    Lawmakers dismiss possibility of debt limit off-ramp

    Some Republicans — particularly House conservatives — see that as a win for Democrats and Biden, who have been pushing to lift to the debt ceiling with no strings attached as the GOP calls for significant cuts to federal spending in exchange. So they’re not looking to open that particular escape hatch, at least not yet.

    “No,” said Senate GOP Whip John Thune (R-S.D.). “I just think that this needs to get done and delay, delay, delay doesn’t solve anything.”

    “I can tell you a short-term extension and clean debt ceiling is not going to pass Congress,” echoed Sen. Ted Cruz (R-Texas). “That is a solution that the White House has fever dreams of, but it’s not going to pass Congress. Nor should it.”

    Plus, Republicans feel they have the upper hand in negotiations with the White House after Speaker Kevin McCarthy successfully passed his debt ceiling package last week, which would lift the nation’s borrowing cap by $1.5 trillion or through March 2024, whichever comes first, while slashing $130 billion in government funding.

    A short-term extension is a “bad idea in part because House Republicans have already passed a debt ceiling deal,” said Sen. J.D. Vance (R-Ohio). “I think if there was no deal out there and we had no real solution on the table, it would be a different story. But we do have an offer on the table.”

    Rep. Dan Bishop (R-N.C.), a member of the House Freedom Caucus, said a clean debt ceiling increase of “any duration” is a “no-go,” even if it means negotiating with the White House on spending.

    “Republicans have to break a long-standing habit of thinking that giving in to reckless Democrats gradually constitutes victory,” he said.

    Democrats, meanwhile, aren’t willing to negotiate on the debt — and several more months bought by a temporary extension could mean they’re conceding to do just that. Senate Majority Leader Chuck Schumer roundly rejected the idea of a temporary debt hike this week, saying Congress should pursue a two-year extension through the 2024 election.

    Many lawmakers are waiting to see what happens when congressional leaders meet with Biden on Tuesday, hoping for some signs of movement in a debt stalemate that has dragged on for months.

    Not everyone is opposed to the idea of a stopgap bill, admitting it might ultimately become the only path to avoid default. While lawmakers technically have just under a month to negotiate, the reality of the congressional calendar means lawmakers will have even less time to strike a deal. There are only about eight legislative days left in May that the House and Senate are simultaneously in session, and both chambers will need time to pass the legislation.

    “I could be supportive of that, but the question is, whether House Republicans would be supportive of that,” said Sen. Mike Crapo (R-Idaho), when asked whether he would back a short-term lift of the debt ceiling if it meant serious negotiations with Democrats on government funding in the coming months.

    If Republicans and the White House can’t work it out in the next couple weeks, “then the idea of giving us the time is a good idea,” Crapo said.

    When asked whether there’s a chance the debt stalemate ends with a temporary extension in the coming weeks, Sen. Jon Tester (D-Mont.) said, “for sure,” though he stressed that’s not his preferred outcome. Both sides should be able to reach a deal, he said.

    Adding to the complications of a temporary hike: it would likely coincide with government funding talks slated to happen over the summer, with a shutdown deadline on Sept. 30.

    There’s plenty of precedent that suggests Congress and the White House could successfully hammer out a debt ceiling deal alongside government funding. In 2019, then-President Donald Trump deployed Treasury Secretary Steven Mnuchin to negotiate with Speaker Nancy Pelosi, resulting in a two-year budget deal that also waived the debt ceiling through July 2021.

    And some Republicans aren’t feeling particularly urgent, doubting that Treasury Secretary Janet Yellen’s early June deadline is anything more than a political ploy. Some GOP members think the real deadline would hit sometime over the summer.

    “Nobody believes her. I don’t believe her,” said Sen. John Kennedy (R-La.). “I’m not saying she’s a liar. I’m just saying that Janet Yellen is no longer an economist and a professor, she’s a politician. And I don’t believe June 1 is anything other than a date that she either set or was told to set through a political lens.”

    Sen. Shelley Moore Capito, a top appropriator who’s a member of Senate Republican leadership, said she expects more clarity on how the standoff might pan out after the White House meeting on Tuesday.

    “We’ll have to see,” she said. “I think that the president has finally come to the table and is going to be talking with the four leaders.”

    Capito said she would prefer that the impasse is resolved in the coming weeks, “but I don’t want to default, nobody else wants to either.”

