Adhir writes to Speaker seeking debate in Lok Sabha on Rahul Gandhi’s disqualification

    [ad_1]

New Delhi: Congress leader in Lok Sabha Adhir Ranjan Chowdhury wrote to Speaker Om Birla on Tuesday demanding a debate on whether Rahul Gandhi’s disqualification was “a disproportionate punishment”, and cited that a BJP MP did not face the same action despite being awarded a higher sentence in 2016.

He said Naranbhai Kachhadiya, the BJP MP from Amreli in Gujarat, was not disqualified from Parliament in 2016 despite being awarded a three-year jail term for offences under IPC sections 332 (voluntarily causing hurt to deter public servant from his duty), 186 (voluntarily obstructing public servant from discharge of duty), and 143 (punishment for member of an unlawful assembly).

Kachhadiya should have been disqualified, but the then speaker did not resort to any action against him, the Congress leader said.

    MS Education Academy

“But it is intriguing to note that…Rahul Gandhi…was summarily disqualified from Lok Sabha in the wake of the Surat district court verdict of two years sentence to jail even though his sentence was suspended by the same court for a period of one month, which facilitated his next attempt for an appeal in higher courts,” he said.

Chowdhury said a sessions court in Surat on Monday granted bail to Gandhi in the defamation case and suspended his two-year sentence till the disposal of the appeal against his conviction.

“With heavy heart and mortification I plead to you that there should be a debate in Parliament as to ascertain the fact that whether our leader…has been awarded disproportionate punishment which smacks of cognitive dissonance…,” Chowdhury wrote.

He said “what is sauce for the goose must be the sauce for the gander”.

Under Section 8 of the Representation of the People Act, two conditions are to be met before disqualifying an elected member. First the member has to be awarded conviction for an offence and second, he has to be sentenced to imprisonment for not less than two years, he said.

“According to my knowledge before disqualifying the elected member this two
conditions are considered prerequisite…. In my view the second condition cannot stand the test of the prescribed provision of the Representation of the People Act as the sentence of Rahul Gandhi was suspended by the trail court itself,” the Congress leader said.

Gandhi was disqualified from the Lok Sabha a day after a Surat court convicted and sentenced him to two-year imprisonment on March 23 in a criminal defamation case for his “Modi surname” remark made in Kolar in Karnataka in 2019.

  • BRS to resist privatisation of Vizag Steel Plant; KTR writes to Centre

BRS to resist privatisation of Vizag Steel Plant; KTR writes to Centre

    [ad_1]

Hyderabad: Bharat Rashtra Samithi (BRS) working president KT Rama Rao on Sunday reiterated the party’s support to Vizag Steel Plant workers saying that the BRS would oppose the Central Government’s move to privatise the steel plant.

In an open letter to the Union Government, KTR said that the Narendra Modi government’s “evil plans” to sell off the VSP to private players, the reasons for the steel plant’s losses, and ways in which the plant could be revived.

“As part of the conspiracy to privatize the steel plant, VSP will be pushed into losses and the crisis will be shown as an excuse to hand it over to crony corporate companies. The central government did not allow the special iron ore mines to the steel plant. Due to this, the steel plant is forced to spend up to 60 per cent of its production cost on raw material,” he added.

    MS Education Academy

He further said that on the other hand, the cost of raw materials in private companies’ production is less than 40 per cent as iron ore, coal and other mines were allotted to them.

BRS’s working president further said that VSP, which is forced to spend huge amounts on raw materials, is facing challenges as it is competing with private corporate companies in the market in terms of production.
It is facing losses as the enterprise has to sell at the same price as them in the market.

Minister KTR said that the enterprise is in distress as coking coal has to be imported, and iron raw materials needed for steel production are being bought at the market rate from NMDC.

“Due to this, more than 50 per cent of production had to be stopped for a year. All of this is part of a conspiracy to push the Vizag Steel Plant into losses and use it as an excuse to privatize the steel plant. PM Modi has written off loans worth Rs 12.5 lakh crores for his corporate friends. Why is he not showing the same generosity on the Vizag steel plant?” KTR questioned.

Stating that an Expression of Interest (EoI) notification was issued in the garb of mobilizing funds for working capital and raw materials, KTR said that the Modi government was indirectly attempting to hand over the PSU to private entities through the notification. Minister demanded that the centre should immediately cancel the EoI notification.

The minister in his letter laid out a detailed plan to revive the PSU.
He said that Steel Authority of India Limited (SAIL) has already announced its expansion plans with a cost of around Rs 1 lakh crore.

