    J&K Government Dismisses 3 Employees For Anti-National Activities

    Janmu, February 26 : The Jammu and Kashmir Government on Sunday dismissed three employees under Article 311 of the Constitution of India for their involvement in anti-national activities.

    Article 311 of the Constitution of India provides for dismissal of a person employed in civil capacities under Union or a State, a statement issued to GNS

    The activities of these employees had come to the adverse notice of law enforcement and intelligence agencies, as they found them involved in activities prejudicial to the interests of the State, such as involvement in terror related activities and drug trafficking.

    Manzoor Ahmad Itoo, Junior Engineer (Public Works Department) in PMGSY, Bandipore, Syed Saleem Andrabi, Orderly in Social Welfare Department, Tehsil Handwara, District Kupwara and Mohd. Aurif Sheikh, Teacher in Government Middle School, Pagihalla, Mahore, Reasi are the employees against whom action has been taken.

    Manzoor Ahmad Itoo had played an important role in mobilizing people in support of the terrorists and also motivating youth to join terrorist ranks, which posed a serious threat to the security of the Indian State.

    Syed Saleem Andrabi has been found involved in drug trafficking. Further, Mohd. Aurif Sheikh, has been found involved in planting IEDs, on the instructions of terrorists operating from Pakistan, thus causing loss of human lives and damage to public properties.

    Government has adopted a Zero tolerance policy towards anti-national elements who have been taking advantage of being in Government. Prior to these three dismissals, 44 government officials have been dismissed invoking provisions of Article 311 of Constitution of India.(GNS)

    SRINAGAR: A teacher has been suspended for allegedly criticizing policies of the government on social media platforms in the Ramban district.
    According to an order, Joginder Singh, teacher GPS Chanderkote was suspended for criticizing policies of the government on social media platforms.
    The teacher, as per the order, has been attached to the office of chief education officer Ramban and an inquiry committee has also been constituted, which will be headed by additional district development commissioner Ramban to probe the matter.
    “The inquiry committee will initiate an in-depth inquiry and submit a comprehensive report on the matter, along with specific recommendations, by or before March 25,” reads the order.

    Telangana government inks MoU with Bharat Web3 Association

    Hyderabad: Telangana government’s Information, Technology, Electronics, and Communication Department (ITECD) signed a Memorandum of Understanding (MoU) with Bharat Web3 Association (BWA) on Thursday. The MoU sets the stage for collaborative discussions between the two entities.

    BWA is set to work closely with the Telangana government to build a thriving Web3 ecosystem in the state.

    The Telangana government will be exploring the opportunities that Web3 offers, said a press release on Thursday.

    Under the partnership, events, seminars, and roadshows will be organised to facilitate discussions around Web3 technology.

    “We are extremely delighted to announce our partnership with BWA, and extend a warm welcome to them. I believe that BWA serves as a great example of how the blockchain industry can come together united to drive the ecosystem forward. The signing of this MoU marks a significant milestone in our efforts towards establishing a leading ecosystem for the Web 3 space in India,” said Principal Secretary to Government of Telangana – ITECD, Jayesh Ranjan.

    “We believe that this partnership will help us unlock immense value to the startups and enable us to expand the frontiers of possibilities in this rapidly growing and dynamic sector,” he added.

    BWA will also mentor and advise selected cohorts in their endeavour to utilise opportunities in Web3 and related technologies, as presented by the ITE&C department. The BWA will also appoint a nodal officer to speed up the implementation of policies.

    Thiruvananthapuram: While sitting at the waiting lounge of the railway station here recently, a middle-aged woman conservancy staff was seen dragging a bundle of waste, collected from the toilet, in a huge carry bag.

    “I don’t know why these people (women travellers) are dumping napkins in the toilet and clogging it! We are cursed to clean it!” the gloves-clad woman said to herself angrily and walked away.

    This was not an isolated scene in a railway station in Kerala, but overflowing garbage bins and clogged toilet bowls with used sanitary napkins and those manually segregating it are apparently witnessed in the majority of public places, including schools and hospitals across India.

    For the first time in the country, the Left government in Kerala is getting ready to address the issue of the accumulation of enormous quantities of biodegradable waste generated by napkins in the environment and reduce it by offering a sustainable alternative- menstrual cups.

