    Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Monday welcomed the Supreme Court allowing the State Election Commission to issue a notification regarding the urban local body polls in the state.

    In a tweet in Hindi, Adityanath said, “Accepting the report of the OBC Commission by the Honourable Supreme Court, and the orders to conduct the urban local body elections is welcome. The UP government is committed to conduct the urban local body elections in a time-bound manner, while following the rules of reservation in a lawful manner.”

    The Supreme Court on Monday paved the way for holding the urban local body polls in Uttar Pradesh as it allowed the State Election Commission to issue a notification in this regard in two days with an OBC quota in terms of a report of the Uttar Pradesh Backward Classes Commission.

    A bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala said, “This court, in an order dated January 4, 2023, noted that in view of the decisions of this court, the government of Uttar Pradesh issued a notification for setting up the Uttar Pradesh Backward Classes Commission in December 2022. Though the tenure of the commission was six months, it was to complete its task by March 31, 2023.”

    It further said, “The solicitor general informs that the report has been submitted on March 9, 2023 to the cabinet. The process of notifying the local body elections is going on and will be done in two days. The plea is disposed of. The direction in this order is not to be used as precedent.”

    On January 4, the top court stayed an Allahabad High Court order directing the holding of the urban local body polls without any reservation for the Other Backward Classes (OBCs).

    It had also ordered that the panel appointed by the state government to decide on issues related to the grant of the OBC quota for the local body polls will have to conclude its exercise within three months (by March 31), instead of six months as stipulated earlier.

    Earlier, the state government had moved the apex court with its appeal against a December 27, 2022 order of the high court, saying the latter cannot quash the draft notification issued on December 5 last year, which provided for reservation of seats in the urban civic body polls for the OBCs, apart from those for the Scheduled Castes (SCs), Scheduled Tribes (STs) and women.

    The appeal said the OBCs are a constitutionally-protected section and the high court erred in quashing the draft notification. After the high court’s order, the Uttar Pradesh government appointed a five-member commission for going into the entire gamut of issues for providing reservation to the OBCs in the urban local body polls.

    The panel was headed by Justice (retired) Ram Avtar Singh. The four other members of the panel were retired Indian Administrative Service (IAS) officers Chob Singh Verma and Mahendra Kumar, and former legal advisors to the state government Santosh Kumar Viskarma and Brajesh Kumar Soni.

    The Lucknow bench of the high court had ordered that the state government notify the polls “immediately” as the term of several municipalities was going to expire by January 31, while annulling the December 5, 2022 draft notification. The high court had directed the State Election Commission to hold the elections by January 31, after transferring the OBC seats in the draft notification to the general category.

    The high court’s order had come on pleas challenging the preparation of the OBC reservation draft without following the “triple test” formula prescribed by the Supreme Court.

    The triple test requires setting up a commission to hold a “rigorous empirical inquiry” into the nature of the “backwardness” in the context of the local bodies, specifying the proportion of reservation based on the commission’s recommendations and ensuring that it does not exceed the overall 50-per cent quota limit.

    The high court had held that the triple test condition formulated by the Supreme Court 11 years ago was mandatory.

    “Until the triple test is completed in all respects by the state government, no reservation for a backward class of citizens shall be provided,” the order had said.

    Lucknow: The opposition SP and BSP criticised the ruling BJP in Uttar Pradesh on Saturday for allegedly failing to deliver on promises made to people, saying it should give an account of the work done by it in the past six years instead of gloating over the completion of the first anniversary of its second term.

    Samajwadi Party chief Akhilesh Yadav told reporters that the “double engine government” has presented seven budgets so far and it should give an account of all these years and not just one year.

    Bahujan Samaj Party chief Mayawati too referred to “six years” of the BJP government and said it would have been better had the tall claims of the dispensation had ground reality.

    “Don’t count his one-year term. This is the seventh budget brought in UP. So they should give an account of these seven budgets,” said Yadav in a statement tweeted by SP.

    Yadav, the leader of opposition in the assembly, also said the BJP government at the Centre has presented 10 budgets and 10 and seven of UP together make it 17 budgets.

