    Sisodia must be only education minister involved in liquor scam: BJP

    New Delhi: Delhi Deputy Chief Minister Manish Sisodia or other AAP leaders never answered questions related to suspected corruption in the liquor policy, the BJP said on Sunday, asserting that it believes there is merit in the case against the arrested leader.

    Sisodia was arrested by the Central Bureau of Investigation (CBI) Sunday evening in connection with alleged corruption in the formulation and implementation of the now-scrapped excise policy for 2021-22.

    Addressing a press conference at the party headquarters, BJP spokesperson Sambit Patra alleged that Sisodia must be the only education minister in the world who is involved in liquor scam, and added the entire episode is an eye-opener and shocking.

    He said Delhi minister Satyendar Jain, arrested by the Enforcement Directorate in a money laundering case, has been rejected bail as there is merit in the case against him despite the AAP’s claim of his innocence.

    Similarly, the BJP believes that there is merit in the case against Sisodia, he said.

    Patra called Sisodia “liquor minister” and accused him of several irregularities, including a hike in commission for wholesalers to make money for his party through the back door.

    Patra also rejected the allegation that politics was behind the arrest, saying probe agencies and parties are two separate entities.

    Probe agencies, the BJP leader said, do not work on emotion but look into technicalities and the AAP never answered technical questions about the excise policy its government had brought in the national capital.

    He alleged that 45 mobile phones and other evidence were destroyed by the accused in the case.

    He asserted that the BJP has zero tolerance for corruption and its fight against corruption will always be on.

    Sisodia was arrested after nearly eight hours of questioning as his answers were not satisfactory, officials said.

    The AAP leader arrived at the CBI headquarters around 11.12 am for the second round of questioning.

    The AAP leader, the accused number one in the CBI FIR, was first questioned on October 17.

    Mr. Ishtiyaq Ahmad Lone and Mohd Maqbool Samoon, I/c
    Headmasters were assigned the look after charge of the post of Zonal Education Officer vide Government Order No. 1069-Edu of 2022 dated 10.05.2022.

    Whereas, the Director School Education Kashmir vide letter No. DSEKF-97/CC-200584 dated 20.06.2022 has forwarded the joint application of Mr. Ishtiyaq Ahmad Lone look after ZEO Gurez and Mohd Maqbool Samoon look after ZEO B.K Pora Budgam with the request to consider their request on the merits of the case under rules.

    Whereas, a copy of communication No.PS/Adv(B)/389/2022 dated
    29.09,202 has been received from the office of Advisor (B), alongwith a copy of joint repr sentation of Mr. Ishtiyaq Ahmad Lone and Mohd Maqbool Samoon regarding mutual transfer wherein it has been conveyed that son of Mr. Ishtiyaq Ahmad Icne is suffering from Cerebral Palsy and needs periodical medical check-up. On the oth r hand Mr. Maqbool Samoon is a resident of Gurez and is presently posted in B.KPo Budgam.

    Whereas, the matter has been examined in the Department and the case of these two officers for mutual transfer found genuine on medical grounds. Therefore, in view of above position, following transfers and postings are ordered with immediate effect:

    • 1. Mr. Ishtiyaq Ahmad Lone, look after ZEO Gurez Bandipora is transferred and posted as look after ZEO B.K Pora Budgam.

    Hyderabad: Madina Education and Welfare Society will be holding a ‘get together’ event to felicitate author Syed Ubaidur Rahman on Friday.

    The event will begin at 6:30 pm at Sir Syed Conference Hall, Madina Education Centre, P.G. Road, Hyderabad.

    Delhi-based author, Rahman is famous for his book titled ‘Forgotten Muslim Empires of South India’.

    While the Muslim history in north India is well documented, the history of Muslims in the Deccan hasn’t caught the same attention.

    Rahman’s latest book tries to correct this mistake and bring back the Muslim sultanates of the Deccan and south India into focus.

    The voluminous book of 664 pages, contains a more than three hundred fifty page chapter on the Bahmani Empire alone.

    NEW DELHI:  J&K’s first International Education Fair, a collaborative effort of SKUAST-Kashmir and ICCR was inaugurated by Union Minister for External Affairs Dr Subrahmanyam Jaishankar today in presence of Union Minister for Education,  Dharmendra Pradhan; Union MoS, PMO, Dr Jitendra Singh; Lieutenant Governor, Jammu & Kashmir,  Manoj Sinha and President ICCR, Vinay Sahasrabuddhe at Sushma Swaraj Bhawan, New Delhi on Tuesday.