    The Pinarayi Vijayan-led government will soon kickstart a revolutionary drive at the grassroots level to promote menstrual cups among women and has set aside Rs 10 crore for the same.

    An environment-friendly, sustainable and cost-effective alternative for sanitary napkins, the menstrual cups alias M-Cups are reusable containers to collect period fluid.

    Finance Minister K N Balagopal, in his February 3 budget speech, had announced the state government intends to promote the M-Cups instead of sanitary napkins.

    “Awareness programmes and campaigns will be conducted at the government level in schools, colleges and workplaces. An amount of Rs 10 crore is earmarked for this,” he had said.

    Talking to PTI, Balagopal said it would be a large-scale initiative in the areas of environmental protection and menstrual hygiene management. “Kerala may be the first state in the country which comes up with such a massive campaign to promote sustainable alternatives for non-biodegradable sanitary napkins,” he said.

    Over 100 tons of non-biodegradable waste is generated through the usage of sanitary napkins by just 5,000 women for five years, he said, quoting figures. Several pro-women groups, activists, environmentalists and women legislators had been pressing the government to implement some healthy and affordable alternatives for menstrual hygiene management.

    “As per the figures, thousands of tons of non-biodegradable waste are generated in Kerala yearly. Some recent studies pointed to possible health issues also due to the constant use of pads. The cost of buying napkins also seems to be high,” he pointed out.
    Thus, the government came up with a sustainable, eco-friendly and cost-effective alternative for menstrual hygiene and decided to promote M-cups, he said.

    Considering the number of women belonging to the age group of 13-45 years, it could be assumed that 80 lakh to one crore ladies are using sanitary napkins in the state. “Then, how many tons of napkin waste will be generated annually in the state. It poses environmental as well as health hazards,” he added.

    A mass campaign, with the coordination of health, social welfare and environment departments and panchayats, is planned for the menstrual cup drive giving special focus on schools.

    Balagopal admitted it would not be easy to remove the “mental block” of women to switch to a completely different menstrual hygiene product, but expressed hope the campaign would help remove it at least to some extent.

    There were a handful of civic bodies in the southern state which had already carried out awareness campaigns by distributing M-Cups among a selected number of women on an experimental basis as the disposal of napkins posed a serious concern in their locality.

    Among them, the “Thinkal” project implemented by Alappuzha Municipality in 2019 was considered as one of the first such M-Cup awareness drives in the country implemented at the government level.

    Under the drive, nearly 5,000 menstrual cups had been distributed by the Hindustan Lifecare Limited (HLL), a central PSU, with the support of health practitioners, experienced users and community development society.

    Kumbalangi in Ernakulam district and Muhamma in Alappuzha became ‘sanitary napkin-free’ villages recently by distributing M-Cups and cloth pads as part of panchayat-level sustainable menstruation campaigns.

    Thiruthiparambu hamlet in Thrissur and Palakuzha panchayat in Ernakulam also had announced similar campaigns.
    Anitha Thampi, Technical and Operations Director, HLL Lifecare Ltd, said the “Thinkal” project in Alappuzha was a huge success as its acceptance rate was 91.5 per cent among those women who started using M-Cups, as per a study.

    There was some reluctance and reservations initially, but those who started using it whole-heartedly accepted this sustainable alternative, she said. “By allocating Rs 10 crore for the awareness and promotion of menstrual cups, the Kerala government has done a historical thing. I think it may be the first such initiative in the world by any government to allocate funds for a menstrual hygiene product,” she told PTI.

    M-Cups would be a game-changer in the lives of women and would surely play a key role in environmental protection, she said.
    “As per our figures, there is a diversion of 100 ton sanitary napkins if 5,000 women use menstrual cups for five years. We assure a five year lifespan for our M-Cups. Considering the napkin cost, these 5000 beneficiaries together can save upto Rs 10 lakh during the period,” she added.

    However, experienced users pointed out that a grassroot level awareness is needed for the success of the M-Cup campaign.
    Geethu, an aviation trainer who has been using M-Cup for some years, said several factors, right from cultural myths to the mental block to experiment a completely strange product, should be busted to ensure its acceptance among common women.

    “There might be a reluctance among ordinary women to accept an insertion product. It may also be difficult for many of them to accept that a menstrual hygiene product can be reused,” she told PTI.

