    Woman Among Three Arrested In ‘Narco Terrorism’ Case: SIA

    SRINAGAR: State Investigation Agency (SIA) Kashmir on Wednesday said that it has arrested three including a woman for smuggling around 24 kilograms of Narcotics worth crores of rupees from Pakistan.

    An official spokesman in a statement said that targeting the financial networks of terror outfits with an aim to destroy its ecosystem and support structure completely, State Investigation Agency, Kashmir conducted searches on Monday at multiple locations in districts of Anantnag, Pulwama, Budgam and Baramulla.”

    “About 04 premises of narco terror suspects in different districts of Kashmir were searched on Tuesday viz residential premises of Abdul Rashid Bhat R/O Padgampora, Awantipora, Danish Farooq R/O Nasrullapora, Budgam, Abdul Rashid Mir R/O Amargrah, Sopore and Ovais Gul Bhat R/O Hardu Akad Anantnag in compliance to search warrant obtained from the Court of Special Judge, designated under NIA Act (TADA/POTA) Srinagar in connection with investigation of case FIR No. 19/2022,  U/S 8/21,29 NDPS Act, 13,17, 18, 39,40 UA (P) Act read with section 120-B, 121, 121 A IPC of P/S CI/SIA Srinagar, registered in Police Station CIK (SIA) Kashmir,” the spokesman said in the statement.

    He further said “The SIA further said that it has learnt that investigation of the case has so far unearthed a narco- terror module that was being operated by proscribed terrorist organizations across the border in coordination with Central Jail Srinagar based handlers. They said that investigations established so far that the syndicate had succeeded in smuggling around 24 kilograms of Narcotics worth crores of rupees from Pakistan, transported it to different places through human couriers, sold it to dealers at different places, collected the sale proceeds, and used a large portion of the proceeds for prohibited activities for supporting and nurturing terror activities. The narcotics proceeds were used for personal financial enrichment of members of the syndicate besides, huge narcotic proceeds were channelized to support and finance terror activities in the valley.”

    Three members of the syndicate including a lady have so far been arrested, during the investigation of the case; the SIA said adding that further investigation in the case is continuing.

    SRINAGAR: A private school building was damaged partially in a fire mishap in Dardpora Lolab area in north Kashmir’s Kupwara district.

    News agency GNS quoted reports said that a school building ‘Al-Falah Public School’ caught fire this morning, following which fire and emergency department reached the site.

    The fire was brought under control after persistent efforts by the fire and emergency services department assisted by locals.

    Confirming it, a police official said that the school building has got partially damaged in the incident. “We have taken cognisance of the incident for further investigations,” news agency GNS quoted the official as having said.

  • High Court Allows Minor Rape Victim To Terminate 19 Weeks Pregnancy

    SRINAGAR: The High Court of Jammu & Kashmir and Ladakh directed the authorities to proceed with the termination of a 18-20-week pregnancy of an alleged minor rape victim after having a fresh examination of the victim and after father of a minor gives “extra high risk consent.”

    The victim’s father had approached the court seeking termination of pregnancy of the minor. In the rape case, an FIR was registered at a police station in north Kashmir on February 14.

    According to report published by LiveLaw.in, Justice Javed Iqbal Wani on February 17 had directed a Medical Board of LD Hospital in Srinagar to ascertain as to whether the termination of pregnancy is advisable or not.

    Mohsin Qadiri, Sr. Additional Advocate General on Tuesday submitted a report addressed by the Head of Department, Gynaecology and Obstetrics, Government Medical College, Srinagar, to the Medical Superintendent, Government LD Hospital, Srinagar stating that the patient has a 19 weeks of pregnancy and runs a very high risk for MTP as it is a case of teenage pregnancy.

    The report further said that MTP could be undertaken subject to the “extra high risk consent given by guardians/parents.” In court, the father of the victim volunteered and agreed to extend the consent as solicited by the medical board.

    The court directed the authorities to proceed with the case of termination of pregnancy of the minor victim by the experts in the field after having a fresh examination of the victim.

    “In the event a final call is taken by the experts for termination of pregnancy of the minor victim, necessary measures shall also be taken in association with respondents 3 and 4 for the preservation of the DNA sample of the fetus. It is further directed that in case the process of termination of pregnancy is undertaken, the minor victim be provided all necessary medical facilities free of cost by the respondent 2,” LiveLaw.in quoted the court as having said.

    SRINAGAR: Body of a man was recovered after being found hanging by a tree in Surankote area in Poonch district, officials said.

