DCW seeks action against illegal conversion therapy for LGBTQI+ community

    [ad_1]

New Delhi: Delhi Commission for Women (DCW) on Saturday issued a notice to National Medical Commission to seek action against illegal conversion therapy training for the LGBTQI+ community being advertised under the banner of the World Congress of Psychologists’.

The Delhi Commission for Women (DCW) said it has taken suo moto cognizance of an advertisement circulating on social media that claims that an organisation called the ‘World Congress of Psychologists’ with its Head Office at Tirupati in Andhra Pradesh is conducting a three-month training program on Psychosomatic Disorders, starting March 10.

The organisation appears to have offered training on tackling 47 different disorders, and has included homosexuality, lesbianism, and transvestism in the same, it noted. It is an established fact that homosexuality, lesbianism, and transvestism are not ‘psychosomatic disorders, the panel said.

Over 50 years ago, the American Psychiatric Association (APA) issued a resolution stating that homosexuality is not a mental illness or sickness. Conversion therapies are a set of pseudo-scientific practices, targeting the LGBTIQA+ (An acronym that stands for Gay, Lesbian, Bisexual, Transgender, Queer, Intersex, and Asexual people) to change their sexual orientation, gender identity, and gender expression.

The panel cited the 2021 judgment passed by the Madras High Court which said any attempts to medically “cure” or change the sexual orientation of LGBTIQA+ people to heterosexual or the gender identity of transgender people to cisgender is prohibited.

The court has also directed the National Medical Commission, Indian Psychiatric Society, and The Rehabilitation Council of India to take action against the concerned professional involving themselves in any form or method of conversion “therapy” including withdrawal of license to practice, it said.

Following the order, the National Medical Commission (NMC) declared conversion therapy as illegal and considers it in the category of ‘Professional Misconduct’ and has banned the practice under the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002, it added.

The panel noted that despite these judgments, it was unfortunate that conversion therapy is still prevalent and such programs seem to be organised and advertised.

DCW has issued a notice to the chairman of the National Medical Commission and has sought a copy of the inquiry report on the matter. The Commission has asked whether the program is being conducted or was conducted in the past and if so, details of action taken against the organisation, its office bearers, and trainers as well as whether their licenses have been revoked.

The Commission has also asked for a copy of the guidelines or advisories issued by the National Medical Commission banning conversion therapy of LGBTQIA+ persons.

Sikh community protests in Bhopal, Indore against pro-Khalistan elements

    [ad_1]

Bhopal: Members of the Sikh community in Bhopal and Indore took to the streets on Tuesday to protest against the acts of vandalism by pro-Khalistan sympathisers outside India’s diplomatic premises in London and San Francisco.

“We strongly condemn the incident outside the London High Commission. These anti-social elements disrespecting the tricolour are not part of the Sikh community,” said religious leader Gyani Dileep Singh during the protest at Roshanpura Square in Bhopal.

Madhya Pradesh BJP spokesperson and Sikh activist Neha Bagga said it was regrettable that a few Sikhs working at the behest of anti-India forces were defaming the entire community.

“This is the time for the Sikh community to come forward openly against such anti-social elements sitting in foreign countries,” Bagga said.

In Indore, Sikhs gathered at the city’s Regal square holding the tricolour and placards carrying patriotic messages, raised the slogan “Bharat Mata ki Jai”, and said they would not tolerate insult to the national flag.

“Many people from the Sikh community have sacrificed their lives for India’s freedom. Today some foreign forces are conspiring against the unity and integrity of India. We will not allow the designs of these forces to succeed,” a protestor said.

State BJP spokesperson Narendra Saluja, who was among the protesters, said, “Some anti-social elements funded by Pakistan are trying to defame the Sikh community through the incidents in London and San Francisco. We oppose such elements.”

The national flag is a symbol of respect and self-respect for the Sikh community, he said.

  • US intel community fears increased India-Pak, India-China tension and conflict

US intel community fears increased India-Pak, India-China tension and conflict

    [ad_1]

Washington: The American intelligence community on Wednesday told lawmakers that it apprehends increased tension between India and Pakistan and India and China with the possibility of a conflict between them.

It also noted that under the leadership of Prime Minister Narendra Modi, India is more likely than in the past to respond with military force to Pakistani provocations.

