    Male body found in north Kashmir

    An unidentified body of a man has been recovered from Badi Nambal Parihaspora Pattan area of north Kashmir’s Baramulla district on Tuesday afternoon.

    Official sources told a local news agency, Global News Service (GNS), that locals of Parihaspora Diver, spotted a body lying in Badi Nambal area of Parihaspora pattan on Tuesday afternoon and accordingly informed the concerned police post about it.

    Soon after receiving the information, a police party rushed towards the spot and taken the body to nearby hospital for medico legal formalities .

    An official told GNS that a body has been recovered from Badinambal Parihaspora, adding that the identification of deceased person is being ascertained. (GNS)

    ‘Hit with rods at his head’: Kashmiri truck driver assaulted in Punjab

    A Kashmiri truck driver was allegedly assaulted in Punjab’s Makerian area by the operators of a toll post without any provocation, Jammu Kashmir Truck Operators Welfare Union said on Tuesday.

    Addressing a press conference here on Tuesday, they said, Yesterday an incident took place at Makerian Toll plaza Punjab in which a truck driver named Sahil Maqbool a resident of Kulgam was ruthlessly beaten by the employees of Mekerain Toll plaza and one employee even hit him with a rod on his head by which he received very serious injuries.

    In this connection, JK Truck Operators Welfare Union held a meeting in their Anantnag office to discuss these types of incidents which take place time and again, the union said.

    The President JK Truck Operators Welfare Union has appealed to the LG Manoj Sinha to discuss the issue with Punjab Government.

    Meanwhile, an FIR has been lodged at the Police station in the area.

    At least 28 persons suffered injuries after a passenger bus they were on board, met with an accident near Handwara of North Kashmir’s Kupwara district this morning, officials said.

    They told GNS that a bus bearing registration number JK09-1239, on way from Kupwara to Srinagar, met with an accident near Watayin area, resulting in injuries to some 28 passengers. “The injured passengers were subsequently evacuated to District Hospital Handwara for treatment, from where five persons were referred to different hospitals for preferential treatment”, the official said.

    Detailing further, the official said, Irshad Ahmad son of Ghulam Qadir, resident of Tral & Mukhti Begum wife of Ghulam Rasool Mir, resident of Vodhpora Handwara have been referred to Bone and Joint Hospital Barzulla while as Parveena Begum, her minor child name Musaib Ahmad and Irshad Ahmad Bhat son of Wali Mohammad Bhat Chogal Handwara were referred to SMHS Hospital Srinagar for preferential treatment.

    Confirming the incident, a police official told GNS that a case has been registered in this regard.

    Several state and local Congress leaders, including Dharampal Thakur Khand, the former general secretary of the Pradesh Congress Committee, joined the BJP on Monday, just days before the Himachal Pradesh assembly elections.

    With four days left before the vote, a total of 26 leaders of the opposition Congress party defected and joined the governing BJP, news agency ANI reported.

    With less than a week till voting, this comes as a huge shock to the Congress party.

    The leaders left the boat in front of Chief Minister Jairam Thakur and the BJP’s Sudhan Singh, who was in charge of the party’s state elections. Sanjay Sood, a Shimla-based BJP candidate, was also present.

    All BJP members were cordially welcomed by Chief Minister Jairam Thakur.

    Let’s cooperate to ensure the BJP’s historic win, he urged.

    Prior to the Himachal assembly elections, BJP national president JP Nadda professed confidence in the party’s victory and said that the state’s residents have faith in Prime Minister Narendra Modi.

    He praised Chief Minister Jairam Thakur for leading the election-bound state and said that he put policies into practise.

    In his comments to the media in Solan, Himachal Pradesh, he said, “In Solan, we’re running a public outreach programme. People are enthusiastic and trust PM Modi. State policies have been put into practise by CM Jairam Thakur.”

    Voting in Himachal will take place on November 12; the results will be tallied on December 8.

