boxer”.

    “We had received inputs in January that Deepak had got a fake passport made in the name of Ravi Antil from Bareilly to flee the country. He took a flight from Kolkata to Dubai. Then from Dubai, he went to Almaty, Kazakhstan, and reached Turkiye. He then headed for Spain. After taking multiple routes, he finally reached Mexico,” Dhaliwal said at press conference on Tuesday.

    “Our teams were constantly tracking his routes,” he had said.

    Dhaliwal said the Delhi Police zeroed in on the gangster’s location in Cancun, a city notorious for human traffickers and the narcotics mafia, after interrogating several of his aides and using technical inputs.

    “His intention behind reaching Mexico was to reach America, with the help of human traffickers, where he would join his other associates. From there, he had planned to run his organised crime group in Delhi and neighbouring states,” Dhaliwal had said.

    SRINAGAR: Aamir Masoodi, a lawyer from Srinagar, has submitted a request under the Right to Information Act (RTI) to the Divisional Commissioner of Kashmir. The application seeks disclosure of the total expenditure incurred on accommodation, transportation, and other expenses for the alleged fraudster from Gujarat, Kiran Patel.

    Masoodi has also asked for information about the department responsible for covering the expenses during Patel Kiran Bhai’s previous two visits to the Kashmir valley before his arrest last month. The RTI application comes amid growing interest and speculation regarding the case, as authorities investigate the extent of Patel Kiran Bhai’s alleged fraudulent activities in the region.

    In another development, a resident of Rambagh in Srinagar has filed a complaint with the court, seeking an FIR against Patel for allegedly defrauding him of Rs. 18 lakhs as share amount in a company. The complaint, filed through advocate Masoodi, states that Patel, who identified himself as Chetan Prakash from Begumpur in North West Delhi and the managing partner of a company dealing in areca nuts, convinced the complainant to invest in the said company. The resident of Rambagh alleged that he paid Rs. 18 lakhs in various installments after interacting with Patel at Pratap Park in Srinagar and at a restaurant in the city last year.

    On last Wednesday, the government ordered an inquiry into the visits of “Kiran Patel,” who posed as a PMO official and enjoyed five-star treatment for a significant amount of time before being arrested for his fraudulent activities. The Divisional Commissioner of Srinagar is conducting the investigation and is required to submit a report within a week. It’s worth noting that Patel was on his third visit to the Kashmir Valley when he was caught by security officials at a five-star hotel in the Nishat area of Srinagar on March 2.

    As per the police report, Patel has prima facie forged and manufactured some documents including some visiting cards on the basis of which he has defrauded not only a single or group of person but “extremely elevated class of the society including high officials of the civil administration and police authorities.” At the end of the day, the police said, Patel succeeded in getting Z Category Security, bullet proof vehicle and enjoyed five star protocol “brazenly” for a considerable period of time.     Srinagar, Apr 01: An Advocate from Srinagar has filed an application under RTI Act to seek details about expenditure spent on trips, accommodation and security of Gujarat man who impersonated as PMO official.

    As per the news agency—Kashmir News Observer (KNO), the applicant has further sought details of the officials who held “official meetings” with conman; name of departments which spent “public money” on his transportation and accommodation.

    As reported earlier, the Jammu and Kashmir Government has ordered an inquiry to probe into various aspects related to visits of alleged Gujarat conman, Kiran Patel to Kashmir during the past months and security arrangements made during his visit.

    In his application, Advocate Aamir Masoodi has sought details of total amount spent on accommodation, transportation and other expenses of Patel on his last two visits to Kashmir.

    An application addressed to Designated Information Officer in the office of Divisional Commissioner Kashmir, the applicant has also sought details of concerned department who has paid the whole amount on behalf of Patel on his last two visits to Kashmir.

    It further sought name of government officials posted in Kashmir who had meetings with Patel during his visits to Kashmir.

    Patel was arrested by Police from a five-star hotel in Srinagar for posing as an ‘additional secretary’ in the Prime Minister’s Office (PMO) and enjoying security cover besides other hospitality. On his arrest in Srinagar, FIR No 19 of 2023 was registered against him at Police Station Nishat for criminal intention and indulging in activities by employing high degree of forged means.

    Additional Director General of Police (ADGP), Kashmir, Vijay Kumar has said they were checking the lapses in the present case and action will be taken against the officer involved.

