    Hyderabad: The construction of the much awaited-flyover from Zoo Park to Aramghar, Hyderabad is running behind the schedule and it is expected to take another year to complete.

    As the work for the flyover is moving at a snail’s pace, it is most likely to miss the target of completing it by March 2023.

    Earlier, the GHMC undertook road-widening work in the area to facilitate the project. However, due to damaged roads and trenches on it at a narrow stretch of Shivrampally, commuters are facing inconvenience.

    Moreover, the damaged road due to the ongoing construction of the flyover poses a threat to two-wheelers, and many of them are losing balance while driving.

    Though once completed, the flyover will significantly ease traffic congestion and reduce travel time between Zoo Park and Aramghar, until then, the Greater Hyderabad Municipal Corporation (GHMC) needs to ensure the safety of commuters by repairing the road at the earliest.

    Hyderabad Zoo Park to Aramghar to be second largest flyover

    The flyover which is a part of the strategic road development plan (SRDP) is being built at an estimated cost of Rs. 636.80 crores. It is being raised on 119 pillars and will cover a distance of 4.08 kilometers.

    Once completed, it will be the second longest flyover in Hyderabad after PV Narasimha Rao Expressway which connects Mehdipatnam and Hyderabad Airport.

    With the inauguration of the six-lane flyover, the flow of traffic from Zoo Park, old city to Hyderabad Airport, Mahboobnagar, Kurnool, Anantapur, and Bengaluru will become smooth.

    Earlier, after inspecting the construction of the flyover, the then chief secretary Somesh Kumar instructed the officials to complete the construction by March 2023.

    However, due to the slow construction work at the flyover, meeting the target is unlikely.

    Kothaguda flyover inaugurated recently

    Last year, Telangana State Minister for Municipal Administration and Urban Development KT Rama Rao inaugurated the Kothaguda multi-level flyover at Botanical Garden Junction in Hyderabad.

    Earlier, KTR inaugurated the Shilpa Layout flyover. Both flyovers eased the traffic flow in the city.

    MUNICH — French President Emmanuel Macron on Friday called out Vladimir Putin for telling him last year that the paramilitary Wagner Group had nothing to do with Russia.

    “A year ago I spoke to Putin and he assured me Russia had nothing to do with the Wagner Group,” he told an audience at the Munich Security Conference. “I accepted that,” he said.

    The Wagner Group has since provided military services supporting Russia’s war effort. It means Moscow “formalized the fact that Wagner was an explicit, direct, diplomatic-military, neo-mafia medium of Russia around the world,” Macron said.

    Macron’s speech comes as country leaders and security officials gathered for a three-day event in the Bavarian capital, a conference dominated by the West’s efforts to allign on how to support Kyiv in its conflict with Russia.

    The French president said the time isn’t right for dialogue with Russia and called on Western states to “intensify” their backing of a Ukrainian counter-offensive. But he suggested that — when negotiations would end the war on terms acceptable to Kyiv — Europe and Russia should “create an imperfect balance” on the Continent.

    “It’s time for a transition,” he said, suggesting Russia and its adversaries will need to agree on a new regional security architecture, calling it an “imperfect balance.”

    But he emphasized the time isn’t right for negotiations, noting it’s “too early” to formulate such a Europe-Russia understanding.

    The comments reflect Macron’s long-held view that security guarantees for Russia are an “essential” component of any peace talks. Moscow has to be satisfied with how the war ends, or else any deal would be no more than a ceasefire and not a treaty, he argues.

    Chennai: The National Green Tribunal’s (NGT) Southern Bench has directed the Greater Chennai Corporation (GCC), Chennai Metrowater authority and other local bodies to take stringent action against dumping of sewage in open water sources.

    The NGT directed these bodies to stick to the guidelines framed by the Tribunal for sewage treatment plants in Chennai on removal of septage from unsewered areas. It also directed the local bodies to regulate the movement of sewage tankers under local body limits.

    The guidelines of the NGT were framed by Judicial member, Justice Pushpa Satyanarayanan and expert member, Dr Sathyagopal Korlapati under the Municipal corporation, Municipalities and the Chennai Metropolitan Water Supply and Sewage Act of 1978 along with the GO of January 2, 2023.

    The issue of private tankers dumping sewage into open water sources comes under the purview of the guidelines formulated by the NGT. In its study, it also looked into whether the infrastructural development matched with the expansion of the city.