He also said that the company can be merged with the Vizag Steel Plant, which has several advantages when compared to selling the steel plant to private companies at a low price.

“This will contribute towards SAIL’s expansion goals. If the company moves in this direction, then an ecosystem can be created to fulfil a long-standing demand for a steel factory in Bayyaram, Telangana and a steel plant in Kadapa,” KTR further said.

Stating that VSP is not able to operate at its full capacity of 7.3 MTPA as the central government is not providing raw materials and capital, BRS Working President said that the enterprise which is working at 50 per cent of the capacity is incurring the same production cost it incurs for working at 100 per cent capacity.

He also said that if the centre extends support, the enterprise can work at full capacity which will help it in generating profits.

  • Himanta writes to Shinde, seeks statement of regret from Maha MLA for ‘stray dog’ comment

Himanta writes to Shinde, seeks statement of regret from Maha MLA for ‘stray dog’ comment

    [ad_1]

Guwahati: Taking exception to Maharashtra MLA Bachchu Kadu’s purported proposal that stray dogs be sent to Assam, Chief Minister Himanta Biswa Sarma on Wednesday wrote to his counterpart in the western state, seeking that the statement be withdrawn.

In the letter, which he tweeted, Sarma said he and the people of Assam were “dismayed” by the comment.

“Along with the people of Assam, I am extremely dismayed and agitated by the comments of the MLA, which has exposed his prejudices and ignorance about the culture of our state. I am sure that you will fully empathise with the sentiments of the people of Assam in this matter,” Sarma wrote.

The CM requested Shinde to advise Kadu to “withdraw the comments and ask him to make a press statement expressing regret”.

Kadu had reportedly proposed in the Maharashtra Assembly that stray dogs be sent to Assam to control their rising population, as they are consumed by locals in the northeastern state.

The issue had led to noisy scenes on the first day of the ongoing assembly session in Assam on March 10, with opposition MLAs disrupting the governor’s speech and staging a walkout.

Opposition AIUDF had demanded that Kadu be called to the house and made to apologise, while the Congress questioned the government’s “inaction” in the matter.

Independent legislator Akhil Gogoi said that the matter should have found a mention in the governor’s speech.

  • ‘Please don’t stall Delhi budget’, Kejriwal writes to PM

‘Please don’t stall Delhi budget’, Kejriwal writes to PM

    [ad_1]

New Delhi: Delhi Chief Minister Arvind Kejriwal wrote to Prime Minister Narendra Modi on Tuesday requesting him to “not stop Delhi’s budget”, amid a row between the Centre and the AAP dispensation in the national capital over the issue.

The presentation of the Delhi government’s Budget for 2023-24, which was scheduled for Tuesday, has been put on hold with the Kejriwal dispensation and the central government trading charges over allocations under various heads.

“This is the first in the last 75 years that a state’s budget has been stalled. Why are you upset with Delhiites? Please don’t stall Delhi’s budget. With folded hands, Delhiites urge you to pass their budget,” the chief minister said in the letter.

Speaking at a News18 programme on Monday, Kejriwal charged that the Centre was resorting to “gundagardi” and said it was the first time in the country’s history that the budget of a government was put on hold. A video clip of his speech was tweeted by the Aam Aadmi Party (AAP).

Sources in the city government said the Ministry of Home Affairs (MHA) has stopped the budget and it will not be tabled in the Delhi Assembly on Tuesday.

As the chief minister lashed out at the Centre, sources in the MHA said the ministry has sought clarification from the AAP government as its budget proposal had high allocation for advertisement and relatively low funding for infrastructure and other development initiatives.

Taking to Twitter on Tuesday, the chief minister referred to the Economic Survey report on per capita income rising by 14.18 per cent in Delhi said the national capital was doing “exceedingly well” despite obstacles.

“Delhi is doing exceedingly well, despite all obstacles being created on daily basis. Imagine if such obstacles were not created and all govts worked together for the welfare of people. Then Delhi would grow multiple times faster,” he tweeted.

According to the Economic Survey tabled in the Delhi Assembly on Monday, per capita income in the national capital rose by 14.18 per cent to Rs 4,44,768 in 2022-23 at current prices compared to Rs 3,89,529 in 2021-22.

The per capita income of Delhi has been around 2.6 times higher as compared to the national average, both at current and constant prices. It was Rs 3,31,112 in 2020-21.

The tax collection of the Delhi government registered a “tremendous” growth rate of 36 per cent during 2021-22 (provisional) as compared to the negative growth of 19.53 per cent in 2020-21 due to COVID-19 pandemic, the survey tabled by state Finance Minister Kailash Gahlot said.

