PHQ Issues Promotion Order Of 29 Non-Gazetted Officers

SRINAGAR: Jammu and Kashmir Police Headquarters has issued promotion order in respect of 20 Sub-Inspectors of the Ministerial Executive Cadre, seven Ministerial Executive Cadre (Steno) to the rank of Inspectors and two Assistant Sub-Inspectors Ministerial Executive Cadre to the rank of Sub Inspector.
The Departmental Promotion Committee meeting was convened under the chairmanship of the Director General of Police J&K Dilbag Singh at Police Headquarters J&K. After a thorough scrutiny of the service records, promotion in respect of these officers has been ordered.
DGP congratulated the promoted officers and their families. He expressed hope that the promotion will boost the morale of these officers and also inspire them to work with more dedication for the betterment of the department as well as for the people of J&K.
Those promoted as Inspector (M) include Sanjay Peshin, Mushtaq Ahmad, Nazir Ahmad Mistary, Abdul Majeed Mir, Abdul Rashid, Mohammad Ashraf Rather, Shabir Ahmad Shah, Javaid Ahmad Lone, Sardar Kulwant Singh, Ghulam Jeelani Dar, Khursheed Ahmad Shah, Tariq Ahmad Bhat, Manzoor Ahmad Rather, Jagdish Singh, Rajinder Kumar, Ghulam Hyder Malik, Narinder Kumar and Neelam Kumari.
Those promoted as Inspector (S) include Prince Nissar, Punam Koul, Rajni Chalotra, Prince Ji Bhat, Altaf Hussain Wani, Mohammad Shafi Hurrah and Neeraj Koul.
Two officers promoted as SI (M) are Ather Masood Qadri and Javid Ahmad Bhat.
Meanwhile DGP decorated Pradeep Singh with Assistant Sub-Inspector rank in a pipping ceremony held at Police Headquarters on Monday. AIG (Personnel) PHQ, Virinder Singh Manhas was also present on the occasion. DGP congratulated the officer and his family—(KNO)

JKBOSE 10th Practical Exam Update 2023: Mass Promotion – TheNewsCaravan

Jammu and Kashmir Board of School Education (BOSE) will not be holding a practical exam for Class 10.
JKBOSE will rely on the internal tests held by schools during the academic session.
“Twenty marks internal exams are held at the school level. It is already a set procedure. Schools will forward us the 20 marks internal results. There is nothing new in that,” Lal Hussain, Joint Secretary, Examination, BOSE.

However, BOSE will hold external practicals for Class 11 and 12. “We will be holding the external practicals of Class 11 and 12,” he said.
Class X exam in soft zones of Kashmir concluded on Wednesday. More than 63500 students appeared for the matriculation exam. In August last year, the government shifted the academic session to March in sync with National Education Policy (NEP). Exams in hard zones started from April 8. Hard zones are those areas that are snowbound and not reachable. Since access to the area was difficult during March, the government decided to hold their exam separately.

Class 10 will go first on April 8. It will be followed by the Class 12 exam which will kick off on April 11. The exam for class 11 will start on April 12.

Meanwhile, the admission process to the next classes has kicked off in Kashmir. Several schools have started issuing admission forms to students for the next classes. Private schools too have completed the process.
This follows the decision of the Jammu and Kashmir government to provisionally promote 10 standard students to the next class in a bid to avoid academic loss.
As per the ‘Uniform Academic calendar, the students who appear in Class 10 and 11 examinations shall be provisionally admitted in Class 11th and 12th respectively after the conclusion of the Board examination.
According to a government order, students, who are declared unsuccessful shall be permitted to continue their studies in Class 11th and 12th till the result of the Biannual/Annual Private examinations is declared. “In respect of the candidates who fail to pass in Bi-annual examination, provisional admission shall be canceled,” the order said.

n accordance with Government Order No. 46 JK (Edu) of 2023, dated 17.02.2023, the School Education Department of the Government of Jammu and Kashmir has published the final seniority list of PG Masters/Teachers in the discipline of Botany as of 01.01.2023.
The Directorates of School Education, Jammu/Kashmir provided the service information and bios for select PG Masters/Teachers in the field of Botany, updating the seniority list from the previous list published on April 12, 2019, in accordance with Government Order No. 157-Edu of 2019.
On July 20, 2022, a provisional seniority list based on the accumulated service details was made public and invited objections from cadre members who were left off the list or felt wronged by the position that was given to them.
Following receipt of additional service information from PG Masters and Teachers in the field of Botany for inclusion or correction in the seniority list, the issue was investigated, and all necessary inclusions, corrections, and deletions were made to create a final seniority list that was consolidated.

