    Amaravat: Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy on Friday directed officials concerned to expedite land resurvey under ‘YSR Jagananna Saswata Bhu Hakku Bhu Raksha Pathakam’ scheme, including completing first phase for 2,000 villages by May 20, along with laying of survey stones.

    In a review meeting, the Chief Minister ordered officials to ensure that every village secretariat has one rover at least for better flow of resurvey at the village level.

    The state has taken up resurvey of lands on a large scale after hundred years, unlike any other state, said Reddy in a statement and added that this exercise is important not only to the present generation, but also posterity.

    The southern state aims to employ modern technology and dole out tamper-proof documents to land owners so that none could manipulate them.

    Meanwhile, officials apprised the CM that 31 lakh survey stones are ready to be set in place once the survey gets completed, out of which 50,000 are ready to be supplied on a daily basis.

    Reddy instructed officials to procure sufficient number of stones for the next phase, while municipal officials informed that they are making preparations to survey urban areas and data analytics are currently ongoing.

    Panchayat Raj officials also told the CM that survey of 300 villages would be completed by the third week of April and in all villages by December end.

    Bengaluru: Election officials on Friday intercepted and checked Karnataka Chief Minister Basavaraj Bommai’s car when he was on his way to a temple in Chikkaballapura district.

    The Model Code of Conduct is in force in the State, which goes to polls on May 10.

    A video showing officials checking the vehicle has gone viral on social media.

    According to sources, Bommai was heading to Ghati Subramanya temple in a private car — as he had surrendered his official car on the day the election schedule was announced on Wednesday — when it was stopped at Hosahudya checkpost.

    “Nothing objectionable was found, and officials then allowed the vehicle to go, and the Chief Minister continued his journey,” sources added.

    Jammu: The Jammu and Kashmir government on Wednesday ordered a probe into the visits of conman Kiran Patel — who used to pose as a ‘PMO official’, to the union territory, an official said.

    An order issued by the Home Department appointed Vijay Kumar Bidhuri, divisional commissioner (Kashmir) as the inquiry officer who has been asked to submit his report within a week’s time.

    The order reads: “Sanction is hereby accorded to the appointment of Vijay Kumar Bidhuri as Inquiry Officer to inquire into the various aspects related to the visits of Kiran Patel to Kashmir during the past months and security arrangements made thereof.

    “The Inquiry Officer shall identify the lapses on the part of the Officers/ Officials concerned and submit a detailed report within one week,” the order read.

    Kiran Patel was on his third visit to the Kashmir Valley when he was arrested by police from a 5-star hotel in Srinagar on March 2.

    The police have told the court: “He has prima facie forged and manufactured some documents including some visiting cards on the basis of which he has defrauded not only a single or group of person but extremely elevated class of the society, including high officials of the civil administration and police authorities.

    “He succeeded in getting Z Category Security, bullet proof vehicle and enjoyed five-star protocol brazenly for a considerable period of time.

    “The documents, visiting cards and cell phone of the accused person have been sent for FSL examination, on the basis of which the alleged crime has been commuted, however the FSL examination report has not been received by the investigating agency,” the police said.

    The report also said that investigation conducted so far has suggested that the accused has visited most sensitive locations and areas of the Kashmir Valley, which are highly protected and extremely sensitive as far as the present security scenario of Kashmir is concerned.

    “This aspect of the matter has necessarily to be probed thoroughly by the investigating machinery as to how and with what motive and object the accused visited these locations and areas.

    “There is enough material available on the file, suggestive of the fact that while meeting different and variety of people and conducting meeting with highly elevated officials of civil administration and police, the accused may have received hefty amount for different purpose which areas seem not to have been investigated so far.

    “Further no recoveries have been made by the investigating agency so far, hence a detailed and thorough investigating is also required to be conducted as far as this area of the matter is concerned.

    “Meticulous and careful perusal of case diary file and material available on record reflects that during this all period some more persons have remained closely connected with the accused person whose nexus with the accused person requires proper investigation,” the police report said.

    SRINAGAR: Jammu and Kashmir police on Tuesday asked all drawing and disbursing officers to direct all officials of the department to update their Income Tax Returns after complaints of bogus and fraudulent claims by some officers surfaced.

    According to a circular, the police authorities have warned of action if the officials fail to update their ITR-U by March 31.

    The circular reads during analyses by Income Tax Department to the refunds issued in (ITR) FY 2021-22 and 2022-23 in respect of the Income Tax Returns filed by the taxpayers of Jammu & Kashmir, it has been revealed that huge number of individual taxpayers, particularly those who derive income from salaries and which includes many police officers/officials have claimed excessive deductions and refunds under various sections of the Income Tax Act viz. 80C, 80D, 80D0, 80DDB, 80E8, 80E, 80EE, 80G, 80GGC etc. without actually being eligible for the same.