    Ahmadabad University VC Prof Pankaj Chandra delivers keynote address

    Srinagar, Nov 7: The National Education Policy-2020 envisions reorienting and restructuring the higher education system to address the “emerging” challenges in providing quality education to the aspirants, Vice-Chancellor University of Kashmir Prof Nilofer Khan said on Monday.

    The Vice-Chancellor was addressing a one-day national seminar on Total Quality Management (TQM) organised jointly by the varsity’s Directorate of Internal Quality Assurance (DIQA) and the Department of Management Studies.

    Prof Nilofer, the chief guest at the inaugural session, said the NEP-2020 has “broken the traditional confines” of academics, thus necessitating the need for a clear focus on meeting the new quality parameters in teaching, learning and research.

    Congratulating the organisers for holding the very important seminar, Prof Nilofer said the University is committed to meet the quality parameters in key areas of academics, research and extension education to make a more visible mark on the national academic landscape.

    “We have already started plugging a few grey areas, including our connection with the alumni, to fare better in the next NAAC re-accreditation and NIRF ranking with active cooperation of all our stakeholders,” she said.

    Vice-Chancellor Ahmedabad University and former director IIM-Bangalore Prof Pankaj Chandra delivered the keynote address, emphasising on the importance of good governance of universities to create “high quality institutions”.

    “How best you govern an institution at all levels defines its ‘culture’ and this culture leads to learning, advantages and encourages students and faculty to do the best,” he said, adding that “when an institution’s culture is right, the compliance, accreditation and assurance will naturally follow”.

    Dean Academics Prof Farooq A Masoodi underlined how “intrinsic” and “extrinsic” factors influence quality management in institutions.

    Registrar Dr Nisar A Mir gave a detailed account of quality concerns in the country’s higher education institutions. He said the University of Kashmir is addressing all issues that impede its ranking and the present seminar is a step in that direction.

    Director DIQA Prof Manzoor A Shah gave an overview of the seminar and its intended objectives, saying the quality discourse today has to be understood from the “global perspective”.

    Head Department of Management Studies Prof Iqbal Hakeem delivered the welcome address and highlighted the importance of the present seminar to help boost the culture of quality management in the University.

    Deputy Director DIQA Mr Showket Shafi delivered the vote of thanks, while Dr Aijaz Akbar, Organising Secretary of the seminar, from the Department of Management Studies conducted proceedings of the inaugural session, which was attended by senior academics including Prof Mushtaq A Darzi, Prof S Mufeed Ahmad, besides Joint Registrars, faculty and students of the Management Studies Department.

    On the occasion, the Vice-Chancellor released a brochure containing abstracts of more than 30 papers presented during the TQM seminar.

    DA Hiked By 4% For J&K Govt Employees, Pensioners From July 1

    The government employees and pensioners will get Dearness Allowance at a hiked rate of 38 percent, with an increase of four percent to the existing rate, with effect from July 1 this year.

    According to an order issued by the Secretary Finance Department, a copy of which lies with news agency GNS, the government employees working in regular pay levels under 7th Pay Commission recommendations, will be paid Dearness Allowance at a revised rate of 38 percent of Basic Pay from the existing 34 percent of Basic Pay. Revised rate will be effective from July 1, 2022, it added.

    “The term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed level in the pay matrix as per 7th Pay Commission recommendations but does not include any other type of pay like special pay etc,” the order reads.

    It further said that the arrears on account of additional installment of DA with effect from July, 2022 shall be paid in cash in two equal installments (one in the month of November, 2022 and other in the month of December, 2022) and shall form part of salary from November onwards.

    Regarding pensioners, a separate order of similar nature reads that the arrears on account of additional installment of DA with effect from July shall be paid in cash to Government Pensioners/Family pensioners in two equal installments (one in November and other in December) and shall form part of pension /family pension from November onwards. “Other provisions governing the grant of Dearness Allowance on pension/family pension such as the regulations of Dearness Allowance during employment Ire-employment, where more than one pension is drawn etc. and other provisions of the existing rules/orders(as are not in conflict with provisions of this order), shall continue to remain in force.”

