  • Biden admin to set up migrant processing centers in Latin America to reduce border strain

Biden admin to set up migrant processing centers in Latin America to reduce border strain

    [ad_1]

    panama us blinken 93090

Canada and Spain have agreed to accept referrals from the processing centers, officials said.

News of the centers comes just two weeks before a seismic shake-up in border policy, the lifting of Title 42. Department of Homeland Security Secretary Alejandro Mayorkas and Secretary of State Antony Blinken will announce details at a joint press conference Thursday morning at the State Department. The White House will also release a fact sheet about the regional processing centers and other efforts to prepare for the May 11 end of Title 42, the Trump-era border policy that has been used more than 2 million times to expel asylum-seeking migrants on public health grounds.

The processing centers are just one piece of the administration’s multi-pronged response as the White House tries to strike a balance of deterrence with creating additional legal pathways. Officials also announced the expansion of the family reunification parole program to include Guatemala, El Salvador, Honduras and Colombia, a program previously only available to Cubans and Haitians.

“[It’s] a significant plan that is really at a level of ambition and scale that has never been done before,” a senior administration official told reporters. “However, there is far more that we could do if we had the cooperation of Congress. They have really tied our hands, and so we really do appeal to Congress to work with us.”

The White House has been intensely planning for the end of Title 42 since before the New Year, weighing a patchwork of policy solutions. May, already the historically busiest month for migration, is expected to bring one of the greatest policy challenges yet for the White House. And the timing falls at a challenging political moment for President Joe Biden, who just launched his 2024 reelection campaign.

The efforts to expand legal pathways and expedite processing will be paired with deterrence measures — in an effort to build upon the humanitarian parole program for Cubans, Haitians, Nicaraguans and Venezuelans, which officials tout as a success story in bringing border numbers down. The program for these groups will continue, officials said, including the expulsion to Mexico of those who try to enter the U.S. unlawfully.

In place of Title 42, officials also plan to rely on a new rule that will bar some migrants from applying for asylum in the U.S. if they cross the border illegally or fail to first apply for safe harbor in another country. The administration has been working to finalize and implement the rule — a version of a Trump-era policy often called the “transit ban” — before May 11.

The administration will also expand expedited removal processes under Title 8, officials said Thursday, which would allow the government to remove from the country anyone unable to establish a legal basis — such as an approved asylum claim.

“With this shift from Title 42 to Title 8, it does not mean that the border is open,” a senior administration official said Thursday. “Returning to regular order under Title 8 means that we will once again be able to impose significant consequences on those who fail to avail themselves of the many legal pathways that we have announced today and that already exist.”

The Biden administration has 24,000 agents and officers at the border and is hiring an additional 300 border patrol agents this year. They’re also prepping Custom and Border Protection facilities to include spaces for interviews with asylum officers, immigration judges and for counsel purposes.

  • Italy orders OpenAI to stop processing users’ data else face fine

Italy orders OpenAI to stop processing users’ data else face fine

    [ad_1]

New Delhi: Italian regulators have ordered Microsoft-owned OpenAI to immediately stop the processing of Italian users’ data to general AI models.

The Italian regulator Garante said it’s concerned that the ChatGPT maker is breaching the European Union’s (EU) General Data Protection Regulation (GDPR), and has opened a probe.

OpenAI will have to notify the Italian regulators within 20 days of the measures implemented to comply with the order, otherwise a fine of up to 20 million euros or 4 per cent of its total worldwide annual turnover may be imposed.

“There is no way ChatGPT can continue to process data in breach of privacy laws. The Italian SA has imposed an immediate temporary limitation on the processing of Italian users’ data by OpenAI, the US-based company developing and managing the platform. An inquiry into the facts of the case was initiated as well,” the regulator noted.

OpenAI, the creator of ChatGPT, late last month admitted that some users’ payment information may have been exposed earlier this week when it took ChatGPT offline owing to a bug.

It’s worth noting that OpenAI does not have a legal entity established in the EU.

Any data protection authority can intervene under the GDPR if it sees risks to local users.