    “The data of every individual tax payer has been analyzed by the Director General of Income Tax (Systems) and cases of fraudulent claims/bogus refunds have been selected for scrutiny from which fraudulent claims of deductions/refunds under the IT Act have come to light,” it reads.

    It added Income Tax Department has a list of all persons who have claimed excessive or bogus deductions and refunds on TDS made by their DD0s. It is a matter of grave concern that large number of employees belonging to JKP also figure in the list.

    “Such cases of bogus refunds may lead to selection of their cases for scrutiny and recoveries will be made by IT Department besides levy of penalty under section 270A of the Income Tax, which would be 200% of the tax levied. The cases of such employees may also be taken up for prosecution under section 276C of the IT Act.”

    It reads however, the Income Tax Act provides a limited window in the shape of ITR-U under section 139(8A) which provides that the taxpayers can update their returns of income by paying their actual due tax along with penalty which is 50% of additional tax + interest tor FY.2019-20 (A.Y.2020-21) and 25% for FY.2020-21 (A.Y.2021-22), if the ITR-U are filed before 30.03.2023.

     

    “Keeping in view the sensitivity and urgency of the matter, all the DDOs of J&K Police are enjoined to direct all the officers and officials under their charge to update their Income Tax Returns (ITR-U) on or before March 31, 2023, if they have claimed any bogus deductions and refunds failing which action under rules as mentioned above shall be taken against them by IT Department,” it reads.     Lucknow: After serving a legal notice to Mohd Arif for ‘violating the Wildlife Protection Act of 1972 (amended)’ by keeping a sarus with him for a year, senior forest officials in Uttar Pradesh seem to be having second thoughts on the issue.

    Authorities have summoned Arif, who looked after the bird for a year, to explain his side at the office of the assistant conservator of forest in Gauriganj (Amethi) on April 2.

    A senior forest official said, “The gesture of rescuing the bird will be considered while evaluating the merits of the case.

    “Arif saved the life of the sarus. This gesture matters a lot even when he has been serviced notice that seeks explanation from him.”

    According to the Wildlife Protection Act of 1972 (amended), one cannot keep any wild animals with them.

    “Arif rescued the sarus and treated it too. His only mistake is that he did not inform the forest staff. Whether one finds an injured human or a wild animal, you must report to the authorities,” said the official.

    He further explained, “Birds contract diseases if they live with humans. In 15 days, an observation will be made to check if the bird is sick or ready to fly free. If all goes well, the bird will be set free in a sanctuary so that it could mate and live in its natural habitat.”

    Meanwhile, D.N. Singh, divisional forest officer Amethi, said, “We have not broken the friendship between Arif and the bird. Sarus live in pairs but this one was alone and therefore, it is our responsibility to place the bird in its natural habitat so that it could lead a normal life.”

    Arif told reporters that he never confined the bird.

    “I found the bird injured and hence, gave it treatment and food. After the treatment, it kept coming back to me but I never kept it as a pet. It roamed freely for the entire day in the fields. Is it my mistake if the bird came to me for its food?” said Arif.

    Arif found the injured bird in February 2022. He helped the sarus recover and soon, they developed a rare camaraderie.

    Last month, the videos of the bird and Arif went viral on social media platforms.

    The officials said they have not seen any indication — such as satellite imagery or other intelligence — that shows Russia is moving forward with an immediate plan to deploy nuclear weapons. The officials represent both U.S. and European governments and were granted anonymity to speak freely about a sensitive national security issue.

    National Security Council spokesperson John Kirby made similar comments to reporters on Monday.

    “We haven’t seen any movement of any tactical nuclear weapons or anything of that kind since this announcement, and we certainly haven’t seen any indication that Mr. Putin has made some sort of decision to use weapons of mass destruction, let alone nuclear weapons inside Ukraine,” he said.

    The assessment and comments by U.S. and European officials underscore the degree to which Western governments are batting down Putin’s messaging despite previously warning about the Russian president’s potential use of nuclear weapons earlier on in the conflict.

    John Bolton, a national security adviser during the Trump administration, said on Monday that even if Putin made good on moving the weapons, “it really wouldn’t make that much difference in my view.”

    During an appearance on CNN, Bolton noted that Russia has already staged nuclear missiles and other weaponry in the exclave of Kaliningrad on the Baltic Sea.

    “That’s a place which has long been basically a Russian military facility,” he said. “So the capabilities Russia already has in the Kaliningrad enclave are the ones that could be most threatening. I don’t think the idea of moving some tactical nuclear weapons into Belarus changes that balance.”