    Quoting officials news agency GNS reported that one Farooq Ahmad son of Satar Din Sheikh, a resident of Wasti (Middle) Sanai Surankote was found hanging by a tree following which they informed the police.

    “A police team has reached the site to gather necessary details,” the official further said.

  • Srinagar Jammu Highway Closed For Second Consecutive Day

    SRINAGAR: The Jammu-Srinagar highway was shut for the second consecutive day on Wednesday due to the landslide and shooting stones.

    On Monday, a heavy landslide at Shalgadi, Banihal forcing the suspension of the traffic, said SSP traffic Mohita Sharma.

    “The decision regarding allowing the movement of traffic on the highway will be taken only after the road is cleared off by the road maintenance agency concerned and after assessing the road condition,” she said.

    “Jammu Srinagar NHW is still closed. Restoration work is underway. People are advised not to travel on NH-44 till the restoration work is completed,” Jammu and Kashmir Traffic Police tweeted.

    Reports said that over 5000 vehicles remained stranded at various places on the highway.

    Meanwhile, the traffic on historic Mughal road, and Srinagar-Sonamarg, Gumri remained closed due to the accumulation of snow.

  • Man Found Dead With Throat Slit At Home

    SRINAGAR: Body of a man with throat slit was found at the roof top of his house in Kullan Gund village of Kangan in central Kashmir’s Ganderbal district, police said here on Wednesday.

    Quoting an official the news agency KNO reported that body of one Mohammad Shaban Najar (50) was found at the roof top of his house.

    He said soon after the incident a police party rushed to the spot. “Body was later shifted to Kangan for postmortem,” he said.

    The official said a case has been registered and further investigation has been started in this regard.

    NEW DELHI:  J&K’s first International Education Fair, a collaborative effort of SKUAST-Kashmir and ICCR was inaugurated by Union Minister for External Affairs Dr Subrahmanyam Jaishankar today in presence of Union Minister for Education,  Dharmendra Pradhan; Union MoS, PMO, Dr Jitendra Singh; Lieutenant Governor, Jammu & Kashmir,  Manoj Sinha and President ICCR, Vinay Sahasrabuddhe at Sushma Swaraj Bhawan, New Delhi on Tuesday.

    Union External Affairs Minister, Dr Subrahmanyam Jaishankar, Chief Guest for the event, complemented the SKUSAT-Kashmir for the International Education Fair initiative. He said three years ago, the process of change started in J&K which was intended to ensure that full benefits of the development and progress that the rest of India had seen for many many years are also now completely available to the people, especially to the youth of J&K.

    In that sense, people of J&K being in the national mainstream was extremely important. It was also by doing so, they would connect up with the rest of India and the International mainstream. For me it is not just an education event, it is a very integral part of ensuring that a very important region of India is connected to what is happening in the world,” Dr Jaishankar said.

    He also observed that Indian universities should focus on inviting more foreign students to their campuses.

    “Today, India has projects done or under-delivery in 78 countries of the world. So, if our relationships are so extensive, investments are so deep & networking is so good, we need to see that translated into a greater flow of international students to India,” Dr Jaishankar said.

    “In a globalised world, it’s absolutely essential that young people of India are fully aware of what’s happening in the world and there is no better way to do that than having international students among you,” Dr Jaishankar added.

    Union Minister for Education, Dharmendra Pradhan congratulated the Government of J&K for showcasing the strength and vibrancy of India’s higher education landscape as well as the knowledge legacy of Jammu & Kashmir.

    “J&K is witnessing a new dawn of development under the visionary leadership of Hon’ble Prime Minister. With the implementation of National Education Policy, we are internationalising our education sector. The Education Ministry will support, encourage and facilitate the globalisation of SKUAST-Kashmir,” Pradhan said.

    He also encouraged all the universities to join efforts to establish India as a global study destination.

    Union MoS, Dr Jitendra Singh said the National Education Policy brought by Prime Minister holds the promise to open career and Start-up opportunities driven by aptitude, skill and flexi options at capacity building.

    “Jammu Kashmir has a rich legacy of unexplored agricultural avenues, Aroma Mission and Purple Revolution, which imparts it the potential of being the torchbearer of Agri StartUp movement in India, Dr Jitendra Singh said.

    Lieutenant Governor of J&K,Manoj Sinha expressed his gratitude to Prime Minister Narendra Modi for accelerating development of J&K and transforming it into a favourite destination for students, travellers and entrepreneurs.