Before issuing the final seniority list, the final seniority list was sent to both the Directorates of School Education in Jammu and Kashmir with a request for comments or objections, if any.
Numerous objections/representations were received from applicants asking for the removal of PG Masters/Teachers who had obtained their PG Degree during service through normal or distance learning without authorization from the seniority list. In accordance with Government Order No. 940-Edu of 2017, dated 17.11.2017, sufficient permission and admissibility of leave must be granted by the relevant authorities at the appropriate time in order to pursue a postgraduate degree while in service.

The way of promotion has been cleared for the staff teachers. Giving great relief, the High Court has rejected the stay order on the promotion. On the other hand, the order of the Collector has been considered correct.

Employees-Teachers Promotion: Employees-teachers will soon get a big gift. Actually they will be given the benefit of promotion. In this regard, the stay in the promotion case has been set aside by the High Court. With the cancellation of the stay, now the way for the promotion of the staff teachers has been cleared.
Stay dismissed in promotion case
Chhattisgarh High Court has dismissed the stay in the promotion case of teachers. Accepting the order of the Collector, the High Court has given instructions for promotion through the council. The High Court heard the matter. During this, teachers in Korba district will get the benefit of promotion and transfer. Earlier, a petition was filed in the court by the teachers against the order of the collector.

Promotion of teachers was canceled by collector
It may be mentioned that earlier thousands of assistant teachers in Korba district were given the benefit of promotion to the post of Pradhan Pathak Primary School. However, in this case the DEO had posted them in different schools of the district. Alleging discrepancy in the issued order, the promotion of all the teachers was canceled by the Korba collector.
Teachers’ plea
After which the teachers had reached the High Court against this order of the Collector. Along with filing a petition in the High Court, the teachers said that the right to cancel the process of promotion and posting does not come under the purview of the collector. At the same time, while hearing the petition, the single bench of the High Court had given a stay on the promotion process. However, after the completion of the hearing, the court had reserved the verdict. Now the stay has been quashed. On the other hand, the order of the Collector has been considered correct.

The court has said in its order that the decision of the Collector is correct. Teachers should be given post establishment only through the council. After the decision of the court, once again the process of promotion and posting will be started from 1000 assistant teachers to the post of head reader. At the same time its benefit will be given to the teachers.

Degrees obtained in Science subjects through distance not valid for promotion, higher studies: SED

Srinagar, Feb 16: School Education Department Wednesday said that a high level committe at University of Kashmir has categorically resolved that degrees acquired by the candidates in Science subjects via distance mode are neither eligible for appointment as lecturers at Plus-2 level nor for admissions to M.Phill or Ph.D programmes.
Principal Secretary, School Education Department, Alok Kumar said this in reference to the petitions filed by different respondents seeking inclusion in the seniority list of Environmental Science discipline and for promotion to the post of Lecturer Environmental Sciences.
The news agency—Kashmir News Observer (KNO) has leant that the department has said, “It has been found that the claim of the petitioners does not merit consideration based upon the observations and findings and as such the claim of the petitioners for their inclusion in the seniority list of Environmental Science discipline and consequent claim for promotion to the post of Lecturer Environmental Sciences is hereby rejected.”
“Environmental Sciences falls within the category of Science Stream where practical are the part of curriculum and therefore such degrees are necessary to be obtained through regular mode only unless such courses are allowed specifically through Distance Mode by Distance Education Council (DEC) or All India Council for Technical Education (AICTE),” reads the judgement.
It also said that the issue regarding validity of degree acquired through distance mode was taken up with the University of Kashmir.
In reference to referral, the Department was conveyed that, “The University in this regard has categorically communicated the decision regarding the distance mode degree, it is resolved by the high level committee that candidates holding masters degree in science subjects awarded through the distance mode from other universities are neither eligible for appointment as lecturers in the Higher Education Department (Plus-2) level nor for admissions to the M.Phill or Ph. D programmes.”
Stating the reason as to why the degrees cannot be perused, KU has said, “The laboratory component which forms an indispensable part of the curriculum and requires a continuous guidance for the whole period of 4 semesters is not given its due importance in the distance mode learning.”
“Hence in light of the facts, it is clearly evident from the records and rules that the distance mode degree of PG in Ecology and Environment is neither recognized by the University nor equivalent to the corresponding PG Degree of Environmental Science, University of Kashmir, Srinagar,” it reads—(KNO)

Directorate Of School Education Kashmir (DESK) has issued District-wise eligible lists of trained-graduate/post-graduate teachers were send to you for verifying their particulars with reference to their original documents/certificates and was desired to be return to this office with providing of certain documents/certificates followed by reminder dated 18-03-2022 and 05-07-2022.
The lists were returned by the respective Chief Education Officers but without providing of certain documents resulting thereby that this office could not proceed further in the matter.
I am accordingly forwarding again a complete consideration list of trained graduate/post-graduate teachers belonging to General Category for providing of requisite documents/certificates (as indicated against each in the column of “Documents /certificates required)” besides blank columns viz. Date of joining/date of passing B.Ed. and SSRB serial number” be filled up with reference to service records.
