Army drones, helicopters on watch in violence-hit Manipur, 23K people moved to camps

Imphal: Army drones and helicopters kept a close watch on Manipur on Sunday as curfew was relaxed in some parts of the Northeastern state, which was rocked by ethnic violence over the last few days, officials said.

So far, 23,000 people have been rescued from the violence-hit areas and were moved to military garrisons, they said.

Personnel of the Army and Assam Rifles held flag marches as life started crawling back to somewhat normal, but the tension was palpable. Sources said around 10,000 security personnel have been deployed in the state, which has been on the boil since Wednesday.

Governor Anusuiya Uikey chaired a meeting with Security Advisor Kuldip Singh and Operational Commander Ashutosh Sinha.

At the meeting, the two officers shared their suggestions with the governor to resolve the crisis, said a statement issued by the Raj Bhavan.

Uikey advised the officers that arrangements be made for the safe return of the people who are in relief camps at present, it said.

The clashes broke out after a ‘Tribal Solidarity March’ was organised in the ten hill districts of the state to protest against the Meitei community’s demand for Scheduled Tribe (ST) status, leading to the deaths of at least 54 people.

Meiteis account for about 53 per cent of Manipur’s population and live mostly in the Imphal valley. Tribals — Nagas and Kukis — constitute another 40 per cent of the population and live in the hill districts.

In Hyderabad, Union Minister for the Development of North Eastern Region G Kishan Reddy told PTI that the Centre was ready for talks with the warring groups in Manipur and resolve their issues.

“Please come forward to solve the issues in a peaceful manner. The government is ready. You have seen the farmers’ issue. When it was peaceful, we tried to convince them. As the issue was not resolved, we agreed to their demand, and those bills (three farm laws) were withdrawn. So, the government is not adamant,” he said.

He stressed that people’s welfare was the government’s main agenda, urging the different groups to come forward for talks.

Reddy said the government will take care of those who suffered losses due to violence, and order a comprehensive inquiry into the incident.

“If they have any problem, it is the responsibility of the state and central governments to resolve it. We should all maintain restraint. We should resolve the issues through discussions, and not through violence. Nothing can be achieved through violence,” he added.

As the situation was improving, the state Home Department directed the district magistrates and deputy commissioners to relax the curfew in parts of their districts from 1 pm to 3 pm every day, according to a notification.

The restrictions were relaxed in Churachandpur, which was the epicentre of the violence, from 7 am to 10 am on Sunday to allow people buy essential items such as food and medicines.

On Monday, the curfew will be relaxed in Imphal West district from 5 am to 8 pm.

“Imphal City is area where major markets, shops, godown, business entities, etc. are located which provides various essential items which will not only cater to the needs of the District population but also to the needs of the entire State (sic),” said the notification, reasoning the relaxation.

Over the last 24 hours, the Army significantly enhanced surveillance efforts through unmanned aerial vehicles (UAVs) and helicopters within the Imphal Valley, a defence statement said in the morning.

Meanwhile, the Airports Authority of India (AAI) took various measures to help passengers at the Imphal airport, while the airlines have waived rescheduling and cancellation charges for flights operating here.

A total of 10,531 passengers have travelled via the Imphal airport, which handled 108 flights in the last few days.

Different states also continued rescuing their people from the state.

Andhra Pradesh rescued more than 100 students, while Maharashtra CM Eknath Shinde said 22 students from the state were stuck in Manipur and arrangements were being made to bring them back home.

Tripura rescued 208 of its students and Nagaland evacuated 676 people from the violence-hit state. Sikkim also rescued 128 students.

Uyughur woman, teacher testify of torture, brainwashing in Chinese camps to US Congress

    [ad_1]

Washington: Two women who say they experienced and escaped Chinese “re-education camps” have provided first-hand testimony to members of the US Congress, giving harrowing detail while imploring Americans not to look away from what Washington has declared a continuing genocide of Muslim ethnic minorities.

Testifying before a special House committee on Thursday, Gulbahar Haitiwaji, an Uyghur woman, said that during her nearly three years in internment camps and police stations, prisoners were subjected to 11 hours of “brainwashing education” each day, the Guardian reported.

