    India-US working closely to address fentanyl challenge: US health official

    Washington: India and the US share a robust working relationship on addressing the major challenge posed by fentanyl drugs, a top health official in the Biden administration has said.

    Fentanyl is a highly potent synthetic opioid primarily used as an analgesic. Since 2018, fentanyl and its analogues have been responsible for most drug overdose deaths in the US, causing over 71,238 deaths in 2021.

    The Biden administration launched a massive campaign on Thursday to educate young people about the dangers of fentanyl and the life-saving effects of Naloxone, a medicine that reverses opioid-related overdoses.

    “India has been very enthusiastic working with the United States to address this (fentanyl problem) because it understands the significance at a global level of leadership,” Dr. Rahul Gupta, Director of Office of National Drug Control Policy, a position which is popularly known as Drug Czar, told PTI.

    He said India is acting like a global leader when it comes to addressing the threat of synthetic drugs.

    “There is a robust working relationship between the United States and India on this because it understands the significance at a global level of leadership,” said Dr Gupta, who is one of the highest-ranking Indian Americans in the Biden administration.

    Referring to remarks of Prime Minister Narendra Modi that India is the pharmacy of the world, Gupta said the country has a large pharmaceutical and chemical industry.

    “There’s a lot of work going on, including bilateral working relationships around synthetic drugs, and mental health as well as the pharmaceutical arena,” he said.

    “We are very excited about that relationship. We’re looking forward to furthering our bilateral relationship and strengthening it because we know that India can and will and is playing the role of a global leader in this area,” Gupta said.

    The United States and Indian governments are working to make sure that they are both looking at their scheduling regimes, he said.

    “How do we schedule controlled substances? We’re working together to counteract the drug supply routes and networking, as well as prevention of the diversion of these chemicals,” he said.

    Gupta said the chemicals are often shipped to other countries and used in the production of these deadly drugs.

    He said the two countries are also working together on issues like addiction, treatment expansion, the overlap that happens between mental health and addiction.

    “There’s a lot of work, but we’re excited about the enthusiasm and the ability of both countries to partner on this very important topic,” he said.

    He said the data shows that less than half of the young people in the US know or understand that fentanyl, a dangerous drug that can kill them, is in their drug supply.

    “But if you look at it from a pandemic standpoint, so much has changed: which drugs are out in the market has changed how people acquire drugs and what those drugs have changed,” he said.

    As part of the campaign, he said the aim is to meet young people to tell them that they can also have the tools to save lives.

    Carrying Naloxone or Narcan, which is an antidote for opioids like fentanyl, it is important for them to carry it because they could be saving the life of themselves, their friends, neighbours, or somebody at school or work, Gupta said.

    “It’s really important for us to be telling young people that you are empowered and have the ability to save other people’s lives and carry naloxone with you. Because we don’t know next time who is going to be going through the poisoning,” he said.

    “We are also adding to the social media work, and messengers, digital ads that will be displayed in certain states in places like subway stations, college malls, grocery stores to make sure that we meet young people where they are and share this important message, which can often be potentially lifesaving,” he said.

    “This is a challenge, … prevails throughout communities, and I’ve seen this in the Indian American community, that it has taken the toll and has taken the lives of young children as well as young adults. So, it’s really important that we spread this message,” he said.

    New Delhi: Congress President Mallikarjun Kharge on Thursday said that a legal team is working on the case in which former INC chief Rahul Gandhi was convicted by a Gujarat court following which he was disqualified from the Lok Sabha.

    Kharge said that the party is ready to face the matter “politically and legally”, and also criticised the Central government for disqualifying Rahul Gandhi “in haste”.

    The Congress president termed the disqualification “vengeance”.

    As a mark of protest against the disqualification of Rahul Gandhi from the Lok Sabha, and to press its demand for a probe into the allegations of fraud levelled against the Adani Group, the Congress has launched ‘Jai Bharat Satyagraha’ across the country against the Centre .

