    Aides to the four party leaders in each chamber of Congress and White House staff will continue talks during the week, McCarthy said, and the players will convene again on Friday. Democratic leaders said separately that party leaders would begin discussing a possible budget and spending deal as soon as Tuesday evening — a step closer to pairing the debt limit with another major headache for party leaders.

    Yet neither party’s leaders even edged away from their entrenched positions on the debt limit: Biden and Senate Majority Leader Chuck Schumer said there’s nothing to negotiate. And McCarthy dinged Biden for being unable to articulate any spending cut he might consider as part of a deal to increase the Treasury Department’s borrowing power.

    Instead, the speaker reiterated that the House is the only chamber that has passed a bill dealing with the topic — a measure packed with conservative priorities that Biden’s party has rejected.

    Biden actually went further after the meeting, saying he was “considering” the use of the 14th amendment as a means to circumvent the debt ceiling standoff. But he cast some doubt on whether it could work, saying it would “have to be litigated, and in the meantime without an extension it’d still end up in the same place.”

    Deal-making senators in both parties, however, appeared irked by the lack of progress. Sen. Joe Manchin (D-W.Va.), who met with McCarthy himself and pressed Biden to negotiate, said he expected more.

    “To have five of the political leaders for our country walk out of the meeting and not one of them say that we made progress?” Manchin said. “Ridiculous.”

    Sen. Bill Cassidy (R-La.) said that whether the country defaults or not depends largely on Biden saving the day: “If the president shows leadership, I don’t think we’re going to default. If the president just kind of sits there and, you know, repeats the same thing over and over again, we’ve got an issue.”

    Despite that bleak result, Tuesday’s meeting ended as positively as anyone could have hoped for with a possible debt ceiling breach potentially a month or less away. After near-total silence since February between Biden and McCarthy, the two main negotiating partners, the duo is now set to meet twice in one week.

    As McCarthy returned to the Capitol after a week-long recess on Tuesday, the California Republican declared that party leaders should nail down the outlines of a deal in the next two weeks to ensure the U.S. doesn’t go careening off a fiscal cliff.

    “We now have just two weeks to go,” McCarthy said, offering little clarity on that timeline. While the Treasury Department has predicted the country could breach the debt limit as soon as June 1, the Senate is scheduled to leave Washington in just 10 days, with the House going on a separate recess the week of Memorial Day.

    Schumer described Tuesday as a “bad news and good news” meeting, blasting McCarthy for refusing to rule out default.

    McCarthy dodged reporters’ attempts to get him to promise the nation would make good on its debt, though Senate Minority Leader Mitch McConnell said pointedly: “The United States of America is not going to default.”

    Despite McCarthy suggesting a firm deadline and both parties pooh-poohing the idea of a short-term hike, it remains unclear how seriously negotiators are taking Treasury’s projections of a default as soon as June 1. It took the White House and congressional leaders a week to sit down together after that estimate, and some in Congress are privately wondering whether the debt limit won’t get dealt with until after the Memorial Day holiday.

    “I believe the Treasury secretary when she names the X-date,” House Financial Services Committee Chair Patrick McHenry (R-N.C.) said, referring to the department’s June 1 warning. “I think we have to be prepared to move in anticipation of that date being earlier in the month [of June].”

    McHenry, like McCarthy, said a short-term increase was off the table. But it may be difficult to negotiate a budget deal in time to avoid a debt ceiling breach without more breathing room.

    McConnell essentially backed McCarthy’s position during the meeting and the press availability afterward. Rather than raise alarms, he said the back and forth is normal and Washington is merely “having a debate here” on federal spending “in conjunction with raising the debt ceiling.”

    In the run-up to the meeting, the GOP hardened its position: 43 Republican senators signed on to a letter pledging to filibuster any bill raising the debt ceiling “without substantive spending and budget reforms.” McConnell signed onto that letter and has rhetorically locked arms tightly with McCarthy.

    Biden also has refused to budge from his opposition to negotiations on the debt ceiling. Democrats cite the 2011 debt limit crisis, and the spending cuts and credit downgrades that resulted from that era’s talks with the GOP, as an episode they are unwilling to repeat.

    “People have asked: Will the president give Speaker McCarthy an off-ramp, an exit strategy?” White House press secretary Karine Jean-Pierre said on Tuesday. “The exit strategy is very clear: do your job, Congress must act, prevent a default.”

    House Republicans had generally set low expectations for the meeting, given Democrats’ repeated insistence that they won’t entertain the GOP’s demands. One of the best scenarios possible, as they saw it, was simply that negotiators would agree to a second meeting.

    Some, however, are leaving it to McCarthy to decide what constitutes a win.

    “I’ll let him define that,” Rep. Tom Cole (R-Okla.), chair of the House Rules Committee, said of the speaker after McCarthy departed for the meeting.

    In the meantime, House GOP leaders have no plans to tee up any additional debt measures on the floor. Many privately feel that Biden has more to lose than Republicans, as his approval ratings teeter around 40 percent compared with McCarthy, whose conference has been in lockstep behind him.

    The Senate has not yet voted on the House’s bill or a clean debt ceiling bill introduced by Schumer.

    While both sides prepare to meet again, the parties are expected to keep duking it out in a messaging battle over who would shoulder the blame for the painful effects of a drawn-out debt crisis. That finger-pointing will only grow more tense as financial markets begin to respond to the specter of a potential default.