    Union External Affairs Minister, Dr Subrahmanyam Jaishankar, Chief Guest for the event, complemented the SKUSAT-Kashmir for the International Education Fair initiative. He said three years ago, the process of change started in J&K which was intended to ensure that full benefits of the development and progress that the rest of India had seen for many many years are also now completely available to the people, especially to the youth of J&K.

    In that sense, people of J&K being in the national mainstream was extremely important. It was also by doing so, they would connect up with the rest of India and the International mainstream. For me it is not just an education event, it is a very integral part of ensuring that a very important region of India is connected to what is happening in the world,” Dr Jaishankar said.

    He also observed that Indian universities should focus on inviting more foreign students to their campuses.

    “Today, India has projects done or under-delivery in 78 countries of the world. So, if our relationships are so extensive, investments are so deep & networking is so good, we need to see that translated into a greater flow of international students to India,” Dr Jaishankar said.

    “In a globalised world, it’s absolutely essential that young people of India are fully aware of what’s happening in the world and there is no better way to do that than having international students among you,” Dr Jaishankar added.

    Union Minister for Education, Dharmendra Pradhan congratulated the Government of J&K for showcasing the strength and vibrancy of India’s higher education landscape as well as the knowledge legacy of Jammu & Kashmir.

    “J&K is witnessing a new dawn of development under the visionary leadership of Hon’ble Prime Minister. With the implementation of National Education Policy, we are internationalising our education sector. The Education Ministry will support, encourage and facilitate the globalisation of SKUAST-Kashmir,” Pradhan said.

    He also encouraged all the universities to join efforts to establish India as a global study destination.

    Union MoS, Dr Jitendra Singh said the National Education Policy brought by Prime Minister holds the promise to open career and Start-up opportunities driven by aptitude, skill and flexi options at capacity building.

    “Jammu Kashmir has a rich legacy of unexplored agricultural avenues, Aroma Mission and Purple Revolution, which imparts it the potential of being the torchbearer of Agri StartUp movement in India, Dr Jitendra Singh said.

    Lieutenant Governor of J&K,Manoj Sinha expressed his gratitude to Prime Minister Narendra Modi for accelerating development of J&K and transforming it into a favourite destination for students, travellers and entrepreneurs.

    The Lt Governor said with this initiative J&K has launched a dedicated programme for foreign students.

    “Our aim is to invite international students to J&K for short-term and long-term courses in various disciplines & strengthen the international connect. Over the past three years, we have focused on strengthening education sector, developing knowledge workers for sectors like industries, agriculture & health care. Sincere efforts have been made to convert the knowledge dividends into wealth for process of innovation & growth,” the Lt Governor said.

    The Lt Governor also observed that the initiative of SKUAST-Kashmir will set an example for other universities of the country as well.

    “Apart from campuses nestled in nature’s paradise, professional faculties, high standard of living, J&K is also offering variety of courses starting from Artificial Intelligence, Robotics to Agri science, Yoga, Sanskrit & interface with the industries for research & innovation,” the Lt Governor further said.

    The Lt Governor said with more than 150 higher education institutions, two central universities, seven state universities, two AIIMS, IIM, IIT, NIT, NIFT, IIMC and two Agriculture Science and Technology universities, Jammu Kashmir has emerged as a favourite destination for students in India.

    He also said that paradigm shift towards virtues of life which humanity is witnessing is also an opportunity for enhancing quality of life by exchange programs between the countries and learn from each other and enable each other to achieve greater heights in our journey.

    “The whole world is looking at India with admiration and hope. There never was a better time to be in India to witness and comprehend the glorious chapters of ancient civilization and immortal organic composite culture. The foreign student’s residential and exchange programmes, people-to-people contacts and institutional interactions with different institutions of Jammu Kashmir will enrich and strengthen global cultural synergies,” the Lt Governor added.

    Dr Vinay Sahasrabuddhe, President Indian Council for Cultural Relations (ICCR) assured the cooperation and support of ICCR to J&K in organizing the exchange programs of artisans and fairs whereby the message of changing new aspirational J&K goes loud and clear to other countries.

    Distinguished Ambassadors, High Commissioners and members of ICAR, ICCR, UGC, and SKUAST-K were present on the occasion.

