    Hyderabad: Responding to the death of a 5-year-old boy due to an attack by stray dogs, Telangana Governor Tamilisai Soundararajan on Wednesday said that the administration should take proactive measures as the incident ‘proves that existing arrangements are not adequate to combat the stray dog menace.

    She also expressed sadness over the occurrence.

    “Pained to see this sad incidence. Only such painfull incidences should not remind us the need for permanent solutions.Administration should take some proactive measures. This incidence prooves that existing arrangements are not adequate to combat this menace. No words 2 console,” she tweeted.

    The incident, which occurred in the Amberpet locality on Sunday was caught on a CCTV camera.

    The boy, Pradeep, had accompanied his father Gangadhar, who worked as a security guard in the area.

    Narrating the incident, Gangadhar said that he had his son with him to work on Sunday and while he was strolling outside, a pack of stray dogs attacked him.

    Some locals rushed to Pradeep’s rescue and along with Gangadhar took him to a hospital, sources informed further, adding, however, that he was declared dead by the doctors on arrival.

    State MA&UD minister KT Rama Rao on Tuesday said that he would work in full capacity to ensure such incidents do not repeat in the future.

    “We’ve been trying to tackle street dog menace in our municipalities. We’ve created animal care centres and animal birth control centres. My sincere condolences to the family and we’ll ensure that our best is done so that these incidents are not repeated,” the BRS leader told ANI.

    In a similar incident earlier, a toddler was mauled to death in an apartment building in Noida last year by a stray dog. The incident triggered massive disquiet among residents.

    Hyderabad: In a major relief to notarized property owners, the Telangana government has started planning to regularise more than 13 lakh plots in the state and the government is awaiting the details to be received from the District Collectors and only then the government will take steps to issue further orders.

    Telangana government is going to regularize the notary properties and provide them an opportunity for registry, it is being said that the state government is soon considering to provide an opportunity to register agricultural lands on the same line.

    While reviewing the steps taken by the state government to provide this opportunity to those who have genuine documents, it is being said that a meeting will be held in this regard on Saturday and the recommendations of the committee will be sent to the government.

    Ever since the ban imposed on the sale and purchase of notary properties and their registry, there has been a constant representation from MLAs and leaders belonging to most political parties that the owners of notary properties across the state should be given an opportunity to register. During the budget session of the Assembly, Leader of the Majlis-e-Ittehadul Muslimeen Mr. Akbaruddin Owaisi raised the issue of notary properties and demanded an opportunity for registry.

    According to sources, during the meeting held on February 13, the Cabinet Sub-Committee comprising state ministers has directed the revenue department officials to attend the next meeting with full details of the notary properties in all districts. The district collectors are expected to attend the meeting with all the details of the notary properties and their suggestions and only after this meeting, the recommendations of the cabinet sub-committee are likely to be sent to the state government.

    If the government provides the scope for registration of notary properties, then thousands of property owners who have been waiting for the sale and purchase of their properties for a long time will get a great relief.

    Srinagar, Feb 22 , Govt Clears Confusion About Property Tax: The Government of J&K on Wednesday said that lot of factually incorrect and misleading information is circulating in the media with regard to property tax notification, with a potential of misguiding the people, so it became important that the common public is aware of the correct and full facts of the matter.

    Why property tax in J&K?

    Property tax is being levied across the world by Municipalities to augment their resources. J&K was the only State/UT in the country which did not have. With poor finances, the ULBs across the UT were not able to deliver to their fullest! The revenue from other sources accounted for less than 15% of their operational expenses. Where are the funds for development available? Do we wish to remain entangled in the low revenue, low service level spirals? Was the any case for not collecting it in J&K? Certainly not!

    What is Property Tax?

    A robust and effective system of local self-government is foundational to the effective functioning of a democracy. A fundamental enabling condition for such a system to exist is to have adequate finances at the disposal of the institutions of self-government, and the more such finances are mobilized at the local level by these governments, the better for their effective functioning. One of the essential pillars of municipal financing the world over is property taxes.

    Government of India and the Finance Commissions set up by it, have been strongly recommending tapping this resource from time to time. It is with this background, and with an intend to strengthen out ULBs and ramp up the urban development for the betterment of common masses, the Government has decided to impose property tax in the Union Territory of Jammu and Kashmir. Is any development possible without adequate resources? Certainly not.

    Will Government take away the monies collected?

    Certainly Not! The monies will be collected by the ULBs, retained by them and then used for their development needs. If the tax is being collected from the people and spend only for their betterment, improving their quality of life, what is the problem?

    Is it very high?