This assessment forms part of the annual threat assessment of the US intelligence community that was submitted to the US Congress by the Office of Director of National Intelligence during a Congressional hearing.

While India and China have engaged in bilateral border talks and resolved border points, relations will remain strained in the wake of the countries’ lethal clash in 2020, the most serious in decades, said the report.

The expanded military postures by both India and China along the disputed border elevate the risk of armed confrontation between two nuclear powers that might involve direct threats to US persons and interests, and calls for US intervention. Previous standoffs have demonstrated that persistent low-level friction on the Line of Actual Control (LAC) has the potential to escalate swiftly, it said.

According to the report, the crises between India and Pakistan are of particular concern because of the risk of an escalatory cycle between two nuclear-armed states. New Delhi and Islamabad probably are inclined to reinforce the current calm in their relationship following both sides’ renewal of a ceasefire along the Line of Control in early 2021.

“However, Pakistan has a long history of supporting anti-India militant groups, and under the leadership of Prime Minister Narendra Modi, India is more likely than in the past to respond with military force to perceived or real Pakistani provocations. Each side’s perception of heightened tensions raises the risk of conflict, with violent unrest in Kashmir or a militant attack in India being potential flashpoints,” it said.

Responding to a question, the State Department Spokesperson Ned Price said US-Pakistan counter-terrorism dialogue provides an “opportunity for the United States to convey our willingness to work with Pakistan” to address terrorist threats and counter violent extremism, the threats that are in the region, the threats that have the potential to transcend the region as well.

“We have a shared interest in combating threats to regional security. The goal of a stable and secure South and Central Asia free from terrorism depends on the strength of in large part our partnership with Pakistan. The dialogue is a testament to our shared commitment to a resilient security relationship and an opportunity for candid discussion on steps we can take together to counter all terrorist groups that threaten regional and global stability,” he said.

“The United States seeks to expand our partnership to address these challenges. Any group that threatens regional and global stability of course is a concern to us. It is something that we discussed in the context of this counter-terrorism dialogue,” Price said.

  • Telangana DGP content with community policing of field-level officers

Telangana DGP content with community policing of field-level officers

    [ad_1]

Hyderabad: Telangana Director General of Police Anjani Kumar had urged all the field level officers that they should visit important villages, and sensitive areas, apart from visiting the police stations in their jurisdictions as the village visit is an integral part of any policing setup.

“Falling under the umbrella of community policing, it helps a great deal in empowering police towards the safety and security of society. While on one hand, it gives an opportunity to the police officers to go to the public directly and to try to solve their problems, it also provides a platform to the people who, for various reasons, could not approach the police to express their grievances and avail the remedies,” he said.

The DPG called the response of the unit officers ‘outstanding’. He appreciated the enthusiasm expressed by the various unit officers from Multi-zones I & II. In the month of February 2023. “As many as 137 police stations and 45 villages were visited by various SsP/CsP in Telangana and the issues were resolved. Apart from this, other officers of the respective police units also laid great focus on village visits,” a press note informed.

“Similarly, first-hand information and first-hand experience of important and sensitive villages also give a complete and clear picture of the area where officers have posted. This develops well confidence and the DGP intends to have a video conference with those officers while they are in the village visiting to motivate and excite and bring everyone close to each other,”it further said.

Telangana Police said that the exercise works a great deal in building a strong bond between the police and the public.

“And with this mutual trust, the ethos of a secure and safe society is further strengthened. In the coming times too, Telangana police will continue to work with the same zeal towards fulfilling the government agenda of a peaceful Telangana state,” it stated.

Indian-American named Chancellor of California Community Colleges

    [ad_1]

New York: Indian-American Sonya Christian has been named the 11th permanent Chancellor of the California Community College system, the largest and most diverse system of public higher education in the US.

With her appointment, Christian, a Kerala University graduate, becomes the first woman and the first person of South Asian origin to lead the college system that serves 1.8 million students every year.

“Dr. Christian is one of our nation’s most dynamic college leaders, with a demonstrated record of collaboration and results in the Central Valley,” California Governor Gavin Newsom said in a statement.