    The party has set up a war room to monitor the ‘Satyagraha’, which will culminate in Delhi with a rally.

    Congress General Secretary K.C. Venugopal had said: “The ‘Jai Bharat Satyagraha’ is a protest against the erroneous conviction and disqualification of Rahul Gandhi, and to express the party’s strong resolve to keep raising the voice of the people against the blatant loot of people’s money and nation’s wealth.”

    As part of the programmes planned to be organised during the protest, all block/mandal units of the Congress will hold ‘nukkad sabhas’ and address the public on relevant issues.

    Social media campaigns focusing on Rahul Gandhi’s message to the people will also be carried out to appeal for public support for the ‘Satyagraha’.

    Speaking to a 70-person audience at the Nixon Presidential Library last week, Hutchinson made his case: It’s important to welcome refugees to the United States because they “love freedom and love America.” The U.S. should “assert global leadership.” Cooperation with allies is key to solving global issues. America can’t abandon international organizations because, otherwise, China and Russia fill the vacuum. And the future of U.S. foreign policy points not only to Asia, but also southward into Latin America.

    At the end of his prepared remarks, delivered in front of a painting of the former president and two American flags, an elderly docent of the library turned to her neighbor and said “he makes a lot of sense.”

    Hutchinson’s views are a sharp contrast to his rivals for the Republican nomination, who talk unabashedly about prioritizing homefront concerns and securing U.S. interests worldwide — regardless of what others want or who America partners with. For many of them, it’s America First or America Only.

    Florida Gov. Ron DeSantis openly trashed the idea of supporting small-d democrats abroad: “Does the survival of American liberty depend on whether liberty succeeds in Djibouti?” he wrote in his book, The Courage to be Free. And in his first major statement on the war in Ukraine, DeSantis described it as a “territorial dispute” that wasn’t in the “vital” American interest to address, though he has since walked back the comments by calling Russian President Vladimir Putin a “war criminal.”

    Nikki Haley, citing her experience as a U.N. ambassador, has said the U.S. will be “taking names” of countries, including allies, that don’t align with America’s foreign policy aims. Former President Donald Trump openly floated an “overhaul” of the U.S. national security bureaucracy and a reevaluation of “NATO’s purpose and NATO’s mission.”

    The concept of America doing what it wants, including among a neo-isolationist cohort, has grown inside the Republican Party for years. It’s come into sharp relief with the 2024 race for the nomination. Hutchinson argues he can be the one to reorient the GOP back to caring about the rules-based international order. He may instead represent the last gasp of a Republican internationalism that is less and less in favor within his party.

    In short, there’s little room for a presidential candidate to espouse middle-of-the-road foreign policy views and expect to triumph.

    Voters aren’t usually animated to pull the lever for a candidate based on their foreign policy views. But they do select someone who reflects them, and so far, Hutchinson isn’t resonating.

    The Arkansan isn’t featured in polls of the top 11 Republican candidates for the nomination. His name recognition is nowhere near the levels of Trump, DeSantis, Haley, Mike Pence and Mike Pompeo. Even in solidly Republican areas, Hutchinson draws small crowds of like-minded people who typically skew older, with some saying they came to see him out of curiosity. During his speech at the Nixon Library, when he said he would decide on a bid for the presidency in April, most of the room erupted in surprise — not recognition — before clapping at the news.

    The Hutchinson foreign policy vision is also losing. The most recent Chicago Council on Global Affairs poll, conducted last year, showed that 55 percent of Republicans want the U.S. to take an active role in the world — the lowest total in the survey’s 50-year history. Only 9 percent of Republicans said the most important foreign policy priority was “leading international cooperation on global problems.” By contrast, 48 percent of GOP respondents said “ensuring the physical defense of our country” was the top issue.

    Hutchinson believes if he gets his message out there, he can move Republicans away from Trump’s vision and toward a Reagan-cum-Bush 2 worldview. The hope is his affable, “oh, shucks” southern charm endears him to people wistful for the era he represents — and encourages those pining after political comity to join his campaign.