    “So BJP people should give an account of 17 budgets,” he said.

    He also asked why the government has not delivered on promises made for fulfilling basic facilities related to healthcare, jobs and river cleaning.

    In a series of tweets, the SP listed Adityanath’s promises and termed them “incomplete” after six years.

    “The promise of providing at least one employment or self-employment opportunity to every family is incomplete. The promise of free life insurance for all construction workers is incomplete,” it said.

    It also said that the promise of filling all departmental vacancies and building a metro rail network in Varanasi , Meerut, Gorakhpur, Bareilly, Jhansi and Prayagraj were also incomplete.

    Mayawati alleged the government was making “tall claims” though expensive advertisements.

    “It would be better if the tall claims being made through expensive and costly propaganda about the completion of six years of the BJP’s double engine government in UP have ground reality. Because it is not so, there is less enthusiasm and more despair among crores of poor and backward people,” she said.

    In another tweet, the BSP chief said, “Whether it is a matter of development, employment, rule of law or one-district, one-medical college etc, the claims of ‘UP happy’ being made by the government are mostly on paper and in air. The government should pay attention to the real public interest and public welfare by abandoning political and casteist hatred and communal attitudes etc.”

    The CPI(ML) termed the first year of the second term of the Adityanath government “the year of bulldozershahi”.

    In a statement, CPI(ML) State Secretary Sudhakar Yadav termed the first year of the second term of the Adityanath government “the year of bulldozershahi” and claimed more development has happened on paper than in reality and figures have been juggled up to show investment in the state.

    Adityanath has become the state’s longest-serving chief minister in continuity.

    Speaking at an event to mark the first anniversary, Adityanath said people’s perception of Uttar Pradesh as a state of “mafia and gunda raj” has changed in the past six years and the state is registering growth in all sectors under the double-engine government.

    Aurangabad: Suspended BJP leader from Telangana, T Raja Singh, has said Maharashtra Chief Minister Eknath Shinde should imitate his Uttar Pradesh counterpart Yogi Adityanath and demolish illegal encroachments on government lands using bulldozers.

    Addressing a gathering in Chhatrapati Sambhaji Nagar, formerly Aurangabad, on Sunday Singh said Shinde should ensure that encroachments from forts of Chhatrapati Shivaji Maharaj are removed and he should be known as “bulldozer Shinde”.

    He was addressing a morcha organised by Sakal Hindu Samaj in the city demanding a law against “love jihad”.

    “The Maharashtra Chief Minister should follow the pattern set by Uttar Pradesh Chief Minister Yogi Adityanath. The encroachments on government lands should be identified and they should be removed by procuring 100 bulldozers,” said Singh, an MLA from Hyderabad.

    Singh also said the encroachments from the forts of Chhatrapati Shivaji Maharaj should be removed just like the tomb of Afzal Khan at the Pratapgad fort in Satara district of Maharashtra.

    “Shinde should also be known as bulldozer Eknath Shinde”, he said.

    Shinde, who heads the Shiv Sena faction, shares power with the Bharatiya Janata Party (BJP) in Maharashtra.

    Speaking about opposition from some quarters to the recent renaming of Aurangabad city in Maharashtra, Singh said, “Secular people say Muslims were members of Shivaji Maharaj’s force. If that is so why do they oppose the renaming?”

    Another speaker Suresh Chavanke said that people should not purchase anything from shops which have “Aurangabad” written on their boards, and they should be banned.

    “Now the name of Aurangabad is changed, we should also change the character of this city,” he said.

    Maharashtra ministers Atul Save and Sandipan Bhumre were present on the dais at the event.

    Singh is known for giving acerbic speeches against Muslims.

    Recently, an offence was registered in Maharashtra’s Ahmednagar against Singh after a video of his vitriolic speech targeting Muslims went viral on social media.

    The MLA was also recently questioned by Latur police in Maharashtra over another provocative tirade of his, officials had said.

    “Whoever speaks against Hindus, we will not spare them. In our Hindu Rashtra you won’t even get a loudspeaker to do what you do five times a day,” Singh had said while addressing a public meeting in Rahta tehsil in Ahmednagar district.