“She understands what is needed to deliver on record levels of higher education investment to make real improvements to the lived reality of our students. I look forward to continuing to partner with Dr. Christian to ensure our community colleges are engines of equity and opportunity.”

Christian, who is Kern Community College District Chancellor, will step into her new role on June 1, 2023. She replaces Chancellor Eloy Ortiz Oakley, who stepped down in August after leading the community college system for nearly six years.

For more than 30 years, Christian has actively engaged in policies and practices related to state and national completion, quality and equity agendas.

“I am honoured to be selected to lead the most important system of higher education in the country and grateful to the Board of Governors for their confidence,” Christian said.

“We continue to face many challenges, but I truly believe our greatest challenges enable us to do our greatest work. We are called to design the most vibrant, resilient, and effective learning environment ever. We are called to do this work at scale, not eventually, but now. And we will work with a shared vision that keeps students first.”

In July 2021, Christian was named the sixth chancellor of the Kern Community College District, where she implemented a call to action with a focus on advancing student success and closing achievement and equity gaps.

She also spearheaded a statewide coalition in 2015 that led to securing philanthropic funding for the 20-college Guided Pathways demonstration project in California, leading to a $150 million state investment in Guided Pathways and broad adoption of the framework throughout the college system, according to a press statement.

The distinguished educationist started her career in higher education as a mathematics faculty and later as division chair, then Dean of science, engineering, allied health and mathematics at Bakersfield College.

She served as an administrator at Lane Community College in Oregon for several years before returning home to Kern Community College District in 2013 after being selected as the 10th president of Bakersfield College.

Christian earned her Bachelor of Science degree from University of Kerala; her Master of Science in Applied Mathematics from University of Southern California; and her doctorate from University of California, Los Angeles.

  • Intel community bats down main theory behind ‘Havana Syndrome’ incidents

Intel community bats down main theory behind ‘Havana Syndrome’ incidents

    [ad_1]

    biden cabinet cia 82400

“We cannot tie a foreign adversary to any incident,” said one of the U.S. intelligence officials, who, like the other, was granted anonymity to speak more freely about the assessment.

Investigators studied more than 1,500 reports from across the U.S. government that detailed symptoms ranging from headaches to dizziness, the intelligence officials said.

“There is no one explanation for any of this,” the second U.S. intelligence official said. “We believe that what these officers are reporting is real.”

The officials said most agencies involved in the assessment determined it was “very unlikely” that a foreign adversary was involved. Of the seven agencies, two had moderate-to-high confidence in that assertion, three had moderate confidence, and two said it is “unlikely” an adversary was involved but did so with low confidence, the officials said. The officials did not provide the names of those agencies.

The assessment is based not just on a lack of evidence but also existing evidence that actually “points against” a foreign actor being involved, the second official said.

The assessment also found that no foreign adversary has a weapon or collection device that is causing the incidents. Two agencies said they had high confidence in that determination, three had moderate confidence, and two had low confidence because they believe radio-frequency energy is a “plausible cause.”

“The intelligence community assessment released today by ODNI reflects more than two years of rigorous, painstaking collection, investigative work, and analysis by IC agencies including CIA,” CIA Director Bill Burns said in a statement. “We applied the agency’s very best operational, analytic, and technical tradecraft to what is one of the largest and most intensive investigations in the agency’s history.”

Initial reports about the mysterious syndrome first emerged in 2016 among U.S. and Canadian diplomatic staff in Havana, Cuba. The diplomats complained of hearing piercing sounds coming from one direction and acute nausea and vertigo. In the years that followed, hundreds of additional U.S. government workers reported symptoms that aligned with those initial health reports.

The buildup of reporting prompted lawmakers and various agencies throughout the U.S. government to investigate potential reasons for the unexplained health incidents.

The intelligence assessment briefed to reporters Wednesday contradicts previous findings from various government groups.

In 2020, the National Academies of Sciences Engineering and Medicine said it found that the most probable cause of the syndrome was “directed, pulsed-radio frequency energy.” A year later, administration officials told Congress they were increasingly worried about the reporting and that there was a chance a foreign adversary — potentially Russia — was using a weapon to target Americans. And a panel of experts put together by the intelligence community also found that an external energy source could have caused the symptoms and that a foreign power could have been involved.