    “There was negligence on the level of a field officer and action will be taken,” Kumar said, adding that the police acted quickly against Patel when they got to know about the case.

    New Delhi: China has developed a system of “Bailouts on the Belt and Road” that helps recipient countries avoid default, and continue servicing their BRI debts, at least in the short run, a new report has found.

    In total, more than 20 debtor countries have received USD240 billion in Chinese rescue lending since 2000. The scale of China’s global bailout lending programme is also growing fast. More than USD185 billion was extended in the past five years alone (2016-2021), as per a report by researchers from the World Bank, Harvard Kennedy School, AidData, and the Kiel Institute for the World Economy.

    Thirteen countries made total drawings of USD170 billion in situations of economic or financial distress. Examples include Argentina (2014-2021), Mongolia (2012-2021), Suriname (2015-2021) and Sri Lanka (2021), which drew on their RMB swap lines right before and/or after sovereign defaults on their external creditors.

    Other important users include Pakistan (2013-2021), Egypt (2016-2021) and Turkey (2021), which made large drawdowns during protracted balance of payments crises, as demonstrated by their crashing currencies in the face of dwindling foreign exchange reserves. Another group, including Russia (in 2015 and 2016) and Ukraine (in 2015), activated their swap lines in the face of sanctions and deep geopolitical crises.

    China’s role as an international crisis manager can therefore be compared to that of the US Treasury during previous Latin American debt crises or to a regional financial institution like the European Stability Mechanism, which helped to avert, delay, or resolve defaults by highly-indebted borrowers, rather than to a global financial backstop with “deep pockets”.

    The global swap line network put in place by the People’s Bank of China is increasingly used as a financial rescue mechanism, with more than USD170 billion in liquidity support extended to crisis countries, including repeated rollovers of swaps coming due.

    The swaps bolster gross reserves and are mostly drawn by distressed countries with low liquidity ratios. In addition, the report shows that Chinese state-owned banks and enterprises have given out an additional USD70 billion in rescue loans for balance of payments support. Taken together, China’s overseas bailouts correspond to more than 20 per cent of total IMF lending over the past decade, and the bailout amounts are growing fast.

    However, China’s rescue loans differ from those of established international lenders of last resort in that they are opaque, carry relatively high interest rates, and are almost exclusively targeted to debtors of China’s Belt and Road Initiative, the report found.

    China’s swap line network has become an important tool of overseas crisis management. In total, the report found that USD170 billion have been extended by the PBOC to central banks of countries in financial or macroeconomic distress. This amount involves a large number of rollovers, as short-term PBOC swap loans are often extended again and again, resulting in a de facto maturity of more than three years, on an average.

    “Is Kavitha indulging in illegal liquor deals for the sake of Telangana people? Is that ill-gotten money being spent on crop loan waiver or payment of salaries to the employees or towards unemployment allowance?” Sanjay asked.

    Addressing a gathering at the state BJP office on the occasion of International Women’s Day, Sanjay wondered in what way the people of Telangana were concerned with the liquor scam involving chief minister K Chandrashekar Rao’s daughter.

    Stating that the people of Telangana had never bowed before to anybody in the country, Sanjay said they were now forced to bow their heads in shame because of the illegal liquor scam involving Kavitha.

    “Kavitha’s wicket is down with the liquor scam and very soon, all the BRS wickets would be clean bowled. There is no question of leaving those who were involved in liquor scam and gambling activities,” he said.

    The BJP president further alleged that womenfolk of Telangana were subject to insults and humiliation during the KCR regime.

    “KCR’s son K T Rama Rao had no time to call on the family members of Dr Preethi who died by suicide due to alleged mental torture by her senior. But he would go to Sania Mirza’s last tennis match,” he criticized.

    Bandi went on to praise Prime Minister Narendra Modi’s initiative for women’s welfare. “Apart from constructing 11 crore individual toilets, Modi granted gas connections to nine crore women, constructed houses for 3 crore women, and opened 25 crore Jan Dhan bank accounts for 25 crore women,” he pointed out.

    On the other hand, KCR had shown no respect to women. “During his first stint as chief minister, there was not a single woman in his cabinet. There may never be a woman president in BRS. There is no women’s commission. For KCR, only his daughter Kavitha represents the entire womenfolk – whether it was for playing Bathukamma or holding meetings of women,” he said.

