    3032 water bodies in Telangana encroached upon: Irrigation Census

    Hyderabad: Under the Union government’s ‘Irrigation Census’ the ministry of Jal Shakti launched the first census of water bodies which documents the size, condition, status of encroachments, use, storage capacity, status of filling up of storage etc., nationwide.

    24,24,540 water bodies have been enumerated in the country, out of which 97.1% (23,55,055) are in rural areas and only 2.9% (69,485) are in urban areas.

    According to the report, the total number of water bodies in Telangana is 64,056 out of which 98.5% are in rural areas and only 1.5% (992) are in urban areas.

    In comparison to the national average, the number of water bodies in urban Telangana is observed to be substantially lower.

    5 leading states with maximum number of water bodies:

    • Ponds – West Bengal
    • Tanks – Andhra Pradesh
    • Lakes – Tamil Nadu
    • Reservoirs – West Bengal
    • Water Conservation Schemes/Check Dams – Maharashtra

    Telangana has the fourth highest number of ‘Water Conservation Schemes/Check Dams’ in the country.

    Encroachments:

    The census found that 1.6% of all the water bodies in the country are the victim of encroachment. Above 95% these encroachments are being done in the urban areas. In Telangana, the number of water bodies that have been encroached are 3032 which is about 4.3% of the total.

    In-use and not in-use water bodies:

    According to the census, 3,94,500 water bodies, amounting to 16.3% of total in the country, are not in use on account of drying up, construction, siltation, destruction beyond repair, salinity and other reasons.

    In case of Telangana, this number is slightly higher than the national average again. Out of 64,056 water bodies, 80.8% (51,733) water bodies are in use whereas rest 19.2% (12,323) are not in use for similar reasons, states the report.

    Out of the ‘in use’ water bodies, the majority of them are used for irrigation followed by groundwater recharge.

    Across the country, 90.1% of the ‘in use’ water bodies are observed to be fulfilling requirements of upto 100 people only. Of all the water bodies in-use only 0.8% are fulfilling the requirements for more than 5 cities, towns or villages.

    Ownership:

    Another interesting data-point is the ownership of water bodies. We see that across the country more than half are owned by private entities.

    55.2% (13,38,735) of water bodies across India are owned by private entities whereas 44.8% (10,85,805) of water bodies are in the domain of public ownership.

    About 80.5% of the water bodies in the state are under public ownership while the rest are privately owned.

    Man-made v/s Natural

    Amongst all the 24,24,540 water bodies in India, 78% (18,90,463) water bodies are man-made and the remaining 22% (5,34,077) are natural water bodies.

    In urban Telangana, 603 water bodies are man-made and 389 are naturally occurring.

    Hyderabad: Telangana state Irrigation Development Corporation (IDC) chairman Venugopalachari said that proposals for 35 lift irrigation schemes have been received from across the state.

    Venugopalachari on Friday chaired the IDC board meeting discussing the progress of lift irrigation schemes under IDC and the work that has to be undertaken in the upcoming days.

    He said, “The government has allocated a total of Rs 269.54 crores to IDC in 2022-23 under state budget, National Bank for Agriculture and Rural Development (NABARD), and Accelerated Irrigation Benefit Programme (AIBP)”.

    The IDC chairman said that at present, 4.69 lakh acres are being irrigated across the state through 538 lift schemes. “Another 37 schemes undertaken with Rs 743.19 crores are in progress, the completion of which will irrigate another 65 thousand acres,” he added.

    “However, areas, where the irrigated lands are in high elevation, are not receiving water. 35 proposals have been received from across the state to bridge the gap and implement lift irrigation schemes to irrigate these areas by the people’s representatives,” he said.

    He said that the proposals will be brought to the notice of chief minister K Chandrashekar Rao and after receiving the required permissions, the feasibility of implementing the scheme would be examined on the field level.

    Venugopalachari said that irrigated lands of Dalits and tribal people would be given the highest priority in the lift irrigation scheme proposals.

    KULGAM, MARCH 07: To review the status of developmental projects of Irrigation department and Municipalities in Kulgam, a meeting of officers was today held under the chairmanship of District Development Commissioner (DDC) Kulgam, Dr. Bilal Mohi-Ud-Din Bhat at Mini-Secretariat, here.

    The meeting was attended by President Municipal Council Kulgam Muneeb Ahmad Zargar; ADDC Showkat Ahmad Rather; Jt. Director Planning, Executive Engineers from Irrigation, PDD and R&B, EOs and other concerned officers.

    During the meeting, the DDC reviewed the status of Slaughter House, Sumo Stand and Solid Waste Management plant, and directed Executive Engineer R&B Kulgam to complete these Projects well in time.

    Moreover, Executive Engineer KPDCL and EO Municipal Council Kulgam were directed to make all street lights functional in town at an earliest.

    The DDC also reviewed status and progress made in various irrigation works. He reviewed status and progress made on renovation and repairs of Chakidhara, Grimtoo, Sonman, Mav Khul, Nandi and other canals.

    He instructed Executive Engineer, Irrigation department to scale up pace of work and complete the repair and renovation of canals and ensure smooth irrigation facilities to the agrarians throughout this farming season.