    Echoing her views, K S Damodaran, councillor of Muhamma ward, said many women were unwilling to switch to menstrual cups when the panchayat had distributed it with the support of a Bengaluru-based NGO by the end of 2019.

    “It was really a good initiative and we found that these alternative products were both economic and environment-friendly. Several women accepted it whole-heartedly but some were very adamant to change their traditional habit,” he said.

    Meanwhile, Manju M M, a school teacher and a mother of two girls, is hopeful that the government campaign, focussing on schools and colleges, will surely help achieve the desired result.

    “It is comparatively easier to instill fresh thoughts in the minds of youngsters than bringing change in the mindset of adults. So, the catch-them-young policy will surely work in the case of M-Cups also,” she told PTI.

    The teacher-homemaker is also elated that she can save at least Rs 2000 in their family budget if sanitary napkins are replaced with reusable menstrual cups.

    For the conservative movement, he said, Ottawa Impact’s takeover of the county board “could end up being counterproductive if they don’t find a way to govern well, dot the I’s, cross the T’s, follow the protocols and resolve some of the current critiques.”

    He called it all “very resolvable.” But there is a risk, he said, if the board cannot cool things down.

    “They risk having so much of a pushback that some of them would get primaried in two years,” Redmond said. “And even worse, if they didn’t get primaried, it will set the stage for the Democrats to come in and take over, and that would be a real disaster.”

    Ottawa County is so heavily Republican that’s probably a long way off. But the county is one of the state’s fastest-growing, and change isn’t inconceivable.

    Paul Hillegonds, a former Republican speaker of the Michigan state House from Holland, told me that “when you look at the statewide election results, it’s clear there are a lot of disaffected Republicans, and more Republicans voting independently, and I think we’ll see more of that in Ottawa County, I’m guessing, if the party continues to move in the direction it’s going.”

    And every indication is that the party is going to. In Lansing over the weekend, the state Republican Party selected Kristina Karamo, an election denier who lost her race for secretary of state last year, as the party’s new chair. And in Ottawa County, Republicans supportive of Ottawa Impact are already privately discussing primarying members the group backed last year but who have since questioned some of their actions, including Bonnema.

    This came up during the board meeting last week, after Walter Davis, a retired college professor who had promised to speak at every commission meeting for two years as a form of protest, told the board he had to break that promise on the advice of his doctor. He couldn’t afford to get his blood pressure up.

    But the push for accountability for Eastman wasn’t over. There was still another branch of government to consider, and pro-democracy activists in Alaska soon began calling on the state House to bar Eastman from the new Legislature when it convened in January.

    And Alaska’s unique politics made Eastman’s fate even more uncertain.

    The midterm election had left the 40-member Alaska House almost perfectly split between Democrats and Republicans, with a few independents aligned on each side. As the Legislature convened last month, neither party had been able to form a majority, and Eastman’s continued presence had the chance to tip the balance — but not in the way you’d expect.

    Eastman is such a firebrand that Republican leadership couldn’t count on him as a reliable vote. Indeed, some liberal legislators resisted the calls for Eastman’s exclusion, preferring to see him keep his seat than be replaced by a politician more aligned with the rest of the GOP caucus.

    “All the principles I care about, from the right to choose, to public schools, to timely food stamp payments would be damaged by a reconfigured Wasilla seat,” state Rep. Andy Josephson, an Anchorage Democrat, said in an interview.

    Still, activists hoped that other Democrats would entertain a vote to disqualify Eastman from office.

    But kicking him out would also require GOP support in the narrowly divided chamber. Would Republicans seize the opportunity to oust Eastman in favor of a more pliant member, or because his support for an insurrectionist group that helped fuel the Jan. 6 riot was finally a step too far?

    As the Legislature convened, Scott Kendall, a well-connected Alaska attorney and political figure, wrote an op-ed pushing lawmakers to act.

    Kendall had been chief of staff to former Gov. Bill Walker, a Republican-turned-Independent, and he noted that members of the House actually had two options for pushing Eastman out: They could expel Eastman on a two-thirds vote after he was seated or simply vote to exclude him at the outset of the coming legislative session by a simple majority.

    Regardless of the judge’s ruling on Alaska’s disloyalty clause, Kendall argued Eastman’s ouster was required because he violated Section 3 of the 14th Amendment to the U.S. Constitution. That’s a post-Civil War provision that disqualifies from office anyone who swore an oath to support the Constitution and then took part in or backed an insurrection.