Finally, the Italian regulators emphasised that the lack of age verification mechanism exposes children to receiving responses that are absolutely inappropriate to their age and awareness, even though the service is allegedly addressed to users aged above 13 according to OpenAI’s terms of service.

OpenAI was yet to respond to the Italian regulator’s order.

  • The Transformer Model: Revolutionizing Natural Language Processing

The Transformer Model: Revolutionizing Natural Language Processing

    [ad_1]

Natural language processing (NLP) has made significant strides in recent years with the introduction of the Transformer model. The Transformer model, first introduced in a 2017 paper by Vaswani et al., has become the backbone for many of the state-of-the-art NLP models including the widely popular ChatGPT, a language model trained by OpenAI. In this article, we will explore what the Transformer model is, how it works, and why it has become a game-changer in NLP.

    What is the Transformer model?

The Transformer model is a type of neural network architecture that was specifically designed for sequence-to-sequence learning tasks, such as language translation or text summarization. Unlike previous models, which relied heavily on recurrent neural networks (RNNs), the Transformer model uses only self-attention mechanisms, which allows it to capture global dependencies in the input sequence more efficiently.

    How does it work?

The Transformer model is composed of two main parts: the encoder and the decoder. The encoder takes in an input sequence and converts it into a sequence of hidden representations, where each representation corresponds to a specific position in the input sequence. The decoder then takes in these hidden representations and generates an output sequence, which can be a translation or a summary of the input sequence.

    image 41
    Structure of the Transformer Model

The key innovation of the Transformer model lies in its use of self-attention mechanisms, which allow it to attend to all positions in the input sequence to compute a representation for each position. This is in contrast to RNNs, which process the input sequence sequentially, and therefore can struggle with long-range dependencies. By attending to all positions simultaneously, the Transformer model can capture global dependencies more efficiently, which leads to improved performance on sequence-to-sequence learning tasks.

Why is it a game-changer in NLP?

The Transformer model has revolutionized NLP in several ways. First, it has led to significant improvements in performance on a wide range of NLP tasks, such as machine translation, text summarization, and language modeling. This is due to its ability to capture global dependencies in the input sequence more efficiently than previous models.

Second, the Transformer model has made it possible to train much larger language models, such as the GPT-3 model, which has 175 billion parameters. This has allowed for the development of language models that can generate human-like responses to text prompts, such as ChatGPT.

Telangana: KTR inaugurates ITC’s food processing unit worth Rs 450 cr

    [ad_1]

Hyderabad: IT and Industries minister KT Rama Rao inaugurated the ITC limited’s food processing facility, which entailed an initial investment of Rs 450 crore in Medak.

KTR has invited the multi-business Indian enterprise to open integrated food manufacturing and logistics facility in Telangana’s food processing zone apart from a manufacturing hub.

The food processing facility, spread over nearly 59 acres of land and with a built-up area of 6.5 lakh square feet, entails an initial investment outlay of Rs 450 crore.

Speaking at the inaugural event held in Medak on Monday, KTR said, “Telangana was preparing itself to set up special food processing zones at 10k acres to extend its support to the ITC if they came forward to expand its facility.”

Remarking that Telangana couldn’t be a better location logistically for the set-up, as it is situated in the middle of the country, KTR assured customized incentives to ITC in reviewing the Ballarpur Industries Limited (BILT) in Mulugu district while inviting the company chairman and MD Sanjiv Puri to explore the possibilities of ITC’s manufacturing hub in the state.

He further insisted the ITC’s chairman join hands and participate in CSR activities (Corporate Social Responsibility) for the betterment of existing health and education infrastructure in the locality.

Stressing on the extension of ITC’s support to local farmers, KTR requested ITC to use local raw materials, especially potatoes used in the manufacture of their ‘Bingo’ chips.

“This would ensure the quality of raw materials reaches ITC through agricultural scientists and Rythu Bandhu Samithis,” the minister added.

The new facility will be producing ITC’s food brands including Aashirvaad atta, Sunfeast biscuits, Bingo chips, and Yippee Noodles among others.
