    How the White House sees its debt ceiling standoff with McCarthy

    The endgame is still hard to see, weeks or even months away depending on how quickly the nation approaches default. But the political battle entered a new phase this week when McCarthy finally put forth a legislative proposal in his speech Monday, laying out the spending cuts Republicans wanted in exchange for a one-year debt ceiling increase — and giving the White House officials something specific to attack.

    And attack they have. Biden’s speech Wednesday at a Maryland union hall served as a summation of his team’s theory of the case. And White House aides have made it clear they’re eager to continue talking about this, whether through emails from the press shop, Cabinet officials describing the specific impacts of proposed cuts or at the briefing room podium.

    On Friday, press secretary Karine Jean-Pierre called McCarthy’s proposal a “ransom note” and emphasized a new VA analysis on the impact of proposed GOP cuts on veterans healthcare. The president’s economic agenda, the White House believes, is popular. Repealing laws that have helped the middle class and created jobs, cutting taxes for corporations and the rich, and risking default are not.

    Republicans, Biden asserted Wednesday, “say they’re going to default unless I agree to all these wacko notions they have. Default. It would be worse than totally irresponsible.”

    He reminded McCarthy of the GOP’s hypocrisy — they had no problem raising the debt ceiling three times during the Trump presidency — and of Ronald Reagan and Donald Trump’s own comments decrying debt limit brinkmanship as reckless. Biden also urged the speaker to “take default off the table, and let’s have a real, serious, detailed conversation about how to grow the economy, lower costs and reduce the deficit.”

    According to two people familiar with the administration’s strategy, it’s not clear to anyone inside the White House if McCarthy has the votes from his own caucus to pass his bill, and it may not yet be clear to the speaker himself, who has what one person familiar with the White House’s thinking termed a “principal-agent problem.”

    The bill would be dead on arrival in a Democrat-controlled Senate. But the White House is signaling clearly to GOP moderates in the House: Vote to cut popular programs, including Social Security and Medicare, at your own risk.

    “If they pass this, we are going to hang it around their moderates’ necks,” said one person familiar with the administration’s thinking.

    Chad Gilmartin, a McCarthy spokesperson, said “the White House is clearly having trouble defending President Biden’s reckless spending and irresponsible refusal to negotiate with Speaker McCarthy on the debt limit.”

    He added: “It’s no surprise that the administration now has to fall back on crazy accusations against the only plan in Congress that would avoid default.”

    But Biden, his aides say, learned from the Obama administration’s 2011 standoff with Republicans that it’s imperative not to allow the debt ceiling to become part of negotiations. But with McCarthy’s tenuous speakership constantly hanging by a thread, and dependent in large part on his ability to placate his most extreme members, the White House knows that talking him off the ledge on risking default — giving up what he sees as his main point of leverage — won’t be easy.

    And as much as White House officials like the politics of the negotiations’ current phase, they know they, too, will face pressure to negotiate the closer they get to D-Day.

    The window for scoring points, in fact, could be quite short as the danger of default grows. Goldman Sachs economists this week said that, due to weaker than expected tax season revenues, the U.S. could hit the debt ceiling in early June, earlier than expected. Within the administration, there are some differences in the level of alarm, as senior officials focused on economic matters have privately expressed more concern about the serious possibility of default than others whose purview is politics, according to one senior administration official, who spoke on the condition of anonymity to speak freely.

    Already, some Democrats are urging Biden to engage with McCarthy sooner rather than later. But at this point, Biden would be unlikely to say anything different to the speaker in private than what he’s said publicly — he’s open to a bipartisan deal on spending but only after lawmakers authorize a clean debt ceiling increase. That said, Jean-Pierre Friday wouldn’t go as far as to say that Biden would only meet with McCarthy after he puts forth a clean debt ceiling hike.

    And there’s doubt inside the West Wing about whether McCarthy is ready for a meeting. Some aides believe it will take mounting pressure from the business community for the speaker to relent and that, given the difficult politics within his own caucus, he may not be able to back down. In such a scenario, the White House hopes that the House might at the very least swallow a Senate-passed bill to avoid default, if some Republicans are willing to use a discharge petition to get such a bill to the floor.

    But some in the administration are less confident about that scenario coming to fruition than the White House is at the moment about the current contours of the debate. Senate Republican Leader “Mitch McConnell as the backstop is scary,” the senior administration official said.