    Whereas, final seniority list of PG Masters/Teachers in the
    discipline of Persian as on 01.07.2020 was issued vide Government Order No. -Edu of 2020 dated 26.08.2020; and

    Whereas, a tentative seniority list was issued in the discipline
    vide notice dated 17.10.2022, for inviting objections from members of the
    cadre who either is/are not included in the list or is/are aggrieved with the position assigned to them in the tentative seniority list; and; and

    Whereas, after notifying the said seniority list, Directorates of School Education Jammu/Kashmir have forwarded the service particulars of some more PG Masters/ Teachers in the said discipline for correction/inclusion of their names in the seniority list; and

    Whereas, the matter has been examined and all the necessary
    inclusions/corrections/deletions have been made on the subject and a
    consolidated final seniority list has been prepared forming Annexure-A to this order; and

    Whereas, the inclusion of officials who have acquired their PG
    Degree during service period is provisional and subject to grant of permission/ leave at the relevant point of time by the Competent Authority; and

    Whereas, those officials who have obtained their degrees through distance mode are included in the final seniority list on provisional basis subject to the fulfillment of conditions as laid down in Government Order No. 252-HE of 2012, dated 30.05.2012 and departmental specific mechanism notified by the School Education Department vide Government Order No. 940- Edu of 2017, dated 17.11.2017; and

    Now, therefore, in terms of Rule-24 of J&K Civil Services (Classification, Control and Appeal) Rules, 1956, the final seniority list in respect of PG Master/Teachers in the discipline of Persian, forming Annexure-A to this order, is hereby issued, subject to the conditions that:

    1. The date of birth of the incumbents recorded in the seniority list is
      subject to further verification from service records, also with reference
      to the original matriculation certificates of all the concerned, and
    2. The seniority list so issued will be subject to outcome of writ petition(s)
      pending, if any, before any Hon’ble Court of Law.

    Besides, it is ordered that any member of the service who is
    either not included or is aggrieved with the position assigned to him/her in the final seniority list can file a review petition within 07 days from the date of issuance of this final seniority list along with supporting documents, through concerned Directorates which will be decided on case to case basis. No petition shall be entertained after the expiry of stipulated time period. The final seniority list is also available on the official website of School Education Department (ie. www.jkeducation.gov.in)

    Whereas, final seniority list of PG Masters/Teachers in the
    discipline of Persian as on 01.07.2020 was issued vide Government Order No. -Edu of 2020 dated 26.08.2020; and

    n accordance with Government Order No. 46 JK (Edu) of 2023, dated 17.02.2023, the School Education Department of the Government of Jammu and Kashmir has published the final seniority list of PG Masters/Teachers in the discipline of Botany as of 01.01.2023.

    The Directorates of School Education, Jammu/Kashmir provided the service information and bios for select PG Masters/Teachers in the field of Botany, updating the seniority list from the previous list published on April 12, 2019, in accordance with Government Order No. 157-Edu of 2019.

    On July 20, 2022, a provisional seniority list based on the accumulated service details was made public and invited objections from cadre members who were left off the list or felt wronged by the position that was given to them.

    Following receipt of additional service information from PG Masters and Teachers in the field of Botany for inclusion or correction in the seniority list, the issue was investigated, and all necessary inclusions, corrections, and deletions were made to create a final seniority list that was consolidated.

    Before issuing the final seniority list, the final seniority list was sent to both the Directorates of School Education in Jammu and Kashmir with a request for comments or objections, if any.

    Numerous objections/representations were received from applicants asking for the removal of PG Masters/Teachers who had obtained their PG Degree during service through normal or distance learning without authorization from the seniority list. In accordance with Government Order No. 940-Edu of 2017, dated 17.11.2017, sufficient permission and admissibility of leave must be granted by the relevant authorities at the appropriate time in order to pursue a postgraduate degree while in service.

    JKPSC amends recruitment Rules for Higher Education, H&ME, details with Kashmir News reads as:-

    In substitution of its Rules 43, 44 and 45 (Business and Procedural) Rules, 2021, JKPSC has notified the amendments in pursuance of the provisions contained in sub section (1) of Section 93 of the J&K Re-organization Act 2019, read with Article 320(1) of the Constitution of India.

    As per the new Rules in respect of selection criteria for the posts of Assistant Professor/Librarian/PTI in the Higher Education Department, there will be written examination of 70 points while maximum 12 points have been earmarked for interview, 11 points for academic merit and seven points for research & publication, awards, experience etc.

    Weightage of academic merit will be on the basis on PhD (05 points), M Phil (02 points), Post Doctoral (01 point), SET/SLET (01 point), NET (02 points) and JRF (03 points).

    Pertinent to mention that earlier, 15 points were earmarked for PhD, 06 points for M Phil and 08 points for NET-JRF while there was no written examination for the post.