    Talking to IANS social activist R. Ashok Kumar said: “NGT is doing a great job in curtailing the menace of trucks dumping sewage in water bodies and untreated sewage being dumped by companies into water bodies. However it has to be seen whether the Greater Chennai Corporation and other local bodies conduct stringent monitoring. Ultimately at the execution level, it is the local bodies which have to act.”

    The NGT had earlier constituted a joint committee comprising of District Collector, TNPCB Chairman, PWD’s Superintending engineer and a GCC official to look into possibilities of tracking vehicles licensed to transport sewage.

    He’s starred in updates of Baywatch and Get Smart, so the Rock has some experience of questionable reboots. Now we’re about to discover whether he can score a box office hit with the third version of the XFL.

    The actor, AKA Dwayne Johnson, is a co-owner of the spring American football league, which kicks off on Saturday when the Dallas-area Arlington Renegades host the Vegas Vipers in Choctaw Stadium, the former home of the Texas Rangers baseball team.

    The original XFL, a partnership between NBC and what is now World Wrestling Entertainment, imploded after a single season in 2001 as headlines pilloried “sex, booze and sleaze” and television viewers decided that a league promising cameras in cheerleaders’ locker-rooms and Jesse ‘The Body’ Ventura as a pundit was not a serious proposition.

    Another spring start-up aiming to capitalize on the growing market for live betting – the Alliance of American Football, backed by a Texas-based pickleball mogul – crumbled after only eight weeks in 2019 and filed for bankruptcy.

    Still, the wrestling tycoon Vince McMahon tried again in 2020: resurrecting the XFL, dropping the gimmicks, pledging a competition free from anthem kneelers and criminals and reportedly spending $200m, only for the reborn league to shut after five weeks because of the coronavirus pandemic. It promptly filed for bankruptcy.

    Enter Johnson, the former pro wrestler, who as a student hoped in vain to be drafted into the NFL then had a brief stint with the Calgary Stampeders of the Canadian Football League. He bought the XFL rights for $15m, partnering with his ex-wife, Dany Garcia, and RedBird Capital, a New York-based investment firm that owns AC Milan and Toulouse FC and has partnerships with the New York Yankees and Fenway Sports Group, the owner of Liverpool and the Boston Red Sox.

    An XFL representative was unavailable for comment, but the investors clearly believe the 2020 edition was doomed by unfortunate timing, not a lack of potential. Johnson vows a “league of grit and hunger”, since many players nurture ambitions of reaching – or returning to – the NFL.

    As in 2020, this year’s iteration features eight teams. Washington, St Louis, Houston, the Dallas area and Seattle return, while Los Angeles, New York and Tampa Bay are out – replaced by Las Vegas, Orlando and San Antonio. The St Louis Battlehawks were arguably the league’s biggest success three years ago as fans embraced the return of professional football after the NFL’s Rams deserted the city for Los Angeles.

    To limit costs – which are considerable, given the large rosters, travel, venue hire and health insurance – each team will be based at a hub in Arlington, with players living in hotels and practicing in the area during the week, before travelling to games. There is another important difference from 2020: this time, the XFL has company.

    The United States Football League (USFL) aimed to rival the NFL in the mid-1980s but collapsed, in no small part thanks to the hubris of the owner of one of its teams, the New Jersey Generals: a certain Donald Trump. Those days are long gone; the NFL is indomitable. Salaries are far below NFL levels and the XFL even has an agreement with the NFL to share “insights and practices”.

    A new USFL with some of the old team names began play in 2022. The sides were named for cities in the eastern half of the country: Houston, New Orleans, Michigan (Detroit), Pittsburgh, Birmingham, Tampa Bay, New Jersey and Philadelphia. Oddly (but economically), all the regular-season games took place in Birmingham, leading to sparse crowds. This year the Memphis Showboats replace the Tampa Bay Bandits and the USFL will kick off on 15 April, its start overlapping with the XFL’s climactic weeks. Fixtures will be held in Birmingham, Memphis, Detroit and Canton, Ohio.

    Meanwhile, the indoor Arena Football League, which went out of fashion at roughly the same time as center partings and Britpop and was last glimpsed in 2019 – plans to relaunch with 16 teams in 2024. Not to mention assorted other ventures, such as the interactive Fan Controlled Football, due to open its third season in May this year after deploying the former Heisman Trophy winner Johnny Manziel and the 49-year-old former NFL great Terrell Owens in 2022. Preseason in the Canadian Football League begins in May.

