  • New Guidelines For Deputation Of Employees To Ladakh

    SRINAGAR: The Jammu and Kashmir government on Wednesday directed that all the officers, who are on deputation and have completed two years tenure in the Union Territory of Ladakh be repatriated within next one month.

    According to the guidelines, the Lieutenant Governor, JK has directed all the officers whose tenure has got completed as per the policy issued by General Administration Department dated 01-12-2022 must be repatriated preferably within next one month as per the policy guidelines.

    It added that all the pending representations regarding repatriation on health grounds be got duly examined as provided in the policy preferably within next one month and a clear view taken in this regard under an intimation to such representing Officers/Employees.

    The LG as per the document has further instructed that the timely decisions on representations under other categories concerning repatriation must also be taken without allowing them to languish for long period of time. “In future all efforts be made to ensure adherence to the timelines and provisions of the policy under reference,” it added.

    Moreover, all the Administrative Secretaries have been directed to take immediate necessary action on the following points.

    “All the Administrative Departments shall submit proposals for repatriation of its employees who have completed two years tenure in the Union Territory of Ladakh and propose suitable replacements as per the Deputation Guidelines within a week positively, enabling this department to place the same for consideration of Competent Authority, keeping in view that all such cases have to be decided in the month of April only, in terms of Transfer Policy and Deputation Guidelines,” it said.

    It added that all the Administrative Departments must get the representations examined, received from the employees for repatriation from UT of Ladakh on health grounds as per the provisions of the policy within 15 days in consultation with Health & Medical Education Department and take a clear view/ stand under an intimation to such representing officers/ employees.

    “The representations preferred by the employees for repatriation from UT of Ladakh on other grounds shall also be decided expeditiously and the decision must be conveyed to the concerned employees,” it further reads.

    Further, the Administrative Secretary, Health and Medical Education Department, is requested to facilitate conduct of Special Standing Medical Board for all such cases referred in the third week of April, under intimation to this department for ensuring that the cases are decided by end of the month of April, 2023, it said.

    Poonch, April 19 (GNS): Deputy Commissioner Poonch Inder Jeet (JKAS) on Wednesday placed under suspension 14 employees for remaining absent from their legitimate duties without any authorization. Moreover, official sources told GNS, show cause notices have been issued to 21 employees including some gazetted officers of Jal Shakti, PMGSY and Floriculture Departments.

    Acting on complaints received from common citizens, PRIs and various other quarters, Deputy Commissioner Poonch formed a committee of officers headed by Additional Deputy Commissioner Poonch Tahir Mustafa Malik(JKAS) to conduct surprise inspections across all the government offices in a phased manner.

    ADC poonch with his team inspected several offices including Jal Shakti, PMGSY etc and found several employees absent. Notably, they said, absent employees neither had sanctioned leave in their favour nor maintained any movement register for field visits. Moreover some HODs holding important offices were unaware of whereabouts of their immediate staff as well as field staff. Further some HODs were themselves found absent during office hours, they said.

    Subsequently, ADC Poonch recommended action against employees including HODs. Acting on the recommendations of committee, Deputy Commissioner Poonch placed under suspension more 14 employees and issued show cause notices to 21 others. (GNS)

    Patna: The District Magistrate in Bihar’s Saran has barred all government employees from wearing jeans to office.

    The employees have also been asked to wear identity cards around their neck so that they could be easily identified. They have been asked to wear formal dress and stay in the offices during the working hours from 10 a.m. to 4 p.m.

    The idea of the initiative is to change the work culture in the offices.

    The District Magistrate said that he will undertake surprise inspections of particular departments and could also do video conferencing or video calling to check the status of the directive. He has warned the employees to strictly follow the new guidelines, especially the dress code, and warned that offenders would be penalised.

    As many as 16.03 lakh new employees have joined the Employees State Insurance Scheme (ESI) in February, 2023, as per provisional payroll data released by Employees’ State Insurance Corporation (ESIC) on Tuesday.

    As per the data, around 11,000 new establishments have been registered under the Employees’ State Insurance Scheme ensuring social security cover to their employees.

    Employees up to the age group of 25 years constitute the majority of new registrations, as 7.42 lakh employees constituting 46 per cent of the total employees added in the month, belong to this age group.

    It shows that the youth of the nation are getting good employment opportunities in the country, the Ministry of Labour and Employment said.

    Gender-wise analysis of payroll data of February, 2023 indicates addition of 3.12 lakh female workers under the ESI Scheme. The data shows that a total 49 transgender employees also registered under ESI Scheme in the month of February 2023.

    It shows that ESIC is committed to deliver its benefits to every section of the society, the Ministry said. The payroll data is provisional since the data generation is a continuous exercise.

    Visakhapatnam: In another U-turn on the disinvestment process of Rashtriya Ispat Nigam Ltd (RINL), the corporate entity of Visakhapatnam Steel Plant, the Centre on Friday said that the process is in progress.

    A day after Union Minister of State for Steel Faggan Singh Kulaste said in Visakhapatnam that the Centre will not go ahead with the privatisation, the ministry of steel on Friday issued a statement that there is no freeze on the disinvestment process of RINL.

    Clarifying about some media reports regarding hold on the disinvestment process of RINL, the Steel Ministry said that disinvestment process of the RINL is under progress and efforts are being made by the company and supported by the government to improve the performance of RINL and keep it as a going concern.

    Kulaste had said in Visakhapatnam on Thursday that the Centre will focus on strengthening Vizag Steel Plant (VSP) rather than privatising it.

    Meanwhile, protesting against the new U-turn, VSP employees took to the streets on Friday. They sat on a dharna on the national highway near Kurmannapalem crossroads and set afire the effigy of the Central government.

    Police tried to detain the protestors but they resisted the attempt. This led to mild tension. The VSP employees have threatened to intensify their protest.

    The employees, who have been protesting for more than two years, demanded that the Centre take back its disinvestment plan.

    Employees said people of Andhra Pradesh made many sacrifices for the plant and they will not allow the sale of the plant.

    Abu Dhabi: The United Arab Emirates (UAE) on Thursday announced the Eid Al-Fitr holidays for public sector employees.

    Public sector employees will get holidays from Ramzan 29, Thursday, April 20 to Shawwal 3, Sunday, April 23, 2023. They will have to resume work on April 24. These four days will be paid holidays.

    This came in a circular issued by the Federal Authority for Government Human Resources on Thursday.

    At the end of the holy month of Ramzan, Eid Al-Fitr is a holiday that marks the end of a full month of fasting. Practiced vary around the world, but it usually includes morning prayers, public holidays, visits with family and friends, new clothes and henna, gift-giving, and charitable contributions.

    When is Eid Al-Fitr and how is it determined?

    The end of the Ramzan is confirmed in the same way as the beginning, by the moon sighting committee, which is responsible for observing the crescent of the new moon.

    The duration of the Ramzan is determined by the Islamic calendar, which consists of 12 lunar months with a total of 354 or 355 days.

    This means that each month can last either 29 or 30 days.

    According to astrologers, this year in the UAE, Ramzan will be 30 days long.

    This gives the most likely start of Eid Al-Fitr on Friday, April 21.

    However, the official decision will be announced on the 29th day of the holy month of Ramzan, on Wednesday, April 19.