    “It’s really a post-Trump phenomenon that you have this wing of the party that is more isolationist, and that is dangerous for America, is dangerous for our freedoms and dangerous for stability and peace in the world,” he said, chowing on cereal during an interview in a hotel lobby before his library address.

    “It makes sense to me for America to be part of a global discussion and sharing of information on matters that impact us,” Hutchinson added, suggesting the U.S. remain in the World Health Organization and learn lessons from the global response to the Covid-19 pandemic. “And we want to continue to invest in regions of the world that impact us.”

    In this era, his old-schoolness feels like a creative solution in a field full of conservative internationalists and nationalists.

    Whenever Hutchinson makes foreign policy proclamations, the governor claims the audience he attracts laps it up. “We need to have multiple voices in a 2024 race for ideas, but also so that we can better define what the GOP is, stands for, and how we’re going to solve problems for our country,” he said.

    One of Hutchinson’s strengths in his not-yet-announced campaign is that he’s mainly alone in his foreign policy lane — and he knows it. But the problem for him is that others likely vying for the nomination might try to swerve into it.

    “Isolationist policy isn’t going to do it,” former House Intelligence Chair Mike Rogers asserted in an interview. “History has punished us for that policy.”

    “If we surrender to the siren song of those in this country who argue that America has no interest in freedom’s cause, history teaches we may soon send our own into harm’s way to defend our freedom and the freedom of nations in our alliance,” Pence told an audience at the University of Texas in February.

    Hutchinson argues his experience will see him climb up the rankings, pointing out that he’s the only one with an inclination to run who actually served in the Reagan administration. Later, under the younger Bush, he led the Drug Enforcement Administration and was the top border security official at the Department of Homeland Security — qualifications he expects will resonate with voters who care about immigration and fentanyl.

    But where his views match up with the Republican mainstream, Hutchinson’s policy prescriptions don’t stand out from other candidates.

    China is the big threat, he said, telling the Nixon Library audience that the U.S. may have no choice but to engage in a Cold War with the Asian power. The U.S. should help Ukraine “win quickly.” And it behooves any administration to label Mexican cartels as foreign terrorist organizations so that more resources can be devoted to defeating them.

    But it’s less about specificity and more about strategic orientation for Hutchinson. Unless and until his party returns to its Reaganesque roots with a cooperative global outlook, the United States will be less safe and the world less stable.

    Over breakfast, he declared: “I don’t think what I’m outlining takes the party back. I think it moves the party forward.”

    New York: A judge in the US has been found moonlighting as an adult star online where he charged fans $12 a month and has produced more than 100 adult posts, media reports said.

    Gregory A. Locke, 33, a New York City (NYC) administrative law judge, moonlighted as an adult star on OnlyFans, according to the New York Post.

    He has now been fired by the City officials for “unprofessional behaviour”.

    Locke maintains another X-rated account on JustFor.Fans, where he charges $9.99.

    “White collar professional by day very unprofessional by night. always amateur, always raw, always slutty,” read his description on OnlyFans.

    Locke’s account had dozens of images and videos featuring hardcore pornography and orgies.

    “I just want to celebrate Labor Day by having a man impregnate me,” he said in one of the posts on OnlyFans.

    “I’m a judge,” he wrote in January from a Twitter account where he frequently posted X-rated images and videos, the report said.

    His behaviour was taken very seriously by the NYC authorities.

    “This city must have absolute faith in its courts at every level, and employing individuals like Locke in positions of legal authority only corrodes the people’s trust in the professionalism and impartiality of our institutions,” City Councilwoman Vickie Paladino told The Post.

    Jaipur: Detailed discussion on the G20 Sustainable Finance Working Group (SFWG) work plan in 2023 was held in a three-day meeting of the group under the G20 India presidency in Udaipur.

    The meeting concluded on Thursday.

    “Discussion on SFWD work plan comprising three identified priority areas of mechanisms for mobilisation of timely and adequate resources for climate finance; enabling finance for the Sustainable Development Goals; and capacity building of the ecosystem for financing toward sustainable development were held in the meeting,” according to a release.