    Pointed out that BJP had reserved 30 percent of its organisational positions for women, Sanjay said, “The party had made a tribal woman as the President of India; eight women as governors, four as chief ministers and 11 women MPs as Union ministers.”

    Assuring that a good number of women who had the chance of winning would be given the party tickets in the upcoming Assembly elections, Sanjay urged women vote to vote in favor of BJP.

    Hyderabad: Rs 2626 crores were spent in nine years for various programs under the Economic Support Scheme (ESS) stated the Socio-Economic Survey report released by the Telangana Government.

    For the fiscal year 2023-2024, Telangana state government allocated Rs 100 crores under the ESS for Schedule Castes (SCs) and Rs 323.45 crores for Schedule Tribes (STs).

    ESS program was designed to financial upliftment of Scheduled Castes, Scheduled Tribes and other weaker sections.

    1,62,444 beneficiaries from Scheduled Castes (SC) have received a total subsidy of 2,029 crores from 2014 to Jan 2023 in Industries, Services, Business and Transport sectors.

    Subsides worth Rs 460.39 crores were provided from 2014 to Jan 2023, to beneficiaries under BC Corporation, Most Backward Classes and 11 BC Federations.

    Rs 135.87 crores were invested in livelihood sectors spanning 20,888 Schedule Tribe beneficiaries through the chief minister’s Girivikasam, Rural Transportation, Tribal Artist, MSMEs, ST skill training and other schemes.

    Skill development programs were conducted by the Scheduled Castes Cooperative Development Corporation Limited to train 17,240 candidates. Rs 104.62 crores were used to train SC youth who then got placements in reputed companies.

    Chinese provinces spent more than £42.8bn on tackling Covid-19 in 2022, according to data released by local governments, with the figure expected to rise as the huge cost of the pandemic hits the world’s second-largest economy.

    Although national statistics are not yet available, at least 20 of China’s 31 provinces have published figures on how much money they spent on measures to control the pandemic.

    China abandoned its zero-Covid policy in December. It is now trying to revive the sagging economy, which grew by just 3% in 2022, down from 8.4% in 2021, according to official statistics.

    Different provinces measure their Covid-19 expenditures in different ways. Some include spending at all levels of government, while others only include provincial-level spending.

    But according to the published data, the southern province of Guangdong, which is home to 127 million people and is China’s largest provincial economy, was the biggest spender. In 2022 it spent 71.1bn yuan (£8.6bn) on measures such as vaccination, testing and emergency benefits for people affected by the pandemic – an increase of more than 50% on the previous year. That spending equated to about 0.6% of the province’s gross domestic product in 2022. Before the pandemic, China spent about 5% of its GDP a year on healthcare.

    Beijing spent 26.4bn yuan, mainly on epidemic control and prevention, the equivalent of about 111% of the city’s healthcare budget for last year. Shanghai, the country’s financial hub, spent 16.8bn yuan on similar Covid-prevention measures, including the construction of temporary hospitals. The two months of total lockdown in Shanghai hit the city’s economy, which contracted by 0.2% in 2022.

    Since abandoning zero-Covid, China’s government has introduced various measures to try and stimulate economic growth. On 8 January, it reopened its borders for international travel, abandoning quarantine requirements for inbound travellers. The government has also announced measures to make it easier for property companies to raise financing after investment in 2022 fell by 10%, the first decline since records began. The real estate industry accounted for nearly one-quarter of China’s GDP in 2021, but a crackdown on the sector last year hit the economy.

    Public spending can now be redirected towards measures designed to boost the economy. Local governments have embarked on a hiring spree of civil servants, with a plan to increase recruitment by 16%. Economists at the US investment bank Goldman Sachs forecast China’s growth in 2023 will reach 6.5%, boosting global demand by 1%.

    But for ordinary Chinese, the cost of Covid-19 remains high. In December, China’s National Health Commission stopped publishing data on daily cases, amid concerns about a huge rise in infections after the end of the zero-Covid policy. China has officially recorded around 80,000 Covid-19 deaths since December, which would be a far lower death rate than Hong Kong experienced in the first two months of its Omicron wave. Still, other indicators suggest that illnesses and deaths are much higher: hospitals and mortuaries are overcrowded, and doctors in many places have run short of Covid-19 medicines.