    The 103rd Constitutional Amendment, which provides 10% reservation for members of economically weaker sections (EWS) in admissions and government posts, has been upheld by the Supreme Court by a majority of 3:2.

    Justice Dinesh Maheshwari, Justice Bela M Trivedi, and Justice JB Pardiwala of the five-judge panel that delivered the verdict found in favour of the quota, claiming that the provision on reservation for EWS did not contradict the fundamental principles of the Constitution.

    Justice S. Ravindra Bhat, on the other side, voiced his disagreement and overturned the EWS quota amendment. UU Lalit, CJI, agreed with him.

    TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR

    1. Truckers upto ten Tyre are advised to use Mughal road for movement from Jammu to Srinagar and vice versa-versa.

    2. From 05-11-2022, 1700 hrs. to 06-11-2022, 1700 hrs. Jammu Srinagar NH 44 remained blocked for 01 hour 03 mins due to a fruit Loaded truck breakdown on middle of the road at Kunfer Nallah (Chanderkote), blocked for 40 mins at Wagon due to earth cutting by CPPL. C-N Tunnel closed for 56 mins and NAVYUG Tunnel closed for 02 hrs 22 mins by Tunnel authorities, making the total blockage of 05 hrs,01 mins. There was breakdown of 06 HMVS at various locations on NH-44.

    3. There will be no maintenance/repair day on Srinagar-Sonamarg-Gumriroad in view of winter season.

    4. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

    TRAFFIC PLAN & ADVISORY FOR 07-11-2022: Subject to fair weather and road clearance, LMVs Passenger/Private Cars shall be allowed from both sides on Jammu-Srinagar NHW viz Jammu towards Srinagar and vice-versa. TCU Jammu/Srinagar shall liaise with TCU Ramban before releasing this traffic.

    CUT OFF TIMINGS FOR LMVS/PASSENGER/PRIVATE CARS: –

    To be released from Nagrota (Jammu) from 0800 hrs. to 1100 hrs. from Jakheni (Udhampur) 0900 hrs to 1200 hrs & from Qazigund 0800 hrs to 1100 hrs.TCU Jammu and TCU Srinagar will inform all concerned about the traffic advisory and cut off timings. No vehicle shall be allowed to move before and after cut off timings.

    HMVs/Load Carriers: –

    Subject to fair weather and road clearance, HMVs shall be allowed from NAVYUG Tunnel towards Jammu after assessing the road and traffic situation on NH-44. TCU Srinagar shall liaise with TCU Ramban before releasing the HMVs.

    SFS Convoy Movement: –

    Security Forces are advised/requested not to ply against advisory/ traffic plan in view of possible traffic congestion because of narrow carriage way between Nashree and Banihal on Jammu-Srinagar NHW. Tomorrow they may ply from Srinagar towards Jammu after confirming the status of NHW from TCU Ramban.

    SSG ROAD: –

    Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa.In view of winter season/ frost on road, LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar at 0800 hrs. to 1130 hrs. Similarly LMVs followed by HMVS shall be allowed from Sonamarg towards Kargil at 1300 hrs to 1700 hrs. No vehicle shall be allowed before and after cut off timings.

    MUGHAL ROAD:

    Subject to fair weather and good road condition, vehicular movement shall be allowed from both sides on Mughal road viz from Shopiantowards Poonch and vice versa.In view of winter season/frost on road, LMVs will be released from Behramgalla (Buffliaz), Poonch towards Srinagar and from Herpora (Shopian) towards Poonch at 0800 hrs upto 1600 hrs. However, HMVs will be released from Behramgalla, Buffliaz (Poonch) towards Srinagar at 0800 upto 1200 hrs. and from Herpora (Shopian) towards Poonch shall be allowed after the tail of up Convoy crosses Dubjan area and shall allowed upto 1600 hrs.

    No vehicle shall be allowed before and after cut off timings.