    The meeting held on March 21-23 was attended by 93 delegates from G20 member countries, 10 invitee countries and 18 international organisations, including Asian Development Bank and United Nations Development Programme, among others.

    “Keeping up with a collaborative spirit and arriving at a consensus, members agreed upon the way forward for important deliverables for the year that include a set of options for mobilising financial resources for climate action, developing an analytical framework for SDG-aligned finance and the G20 Sustainable Finance Technical Assistance Action Plan (TAAP),” the release said.

    During the plenary sessions, members’ discussions and interventions were held on the three priority areas of the SFWG.

    On the priority of mobilising finance for climate action, the G20 members agreed that MDBs play an important role in catalysing private finance and that they must strengthen this role.

    “The catalytic role of the public sector was also stressed. The importance of creating an enabling environment in scaling up finance for climate action was underscored,” the release said.

    On financing the SDGs, the members deliberated upon developing an analytical framework for SDG-aligned finance with discussions on best policies and approaches for scaling up wider adoption of social impact investment instruments and necessary frameworks to incorporate nature-related risks and opportunities into investment decisions of financial institutions and companies.

    SFWG is working to develop a G20 Technical Assistance Action Plan that would include the identification and analysis of existing capacity-building activities and identifying the existing sustainable finance skill gaps.

    “There were discussions on how various stakeholders can work together to develop capacity-building programmes that effectively address the unique needs of different groups while fostering collaboration and knowledge sharing in sustainable finance,” the release noted.

    The delegates also participated in local sightseeing, such as a visit to the City Palace to witness the magnificent light and sound show, boat rides on the banks of lake Pichola along with several cultural programmes displaying the cultural heritage of Rajasthan.

    Gandhinagar: The new National Education Policy (NEP) has been accepted by all and the whole country is working to implement it, unlike the NEPs in the past which created controversies owing to ideological links, Union Home Minister Amit Shah has said. Addressing graduating students at the 4th convocation of the Central University of Gujarat on Sunday, Shah said the NEP 2020 will work to bring education out of the scope of narrow thinking, and teachers must read it “between the lines” to understand its implications.

    “Normally, education policies have a history of being mired in controversies. There were two NEPs in the past and were always surrounded by controversies. Many commissions were also formed in between for the implementation of educational reforms, but they were always surrounded by controversies,” Shah said.

    Referring to controversies, he said, unfortunately, we had a tradition of linking education policy with ideology and turning it into the mould of that ideology.

    “But nobody could protest or make allegations against the education policy bought by Narendra Modiji in 2022. In a way, the entire society has accepted it and the whole country is moving forward to implement it,” he said.

    Shah appealed to teachers to especially study the New Education Policy, because only when they read it “between the lines”, could they understand its implications.

    He said the education policy is going to bring Indian education out of the scope of narrow thinking and offer a platform to the students right from their childhood till the end of their education.

    “The aim of education is to (make a student) a complete human, and this NEP gives you a choice to become so. The task of the new education policy is to create such a citizen who is imbued with the feelings of national pride as well as the world welfare,” he said.

    Shah also asked graduating students to take at least one pledge regarding their contribution to the country when it celebrates its centenary 25 years later.

    “If 130 crore people take a pledge each, then it will be enough to make the country great. If each of 130 crore people walks one step, the country will walk 130 crore steps,” the home minister said.

    He said the Modi government has also worked towards job creation, and its start-up policy has seen their number jump from 724 in 2016-17 to more than 70,000 in 2022.

    As many as 107 Indian start-ups have become unicorns, he said, adding the number of patent applications also rose from 3,000 in 2014 to 1.5 lakh in 2021-22.

    “Of the 24,000 patents granted, 23,000 are individual patents,” Shah added.

    New Delhi: BJP president JP Nadda led his party’s attack on Rahul Gandhi on Friday over the Congress leader’s recent comments made in the UK on the state of Indian democracy, charging him with becoming a “permanent part of the toolkit” working against India that seeks a weak government here so as to exploit it for its benefits.