    He indicated he wants the federal government to grant Temporary Protected Status to asylum seekers so they can receive work permits because the city is currently experiencing a “black market” of workers without them.

    “A substantial number of them, I believe, are being exploited, are being mistreated,” he said.

    In a statement, the White House said it hopes to work with the city on its needs: “FEMA is also providing assistance to support the city as it receives migrants and will announce additional funding for receiving cities like New York City in the coming weeks, but we need Congress to provide the funds and resources we’ve requested to fix our long-broken immigration system.”

    The White House also called on Congress to “reform and modernize” immigration laws so asylum seekers can get work permits, saying it has tried various administrative measures to help them.

    At City Hall, it was quite the political split screen: A couple hundred feet away members of the Progressive Caucus chastised the mayor’s proposed budget cuts (which he has insisted be referred to as “efficiencies”). In the most recent round a few weeks ago, his administration asked most city agencies to cut their staffs for the upcoming fiscal year by 4 percent.

    The caucus, which butts heads with the mayor routinely — even more so than the typically critical City Council — is calling for $4 billion in affordable housing funding and $350 million toward “right to counsel” services for those who cannot afford an attorney. They demanded more dollars to be earmarked to shore up mental health and education services, too.

    “He is defunding everything we need to keep us safe,” said Council Member Alexa Avilés, who has defined his administration’s priorities largely through a public safety lens. The caucus lost more than a dozen of its members earlier this year amid an internal brawl over whether to defund the NYPD.

    The City Council released its official response to the mayor’s budget a few weeks ago, claiming the city would make billions more this fiscal year and the next than it had originally projected.

    Adams called those projections “false reporting” and said the inability of local officials to get on the same page has contributed to the federal government’s feet-dragging.

    “Running your mouth is not running a city,” Adams said of his critics.

    The mayor, who is in negotiations with the Council, must release his next budget proposal by April 26 — though uncertainty in Albany could muddy that timeline, too. New York City Comptroller Brad Lander, who also echoed Adams’ calls to expand temporary protected status, said a commitment in the state budget to pay a third of the costs promised by Gov. Kathy Hochul “has yet to materialize.”

    Asked Wednesday about the state helping the city with the cost of the asylum seekers, Senate Majority Leader Andrea Stewart-Cousins said it would be a priority in ongoing budget talks.

    “I know that members of my conference are very, very interested in making sure that we are helpful in this process,” she told reporters. “It’s not something that we’re spending a lot of time talking about, but there is a consensus that we do have to be helpful.”

    Though short-lived, the toddler’s escapade may be historic: It’s possibly the first successful breach of the White House barrier since the fence’s height was doubled to 13 feet four years ago due to several intrusions. The new fence did, however, come with gaps an inch wider, totaling 5.5 inches.

    It also appears to be the first baby breach at the White House in eight years. In 2015, a 4-year-old made it into a secured area as well, causing security officers to draw their weapons on the north lawn. And the year before that, a toddler squeezed through the fence in front of the residence.

    Biden’s economic team last week publicly took a less aggressive line as world economic policymakers convened in Washington for meetings of the International Monetary Fund and World Bank, where concern about China’s role as a leading global lender looms large. At the time, China released new customs data showing trade with the West — both the U.S. and Europe — dipped in the first quarter, fueling fears of economic slowdown and separation.

    “It is important for the U.S. to be clear [that] we do not seek to decouple from China or seek to limit China’s growth in any way,” Jay Shambaugh, Treasury’s undersecretary for international affairs, said during a discussion at the Brookings Institution last week. Though the U.S. will sometimes “take targeted national security actions” aimed at Chinese firms, like last year’s trade rules targeting Chinese microchip makers, those policies are “not things we’re doing to benefit the U.S. economically vis-a-vis China.”

    The comments were just some of the latest from Biden’s team, which has emphasized for months that they are not interested in a major decoupling of the world’s biggest economies. But despite the conciliatory tone, the U.S. is preparing a series of actions targeting critical parts of the Chinese economy. In addition to the expected executive order on investments, it is also considering a potential ban on the widely popular Chinese-owned app TikTok. And a senior trade official said last week that the U.S. could also hike tariffs on China to express its “displeasure” with Beijing’s failure to live up to its so-called Phase One trade deal, signed under then-President Donald Trump.