When the reports initially emerged, intelligence officials said medical studies suggested that the incidents represented a new medical syndrome that looked similar to a traumatic brain injury. Now, they said, that medical thinking has evolved and the intelligence community found that the symptoms did not fall into any discernible patterns.

The two intelligence officials said the seven agencies looked at reports spanning 96 countries. Some of the reports took place on different continents on the same day.

When the intelligence community initially launched its investigation two years ago, analysts approached the probe with the assumption that a foreign actor was targeting Americans intentionally with portable technology. But as they examined the data more closely, those assumptions did not hold, the officials said.

Analysts and officials contacted other governments to understand the extent to which their employees were experiencing similar symptoms. Those governments did not indicate that they had received an “upswell” in those kinds of reports.

“I want to be absolutely clear: These findings do not call into question the experiences and real health issues that U.S. government personnel and their family members — including CIA’s own officers — have reported while serving our country,” Burns said.

  • Telangana: Medico’s suicide shows KCR’s support to one community, says Bandi

Telangana: Medico’s suicide shows KCR’s support to one community, says Bandi

    [ad_1]

Hyderabad: Telangana BJP chief Bandi Sanjay Kumar on Sunday remarked that in the case of the Warangal Medico Preethi’s suicide, it is clearly visible that chief minister K Chandrashekhar Rao is in support of ‘one community’.

Sanjay was indirectly referring to the dead victim’s senior MA Saif, who belongs to the Muslim community and is the main accused in the case. Sanjay in the past had also referred to the case as a clear case of ‘love jihad’.

“Dr Preethi’s death is quite sad. I pray to God that her soul finds peace and her family members find strength. I feel so sad of the fact that she had high potential. This is definitely a murder. Lack of response from the government inspite of a complaint is the reason for this gruesome incident,” he tweeted.

Sanjay also questioned the chief minister on his lack of response to the incident.

“Is it because the student is a tribal? Will you Rs 10 lakh ex gratia change anything for the parents? This proves that under KCR’s rule, criminals, if they have the support of the BRS and AIMIM, can resort to any act,” he further remarked.

Sanjay also demanded for an investigation by a sitting judge into the case. “KCR is in support of a community and this incident clearly shows that. We will fight until the culprits find punishment. Girls like Preethi should not go through this again and it is everybody’s responsibility,” he said.

The government of Telangana has announced Rs 10 lakh compensation while a state minister has promised another Rs 20 lakhs to the family of a post-graduate student who allegedly committed suicide due to harrasment by her senior.

Dharavathi Preethi, studying at the Kakatiya Medical College in Telangana’s Warangal town, succumbed at the Nizam’s Institute of Medical Sciences (NIMS) in Hyderabad on Sunday night, five days after she allegedly took a lethal injection.

Tension prevailed at the NIMS as the victim’s family refused to allow the body to be shifted to the Gandhi Hospital for autopsy till the government explained the cause of death and suspend the department head and the principal.

The family relented after the government gave them some assurances.

The victim’s father D. Narendra told reporters that while the government announced a Rs 10 lakh compensation, the state Minister for Panchayat Raj E. Dayakar Rao promised Rs 20 lakhs.

Narendra said the Minister also assured them that a government job in the Panchayat Raj Department will be given to a member of the family.

Dayakar Rao also reportedly assured the family that the case will be investigated by a sitting judge.

Leaders of some opposition parties and students’ groups tried to stop the ambulance carrying the body to Gandhi Hospital.

They wanted to take the body to Pragati Bhavan, the official residence of the Chief Minister.

    Police arrested the protesters.

The body was later shifted to Gandhi Hospital and after autopsy handed over to the family.

Preethi’s body was later taken to her native village in Jangaon district, where the last rites will be performed on Monday.

Warangal police on February 24 arrested Preethi’s senior M. A. Saif, a second year student in the department of anaesthesia.

Police said the targeted harassment of Preethi by her senior which could have driven her to attempt suicide.

Saif was booked for abetment to suicide as well as under the SC/ST (Prevention of Atrocities) Act and Anti-Ragging Act.

Warangal Police Commissioner A.V. Ranganath said that insulting behavior also comes under ragging.

According to the police, Saif was making insulting comments about her in a WhatsApp group.