    Hyderabad: In a scathing attack on the BRS-led Telangana government for its ‘gross failure’ to complete irrigation projects on time, YS Sharmila dared him to come on a public debate and discuss the 30 pending projects that have been receiving ‘ill-treatment’ by his government.

    “After all his tall talk and fake oaths to complete all irrigation projects in Telangana on time, the KCR government has utterly failed the farming community by not completing any project. Having spent Rs 1.2 lakh crores on Kaleshwaram Project after redesigning and renaming Pranahita Chevella, all for the sake of commissions, only 57000 acres of land received irrigation. Barring this, no other project was accomplished in these nine years,” she stated.

    Sharmila further said, “During late YSR’s rule, 33 projects were launched and fast-tracked too, and by 2016-17, the projects were in a decisive stage of advancement, running towards completion. Alisagar and Gaddenna Suddavagu were completed by 2017. After YSR’s demise in 2009, and until 2014, the pending projects’ fate continued to hang in a balance, and they still don’t see the light of the day, thanks to KCR’s apathy and his government’s anarchy.”

    Sharmila alleged that the chief minister is reluctant to complete the remaining 10% works of the Jalayagnam projects.

    “Just Rs 85 crore was all that was enough to complete 16 pending projects and give water to 35 lakh acre,” she claimed.

    “On top of it, his statements make a joke of his government where he promises to irrigate one crore acres. I dare the father and son (KTR) to come on a public debate and I will show with proof, how and where the works are stuck. It is for votes that they are misleading people on these projects,” added Sharmila.

    Hyderabad: The government of Telangana has hiked allocations for agriculture and allied sector and some other key departments in the state Budget 2023-24 presented on Monday.

    The election year Budget, pegged at Rs 2.90 lakh crore, has no new schemes but the Bharat Rashtra Samithi (BRS) increased allocations for some of its flagship schemes.

    The Budget outlay has been increased by about 13 per cent over 2022-23.

    The size of last year’s Budget was Rs 2.56 lakh crore.

    Presenting his fourth Budget and the last of the BRS government in its present term, state Finance Minister T. Harish Rao announced Rs 1,000 crore for new recruitments in government departments and Rs.500 crore for providing Infrastructure facilities to all universities.

    He proposed Rs 26,831 crore for agriculture and allied departments, which along with irrigation remained priorities of the government.

    For farmers’ debt waiver, the government has allocated Rs 6,385 crore, an increase of Rs 2,385 crore over last year

    For Rythu Bandhu, the flagship scheme to provide investment support to farmers at the rate of Rs.10,000 per acre annually, the allocation has been increased marginally to Rs 15,075 crore. The allocation for insurance to farmers has been revised from Rs 1,465 crore to Rs 1,589 crore.

    Harish Rao proposed Rs 26,885 crore for the irrigation sector and reiterated the government’s commitment to bring an additional 50,24,000 acres under irrigation in the next two to three years to take the total area to 1 crore 25 lakh acres.

    Stating that Telangana is the only state in the country providing uninterrupted 24-hour quality power supply to all the sectors of the economy and free power to the agriculture sector, he enhanced allocation for power subsidy to Rs 12,000 crore from Rs 10,500 crore in 2022-23.

    Under Aasara pensions, provided to various categories of beneficiaries, the allocation has been enhanced by Rs 271 crore to Rs 12,000 crore for 2023-24.

    Under the flagship scheme Dalit Bandhu, the Minister proposed Rs 17,700 crore. During the years, 1,100 Dalit families in each of the 118 Assembly constituencies will be provided Rs 10 lakh each.

    The allocation for the education department is pegged at Rs 19,093 crore. For the medical and health department, he proposed Rs 12,161 crore.

    The state Finance Minister proposed Rs.2,500 crore for maintenance of R&B roads and s.2,000 crore for maintenance of Panchayat Raj roads

    He also announced the contract employees will be regularized and the pay scales of employees of SERP will be revised from April, 2023.

    Hyderabad: BRS’s Medak MP Koth Prabhakar Reddy released the Kaleshwaram water into the Kudavelly stream for irrigation on Friday.

    Water gushed out after lifting the gates of the Kondapochamma Sagar canal at Kodakandla in Gajwel Mandal.

    The step came following a request from local farmers that water in the Kudavelly scheme was receding. The water will be used until the harvest of the Yasangi paddy.

    This is the third consecutive year that the state government had released irrigation water into the Kudavelly stream to meet the irrigation needs of the farmers living around.

    The Medak MP, after the water release event, said “the chief minister, KCR has built the Kaleshwara Lift Irrigation Scheme (KLIS) to put an end to the drinking and irrigation needs of the area.”

    “The 38 check dams on 60-KM stretch on the stream in Gajwel, Thoguta, Mirudoddi and Dubbaka Mandals, will be filled to the brim,” said the MP.

    The Medak MP has said that as many as 40,000 acres will receive water following the release.

    Forest Development Corporation Chairman Vanteru Prathap Reddy, MLC Dr V Yadava Reddy and others were present.