    Clearly, this is a lot, especially since the litany of past failures suggests that Americans have limited appetite for spring leagues. And there is only so much playing talent to go around, risking a dilution of the on-field product that turns off potential fans who have grown accustomed to the slick fare, packed stadiums and sense of occasion on offer in the NFL and at the top college level.

    And yet … 113 million Americans – a third of the country’s population – watched the Super Bowl last Sunday on Fox while regular-season NFL games averaged 16.7 million viewers. The NFL accounted for 82 of the hundred most-watched US television programmes in 2022, according to Sportico, with college football appearing five times in the chart. Surely some of these viewers want more?

    “These [new] leagues are going to live and die on how they are consumed and watched and accepted on television,” says Patrick Crakes, a media consultant and former Fox Sports executive. “If you base it on how much football Americans watch in the fourth quarter of every year, my God, you’d think there’d be room for 12 of these.”

    Network executives are keenly aware of the value of live sport in a fractured media landscape. Viewing figures-wise, Crakes says, “Football has stayed kind of flat. So if you stay flat while everything else goes down because the attention’s lower, you gain value.”

    Since the XFL has teams that actually set foot in the cities that bear their names, even if merely on weekends, it is likely to feel more authentic and generate more fan engagement than the USFL. The XFL, which has a television deal with ESPN, averaged 1.9 million viewers in 2020, according to Sports Business Journal – higher than Formula 1 and comparable with the highest-profile English Premier League matches.

    The USFL averaged 715,000 last year. That may not look like much, but it’s twice as high as MLS, which had an average audience of only 343,000 on ESPN and ABC in 2022 – yet sealed a new $2.5bn, 10-year deal with Apple TV. Forbes reports that the average MLS franchise is worth $579m.

    And as Crakes points out: “Fox basically owns the USFL”. While the XFL is beholden to investors who presumably want to turn a profit, the metrics for success probably look different to a broadcaster that runs its own league and so can exert tight control over costs and strategy while having deep enough pockets to fund the competition for several seasons even if it’s initially struggling to make money.

    Fox Sports is said to have committed $150m to the USFL over three years. While still profit-driven, it can use the USFL as a proving ground for on-air talent, experiment with broadcast innovations that might graduate to its NFL coverage and refine the business model for possible use in other ventures. For Fox, Crakes says, “this is a low-risk shot to build a cost-efficient program with some value in a time period when they don’t have a lot going on.”

    It’s a modest ambition and a far cry from the cultural and commercial phenomenon that is the NFL. But if history is any guide, merely surviving for more than a season or two would be no small achievement for one of these start-ups, let alone both.

    Ahmedabad: Women in the working age category of 15 to 60 years spend 7.2 hours on unpaid domestic work compared to 2.8 hours spent by men, indicating they have “time poverty”, as per a research conducted by a professor from the Indian Institute of Management Ahmedabad.

    Even wage-earning women spend twice the amount of time on unpaid domestic work in comparison to wage-earning men in fulfilling basic needs of the household such as cleaning, preparing meals and caregiving, says the research which is based on the Time Use Survey (TUS) of the National Sample Survey Office (NSSO).

    Though it is a known fact that women spend more time in unpaid household activities, the research paper “Time Use Data: A Tool for Gendered Policy Analysis”, claims that it for the first time quantifies the time that women in India spend on domestic work.

    “The new thing about this survey is based on the first TUS by the NSSO, we can now point out the exact hours women in the working age category spend on unpaid domestic work. On an average, Indian women spend 7.2 hours of their daily time for such work while men spend 2.8 hours,” IIMA Prof Namrata Chindarkar told PTI.

    Over the years, time use data has gained significance as a tool to examine gender inequality. Studies based on harmonised time use surveys conducted in Europe reveal that time use data have been instrumental in understanding the allocation of time between women and men across various activities, she said.

    “These studies particularly find that, across countries, women spend more time on fulfilling basic needs of the household such as cleaning, preparing meals and caregiving,” Chindarkar said.

    “The TUS conducted by the NSSO in 2019 is the first national time use survey for India (with the exception of Andaman and Nicobar Islands). It collects data using a 24-hour time diary (4 am to 4 am the next day) on a normal day of the week,” she added.

    The paper has examined the TUS data to assess whether expectations from gender roles shape the allocation of time between men and women in India.

    It further finds out that “even wage-earning women spend twice the amount of time on unpaid domestic work in comparison to wage-earning men”.

    It also says that “men spend nearly 150 minutes more per day on paid employment relative to women.”

    “By itself, the average time spent on activities does not provide a sense of severity of the time burden. To capture the severity, we examine time poverty,” Chindarkar said.