    Belarus is among Russia’s closest allies and is a supporter of Putin’s invasion of Ukraine. Leaders from the two countries have previously spoken about staging advanced weaponry, including nuclear weapons, in Belarus. Putin’s comments follow previous statements he made during a December press briefing in Minsk in which he said that Russia was training pilots from Belarus to fly aircraft capable of carrying a “special warhead.”

    The Russian president’s most recent comments come as the Russians and Ukrainians are locked in an intense battle in the city of Bakhmut. Both sides have lost a significant number of troops and ammunition in recent weeks.

    One of the Western officials described the fighting as a battle of yards and one that is likely to continue for weeks if not months. Putin’s threats about sending nuclear weapons to Belarus are “meant to distract from Russia’s failures on the battlefield,” that official said.

    An adviser to the Ukrainian Ministry of Defense said the country’s intelligence services are monitoring Moscow’s activities closely, but said Ukrainian troops would continue to focus their efforts on countering the Russian forces in the eastern part of the country.

    Western officials have not completely ruled out the possibility that Putin could resort to not only sending nuclear weapons to Belarus but also using those weapons if his forces continue to lose ground.

    Over the past year, Putin has threatened the use of nuclear weapons on several occasions.

    In a September speech, he claimed NATO and the West were engaging in “nuclear blackmail.” “To those who allow themselves to make such statements about Russia, I would like to remind you that our country also has various means of destruction,” he said. “And if the territorial integrity of our country is threatened, we will certainly use all the means at our disposal to protect Russia and our people. This is not a bluff. ”In the weeks that followed, Western officials scrambled behind the scenes to respond to the threat. U.S. officials discussed with allies the validity of Putin’s remarks, warned about Russia’s increasing threats and pushed back against Moscow’s messaging. Since then, warnings about Russia’s potential use of nuclear weapons have quieted, and concerns among Western officials about Moscow’s threats have also dissipated.

    One of the European officials described the reaction among their country’s national security officials as “calm.” “It’s being seen as another scare tactic by Putin,” the official said.

    Meanwhile, in Ukraine, officials are focused on continuing to push its Western allies for additional funding and weapons to fund its operations in Bakhmut and elsewhere in the country. A delegation of Ukrainian parliamentarians is in the United Kingdom lobbying officials there for additional resources, including jets, according to a person with direct knowledge of those conversations.

    Chandigarh: Chief Minister Manohar Lal Khattar on Monday directed the officers of Haryana Shehri Vikas Pradhikaran (HSVP) to develop a separate dashboard for all the properties of the state’s urban development authority.

    Details such as property location and owner’s name would be registered in the dashboard, he said.

    He also directed the officials that the entire record of the HSVP including the documents of the properties should be digitised.

    The chief minister, who is also the chairman of HSPV, was presiding over the 125th meeting of the authority here, according to an official statement.

    In the meeting, Khattar gave ex-post facto approval for the construction of multi-storey car parking and commercial complex by Faridabad Smart City Limited on about 4,000 square metre land in Sector-18A of Faridabad.

    Post facto approval was also given for the issuance of allotment letters of ownership rights to 131 shopkeepers and Antyodaya Market being constructed in place of the Rehri Market; as per the instructions of the Chief Minister, after the incident of fire in the Rehri market of Sector-9, Panchkula last year.

    Apart from this, pucca shops will be set up as Antyodaya Market in place of Rehri markets in Sectors 7, 11 and 17 of Panchkula.

    The chief minister said pucca shops should be constructed in the cities where Rehri markets are functioning.

    On this, HSVP Chief Administrator Ajit Balaji Joshi informed the chief minister that the HSVP has a proposal to set up Antyodaya Market in place of Rehri markets in Gurugram, Faridabad and Karnal.

    Khattar instructed the officers to constitute a committee to prepare a list of the cities where buildings or any other type of construction or activity has been done on the HSVP’s land or on the land of other departments.

    It was also apprised in the meeting by the officials that the HSVP has 5,418 residential, 2,688 commercial and 230 institutional properties, out of which 4,804 residential, 2,305 commercial and 205 institutional properties have been sold through e-auction.

    Khattar said that on the lines of the scheme for setting up cooperative group housing societies for MLAs, employees, journalists and lawyers in Panchkula, permission can be given to set up cooperative group housing societies for former MLAs as well.

    Chief Secretary Sanjeev Kaushal, Chief Principal Secretary to Chief Minister, D S Dhesi, Additional Chief Secretary, Finance Department, Anurag Rastogi, Additional Chief Secretary, Industries and Commerce Department, Anand Mohan Sharan, were among other senior officers present in the meeting.