    In a statement, Nadda accused Gandhi of speaking the language of “anti-India” George Soros, a billionaire financier, and alleged that the Congress and the “so-called Left liberals” have become a part of the “deep state” conspiracy involving foreign forces against the country. “Anti-national” Congress leaders have been speaking the language of Pakistan, he added.

    Gandhi will have to apologise to the people of India for his “sin” of seeking the “interference” of foreign powers in the country’s internal affairs, the Bharatiya Janata Party (BJP) president said.

    He accused the former Congress chief of joining hands with foreign conspirators against India to encircle the country economically and strategically. Never before in independent India any leader has done what Gandhi has done on foreign soil, he said.

    “This is a most serious matter,” Nadda said, adding that what the Congress leader has done has hurt every patriotic MP as well as the people of the country.

    Those working against India want a weak government working under the compulsions of an alliance for their benefits, he said.

    The BJP president said anti-India forces have always had problems with a strong India, its robust democracy and decisive government. By criticising the state of democracy in India and seeking the intervention of the United States and Europe on foreign soil, Gandhi has attacked the country’s sovereignty, he added.

    “Rejected repeatedly by people, Rahul Gandhi has become a permanent part of the ‘toolkit’ working against India,” Nadda said.

    He accused the former Congress chief of insulting India, its Parliament, its democratically-elected government and people in Britain, a country that ruled over India for long. What Gandhi has done amounts to strengthening those working against India, the BJP president said.

    The Congress has dismissed the BJP’s accusations and asserted that Gandhi will not apologise. He has sought permission to speak in Parliament to respond to the criticism levelled against him by the ruling party members in both houses. Parliamentary proceedings have so far been a washout over the row.

    Nadda said India has become the fifth-largest economy and is hosting the G20 summit under Prime Minister Narendra Modi’s leadership, while Gandhi has chosen to “insult” the country on foreign soil.

    “There can be nothing more shameful than seeking the US’ and Europe’s interference in India and claiming that democracy no longer exists in the country,” he said.

    Noting that Britain ruled over India before it gained independence, the BJP president said it was unfortunate that Gandhi sought foreign interference from that country.

    Abu Dhabi: The Sharjah municipality on Tuesday announced the start of issuing permits to extend working hours after midnight during the holy month of Ramzan for commercial establishments, the Emirates News Agency (WAM) reported.

    The municipality provides these services as part of its preparations for the holy month and to facilitate these institutions by giving them the opportunity to carry out their business activities late at night.

    Restaurants, bakeries and cafeterias are exempt from this requirement as they can extend their hours after midnight without a permit.

    During the holy month of Ramzan, engineering contractors are not allowed to obtain work permits after midnight.

    This permits can be obtained from dedicated service channels including Sharjah municipality website.

    On March 9, Sharjah municipality announced new rules for the operation and supply of food during fasting days of delicatessens.

    Restaurants and food outlets are obliged to comply with the new rules and obtain the necessary permits to operate during the day in the holy month.

    Riyadh: The Kingdom of Saudi Arabia (KSA) on Tuesday announced the Ramzan working hours for government sector employees throughout the holy month of Ramzan 2023-1444, local media reported.

    The Ministry of Human Resources and Social Development (MHRSD) said that Ramzan working hours should not be more than five hours.

    According to Arabic daily Okaz, the ministry stated that working hours during the holy month should be from 10 am to 3 pm.

    However, the ministry advised that government agencies can be flexible depending on business needs.

    A two-hour window is provided in which agencies can start earlier or later than the recommended start times.

    The regulations set by the Ministry of Human Resources and Social Development state that any government agency seeking to change the 10 am to 3 pm guidelines must notify employees of expected Ramzan work hours by March 19.

    This year, Ramzan is expected to begin in the UAE on March 23, but the exact date is likely to be announced on the night of March 22 by the moon-sighting committee.
