The Treasury announced sanctions on Wednesday against 22 people it says have helped Russia obtain weapons and evade sanctions imposed on the Kremlin and its allies since its full-scale invasion of Ukraine almost a year ago.
The sanctions target the networkβs leader, Russian arms dealer Igor Zimenkov, as well as his son and several members of their network, for supplying Russia with βhigh-technology devices.β Zimenkov and his associates have βbeen involved in multiple deals for Russian cybersecurity and helicopter salesβ and maintain close relationships with the Russian arms exporter Rosoboronexport, according to the Treasury.
βRussiaβs desperate attempts to utilize proxies to circumvent U.S. sanctions demonstrate that sanctions have made it much harder and costlier for Russiaβs military-industrial complex to re-supply Putinβs war machine,β Deputy Treasury Secretary Wally Adeyemo said in a statement. βTargeting proxies is one of many steps that Treasury and our coalition of partners have taken, and continue to take, to tighten sanctions enforcement against Russiaβs defense sector, its benefactors, and its supporters.β
