  • Florida Legislature: We delivered for DeSantis this session

Florida Legislature: We delivered for DeSantis this session

    [ad_1]

    britain us florida desantis 66303

The fate of a “digital bill of rights” that was aimed at Big Tech companies is up in the air with just days left. And while the Senate and House have passed rival versions of a controversial bill to ban gender-affirming care to minors — another top priority that DeSantis highlighted in his state of the state speech — Republicans are at odds over some of the provisions in the bill, including a proposal to outlaw private insurance companies from covering treatments.

The DeSantis administration did not respond to a request for comment on Sunday.

DeSantis’ expected presidential bid has loomed over much of the legislative session, and Republicans for the most part fulfilled DeSantis’ agenda. The governor has already touted some of those policy wins both here and abroad, such as last week when, while on a visit to Israel, he signed into law a measure that cracks down on hate crimes.

But Republican rivals and Democrats are already attacking some of these legislative achievements which are aimed at the conservative base but could turn off moderate Republicans. South Carolina GOP Rep. Nancy Mace, for example, publicly criticized DeSantis for signing a ban on abortion after six weeks of pregnancy, and billionaire GOP donor Thomas Peterffy told the Financial Times he was uncomfortable with the governor’s support for the abortion ban and wanted to wait before donating to him.

But Florida Republicans still trumpeted the support they provided the governor.

“Listen, I think we’ve delivered major, major victories on so many different fronts and the governor can rightly claim credit for having one of the biggest sessions certainly in Florida history,” Florida House Speaker Paul Renner said last week.

Their support provides DeSantis a long-list of legislative victories to tout to GOP primary voters across the country as springboard into a likely presidential campaign in a few weeks.

    The list includes:

    — Making it easier to execute criminals in Florida

    — Banning abortion after six weeks of pregnancy

    — Imposing new rules on public sector unions aligned with Democrats, including banning the automatic deduction of union dues

    — Ending permit requirements to carry concealed weapons

    — Block children from attending adult-themed drag shows

DeSantis has also highlighted, during recent out-of-state stops, Florida’s dramatic expansion of private school vouchers that lawmakers also approved this year. And on Friday, legislators sent a sweeping elections bill to him that would clear up Florida law to make sure he would not have to resign as governor if he becomes GOP nominee for president.

Democrats, vastly outnumbered by the supermajority Republicans enjoy in the Legislature, have spent the entire session calling on Republicans to stand up to DeSantis instead of assisting his presumed bid for president.

“This session was about the governor’s wish list,” said Rep. Fentrice Driskell, the House Democratic leader. “Effectively anything he wished for or dreamed for … the Legislature hustled to make it happen.”

But Driskell contended that she’s not sure that the legislative wins will give DeSantis the “national boost’ he was aiming for. She said while some of the bills passed this year were “red meat” for the conservative base they have alienated some GOP donors and would be unpopular with general election voters in 2024.

“We’re starting to see it backfire on him,” said Driskell.

DeSantis’ success with the Legislature is also drawing the ire of former President Donald Trump, who is also vying for the GOP presidential nomination. Trump on Sunday sharply criticized the newly passed elections bill as a “total mess.”

“I couldn’t care less if Ron DeSanctus runs, but the problem is the Bill he is about to sign, which allows him to run without resigning from being Governor, totally weakens Election Integrity in Florida,” Trump posted on his Truth Social platform. “Instead of getting tough, and doing what the people want (same day voting, Voter ID, proof of Citizenship, paper ballots, hand count, etc.) this Bill guts everything … ”

Yet DeSantis hasn’t just fared well in getting bills passed, but in a year when Florida has a hefty budget surplus, he also been highly successful in getting most of his budget recommendations pushed through including tens of millions for environmental projects, teacher pay, and the expansion of the fledgling Florida State Guard.

Legislators have also crafted a big tax cut package modeled largely on what DeSantis wanted, although a push by the governor to give Floridians a year-long tax break on certain household goods was not picked up.

“I think the governor has done very well, I think the Senate has done very well, I think the House has done very well,” maintained Rep. Tom Leek (R-Ormond Beach) and House budget chief when asked about the governor’s budget priorities.

  • Montana House cancels session after rally for trans lawmaker

Montana House cancels session after rally for trans lawmaker

    [ad_1]

    transgender day of visibility 69112

“Currently, all representatives are free to participate in House debates while following the House rules,” Regier told reporters. “The choice to not follow the House rules is one that Rep. Zephyr has made. The only person silencing Rep. Zephyr is Rep. Zephyr. The Montana House will not be bullied.”

Under Regier’s leadership, the House has not allowed Zephyr to speak since last week when she said that those who voted to ban gender-affirming care for young people would have “blood on their hands.” He and other Republicans said the remark was far outside the boundaries of appropriate civil discourse and demanded she apologize before being allowed to participate in legislative discussions.

Zephyr’s remarks, and the Republican response, set off a chain of events that culminated in a rally outside the Capitol at noon Monday and seven arrests later that afternoon when protesters interrupted House proceedings after Zephyr was denied the right to speak on a bill. The scene at the Statehouse galvanized both those demanding she be allowed to speak and those saying her actions constitute an unacceptable attack on civil discourse.

Much like developments in the Tennessee Statehouse weeks ago — where two lawmakers were expelled after participating in a post-school shooting gun control protest that interrupted proceedings — Zephyr’s punishment has ignited a firestorm of debate about governance and democracy in politically polarizing times.

It has showcased the growing power of the Montana Freedom Caucus, a group of right-wing lawmakers that has spearheaded the charge to discipline Zephyr. The caucus re-upped its demands and rhetoric Monday. In a statement they said that Zephyr’s decision to hoist a microphone toward the gallery’s protesters amounted to “encouraging an insurrection.”