    Singh was also heard saying that if someone wants to beat “lande” (a derogatory reference to Muslims), he should join Bajrang Dal. He is also heard seeking the support of youth to make India a “Hindu Rashtra”.

    Lucknow: The Yogi Adityanath government in Uttar Pradesh has claimed that more than 10,000 encounters have taken place between police and criminals in the state in the past six years during which 63 criminals had been killed.

    A police personnel had also been martyred, according to a data released by the state government.

    “In terms of number of encounters, Meerut is at the top in the state with the highest number of 3,152 encounters taking place since 2017, in which 63 criminals were killed and 1708 criminals were injured,” the official release said.

    During the same period, besides, a policeman was also martyred while 401 cops were injured during the police encounters.

    A total of 5,967 criminals were nabbed during the action of the Uttar Pradesh Police.

    “The Uttar Pradesh Police has conducted 10,713 encounters since 2017 of which the highest 3,152 were conducted by the Meerut police, followed by the Agra Police, which carried out 1844 encounters in which 4654 criminals were arrested while 14 dreaded criminals were killed and 55 cops were injured, and Bareilly where as many as 1497 encounters were conducted in which 3410 criminals were arrested while 7 died. During the encounters in Bareilly, 437 criminals were injured. In these operations, 296 brave police personnel were injured while one was martyred,” the statement said.

    It further read, “As soon as Chief Minister Yogi Adityanath took over the reins of the state, improving the law-and-order situation in the state became his priority. The government adopted zero tolerance policy against mafia and criminals and intensified crackdown on such elements to strengthen the state’s law and order.”

    The statement added that the state which was once “known for poor law and order situation and atrocities of mafias on innocent people, today, is being known not only in the country but abroad as a ‘crime and fear-free state’”.

    Lucknow: When Yogi Adityanath completes six years in office on March 25 and becomes the longest serving Chief Minister of Uttar Pradesh with an unbroken tenure, the state government will get into a mega celebration mode.

    According to a state government spokesman, as soon as Yogi completes first year of his second term, he will hold the record of remaining on the post of chief minister for six consecutive years and six days. This is the longest period in a stretch so far in the state for any Chief Minister.

    Earlier, Dr Sampurnanand of the Congress remained the Chief Minister of the state for five years and 345 days from 1954 to 1960.

    The BJP-led state government will kick off the celebrations by holding a press conference in Lucknow, where Yogi, Deputy Chief Ministers Keshav Prasad Maurya and Brajesh Pathak, the party’s state president Bhupendra Singh Chaudhary, state general secretary (organisation) Dharampal Singh and other party officials will be present.

    The Chief Minister will present the achievements of six years of his government and about the changes that have taken place in the state in the past six years.

    He will also speak about the investment-friendly environment created in the state due to the improved law and order and the opportunities for employment and self-employment.

    Similar press conferences will be held in districts by ministers in charge.

    Local MPs, MLAs, district panchayat president and Legislative Council members will be present at these press conferences.

    The BJP came to power for the second time in the state by winning 255 seats in the state legislative assembly in 2022.

    The state unit of the party will also celebrate the occasion with various functions.

    Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Monday flagged off 77 tractors for farm machinery banks set up in cooperative sugarcane and sugar mill societies.

    “Today is going to be a historic day for the sugarcane farmers when on the eve of Holi, Rs 2 lakh crores will be sent directly to the farmers’ bank accounts through DBT,” CM Yogi said.

    Prior to 2017, the state’s sugarcane farmers were compelled to burn their crops because of a lack of water for irrigation, electricity, and timely payment of their dues.

    In the previous six years, no farmer in Uttar Pradesh became helpless and attempted suicide, said CM Yogi.

    The Chief Minister added, “We have freed the sugarcane farmers from the brokers’ clutches, and today the farmers do not have to wander around in search of the slip because their slip arrives on their smartphone.”

    He said that the state’s 77 sugarcane committees are receiving tractors and other equipment today. The happiness of sugarcane farmers will be doubled by receiving such a gift on the eve of Holi.