It included singing patriotic songs and praising the Chinese government before and after meals.

Haitiwaji said detainees were punished for speaking in Uyghur and endured routine interrogations during which they were hooded and shackled to their chairs.

On one occasion, she said, she was chained to her bed for 20 days.

Female prisoners were told they would be vaccinated, when they were being sterilised, the Guardian reported.

“There are cameras all over the camp,” Haitiwaji said. “Our every move was monitored.”

She said in written testimony that after her head was shaved, she had a feeling of “losing my sense of self, losing my ability to even remember the faces of my family members”, the Guardian reported.

Qelbinur Sidik, a member of China’s ethnic Uzbek minority who is now a human rights activist living in the Netherlands, told of being coerced by Chinese authorities into teaching classes at one of China’s internment camps.

Through a translator, she described the detention facilities as “like a war zone” with razor wire fencing and armed guards.

Sidik recalled hearing the “horrible screaming sounds” of Uyghur prisoners as they were tortured, the Guardian reported.

  • Uttarakhand: Paingadh village residents forced to take shelter in relief camps

Uttarakhand: Paingadh village residents forced to take shelter in relief camps

    [ad_1]

Paingadh: Like subsidence-hit Joshimath, villagers of Paingadh village in Chamoli district of Uttarakhand have also been forced to leave their houses due to landslides and cracks appearing in their accommodations.

The hapless villagers are taking shelter in relief camps, tin sheds and even schools.

More than 40 families of the village, which is among the oldest settlements on the bank of the Pindar River near Tharali on the Karnaparayag-Almora National Highway, have become homeless and are living like refugees.

There are over 90 families in the village living there for generations.

The problem of landslides began in the village in 2013 with the Kedarnath disaster, but the matter worsened in October 2021 when cracks began to appear in fields above the village.

“The cracks were small initially and in a year’s time, they widened into holes,” Gopal Dutt, a villager, said.

On October 21 last year, a landslide occurred at around the same place where cracks had appeared and huge boulders fell on houses, killing four people.

The rubble of this landslide has affected almost half of the village and people who used to live in the zone have had to leave their homes and take shelter elsewhere, he said.

Some of the affected families have taken shelter in the houses of relatives, while others have shifted to a school building in the village. .

The only government primary school of the village has been turned into a relief camp, forcing authorities to hold the classes in the junior high school building about one kilometer away.

Children aged between 5-11 years have to walk to their school and also cross a stream on the way.

“There is no proposal yet to resume classes in the primary school building. Something definitive about it can be said only after the district administration makes a rehabilitation policy for the village,” Education Officer of Tharali block, Adarsh Kumar told PTI.

Meanwhile, Chamoli District Disaster Management Officer N K Joshi said a tin shed is being built in a secure location where the affected people of the village will be shifted.

However, a villager, Surendra Lal, alleged the shed is being built near a pine forest where there is no water or electricity supply.

One cannot go on foot to the place which can also pose a danger to lives during summer when pine leaves easily catch fire, Lal said.

Dutt said the government was requested to give readymade or prefabricated houses to the affected, but no progress has been made.

The affected families were given Rs 5,000 as disaster relief by the government four months ago.

“Geological scientists also conducted a survey of the village after the landslide, but no one knows what came out of it,” Surendra Lal said.

Jagmohan Singh Gadiya, who retired from the Army and lives in the landslide-affected zone, said, “I now regret my pledge not to migrate from my village”.

District Disaster Management officer Joshi said owners of the damaged houses have been given compensation as per norms. Relocation will be done in accordance with the rehabilitation policy and safe locations are being identified, he said.

  • Thousands of Ukrainian children put through Russian ‘re-education’ camps, US report finds

Thousands of Ukrainian children put through Russian ‘re-education’ camps, US report finds

    [ad_1]

At least 6,000 children from Ukraine have attended Russian “re-education” camps in the past year, with several hundred held there for weeks or months beyond their scheduled return date, according to a new report published in the US.