    She said they measure time poverty in terms of overwork based on the OECD definition of working more than 50 hours per week.
    “We find that women are 24 per cent more likely to have less leisure time in comparison to men. In contrast, we find that wage-earning men are 72 per cent more likely to be overworked compared to wage-earning women. This could plausibly be because of the differences in the nature of jobs and occupations held by men and women,” the research paper said.

    The analyses highlight certain gendered patterns. A greater proportion of women’s time is devoted to fulfilling domestic responsibilities irrespective of their employment status. For women in employment, this often results in a “second shift”, it said.

    It is now a stylised fact that effective public services, such as access to electricity and clean cooking energy, can alleviate women’s time burden. However, the research paper finds that the magnitude of this difference is small.

    “The TUS data suggests that, on an average, women in households that use LPG or other clean cooking fuels spend less time on domestic unpaid activities, which includes meal preparation time, compared to those using traditional fuels. We observe that women in households that use LPG or other clean cooking fuels enjoy an additional leisure time of 41 to 80 minutes compared to those using traditional fuels,” the research said.

    Looking again at the TUS data, individuals who reported that electricity is the primary source of lighting for the household, reported, on an average, less time spent on domestic unpaid activities. For women, the time spent on domestic activities was less by around 20 minutes, it said.

    “In addition, the average time spent on leisure by women in households having electricity as primary source of lighting was about 35 minutes more compared to those not having electricity as their primary source of lighting,” it said. The research paper suggested that TUS can be used effectively to form government policies for women.

    “As observed from our analysis, by pointing to how women and men allocate their time on various activities, time use data can enhance our understanding of the effects of social norms and gender roles. The time use data can therefore form an effective feedback loop to strengthen policy design,” it said.

    Interacting with media persons in Katihar during his Samadhan Yatra’, Kumar said, “Jeevika Didis are doing splendid jobs, and this model (Bihar Rural Livelihoods Project) has ensured women get empowered in a big way. Their work is earning appreciation from different parts of the world.”

    A senior official of the government, who is associated with the project, said women have been able to empower themselves and improve the economic condition of their families through a range of livelihood interventions, which include agricultural work, awareness generation over social ills, and other health sector-related jobs.

    Launched in 2006, the project has so far benefited 590,000 households across the state, he said.

  • Flood mitigation plan: Part of Phase-2 work worth Rs 340 Cr tendered out

    Srinagar, Feb 01: The project worth Rs 340 crore under phase-2 flood mitigation plan has been tendered out on which work is expected to start soon.

    A top official of Irrigation and Flood Control department of Kashmir, wishing not to be named, told the news agency—Kashmir News Observer (KNO) that phase-1 of comprehensive flood mitigation plan has almost completed while work on phase 2 is expected to start soon.

    “The main work in the phase 2 will be flood spill channel for re-sectioning so that if there will be more water coming, then it will go through these channels,” he said, adding that part of it is to work on Hokarsar.

    He said that resectioning of the flood spill channel which includes taking channel width from 20-80 metre with constant slope from Padshahi Bagh to Wullar costing around Rs 239 crore has been tendered out and efforts are on to rope in competitive national agencies for dredging.

    He added that the main purpose of the work that has been started at Hokarsar is to keep wetland wet so that migratory birds coming there can live without any hindrances, but that is also part of the phase- 2 of flood mitigation plan.

    He said that the gate at the Wular has 80 m width while Chanell there is just 30 m wide which has to be taken to 80 m.

    He said that crate projection and other works on 21 major tributaries of Jhelum have been tendered out as well under 13 Irrigation divisions of Kashmir on which work is also expected to start soon.

    He said that as tendering is in the last stage and they expect to start the work soon

    “With the completion of phase 1 the capacity of river Jhelum will go to 60,000 cusecs, which has been already taken to 40,000 in the phase 1.

    He said that the deadline to complete the phase 2 is three years and hopefully it will be completed in three years time.

    Notably, Flood Management Plan was divided into two phases, phase 1 was funded under the Prime Minister’s Development Package with a budget of Rs 399 crore, which included spot dredging as per requirement to increase the capacity of river Jhelum so as to minimize the damage if there will be floods again.

    Soon after floods in 2014, the government of India had constituted a committee to suggest measures to prevent such calamities in the future.

    The committee in its report had recommended several long term measures including additional supplementary flood spill channel, creation of storage facilities on tributaries of Jhelum, flood plain zoning and enhancing capacity of Wular Lake—(KNO)
