    Govt Considers Withdrawal Of Army From Kashmir In Phased Manner: Report

    SRINAGAR: The Union government is considering a phased withdrawal of Indian Army from the hinterland of the Kashmir Valley, according to a report.

    Newspaper The Indian Express on Monday reported that the Narendra Modi government is considering a plan to withdraw the Army from the interior of Kashmir in a phased manner and replace it with Central Reserve Police Force (CRPF) personnel.

    The report says the plan has been in the making for around two years and the Union Ministries of Defence and Home Affairs along with the military and J&K Police are part of the deliberations.

    The Modi government’s plan is in “advanced stage” and it is a matter of when rather than if, reported The Indian Express.

    However, the final call is yet to be taken on the plans and it’s still in the deliberative phase for now.

    The Indian Express reports that the withdrawal is not just a sign of normalcy in Kashmir Valley but it’s a way to make the normalcy visible as the Modi government believes the security situation has improved since August 2019 when the J&K’s special status was scrapped.

    On August 5, 2019, the Modi government scrapped the special status of J&K, converted it from a state into a Union Territory (UT), and bifurcated it into two UTs of J&K and Ladakh. Since then, the Modi government has claimed that the security situation has improved and stone-pelting has reduced.

    A Union Home Ministry official told The Indian Express, “Since the August 5, 2019 decisions, violence in the Valley has steadily reduced. Stone pelting has almost vanished and the law-and-order situation is largely under control. However, a large presence of the Indian Army in the hinterland would sit oddly with claims of normalcy.”

    If the plan is implemented, then the Army would only be deployed in forward areas of Kashmir along the Line of Control (LoC), the de-fecto India-Pakistan border.

    If the Modi government approves the plan, then the Army would first be removed from two districts and then further action would be taken based on the resultant security situation, according to report.

    The stand of the Indian Army is to reduce the numbers of Rashtriya Rifles (RR) personnel in Kashmir.

    The Express reports, “The official said that one proposal discussed is to remove the Rashtriya Rifles (RR) of the Indian Army in three phases and replace them with CRPF…Another official, privy to details of the discussions, said as of now the Army is only talking about decreasing the strength and not removing RR completely. The Army, according to defence sources, is already planning a resizing.”

    As per the report, first companies in existing battalions would be reduced and this way around 15,000 personnel could be freed from interior regions.

    Notably, several thousand additional security personnel were deployed in Kashmir region around the time J&K’s special status was scrapped.

    Three and a half years after the Union government revoked the special status granted to Jammu and Kashmir amid deployment of large additional troops, it is discussing a proposal to withdraw the Indian Army completely from the Valley hinterland. If approved, the Army will have presence only on the Line of Control (LoC), reported The Indian Express

    Officials in the security establishment said the proposal to withdraw the Army from Kashmir hinterland has been under discussion for about two years and is at an “advanced stage” now with the involvement of the Union Ministry of Defence, Union Ministry of Home Affairs, armed forces and the J&K police. It is proposed that the CRPF would fill in for the army personnel removed from the Valley to meet the challenges of both law and order and counter-terror operations.

    “The matter is under serious discussion at inter-ministerial level and it is understood to be feasible. In a way, the decision has been taken and it is a matter of when it will be done. Ultimately, however, it will be a political call,” a senior security establishment officer told The Indian Express.

    Texts and calls to the CRPF, J&K Police and the Army did not elicit a response till the time of going to press.

    According to officials, the Army maintains a strength of around 1.3 lakh personnel in the entire J-K of which around 80,000 are deployed on the border. About 40,000-45,000 personnel from the Rashtriya Rifles have the mantle of conducting counter-insurgency operations in Kashmir’s hinterland.

    The CRPF is said to have a strength of close to 60,000 personnel in J-K, of which more than 45,000 are deployed in Kashmir Valley. J-K Police is 83,000 strong. Apart from this, a few companies from other Central Armed Police Forces (CAPF) remain deployed in the Valley. The figures for CAPFs fluctuate depending on the security situation in the Valley.

    Kupwara, Feb 18 (GNS): Assistant Commissioner Development (ACD) Kupwara has ordered for immediate suspension of a Village Level Worker (VLW) and a Gram Rojgar Sevak (GRS) over alleged fraudulent withdrawal of MGNREGA funds in Lolab.

     “During the inspection of Development works of Block Sogam on 14-02-2023, a fraudulent drawl in respect of work “C/o irrigation well NLO Tahir Ajuman Khan” at Panchayat Halqa Takipora-C of Block Sogam has been observed”, reads an order, a copy of which lies with GNS.

     “Prima-facie reveals that an amount of Rs/= 0.059 lacs has been fraudulently drawn and disbursed to the labourers under MGNREGA against the non-existing work by the Secretary Panchayat, Sarpanch and GRS”, reads the order.

     “In backdrop of the matter and pending the enquiry, Fida Mohiuddin VLW/Secretary Panchayat, Halqa Teekipora ‘C’, Block Sogam, is hereby put under suspension and attached with Block Development Officer Keran till finalization of enquiry and Zakir Ahmad Pir, GRS of Panchayat Halqa Teekipora ‘C’ Block Sogam is attached with Block Development Officer Keran till finalization of enquiry”, the order said.