“Delhi’s growth speaks,” Kejriwal said in another tweet.

  • Cong MP writes to LS Speaker, accuses govt of disrupting House’s functioning

Cong MP writes to LS Speaker, accuses govt of disrupting House’s functioning

    [ad_1]

New Delhi: Congress MP Adhir Ranjan Chowdhury on Wednesday wrote a letter to Lok Sabha Speaker Om Birla accusing the government of disrupting the functioning of the House.

Chowdhury said in the letter that the parliamentary disruptions are government-sponsored and Opposition must get an opportunity to put forward its views in the House.

“With a heavy heart and deep sense of anguish, I am writing this second letter to you regarding the government-sponsored disruption in the House. As you may recall, I had categorically mentioned in my first letter the details of the procedures and rules that are outlined in the Rules of Procedure and Conduct of Business in the House, which not only guide in conducting the Business of the House but also provide ample guidance for conduct of Members inside the House,” the Congress MP mentioned in the letter.

He further claimed there is a “well-hatched conspiracy on the part of the party in power to tarnish the image of Rahul Gandhi”.

“What is more disturbing for me to observe is that even the Ministers themselves vociferously take the lead to disrupt the proceedings. The voice of the leaders of Opposition parties is not being heard at all,” Chowdhury said.

“The disruption by the Treasury Bench Members, the lead role being played by the Ministers in disrupting the House, silencing of all the mikes of opposition members goes on to amply substantiate the views expressed by Rahul Gandhi that ‘Mikes of the opposition members are often muted’,” he said.

He further appealed to ensure that the Opposition members get an opportunity to ventilate their view points in the House, in a fair manner and enjoy the basic political right as an elected representative.

  • Sangeet Natak Akademi in Hyderabad: Kishan Reddy writes to KCR

Sangeet Natak Akademi in Hyderabad: Kishan Reddy writes to KCR

    [ad_1]

Hyderabad: Union Minister G Kishan Reddy has written a letter to Telangana Chief Minister K Chandrashekar Rao requesting him to identify and allot suitable land of 10 acres in the heart of Hyderabad city for setting up a Regional Centre of Sangeet Natak Akademi (SNA).

Reddy in his letter, on March 9, said that the SNA which is an autonomous body under the Ministry of Culture would develop this into a “state-of-the-art Regional centre and a leading cultural space that would foster the cultural growth and performative milieu of the state.”

The letter also said that the availability of infrastructure such as pre-existing structures and buildings will expedite the Ministry of Culture and SNA’s efforts in commencing the Centre at the earliest.

The Union Minister in his letter stated, “The Sangeet Natak Akademi currently has no presence in Telangana or Andhra and the centre is envisaged for the promotion of research and documentation of music, folk and tribal arts, theatre and puppetry as all other regional centres of SNA cater to dance forms.”

Infrastructural requirements of the centre would include a library, documentation centre and an auditorium for performing art including multifunctional space beside the office space, the letter reads.

The Minister reminded the CM of Telangana’s rich and diverse intangible cultural heritage that includes dance forms such as Perini Sivatandavam that have been patronised by the Kakatiya dynasty and traditional forms of story-telling such as Golla Suddulu, Oggu Kathalu, Gotralu and Chindu Bhagavatam.

“Telangana’s large tribal population also give us the opportunity to showcase unique dance forms such as Gusadi, Lambadi, Mayuri and Dhimsa. Apart from this, Telangana is also a bridge between northern and southern India as a home to several elements of syncretic Intangible Cultural Heritage”, the Union Minister added.

Sangeet Natak Akademi (SNA), an autonomous organization under the Ministry of Culture and an apex body in the field of performing arts in the country has the mandate to preserve and promote India’s vast Intangible Cultural Heritage of diverse culture expressed in the forms of music, dance and drama.

The Sangeet Natak Akademi now has two constituent units, the Jawaharlal Nehru Manipur Dance Academy (JNMDA) at Imphal, and Kathak Kendra in Delhi. Besides the constituent units, the Akademi presently has five centres: Kutiyattam Kendra, Thiruvananthapuram for preserving and promoting the age-old Sanskrit theatre of Kerala, Sattriya Kendra, Guwahati for promoting the Sattriya traditions of Assam.

North-East Centre, Guwahati for preserving the traditional and folk performing art traditions of north-eastern India. North-East Documentation Centre, Agartala for festival and field documentation in the northeast. Chhau Kendra, Chandankiyari for promoting the Chhau Dances of eastern India.