    The Lt Governor said with this initiative J&K has launched a dedicated programme for foreign students.

    “Our aim is to invite international students to J&K for short-term and long-term courses in various disciplines & strengthen the international connect. Over the past three years, we have focused on strengthening education sector, developing knowledge workers for sectors like industries, agriculture & health care. Sincere efforts have been made to convert the knowledge dividends into wealth for process of innovation & growth,” the Lt Governor said.

    The Lt Governor also observed that the initiative of SKUAST-Kashmir will set an example for other universities of the country as well.

    “Apart from campuses nestled in nature’s paradise, professional faculties, high standard of living, J&K is also offering variety of courses starting from Artificial Intelligence, Robotics to Agri science, Yoga, Sanskrit & interface with the industries for research & innovation,” the Lt Governor further said.

    The Lt Governor said with more than 150 higher education institutions, two central universities, seven state universities, two AIIMS, IIM, IIT, NIT, NIFT, IIMC and two Agriculture Science and Technology universities, Jammu Kashmir has emerged as a favourite destination for students in India.

    He also said that paradigm shift towards virtues of life which humanity is witnessing is also an opportunity for enhancing quality of life by exchange programs between the countries and learn from each other and enable each other to achieve greater heights in our journey.

    “The whole world is looking at India with admiration and hope. There never was a better time to be in India to witness and comprehend the glorious chapters of ancient civilization and immortal organic composite culture. The foreign student’s residential and exchange programmes, people-to-people contacts and institutional interactions with different institutions of Jammu Kashmir will enrich and strengthen global cultural synergies,” the Lt Governor added.

    Dr Vinay Sahasrabuddhe, President Indian Council for Cultural Relations (ICCR) assured the cooperation and support of ICCR to J&K in organizing the exchange programs of artisans and fairs whereby the message of changing new aspirational J&K goes loud and clear to other countries.

    SRINAGAR: In anticipation of imposing property tax being on Jammu and Kashmir from fiscal 2023-24, the administration has literally posed a quiz – how to calculate property tax.

    The order issued said that five per cent of the taxable annual value (TAV) will be charged as property tax in residential structs and six per cent in the case of residential structures. But how to calculate the TAV? For this, the notification has offered a formula, which is being discussed almost everywhere, especially in Srinagar.

    The formula is:

    Taxable Annual Value (TAV) = MTF x LVF x ARF x FF x UTF x CTF x AGF x SF x OSF

    But calculating the individual parameters in the complex multiplication is also challenging. It looks more like an inorganic chemistry chain reaction rather than a mathematical calculation.

    The order has given details about what these terms are and how much of value should they be carrying. Here it is:

    MTF is Municipality Type Factor. Its value shall be entered in the formula as follows:

    1. Municipal Council – 0.75
    2. Municipal Committee – 0.5

    LVF is Land Value Factor. It is one-tenth of the unit area value of land in Rs lakh per kanal of land as notified under J&K Preparation and Revision of Market Value Guideline Rules, 2011 as on 1st April of the base year of that block of three years. e.g. for the first block from 1st April 2023 to 31st March 2026, if the per kanal value of land as on 1st April 2023 as per the aforementioned value guidelines is Rs 60 lakh, it be entered as 6 in the above calculation and shall continue to be entered as 6 during the three financial years of the block.

    ARF is the Area Factor. It is the built area or the vacant area in respect of which the tax liability is being calculated, as the case may be, in square feet. In the case of Property tax on built area, it refers to the total covered area of that floor in square feet. In case of areas with winter snowfall, the area of the attic shall not be counted in the built-up area. In the case of Property tax on vacant land not appurtenant to a building, the area of the vacant land in square feet shall be entered. In the case of Property tax on vacant land appurtenant to a building, the area to be entered in the formula shall be the area, in square feet, in excess of two times the built-up area of the ground floor.

    FF is Floor Factor. For calculating the liability of different floors and vacant land abutting the building, the floor factor shall be entered in the formula as follows.

    1. Residential buildings including flats:
    2. Other buildings: 1
    3. Ground floor 1
    4. First floor 0.8
    5. Second floor 0.7
    6. Third floor and above 0.5
    7. Vacant land 0.1
    8. Basements for all types of buildings: 0.5

    UTF is Usage Type Factor. For vacant land appurtenant to a building, it shall be the same as that of the building itself. Where different portions of a building are put to different uses, property tax for the built-up area as well as the taxable vacant appurtenant area shall be separately calculated, proportionately, for each area under a particular use. The value to be entered in the formula for different usage types shall be as follows:

    1. Residential apartment/ flat 2
    2. Residential House 2.5
    3. Industrial (Manufacturing) 5
    4. Institutional/Public/Semi-Public 7
    5. Commercial, except 3-star and above Hotels: 12
    6. towers & hoardings
    1. 3-star and above hotels, 15

    towers & hoardings.