    No, not at all! The Property Tax is proposed to be levied at 5% of Taxable Annual Value (TAV) of the Property in case of a Residential Property and at 6% of Taxable Annual Value (TAV), in case of Non-Residential Property. Infact, Tax rates, even in the Corporations are one of the lowest in the country, almost half that of Himachal, and one fourth to one sixth, overall, of other progressive States like Gujarat Maharashtra and Karnataka,and Delhi. Again, tax rates are 25% lower in the Municipal Councils, and 50 % in Municipalities. Moreover, it is progressive.

    Residential houses upto a build-up area of 1000 sqft have been exempted. Smaller assets are being taxed at lower rates. The taxable annual value has been linked to circle rates – lower the circle rate, lower is the tax liability! Further, weightage to age of property, use type and construction type etc is used to arrive on Annual Taxable value in a more comprehensive manner.

    If an owner of a residential bungalow over a kanal of land in a posh colony of Gandhinagar in Jammu and Raj Bagh in Srinagar, with the value of their assets being more than five crores, is required to pay Rs 500/- pm, is it unreasonable? Or is it unreasonable to charge Rs 100/- pm or even less, from a 3BHK apartment owner?Unjustified?Certainly not!
    Similarly, all places of worship, including temples, masjids, gurudwaras, churches, ziarats, etc are exempt from payment of property tax.

    As Property Tax is to be levied annually and can be paid in two equal instalment it will not be burdening common citizen. Further, as per Act 10% rebate can be availed by early submission of Property Tax.

    This new Property tax policy will help municipal bodies to generate revenue for better municipal services with minimum Tax implications to residents. Better municipal services are expected to attract more investment and encourage more people to set up businesses in the J&K. Revenue generated from property taxes will be used to improve infrastructure, and significantly enhancing the quality and levels of being services provided by Municipal bodies.     Kanpur Dehat: Famous folk singer Neha Singh Rathore, who is known for her ‘UP Mein Ka Ba’ songs, has been served a 160 CrPC notice by the Akbarpur Kotwali police.

    Neha had taken a jibe at the state government by posting several songs including ‘UP Mein Ka Ba’ from her Twitter handle, Facebook and YouTube channel after a mother-daughter were burnt alive in Madauli village in Kanpur Dehat during an anti-encroachment drive.

    CO Akbarpur Prabhat Kumar said that various tweets and oral complaints were received that Neha’s songs are spreading discrimination and disharmony in society.

    Taking cognizance of this, an explanation has been sought from her through a notice within three days.

    It has been asked in the notice whether the internet media platforms on which these songs were posted are run by her herself or by someone else.

    The police asked her whether the songs she sang were written by her or given by someone and also what is the basis of writing and singing songs.

    If the explanation is not given, the police will take further legal action, the CO said.

    Neha had sung the song ‘UP Mein Ka Ba’ even before the 2022 Assembly elections and this as apparently a rejoinder to BJP MP and Bhojpuri star Ravi Krishan’s ‘UP Mein Sab Ba’.

    SRINAGAR: The administration on Tuesday ordered the enhancement of minimum wages of daily wagers including casual labourers and daily rated workers as per the revised minimum rate of wages notified by the Labour and Employment Department.

    According to Government Order No. 32-F of 2023, it is hereby ordered that duly engaged Daily Rated Workers, including Casual Labourers, in all Government Departments and those of Municipalities & Local Bodies, as are in receipt of Rs. 300/-(Rupees Three Hundred) per day, shall be paid wages @ Rs.311/-Rupees Three Hundred & Eleven) per day w.e.f. 17.10.2022.

    It is further ordered that Bio-metric attendance system will be enforced for all categories of persons engaged by Government in any capacity.

    “The concerned ODO/Controlling officer shall certify with every bill that the dally rated workers/cetual workers have worked for the prescribed time period every day and that their performance has been satisfactory,” it reads.

    “With respect to held staff, where bio-metric attendance may be difficult, the concerned DDO shall certify attendance. However, such staff shall be required to mark attendance at defined intervals,” it added.

    “The Aadhar based data base shall be reconciled to avoid duplication,” it further added.

    “The concerned Departments shall submit full details regarding unauthorized engagements so an to identify officers/officials responsible for such engagements so that action as appropriate may be taken against them as per rules,” reads the order.

    “The number of hours of engagement may be restricted to budget availability,” it reads.

    New Delhi: The Tamil Nadu government has moved the Supreme Court against the Madras High Court order permitting the Rashtriya Swayamsevak Sangh (RSS) to take out its route march in the state on rescheduled dates.

    The state government, in its plea before the top court, said the route march would pose a law and order problem and sought a stay on the high court order.

