    Kanpur: Prominent Muslim clerics in Kanpur have strongly opposed the FIRs registered against hundreds of people for offering prayers on roads on the last Friday of Ramzan and Eid.

    Terming the police action ‘unjustifiable’, the clerics, who demanded that the cases be withdrawn, asked if the government or the district administration had decided that no religious event be held in public.

    Citing their displeasure, the clerics, who met the Kanpur police commissioner, said in a memorandum: “All of us are guilty of the crime. Arrest not only the 1,700 people booked, but thousands of others also for the crimes mentioned in the FIRs.”

    The delegation that met the police chief included Shahr Qazi (Bareli) Mushtaq Mushahidi, Shahr Qazi (Deobandi) Qari Mamoor Ahmed and a dozen other clerics under the banner of Ulema Ahle Sunnat Mushwarati Board.

    Last week, the Kanpur police had lodged three FIRs in Bajaria, Jajmau and Babupurwa against over 1,700 people for offering prayers on roads and defying the IPC section 144 that was in force.

    The charges were IPC sections 186 (obstructing a public servant in discharging duties), 188 (disobedience to an order duly promulgated by a public servant), 283 (causing danger, obstruction or injury to any person in any public way), 341 (wrongful restraint, and 353 (criminal force to deter a public servant from discharging his duty).

    “Such an incident has never happened during festivals that are observed with peace and harmony. The FIRs are aimed at tearing apart the social fabric. Either they be withdrawn or thousands of us who prayed that day will offer their arrest,” Mushahidi said.

    The Kanpur police, however, did not respond to the demands put forth by the clerics before the police commissioner.

    Bengaluru: Though opposition parties are celebrating and criticising the BJP-led Karnataka government following a reprimand by the Supreme Court over the withdrawal of four per cent reservation quota for Muslims, the ruling BJP is upbeat about the turn of events.

    The Supreme Court has recently observed that the ruling BJP government’s decision to withdraw four per cent reservation under the OBC category for Muslims appears to be “based on fallacious assumptions” and “was on a shaky foundation”.

    The reservation quota has been increased for the influential Lingayat and Vokkaliga communities by two per cent each.

    The Muslim community has been brought under the 10 per cent reservation provided for the economically weaker sections (EWS).

    The ruling BJP government has announced new reservation along with internal reservation for SC/ST groups just before the end of its term. The opposition parties criticised the BJP for the hasty decision on revision of reservation structure.

    State Congress President D.K. Shivakumar has openly challenged that it is a matter of days and when his party comes to power after elections, the revision of reservation would be withdrawn.

    The opposition made it a major issue and slammed the BJP that the saffron party has insulted the Lingayat and Vokkaliga communities by providing the reservation of Muslims to them.

    Shivakumar had questioned that had the Lingayat and Vokkaliga communities asked to withdraw the reservation of Muslims to increase their quota?

    He alleged that it is being done as part of its policy of creating hatred between communities.

    Sources in the state BJP unit said that the message has been passed on to the Hindus with the decision being made on withdrawal of reservation for Muslims.

    The attacks on the BJP will only polarise the Hindu votes for the party, they added.

    Former Chief Minister B.S. Yediyurappa had earlier said that by shifting the four per cent reservation, there was no harm done to the Muslim community.

    “Muslims have been brought under the EWS quota. There should not be any misunderstanding,” he added.

    Yediyurappa also said that as it was not possible to provide reservation on the basis of religion, they (Muslims) are brought under the EWS quota.

    The Central government is implementing “pro-poor” and “pro-farmer” schemes. If there are any differences they (Muslims) will be convinced, he added.

    The Karnataka government has announced new reservation quota after the last cabinet meeting. Chief Minister Basavaraj Bommai had announced a reservation of seven per cent to Lingayats, six per cent to Vokkaligas, six per cent for SC (Left), 5.5 per cent for SC (Right), one per cent for Bhovi, Banjaras and others.

    Bommai had defended his government’s decision that “the religious minorities do not have reservation quota in seven states”. The decision has been taken to allot reservation for Muslims under the EWS quota.

    He also added that the demand for a hike in the reservation had been pending for the last 30 years but the Congress did not do anything but made false promises. They had thought it would not be possible for the BJP to do it.

    “We showed our commitment by getting a report, got the study done, constituted a cabinet sub-committee, and took a bold decision as per law.”

    The State Department declined to comment on the private workforce engagement.