    “We all know what the condition of sugarcane farmers was earlier. Since Prime Minister Narendra Modi took office, the farmer has for the first time been included in any government’s agenda and has begun to benefit from the government’s programs. Every farmer who was previously dependent on moneylenders is now able to benefit from the Soil Health Card, Kisan Bima Yojana, Agricultural Irrigation Scheme, and Pradhan Mantri Kisan Samman Nidhi”, CM Yogi said.

    Mentioning that now 2.60 crore farmers in the state are taking advantage of the facility of the Prime Minister’s Kisan Samman Nidhi, he said, “Within the last three and a half years, we have done the work of transferring an amount of Rs 51,000 crores to their accounts.”

    Asserting that a farmer is just a farmer and has no caste, creed, or religion, Yogi said, “We all know what was the situation in the state before 2017. There was no electricity and no water for irrigation. We have now provided irrigation facilities to 22 lakh hectares of land. Previously, farming was considered a loss-making venture due to a lack of water, fertilizers, and a fair market price for the product.”

    “Today, UP was going to create a new record in the country, adding that sugarcane payments totalling more than Rs 2 lakh crores are now reaching farmers’ bank accounts for the first time. Many states in the country do not even have an annual budget of two lakh crores, he pointed out,” he added.

    The CM went on to say that it is due to the efforts of sugarcane farmers that they are producing additional 10 tonnes of sugarcane per hectare. Apart from this, the area of sugarcane production has increased to 8 lakh hectares of additional land in the state today.

    “In contrast to the previous governments, where sugar mills were closed or sold at throwaway prices, we did not shut down any sugar mill, and instead re-started the closed sugar mills. Munderwa and Pipraich sugar mills were made functional again. When the world’s sugar mills were shut down, Uttar Pradesh still had 119 sugar mills operating,” said Yogi.

    He emphasized that during the Covid-19 period, when sanitisers were in short supply across the country, the government made sanitisers available at no cost to all municipal corporations in Uttar Pradesh via these sugar mills. Along with this, sanitisers were made available in 27 states across the country.

    The Chief Minister stated that his government paid the sugarcane price on time and procured wheat and paddy at the higher minimum support price. “For this more and more purchase centres were established.

    The instructions were clear: as long as the farmers had crops, the government would purchase them. No farmer will have to wander around. We have issued 284 licenses for the Khadsari units, which has resulted in job creation.”

    The Chief Minister said that maximum green ethanol is being produced in the country through sugarcane farmers.

    “Previously, our own money was spent in the form of terrorism against us under the name of the Petro Dollar. But now ethanol is being produced in farmers’ fields in the form of sugarcane and soon it will be seen being used in the form of diesel and petrol”, he remarked.

    The CM stated that Uttar Pradesh currently is the largest producer of ethanol in the country. “Today, our farmers are progressing by using mechanized farming. Apart from this, co-farming is being practised through FPO, enhancing the fertility of the land as well as profits of farmers,” CM Yogi remarked.

    The Chief Minister cited the example of a progressive Bijnor farmer who, instead of selling his sugarcane to sugar mills, makes vinegar and markets it abroad.

    He said that due to mechanized farming, today the stubble is mixed with the soil instead of being set on fire, contributing significantly to the farm’s fertility. Farming is being advanced through mechanization.
    CM Yogi stated that 105 of the state’s 119 mills pay the sugarcane price within 10 days.

    “We’ve also put pressure on the remaining 14-15. Where previously brokers were involved, the slip now arrives on the farmer’s smartphone. Those who used to exploit farmers have had their businesses shut down,” he added.

    Lucknow: Uttar Pradesh Assembly witnessed noisy scenes on Saturday as Leader of Opposition Akhilesh Yadav sought to corner the state government over the killing of a prime witness in the 2005 BSP MLA murder case, drawing a sharp retort from Chief Minister Yogi Adityanath.

    Adityanath alleged that Samajwadi Party not only nurtured criminals, but also made them MLAs and MPs, and said his government will “decimate” (mitti me mila denge) the mafia.

    Umesh Pal, the prime witness in the 2005 murder of Bahujan Samaj Party (BSP) MLA Raju Pal, was shot dead outside his residence here, the police said.