It’s unclear if Regier and House leaders will follow the Freedom Caucus’s demand. Republican Rep. Casey Knudsen, the chair of the House Rules committee, said Monday’s cancellation gave leadership time to respond to Monday’s events. House Democratic Leader Kim Abbott said she saw leadership’s decision to cancel as giving lawmakers “some time to regroup.”

The House is scheduled to meet again on Wednesday afternoon, the chamber’s Republicans announced Tuesday.

Although several protesters resisted law enforcement officers trying to arrest them on Monday, Abbott pushed back at characterizing the activity as violent. She acknowledged it was disruptive, but called the demonstration peaceful. She said public protests were a predictable response to a lawmaker representing more than 10,000 constituents not being allowed to speak and questioned bringing in officers in riot gear to handle the chanting protesters.

“It was chanting, but it absolutely was not violent,” she said. “Sometimes extreme measures have a response like this.”

There were no reports of damage to the building and lawmakers were not threatened.

Delhi LG, govt clash over summoning of one-day Assembly session

    [ad_1]

New Delhi: The summoning of one-day session of the Delhi Assembly on Monday, a day after Chief Minister Arvind Kejriwal’s questioning by the CBI in the alleged liquor policy scam, has emerged as the new flashpoint between the AAP government and Lt Governor V.K. Saxena, who said that he failed to understand under which circumstances and which provision had the decision being taken.

In response to the Lt Governor’s criticism, Delhi minister Saurabh Bharadwaj cited the rules on “Adjournment of the House and procedure for reconvening”.

“Let me enlighten LG saab – Under Rule 17 of the Rules of Procedure and Conduct of Business in Delhi Assembly, Honble Speaker has the power to call a sitting of the House ‘at any time after the House has been adjourned sine-die’”.

    MS Education Academy

“However as per prevailing parliamentary practice the Speaker convenes only on the recommendation of the Cabinet. The House has not been prorogued and prorogation can be done only on the recommendation of the Cabinet,” he said in a series of tweets.

The Lt Governor had claimed that the proper procedure was not followed in calling the session, and questioned the need for summoning the House again.

“I fail to understand as to under what circumstances and under which provision of the GNCTD Act 1991 the Second Part of the Fourth Session (Budget Session) of the Seventh Legislative Assembly has been convened instead of moving a proposal for Prorogation of the Budget Session and convening of the ‘One Day Session’ as per the Cabinet Decision,” he said.

In further criticism, Saxena said that the special session has been recommended by the Delhi Cabinet “without any specified legislative business, which would have allowed the members of the House to come prepared for fruitful deliberations”.

SCERT rolls out new syllabus, academic calendar for 2023-24 session

Syllabus marks a shift from rote to competency-based learning: Official

The State Council of Educational Research and Training (SCERT) has developed and designed a comprehensive “Syllabus cum Academic Calendar” for the academic session 2023-24, which includes the foundational stage, and the classes 1 to 8 in the schooling system of Jammu and Kashmir.

The syllabus is in accordance with the latest guidelines and instruction manuals issued by NCERT, New Delhi, and is aligned with the NEP-2020 to improve the quality of education, which aims to shift from rote learning to competency and experiential-based learning.

After four months of rigorous effort by experts from NCERT and SCERT, the new syllabus maps the learning outcomes with the contents of the prescribed textbooks of J&K Board of School Education.

In a remarkably short span of time, Jammu and Kashmir has become the first Union Territory to create such a comprehensive document, outpacing all other states and union territories in the country.

The exercise took place under the guidance of Professor Parikhshat Singh Manhas, Director of SCERT and Fayaz Ahmad Fayaz, Joint Director of the Central Move Office, a group of academic officers and resource persons from the Assessment Cell of the Education Research Survey and Assessment (ERSA) division of SCERT.

The syllabus aims to enhance the quality of education in Jammu and Kashmir by shifting the focus from rote learning to competency-based and experiential learning. The syllabus is in sync with the latest guidelines and instruction manuals issued by the NCERT, New Delhi, and is aligned with the NEP-2020.

The new syllabus also aims to provide teachers with the flexibility to plan their classroom activities in a meaningful and productive manner, keeping in mind the Learning Outcomes suggested by the NCERT and NEP-2020.

“The Learning Outcomes are a set of expected knowledge, skills, and values that students should acquire at the end of each class or level,” Joint Director, Central Move Office, Fayaz Ahmad Fayaz, said. “These Learning Outcomes are designed to ensure that students have a holistic development and are prepared for the challenges of the 21st century, he added”

The syllabus, he said, emphasizes the importance of inclusive education and provides teachers with the knowledge and skills to create an inclusive classroom environment.

“Inclusive education refers to an educational approach where all students, regardless of their abilities or disabilities, are provided with equal opportunities to learn and succeed,” Fayaz said. “The syllabus provides teachers with diverse material and non-material resources to make inclusive education a reality. These resources include tactile diagrams/maps, talking books, audio-visual materials, Braille, etc.”

For children with special needs (CWSN), the syllabus emphasizes the importance of providing appropriate resources and support. The syllabus provides teachers with guidance on how to use these resources to support the learning needs of CWSN. These resources are designed to ensure that CWSN have equal opportunities to learn and succeed.

The document is available in parts on the website of the SCERT for easy access by teachers, students, and parents.

With introduction of the new syllabus, it is hoped that it will enhance the quality of education in Jammu and Kashmir, and help students develop the skills and competencies needed for success in the 21st century.(GNS)