    Those moves would come on the heels of aggressive trade action last year, when the administration put in place new export rules that explicitly sought to undermine Beijing’s prized microchip sector and passed massive industrial policies aimed at breaking reliance on the Chinese economy. At the time, national security adviser Jake Sullivan was clear that the goal of the strategy was to preserve America’s competitive edge in emerging high-tech industries, even if Washington does not pursue a broader decoupling.

    “We must maintain as large of a lead as possible” in high tech sectors like microchips, Sullivan said, previewing new Commerce Department rules released in October that sought to grind Chinese chip development to a halt.

    The administration insists that its economic, diplomatic and security leaders are united on China and that recent statements do not represent a shift in rhetoric or policy. But they also acknowledge that policy discussions continue over the scope of the executive order to regulate U.S. investment and other initiatives.

    “We want to make sure we’re getting it right,” a senior administration official, granted anonymity to discuss policy discussions, said of the long-delayed executive order on American investments in China. “We want to make sure we’re consulting with allies, consulting with industry along the way, and then go through the regular order processes as regulations do. But I don’t think there’s really been any shift in any of those discussions now.”

    Biden and Chinese leader Xi Jinping’s meeting last November on the sidelines of the G-20 summit in Bali marked a turning point in the tone from both sides. At the time, the two leaders pledged to put a “floor” on the souring relationship after the U.S. chip rules and then-House Speaker Nancy Pelosi’s trip to Taiwan brought the diplomatic relationship to a low not seen in decades.

    The detente was supposed to be marked by the first trips to China for key members of Biden’s foreign policy and economic teams — Treasury Secretary Janet Yellen and Secretary of State Antony Blinken. But the road to rapprochement hit a series of speed bumps.

    In February, a suspected Chinese spy balloon floated over the continental U.S., igniting a firestorm of criticism from Capitol Hill and the White House. Yellen and Blinken’s trips were subsequently postponed, and the Biden administration sanctioned Chinese firms connected to the balloon incident. The Chinese government’s economic overtures to American businesses and policymakers — ongoing since the Biden-Xi meeting — dried up as well.

    But now it appears the Biden administration is eager to reopen the economic dialogue. Administration officials have tried in recent weeks to reschedule the Cabinet members’ trips to Beijing. Though they have so far been rebuffed, China watchers say Beijing is likely to come back to the table soon.

    “Beijing policymakers definitely are eager to get the U.S. to loosen its restrictive policies on China trade and investment,” said Ho-fung Hung, a professor at the Johns Hopkins School of Advanced International Studies focused on China’s economy. “With the worsening unemployment problem, debt crisis, and the urgency of recovery from the Covid lockdown, Beijing is desperately looking for ways to jumpstart its economy, at least to make sure it won’t worsen.”

    The desire to renew in-person dialogue has its limits. At the same time, the White House is also pushing ahead with the first wide-ranging government oversight of American business in China.

    Since the Trump administration, national security lawmakers and Cabinet officials have sought to craft new rules to oversee — and potentially block — U.S. investments in Chinese tech sectors. The goal is to prevent American firms from funding or developing tech that can later be used by the Chinese military.

    Biden’s executive order scrutinizing U.S. investment in China was originally expected to be finalized last year. But that action was delayed as NSC officials clashed with the Treasury Department over which Chinese sectors the new oversight should target — and whether the government should have the power to prevent American business deals in China, or merely oversee them.

    That debate has spilled into the new year, further delaying the release of the executive order. POLITICO reported in February that the White House is planning to announce a scaled-back executive order focused on disclosure and transparency by the end of April. While policymakers last year considered including up to five major Chinese industries — microchips, artificial intelligence, quantum computing, biotechnology and clean energy — in the order, the biotech and clean energy sectors are now likely to be left out of the program.

    Biden’s economic officials have briefed industry groups in Washington on the broad contours of the order in recent weeks, a senior administration official confirmed. While some aspects of that order are still being finalized, the official said that it would likely include at least some prohibitions on U.S. investments in Chinese tech in addition to notification requirements for new deals.

    “When Congress got close to passing an outbound investment provision that would have rode along in the CHIPS bill, that [amendment] included only notification,” the official said. “We noted publicly at the time that we thought any kind of regime based on notification would need to be complemented by a narrow, but tailored, set of prohibitions as well. So nothing has really shifted since.”