    Police on Saturday registered an FIR against several people, including former MP Atiq Ahmed. The mafia-turned-politician is currently lodged in a Gujarat jail. Atiq was a SP MP from Phulpur parliamentary constituency (in Prayagraj).

    When the House assembled for the chief minister’s speech on the Governor’s address at 11 am, the SP and Yadav tried to corner the government over Pal’s killing.

    The chief minister termed the Prayagraj incident “sad” and said the government has taken cognizance of it.

    He said, “I would assure the House that the action which has been taken under the zero tolerance policy, its result will be out soon.”

    Without taking any names, the UP chief minister said, “Who had nurtured the criminals and the mafia? The mafia whose name is emerging in the Prayagraj incident, is it not true that the Samajwadi Party had made him an MP.”

    “He was a mafia nurtured by the SP. Our government is working to break its back. We will decimate (Mitti me mila denge) them,” Adityanath said.

    Further attacking the Samajwadi Party, Adityanath said, “They are the mentors of criminals, and they have been doing it continuously. Crime flows in their veins. They have learnt nothing except crime. The entire state knows about this, and today they are giving justification.”

    “The mafia leader who had perpetrated this act yesterday, is out of Uttar Pradesh, and became MLA and MP because of the assistance of the Samajwadi Party. Is it not true that in 1996, that mafia leader became a MLA from Allahabad West seat. In 2004, these people made him the Lok Sabha MP. Our government will finish them off, he said.

    Referring to the address by UP Governor Anandiben Patel, Adityanath said, “People who could not give respect to a woman Governor in the House, how can they give respect to women?”

    He also took a jibe at the SP while referring to SP founder Mulayam Singh Yadav’s “boys commit mistakes” quote.

    Taking to Twitter, the Samajwadi Party chief said, “UP Mein Ka Ba (What’s with UP?), UP Mein Jhuthe Case ki Bahar Ba (there are false cases in UP), UP Mein Garib-Kisan Behaal Ba (poor farmers in UP are in dire straits), UP Mein Pichde-Dalit Par Prahar Ba (there is an attack on the backward class people and Dalits in UP), UP Mein Karobar Ka Bantadhaar Ba (there is closure of businesses and industries in UP), UP Mein Bhrashtachaar Hi Bhrashtachaar Ba (there is corruption and more corruption in UP),

    The SP chief’s swipe came in the wake of the UP government sending a notice to ‘UP Mein Ka Ba’-fame singer for allegedly inciting hatred among the public through her music video.

    The notice was served on Neha in the wake of the video ‘UP Mein Ka Ba- Season 2’, which the singer uploaded on her Twitter and YouTube pages.

    A team from Kanpur police reached Neha Singh’s residence in Kanpur (rural) on Tuesday night and served a notice under Section 160 of the Code of Criminal procedure (CrPC).

    The police, through the notice, sought the singer’s clarifications on a number of questions on the video that went viral on social media.

    The police have asked her to clarify if she features in the video, and, if yes, whether it was uoloaded by her or someone else. The sleuths have further sought to know if the YouTube channel and the Twitter account on which the video in question was posted belong to the singer.

    The police have also asked her to explain if the lyrics are hers, and if yes, is she willing to stand by her words. “If you have not written the lyrics, then did the lyricist take your permission?” the notice read.

    The police also asked if she is mindful of the adverse social impact of her music video.

    The UP Police asked the singer to reply to the notice within three days, failing which she will be booked under relevant sections of the IPC and CrPC.

    “This song has created enmity and tension in society, and you are legally bound to make your stand clear on the issue. S, you are required to file your reply within three days of receiving the notice,” the notice read further.

    “If your reply is not found satisfactory, then a case will be registered under the relevant sections of IPC and CRPC, and proper legal investigation will be carried out,” it added.

    Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath has ordered setting up of a Special Investigation Team (SIT), led by Kanpur divisional commissioner and additional director general, Kanpur Zone, to probe the deaths of a mother and daughter during an eviction drive in Kanpur Dehat.

    The SIT will submit an interim report in a week.