    During his opening remarks, Blinken highlighted five lessons the department gleaned during the review led by Ambassador Dan Smith, which spanned the time period from January 2020 to August 2021.

    The first was that State should have more urgently planned and prepared for a worst-case scenario in Afghanistan. A lack of planning muscle at the department — especially for the most dire circumstances — has long been a complaint of some U.S. diplomats.

    The department didn’t foresee the Afghan government’s rapid collapse as the Taliban swiftly took over the country. “This was seen as a very low probability, but obviously, potentially very high impact event and more could and should have been done to prepare for it,” Blinken said.

    Another was that State’s own contingency plans were “inhibited” by a concern that such open preparation “might send the wrong signal to Afghans and to the government that we’d lost confidence in it and precipitate exactly what we hoped to prevent, which was its collapse.”

    Other findings included a lack of clear authority of who led the evacuation operation, “competing and conflicting guidance” from Washington on evacuation priorities and a lack of clear tracking of Americans in Afghanistan.

    “Even though there were things that we got right, things that we got wrong, things that we could do better, it’s really important to me that no matter what, this country knows and appreciates the fact that you all served with incredible dedication and incredible distinction,” Blinken said.

    The secretary then faced questions from the in-person and online audiences, some of whom interrogated the handling of the withdrawal and treatment of officials upon return from a brutal assignment.

    One person asked whether Blinken would provide Congress with a copy of a July 2021 dissent cable that warned of Kabul’s collapse following an American military withdrawal. House Foreign Affairs Chair Michael McCaul (R-Texas) subpoenaed the State Department for the document.

    Blinken said he likely would not do so, adding that handing over the cable would have a “chilling effect” on speaking truth to power within the department. Engaging in dissent “is a vital principle that we need to uphold,” Blinken said to applause.

    “This principle of protecting that channel overrides other considerations that are real and relevant in terms of making the cable available.”

    The dissent channel is a long-standing official avenue for State Department employees to voice alternative opinions on policy and other matters. The submissions are generally kept private to allow people to feel free in offering what can be unpopular views.

    Toward the end of the session, a woman urged Blinken to release the after-action report so that State and U.S. government officials — as well as the American public — could have a chance to review its contents.

    Not releasing the report leads to a sense of “disillusionment” within the department, especially those who were in Kabul during the withdrawal, she said, because it feels “like there’s more concern about blowback than interest in being transparent.”

    Blinken said one reason he wanted to keep the report under wraps was so others couldn’t “see some of the vulnerabilities and deficiencies that we have, which is information that would not be good to share in a broad way, even as we work, of course, to correct those.”

    According to the bank, while completing the transaction, the bank customers will have to share the OTP while withdrawing cash from the ATM, so that it is ensured that the ATM user is the right user. OTP is a system-generated four-digit number that the bank will send to the customer’s registered mobile number. This OTP will authenticate the cash withdrawal and will be valid for only one transaction.

    OTP cash withdrawal started from January 1, 2020

    The country’s largest lending bank SBI had started OTP-based cash withdrawal services from January 1, 2020. SBI has been creating awareness about ATM frauds through social media and other platforms from time to time. It is appealing to all its customers to avail the service.

    OTP will be required in transactions of 10 thousand or above

    Now this service will come in handy for SBI customers at the time of withdrawing cash from ATMs. SBI made these rules in view of the increasing fraud, cyber crime. Let us tell you that customers withdrawing Rs 10,000 or more in a single transaction from SBI ATMs will require OTP to complete the transaction.

    New Delhi: The Delhi High Court on Friday refused to interfere with the decision of the Animal Welfare Board of India (AWBI) to withdraw its notification declaring February 14 as Cow Hug Day’.

    Justice Prathiba M Singh said the celebration of any event by AWBI was within the domain of the board and the government and the court cannot interfere with it.

    Petitioner Kolisetty Shiva Kumar said in his plea that being a spiritual person and a cow lover, he “made arrangements for conducting the event in a massive manner in Hyderabad and the entire Telangana State” and the sudden withdrawal of ‘Cow Hug Day’ without specifying any reason was unjust, arbitrary and contrary to the provisions of the Constitution of India.

    “The celebration of any event by AWBI clearly is within the domain of policy of board and government. The same cannot be interfered with in a petition under Article 226,” said the court.

    Besides assailing the withdrawal, the petitioner –represented by lawyer Sravan Kumar, also sought a direction to the authorities to take initiative for the implementation of the February 6 notification on celebration of Cow Hug Day’ on February 14.