    CTF is the Construction Type Factor. Its value shall be entered in the formula as follows, based on the predominant and substantive nature of the construction:

    1. RCC construction 1
    2. Pucca (without RCC) construction 0.9
    3. Prefabricated structure 0.8
    4. Kuccha/Bamboo/Wood/Tin Structure 0.6

    AGF is Age Factor. The value for this factor shall be entered in the formula as follows:

    a.0-20 years old1.00
    b.20-30 years old0.90
    C.30-40 years old0.80
    d.40-50 years old0.70
    e.50-60 years old0.60
    f.More than 60 years old0.50

     

    SF is Slab Factor. The value of slab factor shall be entered in the formula as follows based on the total built-up area calculated as indicated at 3 above.

    1. Residential houses/ apartments

    i. Upto 1000 sft – 0

    ii. Above 1000 sft upto 1500 sft. – 0.75

    iii.        Above 1500 sft upto 2000 sft – 1.0

    1. Above 2000 sft upto 2500 sft – 1.15
    2. Above 2500 sft upto 5000 sft – 1.30
    3. Above 5000 – 1.5
    4. Other usage types
    5. Upto 100 sft – 0.50
    6. Above 100 sft upto 250 sft – 0.75

    iii.        Above 250 sft upto 500 sft     1.00

    1. Above 500 sft upto 1000 sft 1.15
    2. Above 1000 sft upto2500 sft 1.30
    3. Above 2500 sft upto 5000 sft 1.5

    VII.       Above 5000 sft            2.0

    OSF is Occupancy Status. The value of this factor for built-up properties shall be entered in the formula as follows:

    1. Self-occupied for more than 6 months 0.75
    2. Others 1.0

    SRINAGAR: The Jammu and Kashmir National Conference on Tuesday decried the notification regarding the imposition of property tax in Jammu and Kashmir, saying the notification smacks of arbitrariness.

    Responding to the notification, party’s State Spokesperson Imran Nabi Dar said, “The people of Jammu and Kashmir have been at the receiving end economically since 2019 due to  the losses suffered by Aug 05 2019 lockdown and then the successive Covid lock downs. Imposition of the property tax will further push the people to the wall. Such decisions will make the situation even worse.”

    Questioning the haste in which such decisions are taken in absence of a democratically elected government , Imran said,  “Such matters should be left to an elected government. The people’s representatives must be given an opportunity to discuss these issues. Unfortunately such important issues don’t face public scrutiny in the current bureaucratic set up. It has become a habit of those in power in Delhi to issue orders, irrespective of their impact or public opinion.”

    He termed this decision anti-people and a grave injustice and demanded its immediate rollback. “Such revenue generation measures must be left to a democratically elected government in J&K,” he added.

    SRINAGAR: The administration on Tuesday ordered the enhancement of minimum wages of daily wagers including casual labourers and daily rated workers as per the revised minimum rate of wages notified by the Labour and Employment Department.

    According to Government Order No. 32-F of 2023, it is hereby ordered that duly engaged Daily Rated Workers, including Casual Labourers, in all Government Departments and those of Municipalities & Local Bodies, as are in receipt of Rs. 300/-(Rupees Three Hundred) per day, shall be paid wages @ Rs.311/-Rupees Three Hundred & Eleven) per day w.e.f. 17.10.2022.

    It is further ordered that Bio-metric attendance system will be enforced for all categories of persons engaged by Government in any capacity.

    “The concerned ODO/Controlling officer shall certify with every bill that the dally rated workers/cetual workers have worked for the prescribed time period every day and that their performance has been satisfactory,” it reads.

    “With respect to held staff, where bio-metric attendance may be difficult, the concerned DDO shall certify attendance. However, such staff shall be required to mark attendance at defined intervals,” it added.

    “The Aadhar based data base shall be reconciled to avoid duplication,” it further added.

    “The concerned Departments shall submit full details regarding unauthorized engagements so an to identify officers/officials responsible for such engagements so that action as appropriate may be taken against them as per rules,” reads the order.

    “The number of hours of engagement may be restricted to budget availability,” it reads.