    The state government also announced a relief of Rs 10 lakh to the victim’s family.

    The incident has caused an uproar in political circles. Congress general secretary Priyanka Gandhi Vadra had tweeted that the “spectacle of inhumanity on the bulldozer of the BJP government has become a threat to humanity and sensitivity”.

    BSP chief Mayawati said that the Kanpur Dehat incident is being talked about more than the state government’s Global Investors Summit which was advertised so much. She said the BJP government’s policy to use bulldozers is meant to intimidate people and make them helpless.

    “In a big state like UP, which has been hit hard by poverty, unemployment, inflation and backwardness, the government’s bulldozer policy is causing deaths of even the poor and the innocent. This is extremely unfortunate and condemnable,” she said.

    Meanwhile, Rura police station in-charge Dinesh Gautam, accused in the case, under whose jurisdiction the incident occurred, has been suspended with immediate effect.

    Principal Secretary (Home), Sanjay Prasad, said that Kanpur Divisional Commissioner Raj Shekhar has been authorised to select other members of the SIT in consultation with ADG, Kanpur, Alok Singh and complete the investigations in a stipulated time frame.

    People protesting against the Uttar Pradesh government following two poor women were charred to death inside their thatched house during an anti-encroachment drive in Kanpur Dehat district on Monday

    “Officials from Kanpur Dehat to Lucknow are in action on this incident that took place in Kanpur Dehat. In this sequence, the teams of the development and revenue departments will visit the site soon,” the official added.

    These teams will complete the proceedings related to housing, old age pension and agricultural land lease there.

    A total of 39 individuals, including SDM Maitha, the in-charge of Rura police station, four Lekhpals, a qanungo, a JCB driver, besides locals of Madauli and 27 unidentified persons have already been booked under murder and other charges in connection with the incident.

    Police have also arrested the JCB driver. The JCB which was used in the demolition of the victims’ house has been seized, a police official said.

    In a 2013 case for allegedly airing ‘morphed, manipulated and obscene’ videos of a 10-year-old child and her family and tying the same to a sexual assault case, a new nonbailable arrest warrant has been issued for news anchor Deepak Chaurasiya.

    The court has issued such a warrant for the second time in less than three months. The first nonbailable warrant was issued on October 28, 2017, after the journalist, who has recently joined Zee News as a consulting editor, skipped the hearing due to health concerns. He was granted bail after filing a petition with the Punjab and Haryana High Court.

    The case involves an FIR based on a complaint filed on December 15, 2013, by a child’s relative. It accused three news channels of airing ‘morphed’ videos: News24, India News, and News Nation. Former News24 managing editor Ajit Anjum, Aaj Tak anchor Chitra Tripathi, and former News Nation anchor Deepak Chaurasia are among eight people charged in 2020 and 2021 for broadcasting ‘edited,’ ‘obscene’ videos of a 10-year-old girl and her family and linking the video to the sexual assault case against self-styled godman Asaram Bapu.

    Charges are currently being argued over.

    A Non-bailable warrant was issued against him by Additional Sessions Judge Shashi Chauhan in Gurugram after he failed to show up in court on the day of the hearing, ostensibly because he had a prearranged interview with Uttar Pradesh chief minister Yogi Adityanath.

    Although his attorney filed a request for personal exemption from presence, the court observed that neither Chaurasia nor his attorney had submitted any affidavits to support the request. The Court further observed that the same was filed without any supporting persuasive documentary evidence substantiating his absence.

    The counsel said that he even filed a message from the UP chief minister’s office, which said that the delay was not intentional because Chaurasia had to interview the chief minister.

    However, the court pointed out that the aforementioned communication was not addressed to Chaurasia. The court further objected to the communication being filed since it was claimed that the message was confidential in nature.

    Furthermore, the prosecution said that Chaurasia purposefully skipped the court hearing on the day the case was scheduled for the charge’s defence because he intended to drag things out.

    The court also cancelled Chaurasia’s bail bond and surety bond, that was also forfeited to the state. A warrant for Chaurasia’s arrest has been issued for March 3, 2023. A notice to his surety was also issued under Section 446 CrPC.