    Guwahati: Welcoming the possibility of signing a peace agreement between the government and the ULFA (pro-talk), its leader Anup Chetia on Thursday said the pact can be inked if the Centre accepts its demands like land rights for the indigenous Assamese people.

    Chetia, who is the general secretary of the ULFA, said that they recently received a draft of the agreement but the matter was yet to be discussed in various fora of the organisation.

    His statement came hours after Chief Minister Himanta Biswa Sarma announced in New Delhi that there was a possibility of signing a peace agreement with the group in May.

    “The chief minister has taken an initiative for an agreement with the pro-talk ULFA and we welcome it But the entire matter lies in the hands of the Central government.

    “If the centre accepts our various demands, including the constitutional, political and land rights of the indigenous Assamese population, then the agreement can be signed,” Chetia told reporters.

    A draft of the agreement has been sent to the organisation just before the Rongali Bihu festival earlier this month.

    “The matter has been discussed in the central committee. But the working committee and the general council will discuss it before a final decision on the draft can be taken,” Chetia, a founding member of the outfit, said.

    Asked about the possibility of peace talks with the ULFA (Independent), led by hardliner Paresh Barua, he said that he will welcome it as it will lead to lasting peace in Assam.

    The chief minister, after taking oath on May 10, had appealed to the ULFA(I) to come forward for peace talks and resolve the decades-old insurgency problem in the state. However, not much progress has been made in this direction.

    On several occasions, Sarma has mentioned that the ULFA(I) talks about ‘sovereignty’ which he, as the chief minister, cannot constitutionally negotiate.

    Chetia urged Sarma to take the right steps in this direction as he is also an Assamese and the “problems that we are talking about is not of the ULFA alone but of the indigenous people of Assam”.

    Asked about reports that youths are joining the ULFA(I), the pro-talk leader said as long as there is an organisation, people will join it but many soon get disenchanted and return home.

    “There has been a change in Assam’s environment and it is no longer conducive for an armed struggle,” he added.

    Jeddah: Amidst possibility of arrest and deportation to back home India as reported by a section of Indian media, prominent Islamic preacher, Dr. Zakir Naik is hectically busy in Oman delivering lectures.

    While there is buzz about his arrest, fugitive Islamic preacher had also posted a video on his Facebook page, informing his supporters that he had safely arrived in Oman on Wednesday

    He also expressed his gratitude to the Sultan of Oman for extending a warm welcome to him, according to Malaysian Media reports.

    Zakir Naik in Oman to deliver two religious lectures on the invitation of the Omani Government.

    His lawyer, Akberdin Abdul Kader in Malaysia, has refuted recent news reports suggesting that the Islamic preacher was going to be arrested in Oman and extradited to India.

    Akberdin said Zakir had in fact been given a state reception in Muscat, the capital city of Oman, according to media reports.

    “He texted me to say he was safe and staying at a hotel,” media reports quoted lawyer Akberdin saying.

    Akberdin further said Zakir had described reports of his alleged arrest as nothing more than “fabricated news” by Indian Prime Minister Narendra Modi’s government-controlled media.

    The fugitive Islamic preacher, who freely and frequently travels to the Gulf states. Lastly, he was in Qatar during the 2022 FIFA World Cup to deliver religious lectures.

    Zakir Naik was accorded the 2015 King Faisal International Prize (KFIP) for his “Service to Islam” by Saudi Arabia. He was also conferred Sharjah Award for Voluntary Work and the Dubai International Holy Quran Award–Islamic Personality of the Year in 2013.

    Dr. Naik is wanted for inciting communal hatred, money laundering, and terror funding. His sermons and speeches are broadcast on Peace TV, banned in India, Canada, UK, and Bangladesh.

     On 18 July 2017, India revoked Dr. Naik’s passport following a recommendation made by the National Investigation Agency (NIA).  He has been pronounced a fugitive since then, he has been living in Putrajaya town in Malaysia and holds permanent residency in the country.

    India has been trying to arrest him and pursuing his extradition from Malaysia, Interpol has thrice declined New Delhi’s request to issue a Red Notice against him, the last one being in 2021. Interpol has rejected the NIA’s charge-sheet in the case of Dr. Naik, saying that asking for donations during speeches and promoting religion does not constitute a criminal offense.

    SRINAGAR: Rains lashed most of plains in Jammu and Kashmir including Srinagar while Gulmarg received sleet in the last 24 hours, the weather department said on Monday.