    An official in the meantime told GNS that the alleged misappropriation pertaining to construction of irrigation well came to fore after authorities found that a geo-tagging was carried out by few officials near the land of one Tahir Anjuman Khan and a particular amount withdrawn, with no such construction however carried out on ground as on date.     2. Apart from this, it will be necessary to provide PAN and Aadhaar for cash withdrawal of Rs 20 lakh or more from one or more bank accounts or cooperative banks or post offices in a financial year.
    3. And if a person opens a current account or cash credit account with any bank or cooperative bank or post office, then he will have to give PAN and Aadhaar number.

    It will help in preventing tax evasion.

    In fact, through this step, the government wants to bring more and more people under the tax net, who do huge cash transactions but do not have a PAN card, nor do they file income tax returns. . The information is available with the tax department that there are many people who deposit and withdraw more than 20 lakhs in a bank account within a year but do not file income tax returns.

    Now, if PAN is made mandatory for transactions of 20 lakhs or more, whenever someone is found doing transactions of more than this amount, the Income Tax will be able to easily trace such transactions and this will also help in preventing tax evasion.

    Washington: US President Joe Biden seems to be the “Man on Fire” as he faces a Republican probe into the hasty withdrawal of American troops from Afghanistan in August 2021 which led to the Taliban taking over Kabul and forcing the country’s former leader Ashfraf Ghani to flee amid utter chaos and panic amongst the people as anarchy set in.

    The new Republican majority in the House of Representatives has demanded information from the heads of the Defence and State Departments among others on the rapid troop withdrawal and the situation that ensued to launch a probe against the Biden administration for losing a valuable ally in the region and causing humanitarian problems to the citizens.

    The House Oversight Committee on Friday sent letters to top Biden administration officials demanding information about the chaotic withdrawal of US forces from Afghanistan in 2021.

    “The Biden administration was tragically unprepared for the Afghanistan withdrawal and their decisions in the region directly resulted in a national security and humanitarian catastrophe,” committee Chairman James Comer said in a statement.

    “The American people deserve answers and the Biden administration’s ongoing obstruction of this investigation is unacceptable,” he was quoted by the media as saying.

    The problem here is that it’s not the Biden administration that took the decision on withdrawal of troops from Afghanistan. His predecessor Donald Trump took the decision to withdraw the troops totally under pressure from public opinion that was building up since the draft of 18 year olds to fight a war in Iraq from distraught families who lost their young ones in a battle which served no interests to them. It was domestic politics that overruled geopolitics of the region.

    Biden merely followed Trump’s decision to withdraw the troops but the hasty manner in which troops were withdrawn was perhaps a serious error as the US defence brass or the intelligence agencies did not anticipate the Taliban would regroup and overtake the city even so rapidly even as the US marines were being withdrawn, reports said.

    Engaging US marines outside of the United States in the Asian region has always been a bone of contention between the government, the defence ministry and the people of America as citizens have felt it was highly improper to meddle in the internal affairs of another country for one and for another sending American troops to fight out the battles for the local people in other continents was not a concern of the US government.

    There has been much public outcry not just in the US but also NATO allies in keeping troops in Afghanistan in a war not of their concern and the aftermath of the Taliban takeover has caused much consternation among politicians in not just US but also Europe. Like losing a base in the region. Pakistan is not a trusted ally as it harbours terrorists and there is a home grown Taliban in Pakistan causing much trouble to the Muslim state.

    Comer issued the statement as he and the chairs of several subcommittees sent letters demanding records, documents and communications about the withdrawal to Defense Secretary Lloyd Austin, Chairman of the Joint Chiefs of Staff Gen. Mark Milley, Secretary of State Antony Blinken, national security adviser Jake Sullivan, Homeland Security Secretary Alejandro Mayorkas and US Agency for International Development Administrator Samantha Power.

    Twenty years of US engagement in Afghanistan after the Soviet Union quit, the Hezbollah and the Taliban, whom the US intelligence armed to oust the Russian forces, turned against the US itself like the Frankenstein’s Monster. US forces pulled out in August 2021. The mass evacuation of scared people and thousands of Americans and Afghan allies turned ugly as terrorists overran the airport that left 13 service members and hundreds of civilians dead, media reports said.

    “US servicemen and women lost their lives, Americans were abandoned, taxpayer dollars are unaccounted for, the Taliban gained access to military equipment, progress for Afghan women was derailed, and the entire area is now under hostile Taliban control,” Comer said.

    “Every relevant department and agency should be prepared to cooperate and provide all requested information.”

    Comer complained that House Democrats never held a hearing on the withdrawal when they controlled the committee, although the House Armed Services Committee held a hearing on the topic in September of 2021 that had testimonies from Austin and Milley.

    Blinken testified about the withdrawal before the House Foreign Services Committee, and multiple Senate committees held hearings as well.

    Milley has gone on record to admit that the US was caught off-guard by the swift fall of the US-backed Afghan government. “We absolutely missed the rapid, 11-day collapse of the Afghan military and the Afghan government,” he said.

    A US State Department spokesperson said it “does not comment on Congressional correspondence”, but “is committed to working with Congressional committees with jurisdiction over US foreign policy to accommodate their need for information to help them conduct oversight for their legitimate legislative purposes”.

    The spokesperson claimed 150 briefings to lawmakers and staff on Afghanistan policy since the withdrawal from the strife torn country.

    Nearly 2,500 service members and 3,800 US contractors were killed over the span of the nearly 20-year war, reports said.