Russia has also unnecessarily expedited the adoption and fostering of children from Ukraine in what could constitute a war crime, the Yale Humanitarian Research Lab report found. The report was funded by the US state department.

Since the start of the war nearly a year ago, children as young as four months living in the occupied areas have been taken to 43 camps across Russia, including in Moscow-annexed Crimea and Siberia, for “pro-Russia patriotic and military-related education”, said the report.

In at least two of the camps, the children’s return date was delayed by weeks, while at two other camps, the return of some children was postponed indefinitely.

Russian authorities sought to provide a pro-Moscow viewpoint to children through school curricula as well as through field trips to patriotic sites and talks from veterans, the report found.

Videos published from the camps by the occupying regional authorities show children in the camps singing the Russian national anthem and carrying the Russian flag. In separate videos, teachers, employed to teach the children, talk about the need to correct their understanding of Russian and Soviet history.

Children were also given training in firearms, although Nathaniel Raymond, a Yale researcher who oversaw the report, said there was no evidence they were being sent back to fight.

“Mounting evidence of Russia’s actions lays bare the Kremlin’s aims to deny and suppress Ukraine’s identity, history, and culture,” the US state department said in a statement. “The devastating impacts of Putin’s war on Ukraine’s children will be felt for generations.”

US state department spokesperson Ned Price told reporters the report “details Russia’s systematic, government-wide efforts to permanently relocate thousands of Ukraine’s children to areas under Russian government control via a network of 43 camps and other facilities.

“In many cases, Russia purported to temporarily evacuate children from Ukraine under the guise of a free summer camp, only to later refuse to return the children and to cut off all contact with their families.”

The report called for a neutral body to be granted access to the camps and for Russia immediately to stop adoptions of Ukrainian children. The report said that Putin aides have been closely involved in the operation, especially Maria Lvova-Belova, the presidential commissioner for children’s rights. It quoted her as saying that 350 children had been adopted by Russian families and that more than 1,000 were awaiting adoption.

Russia’s embassy in Washington responded to the report’s findings on Telegram, saying, “Russia accepted children who were forced to flee with their families from the shelling,” and, “We do our best to keep underage people in families, and in cases of absence or death of parents and relatives – to transfer orphans under guardianship.”

The report said some parents were pressured to give consent to send away their children, sometimes in the hope they would return. Others, the report said, “are sent with the consent of their parents for an agreed duration of days or weeks and returned to their parents as originally scheduled”.

The report -which was compiled with the help of satellite imagery and public accounts – said that the number of children sent to the camps is “likely significantly higher” than the 6,000 confirmed.

Researchers spoke to the parents of children who had attended the camps or were being kept there, as well as to children who had attended. “After calling the camp director, one mother was allegedly told that children could not be returned because, ‘There is war there.’

There is little information on the explanation given to children regarding delays in their return. An official at the Medvezhonok camp told a boy from Ukraine that his return was conditional: the children would be returned only if Russia recaptured the town of Izium, the report said. Another boy was told he wouldn’t be returning home due to his “pro-Ukrainian views”, the report said.

Some parents were told that their children will be released only if they physically come to pick them up. Relatives or people given power of attorney were not allowed to pick up the children. Travel from Ukraine to Russia is difficult and expensive, and men between the ages of 18 and 60 are forbidden from leaving the country, in effect meaning only the mothers of the children may retrieve them.

“A significant portion of these families are low-income and have not been able to afford to make the trip. Some families were forced to sell belongings and travel through four countries to be reunited with their child,” the report found.

One of the camps is located in Magadan oblast, roughly 6,230km (3,900 miles) from Ukraine. This puts it “roughly three times closer to the United States than it is to the border of Ukraine,” the report said.

Raymond said that Russia was in “clear violation” of the Fourth Geneva Convention on the treatment of civilians during war and called the report a “gigantic Amber alert” – referring to US public notices of child abductions.

The Russian activity “in some cases may constitute a war crime and a crime against humanity”, he told reporters.

Ukraine’s government recently claimed that more than 14,700 children had been deported to Russia, where some had been sexually exploited.

Additional reporting by Isobel Koshiw and AFP