    Quoting a meteorological department official, GNS reported that  in last 24 hours, Gulmarg received 15.8mm of sleet while Srinagar had 2.0mm of rain, Qazigund 7.4mm, Pahalgam 14.5mm, Kupwara 4.5mm, Kokernag 14.4mm, Jammu 0.0mm, Banihal 27mm, Batote 21mm and Bhaderwah 8mm.

    Regarding the forecast, he said, generally cloudy weather with possibility of rain was expected in the next 24 hours.

    On March 21, he said, “a brief spell of thunderstorm with rain was likely at isolated (50-60% chance) towards evening.”

    From March 22-23, he said, dry weather was expected while weather was likely to be generally cloudy with intermittent light rain with thunder at scattered places on March 24- 25. Thereafter, he said, the weather was expected to be dry with “no forecast of any major rain/snow till March 28 in J&K.”

    Regarding temperature, he said, Srinagar recorded a low of 7.2°C against 5.5°C on the previous night and it was 2.5°C above normal for the summer capital.

    Qazigund, he said, recorded a low of 6.0°C against 3.5°C on the previous night and it was 2.4°C above normal for the gateway town of Kashmir.

    Pahalgam, he said, recorded a low of 2.6°C against 1.2°C on the previous night and it was 2.5°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.

    Kokernag recorded a low of 4.6°C against 4.0°C on the previous night and it was 1.1°C above normal for the place, the officials said.

    Gulmarg recorded a low of minus 0.6°C against minus 0.4°C on the previous night and it was 1.7°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

    In Kupwara town, he said, the mercury settled at 3.2°C against 4.5°C on the previous night and it was 0.1°C above normal for the north Kashmir area.

    Jammu recorded a low of 14.7°C against 14.2°C on the previous night. It was 0.2°C below normal for J&K’s winter capital, he said.

    Banihal, he said, recorded a low of 6.2°C (above normal by 1.3°C), Batote 6.9°C (above normal by 0.2°C), Katra 14.1°C (1.5°C above normal) and Bhadarwah 7.0°C (3.1°C above normal).

    Ladakh’s Leh and Kargil, he said, recorded a low of minus 1.5°C and minus 4.2°C respectively.

    Islamabad: The IMF has expressed concern that Pakistan’s opposition parties might create hurdles in the way of implementing the tough economic decisions of the cash-strapped Shehbaz Sharif-led government, media reports said on Wednesday.

    The views of the global lender came as a high-level delegation led by the International Monetary Fund (IMF) Mission Chief Nathan Porter on Tuesday met Finance Minister Ishaq Dar and other officials as part of the opening session of 10-day long talks for the completion of the much-delayed programme review for a bailout package.

    Porter raised the question about the implication of the opposition’s role in difficult decisions that Pakistan would have to take to avoid the default, The Express Tribune newspaper reported.

    “The fund had concerns that the opposition might create some problems in the way of rolling out additional taxation measures that the government was planning to impose to revive the talks,” it quoted Porter as saying.

    However, Finance Minister Dar assured the IMF mission head that the government believed in political dialogue and there was nothing to worry about.

    Dar stated that the government would try to enforce additional taxes in a manner that would avoid any untoward legal and political challenges, the report said, citing sources.

    The government was planning to promulgate a presidential ordinance but in case the IMF concerns remained, it might bring an act of parliament. Parliament route would take at least 14 days before the new taxes were implemented, the report said.

    Pakistan signed a USD 6 billion IMF programme during Imran Khan’s government in 2019, which was increased to USD 7 billion last year.

    The programme’s ninth review is currently pending with talks being held between IMF officials and the government for the release of USD 1.18 billion.

    But the IMF suspended disbursements in November last year due to Pakistan’s failure to make more progress on fiscal consolidation amidst the political turmoil in the country.

    As part of the tough decisions, the Pakistani government on Tuesday hiked the price of Liq­u­efied Petroleum Gas (LPG) by 30 per cent and finalised a minimum of Rs 6 per unit average increase in electricity rates between now and August, according to a report in the Dawn newspaper.

    During the talks, Dar assured the IMF team that Pakistan would soon roll out a plan to reduce the gas sector’s circular debt by half to around Rs700 billion.

    Dar, according to the finance ministry, said that reforms were being introduced in the power sector and a high-level committee had been formed for devising modalities to offset the menace of circular debt in the gas sector.

    But Smith and McCaul agreed that the United States’ military supplies are insufficient in the face of possible conflict, in China or elsewhere.

    “This is a huge problem,” Smith said. “We don’t have the industrial base, and we don’t have the ability to ramp up that industrial base.”