    The Madras High Court on February 10 had permitted the RSS to take out its route march in Tamil Nadu on rescheduled dates, and observed that protests are essential for healthy democracy.

    Setting aside the order passed on November 4, 2022 by a single judge that had imposed conditions on the proposed statewide route march asking the RSS to hold the march indoors or in enclosed space, the court restored the order dated September 22, 2022, which directed the Tamil Nadu police to consider the RSS’ representation seeking permission to conduct the march and a public meeting, as well, and to grant permission for the same.

    Accordingly, it directed the appellants to approach the state authorities with three different dates of their choice for the purpose of holding the route march/peaceful procession and the state authorities were directed to grant permission to them on one of the chosen dates out of the three.

    Also, the RSS was asked to ensure strict discipline and make sure there is no provocation or incitement on their part during the march. The state, on its part, should take adequate safety measures and make traffic arrangements to ensure the procession and the meeting are held peacefully, the bench said.

    Challenging the single judge order, the RSS sought a direction to the authorities to permit their members to conduct the procession wearing their uniform (dark olive green trousers, white shirt, cap, belt, black shoes) through various routes throughout the state.

    The organisation had earlier sought permission for the route march to commemorate the 75th year of Independence, the birth centenary of Bharat Ratna B R Ambedkar and Vijayadasami festival, on October 2, 2022, at various places and to also to conduct a public meeting on the same day.

    Hyderabad: Telangana High Court on Monday ordered the state government to pay retired government employees a portion of the pension that was withheld during the COVID-19 epidemic along with six percent interest.

    A bench of the Telangana High Court comprising chief justice Ujjal Bhuyan and justice N Tukaramji emphasised that the Telangana government should follow the Supreme Court’s instructions clear out the pension dues with added interest to it.

    In addition to this, the court further disposed of a group of petitions and PILs, filed by pensioners demanding 12 percent interest on the unpaid pensions.

    However, the government objected to the order while claiming that the choice to postpone payment of salaries and pensions was made because of the unstable financial situation in the state arising from the outbreak of COVID-19.

    It further stated that the state had behaved responsibly and that there was no justification for subjecting it to the burden of paying interest.

    In 2021, the Supreme Court changed the interest rate on pensions from twelve percent to six percent.

    Bhubaneswar: The budget session of Odisha assembly will be stormy as Opposition BJP and Congress have decided to target the state government over the brutal murder of minister Naba Kishore Das.

    The BJP held its legislative party meeting on Monday while the Biju Janata Dal (BJD) and Congress would hold their meetings on Tuesday to prepare strategies for the session.

    “A cabinet minister was killed in broad daylight by a police official. Though 23 days have passed since the murder of Naba Das, the crime branch is still in dark about the conspirator behind the murder case,” said BJP chief whip Mohan Majhi.

    Alleging there is no law and order in the state, Majhi said his party will raise the minister’s murder case as its major issue in the budget session.

    Apart from the murder case, the BJP will also raise farmers’ plight, irregularities in Pradhan Mantri Awas Yojana (PMAY), hijack of free rice scheme of central government and sexual harassment case against Tirtol BJD MLA during the session.

    Similarly, the Congress party will also raise the murder case. Congress legislature party leader Narasingha Mishra said the main issue for the budget session is deteriorating law and order situation in the state.

    How can the government, which has failed to protect its own minister, provide safety and security to the people and their property?, he asked.

    The law and order situation has collapsed in the state. The killing of Naba Das in broad daylight by a policeman showed that ‘jungle raj’ prevails in the state, Mishra alleged.

    The Congress leader alleged that Das’ murder was not accidental. “It did not occur all of a sudden, but as a result of a deep-rooted conspiracy,” claimed Mishra.

    The Congress party would also raise issues like rising crime in the state, mismanagement in paddy procurement, unemployment and inflation, he informed.

    On the other hand, the treasury bench has decided to raise the central government’s neglect issue to counter the Opposition. The ruling party would raise reduction of the budgetary allocation for paddy procurement and discontinuation of distribution of 5 kg free rice under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY).

    The BJD will also raise the issue relating to Jayanarayan Mishra, who allegedly manhandled a lady police officer.

    Government chief whip Prasanta Kumar Muduli said the ruling party is always ready to discuss any issue, which is in the interest of the state and its people.

    Strategy to counter the opposition will be decided at the BJD legislature party meeting to be held on Tuesday, he said.

    The budget session will be held in two phases – first phase from February 21 to March 1 and second phase from from March 10 to April 6.

    The budget session will start with the address of Governor Ganeshi Lal on Tuesday while the annual budget for the year 2023-24 will be presented in the House on February 24.