    February 14 is observed as Valentine’s Day across the world.

    The petitioner had submitted that the Supreme Court has in certain cases emphasised the importance of cows and held that protection of cow progeny was needed in the interest of the nation’s economy.

    The plea argued the revocation of the decision on celebrating Cow Hug Day’ was illegal.

    “The notification dated 6.2.2023 was issued for protection and promotion of cows in the country in accordance with the Article 48 of the Constitution of India after due consultation and approvals from the authorities. The Cows being sacred in India holds importance very much but they are also beneficial in other manners,” the plea asserted.

    “No reason was stated in the revocation notification for the withdrawal of cow day announcement. The act of the Respondent is illegal and contrary to the law,” it added.

    The AWBI, which is under the Department of Animal Husbandry and Dairying, had issued a notice appealing to people to celebrate ‘Cow Hug Day’ on February 14 to spread “positive energy” and encourage “collective happiness”, saying “All cow lovers may celebrate February 14 as Cow Hug Day keeping in mind the importance of mother cow and make life happy and full of positive energy.”

    The notification was withdrawn on February 10 following directions from the government amid widespread criticism on social media.

    The board, established in 1962 under Section 4 of the Prevention of Cruelty to Animals Act, 1960, provides grants to animal welfare organisations and advises the Centre on animal welfare issues.

    It is a statutory advisory body on animal welfare laws and promotes animal welfare in the country.

    SRINAGAR: Former minister and senior National Conference leader, Ajay Kumar Sadhotra, has stated that the people of Jammu and Kashmir will not accept anything less than a complete withdrawal of property tax. Sadhotra today wondered over the parallels being drawn by the government between Jammu and Kashmir and other states of the country in a bid to justify its anti-people, illogical and authoritarian decision of levying property tax.

    “The desperate attempts of launching a propaganda campaign through media and all its administrative apparatus is a candid admission of the government that it is on defensive in the wake of stiff resistance being given by the people to its unwarranted and provocative decisions, one after another “, Mr Sadhotra said in a statement.

    He said the government cannot compare J&K with other states in respect of the civic facilities, which are reduced to the extent of filth all over, especially during the past few years. Instead of upgrading these facilities, the people in the urban and semi-urban areas are being punished by way of paying taxes. He referred to the filth and garbage in the Jammu City– the most thronged pilgrim destination in north India and said the conditions are worse in the areas like Bantalab, Muthi, Ploura, Durga Nagar and similar other localities, which stand testimony to the municipal apathy.

    “Irony of the non governance is that instead of going for the course correction those holding the constitutional position are mocking the people by provocative gestures like their purchasing capacities”, he said, hoping that bare minimum sensitivity would be shown by responsible people at the helm. Such tantrums are against civility and good human behaviour, the former minister said.

    Mr Sadhotra feared that the decision of imposing the property tax would be extended to the rural area once implemented in the urban pockets. The government is testing the public response as well as patience by imposing unjust decisions on them, he said.

    Mr Ajay Sadhotra cautioned the double engine governments against taking policy decisions in J&K, which remain the domain of the democratically elected dispensations. Denying democracy to people is hallmark of the BJP model of governance. This might have worked for some time but can’t work all the time keeping in view democratic ethos of the country. He said the National Conference will fight anti people measures democratically, given its track record of fighting the just cause of all segments of J&K.

    Mr Sadhotra recalled the waiving of tax on the rental of the properties in Jammu and Kashmir during the NC government, led by Dr Farooq Abdullah as Chief Minister between ¹996 and 2002, saying this is how people’s governments work in the larger public interest. Politically naive and insensitive BJP should learn lessons from the good governance and work for public welfare, he said. “Nothing short of the complete withdrawal of the property tax will be acceptable to people of J&K”, Mr Sadhotra maintained.

Apart from this, banks charge fees from customers for providing different types of services. It is taken from the customer in the form of processing fee, service charge (Bank Service).

    According to Canara Bank, it has made new charges for banking services effective from 3 February 2023. Charges will be applicable to the customers for addition or deletion of name in the bank account. For addition or deletion of names, a charge of Rs 100 plus applicable GST rate per case will have to be made. However, no charge will have to be paid for adding or deleting names through online mode. The bank has said that it will not take any charge on the request to remove the name due to the death of the joint account customer.

    If account holders request to change mobile number, e-mail, address, then different banks have different fee rates. Canara Bank does not charge fee for the first change after account opening. But after that every time customers have to pay Rs 50 and applicable GST rate.