    A New Mexico judge used the “disqualification clause” last year to remove a county commissioner, Couy Griffin, from his position, after he was convicted of trespassing at the Capitol on Jan. 6. The Washington-based group Citizens for Responsibility and Ethics helped lead the lawsuit challenging Griffin’s qualifications, and it included Eastman in a recent report as an elected official who deserved scrutiny.

    “You should not be allowed to run the government you tried to overthrow,” Debra Perlin, CREW’s policy director, said in an interview, referring to Eastman. The legislative branch, she added, has to do its own “self-preservation.”

    Or maybe not.

    Ultimately, the Legislature moved on. Republicans cobbled together a majority and though they didn’t want Eastman in their club — he is not a member of any party caucus, and he was stripped of one of his aides — they declined to exclude or expel him from office.

    Voting to deny Eastman a seat in the House likely would have incited a backlash from conservative activists. GOP House members were quick to hang up the phone when reached to discuss Eastman’s continued service in their chamber.

    “The one thing I have no comment on is David Eastman,” said Anchorage Republican Rep. Laddie Shaw.

    Hyderabad: Rs 2626 crores were spent in nine years for various programs under the Economic Support Scheme (ESS) stated the Socio-Economic Survey report released by the Telangana Government.

    For the fiscal year 2023-2024, Telangana state government allocated Rs 100 crores under the ESS for Schedule Castes (SCs) and Rs 323.45 crores for Schedule Tribes (STs).

    ESS program was designed to financial upliftment of Scheduled Castes, Scheduled Tribes and other weaker sections.

    1,62,444 beneficiaries from Scheduled Castes (SC) have received a total subsidy of 2,029 crores from 2014 to Jan 2023 in Industries, Services, Business and Transport sectors.

    Subsides worth Rs 460.39 crores were provided from 2014 to Jan 2023, to beneficiaries under BC Corporation, Most Backward Classes and 11 BC Federations.

    Rs 135.87 crores were invested in livelihood sectors spanning 20,888 Schedule Tribe beneficiaries through the chief minister’s Girivikasam, Rural Transportation, Tribal Artist, MSMEs, ST skill training and other schemes.

    Skill development programs were conducted by the Scheduled Castes Cooperative Development Corporation Limited to train 17,240 candidates. Rs 104.62 crores were used to train SC youth who then got placements in reputed companies.

    Non-regular service period will also be added to total tenure

    According to the report of news agency PTI, the Lucknow bench of Allahabad High Court said on Friday that non-regular service period of government employees will also be added to their total tenure while providing pension. However, the bench has declared the petitioners entitled to the benefits of pension for the last three years only.

    This order was passed by a single bench of Justice Vivek Chaudhary while explaining the decision given by the Supreme Court in Prem Singh’s case in 2019 under section two of the Uttar Pradesh Pension for Qualifying Service and Validation Act 2021.

    The employee has given his services, whether permanent or temporary

    Justice Chowdhary said that eligibility for pension in Section 2 of the Uttar Pradesh Pension for Qualifying Service and Validation Act 2021 implies that the employee has given his services, even if the services are permanent are or temporary.

    The court gave its verdict by approving 51 writ petitions together

    The court has given this verdict by approving about 51 writ petitions filed separately on behalf of work in-charge employees, daily wage workers, ad hoc employees or seasonal collection amines. In the petitions, those orders of the government were challenged, in which it refused to consider the irregular services of the petitioners as eligible for pension by not adding them to their total service while taking the decision regarding grant of pension.

    The court cited this decision of the Supreme Court.

    In its decision, the bench, citing the decision given in the case of Prem Singh of the Supreme Court, said that even after working for the same number of years as the regular employees, the government employees of non-regular service Not adding it to the total length of service is discriminatory.

    Srinagar, Feb 17 (KN) : Government Jammu and Kashmir on Friday suspended Principal and Assistant Professor of Government Degree Collage Pattan.

    According to a government order issued here, that Pending enquiry into the conduct of M.Tarig Ahmad Ashai, Principal, GDC Pattan and Mr. Imtiyaz Gul Khan, Assistant Professor, GDC Pattan are deemed to have been suspended in terms of section 31 of Jammu and Kashmir Civil Services Clarification, Control and Appeal) Rules, 1956 from the date of their arrest i.e. 14-02-2023.
