    Tesla agrees to open chargers to public amid White House electric vehicle push

    Tesla, which operates the nation’s second largest charging network behind ChargePoint, has agreed to make at least 7,500 of its chargers — nearly half its current total of Superchargers — open to non-Tesla electric vehicles for the first time. Those Tesla chargers are now compatible only with its own cars.

    Cars that use a rival charging standard known as CCS — which include most of the electric vehicle market besides Tesla — will be able to use select Tesla chargers after the company installs new stations and upgrades software and hardware by the end of 2024, according to administration officials.

    Mitch Landrieu, the Biden administration’s infrastructure coordinator, said he and other administration officials met with the heads of top automakers last year to discuss expanding the electric vehicle charging network. He said Musk indicated then that “his intent was to work with us to make his network interoperable.”

    “He was very constructive,” Landrieu told reporters. “[Tesla was] one of the early folks out there in this space — it was critically important to us that everybody be included in the conversation.”

    Tesla operates nearly 17,000 fast chargers across the country, nearly matching the 20,000 chargers open to other vehicles, according to S&P Mobility. Tesla has long resisted opening up its chargers to the public, in hopes of making its plugs — which it has dubbed the North American Charging Standard — the dominant technology.

    In the end, though, a cut of the $7.5 billion in federal incentives that the 2021 bipartisan infrastructure law provided for electric vehicle chargers proved too attractive for Tesla to pass up. The law requires that charging stations be open to more than one brand of vehicle to qualify for the funding.

    The White House said Tesla’s commitment included allowing other vehicle brands to use at least 3,500 new or upgraded Superchargers along highways, as well as slower, “Level 2” chargers at common stopping points such as restaurants and hotels. The company also plans to triple its full national network of Superchargers, including those exclusive to Tesla drivers.

    The Transportation Department on Wednesday also rolled out the minimum standards for chargers funded by its National Electric Vehicle Infrastructure Formula Program, a grant program that will distribute $5 billion over five years for chargers, mostly along interstates.

    The standards are meant to build out a national network of charging equipment that is interoperable, meaning that stations will have consistent plug types, power levels and number of chargers.

    The new rules also require that chargers must reliably work 97 percent of the time, a bid to address growing complaints among drivers that charging equipment is often broken. Motorists must also be able to operate and pay for them using a universal app and account, no matter which company operates the station. The chargers Tesla opens up to the public will be accessible using third-party apps, officials said.

    “No matter what EV you drive, we want to make sure that you will be able to plug in, know the price that you’re going to be paying, and charge up with a predictable and user-friendly experience, just as when you are filling up with gas today,” Transportation Secretary Pete Buttigieg told reporters before the announcement.

    DOT has already approved plans from all 50 states plus D.C. and Puerto Rico to deploy $1.5 billion of the NEVI funds, and Wednesday’s standards give states the information they need to begin ordering the chargers, Buttigieg said.

    DOT also finished its “Buy America” waiver for the NEVI program, which the Federal Highway Administration initially proposed in August. Companies and some state DOTs had asked the agency to relax some requirements that charger parts be manufactured domestically as the industry tries to keep up with soaring electric vehicle demand.

    Under the rule finished Wednesday, final assembly for all chargers funded by NEVI must occur in the U.S., effective immediately. In addition, by July 2024, 55 percent of the components of the chargers must be manufactured domestically. The department also added an interim step that requires 25 percent of the components be manufactured in the U.S. by this coming July.

    The Energy Department also announced it would award $7.4 million to seven projects working on charging and clean hydrogen refueling infrastructure for medium- and heavy-duty vehicles along busy freight corridors. The Joint Office of Energy and Transportation said it will open up a $47 million funding opportunity for research and development into improving the reliability and accessibility of EV chargers.

    “That will also help industry implement key parts of the new standards that the agencies are announcing,” Energy Secretary Jennifer Granholm told reporters. “All of these actions across the administration are going to be key to unlocking much more widespread EV adoption.”

    New Delhi: The Supreme Court on Wednesday agreed to hear next week a plea seeking a direction to all the states to frame rules for menstrual pain leaves for female students and working women at their respective work places.

    The plea was mentioned for urgent listing before a bench headed by Chief Justice D Y Chandrachud, which said it would be listed on February 24.

    The petition, filed by Delhi resident Shailendra Mani Tripathi, has also sought a direction to the Centre and all the states for compliance of section 14 of the Maternity Benefit Act, 1961.

    Section 14 of the Act deals with appointment of inspectors and says appropriate government may appoint such officers and may define the local limits of jurisdiction within which they shall exercise their functions under this law.

    The plea, which was mentioned for urgent listing by petitioner’s advocate Vishal Tiwari, said countries like the United Kingdom, China, Wales, Japan, Taiwan, Indonesia, South Korea, Spain and Zambia are already providing menstrual pain leave in one form or the other.

    It said only women are empowered to propagate the human race with their special ability of creation and during different stages of maternity, she undergoes a number of physical and mental hardships, be it menstruation, pregnancy, miscarriage or any other related medical complications.

    The plea said the 1961 Act makes provisions for almost all the problems faced by women that can be understood by several of its provisions which have made it mandatory for employers to grant paid leave to women employees for certain number of days during pregnancy, in case of miscarriage, for tubectomy operation and also in cases of medical complications arising out of these stages of maternity.

    “Ironically, the most disappointing aspect in the direction of respecting the rights of working women, is that in spite of a provision under section 14 of the Maternity Benefit Act, 1961, that there will be an inspector for a particular area to monitor the implementation of such great provisions, no government in India has created the post of inspectors, forget about the appointment of such inspectors,” the plea claimed.

    It said the provisions of law under the 1961 Act are one of the “greatest steps” taken by Parliament to recognise and respect motherhood and maternity of working women.

    “Definitely even today also, in several organisations including government organisations these provisions are not being implemented in their true spirit and with the same legislative intent with which it was enacted but at the same time one of the biggest aspects of this whole issue or one of the very basic problems related to maternity which are faced by every woman has been completely ignored by the legislature in this very good law and also by the executive while making rules, specifically the leave rules,” the petition said.

    It said the central civil services (CCS) leave rules have made provisions like child care leave for women for a period of 730 days during her entire service period to take care of her first two children till they attain the age of 18 years.

    The plea said this rule has also given 15 days of paternity leave to male employees to take care of a child which is another great step of a welfare state in recognising the rights and problems of working women.

    “In spite of making all the above mentioned provisions in law to take care of women in difficult stages of her maternity, the very first stage of the maternity, the menstrual period, has been knowingly or unknowingly ignored by society, the legislature and other stake holders in society except few organisations and state governments,” it alleged.

    The plea said Bihar is the only state which has been providing two days of special menstrual pain leave to women since 1992.

    It said there are some Indian companies that offer paid period leaves which include Zomato, Byju’s and Swiggy.

    New Delhi: The Supreme Court on Wednesday agreed to hear on February 17 a fresh plea of a Congress leader seeking investigation under the supervision of a sitting apex court judge against the Adani Group of companies in light of the allegations made by the US-based Hindenburg Research.

    A bench comprising Chief Justice D Y Chandrachud and Justice P S Narasimha took note of the submissions of a lawyer, representing Congress leader Jaya Thakur, that the plea needed an urgent hearing.

    The bench initially agreed to list the PIL for hearing on February 24 and later decided to hear on Friday after the lawyer pointed out that two other PILs are listed on February 17.

    Thakur has also sought a direction for investigating the role of the Life Insurance Corporation of India (LIC) and the State Bank of India (SBI) in investing huge amounts of public money in Adani Enterprises.

    On Monday, the Centre had agreed to the apex court’s proposal to set up a panel of experts to look into strengthening the regulatory mechanisms for the stock market following the recent Adani group shares crash triggered by Hindenburg Research’s fraud allegations.

    The top court seized two petitions alleging exploitation of innocent investors and “artificial crashing” of the Adani Group’s stock value.

    Kolkata: A judge of the special court of Central Bureau of Investigation (CBI) on Thursday, during a hearing on the multi-crore teachers’ recruitment scam in West Bengal, observed that former West Bengal education minister and ex-Trinamool Congress secretary general Partha Chatterjee was a “privileged” person.

    During the hearing in the matter, judge Arpan Kumar Chattopadhyay observed that of the seven accused in the scam presented at the court on Thursday was sitting on a bench, while two others were standing.

    Besides Chatterjee, the four others sitting were former president of West Bengal Board of Secondary Education (WBBSE) Kalyanmoy Ganguly, former chairman of West Bengal School Service Commission (WBSSC) Subiresh Bhattacharya, former WBSSC secretary Ashok Saha and former head of the commission’s screening committee S.P. Sinha.

    However, two middlemen arrested in connection with the scam, namely Prasanna Kumar Roy and Pradip Singh were standing in court.

    “Why are they standing? I understand that Partha Chatterjee is privileged. It is all right that he is sitting. But if others get an opportunity to sit, then why are the remaining two standing? This does not look good. Everyone should have equal rights,” he said.

    In fact, every time while objecting to Partha Chatterjee’s bail plea, the CBI counsel had given the argument of “privileged” and “influential” theory against him.

    On Thursday, the bail application of Chatterjee and six others were rejected and all of them were remanded to judicial custody till February 16.

    A Democrat who chaired the House Armed Services Committee for four years was nowhere near as fatalistic.

    “Anything is possible. I’m really worried when anyone starts talking about war with China being inevitable,” Rep. Adam Smith (D-Wash.) said, also on “Fox News Sunday.”

    War with China is “highly unlikely,” and “generals need to be very cautious about saying we’re going to war,” he added.

    Pushed by host Shannon Bream, McCaul cited China’s interest in possibly invading the island nation of Taiwan — which it considers part of its territory — as a catalyst for war, and he accused President Joe Biden’s administration of “projecting weakness.”

    But Smith and McCaul agreed that the United States’ military supplies are insufficient in the face of possible conflict, in China or elsewhere.

    “This is a huge problem,” Smith said. “We don’t have the industrial base, and we don’t have the ability to ramp up that industrial base.”