    The 2011 debt ceiling debacle, which stemmed from Tea Party Republicans pushing the Obama administration for steep spending cuts, ultimately resulted in a downgrade in the country’s credit rating — even after an 11th-hour deal to avoid a default.

    At the time, McConnell swooped in to work with Democrats and then-Vice President Biden to secure a plan they could all swallow. But he has stated clearly that won’t be the case this year: McCarthy is leading the charge this round.

    My family’s history in North America begins in North Carolina, where an ancestor, Lucy Hardiman, was enslaved. She must have been a resistor because her daughter, Mary Coleman, would weep when recounting the lashes Lucy received during her involuntary entrapment.

    Mary moved to Chattanooga, Tennessee, where my family lived from the late 1800s to 1941 during the first phase of their inhabiting the state; a younger generation returned to Tennessee in the early 1990s.

    The first phase of my family’s Tennessee history was marked by abandonment, murder, mental illness and alcoholism. Like many Black southern families, there exist cold cases. My grandfather Mack Hopkins was murdered by a white man who said my grandfather had threatened him with a knife. One version of the murder was that my grandfather knocked on the wrong door. There was an inquest, and the white man went free.

    My grandfather, a laborer, supplemented the family’s food supply by hunting. My only photo is of him posing in front of a car. About a dozen rabbits, a source of protein, are strung up. It’s bad enough that the capitalist system has opposed Blacks acquiring assets, but the murder of Black men compounds the loss, depriving their survivors of assets these victims might have accrued.

    My mother was 17 when she visited my grandfather in the hospital; his clothes were soaked with blood. As he was lying near death, he told her he’d overheard the doctor say, “Let that n—-r die.” Years later, when I received a copy of the death certificate, his cause of death was listed as “shock,” with the sentence, “stabbed by some man.”

    Four years after my grandfather’s death, I was born in the hallway of the same hospital.

    I haven’t been able to obtain the inquest report, but in court my mother called the murderer of my grandfather a liar. She was tough like that, an attribute she inherited from her grandmother, Mary Coleman, who opened a food stand in her front yard after her Irish husband abandoned her. Mary catered to white workers who were employees of the pipe manufacturer located near the Tennessee River in Chattanooga. She insisted that they call her Mrs. Coleman.

    The 1930s were difficult for my mother. In 1930, Mary Coleman, her grandmother, died. In 1934, her father was murdered. In 1938, she became pregnant by a Knoxville college student. He refused to support her, leaving her and me in poverty while he married into the Black aristocracy.

    We ultimately moved to Buffalo, New York, in search of a safer existence, but until then, my mother found a way for us to survive in the Tennessee of the 1930s and 1940s. In her 2003 memoir, “Black Girl From Tannery Flats,” she called it her “Southern Strategy.”

    What she had learned was that good white people would protect you from the bad ones. That was her Southern Strategy. My grandfather’s murderer represented white evil. And my mother could call her father’s murderer a liar because present in the court was Mrs. Clifford Grote, a member of one of the most powerful Chattanooga families, a family that represented the other side of white Tennessee. She employed both my mother and grandmother. Even though my mother was unmarried, Mrs. Grote pulled strings to get her an apartment in the projects. When my grandmother became schizophrenic (the family version was she was under a HooDoo curse), the Grotes were there to support her. They lived in a plantation-styled estate, columns and all. I remember there being an elevator that connected the floors. Mrs. Grote called me G.W. because I was born on February 22, sharing a birthday with the first president. Family members still call me by that name.

    They weren’t the only good white folks. When my mother’s boyfriend, a pretty boy with “good hair,” was caught in bed with a white woman at the Read Hotel where he worked, another employer, a white man named Herbert Spencer, helped to get him out of town safely. When my mother was stabbed during a race riot on a Knoxville bus, her employer, a white woman, insisted that she receive a settlement from the bus company. “You’d do it for me,” she said. My mother also used this strategy in Buffalo. When it came time for my younger brothers to be ensnared in the criminal justice system, she warned the cops assigned to the ritual that young Black men must maneuver that she worked for Judge Sedita, a member of an important Italian American family. His brother Frank was mayor. The cops backed off.

    Wanted: an animal-loving billionaire who might consider buying 1,993 threatened white rhinos instead of a new superyacht or a Picasso, or a Picasso onboard a superyacht.

    John Hume, a South African multimillionaire who started a rhino breeding project with about 200 animals 30 years ago, is selling all the rhinos and the 8,500-hectare (21,000 acres) conservation ranch where they live in what must rank as one of the most unusual ever online auctions.

    Bids for the farm, 100 miles south-east of Johannesburg, start at $10m (£8m) and close at 5pm on Monday 1 May – international save the rhino day. Also included alongside the rhinos – which make up about 10% of the world’s total rhino population – are 213 buffaloes, five hippos, seven zebras and 11 giraffes.

    Hume, 81, who made his fortune building timeshare resorts, said he was selling up after spending $150m on the project and he could no longer continue to support the rhinos.

    “I’ve used all my life savings spending on that population of rhinos for 30 years. And I finally ran out of money,” he said. “I’m hoping that there is a billionaire that would rather save the population of rhinos from extinction than own a superyacht.”

    His daughter-in-law Tammy Hume said Hume called an emergency family meeting last year when he realised he would soon no longer be able to meet the £8,000-a-day cost of securing and feeding the rhinos. The farm employs about 100 people, including vets, rangers and security guards to protect the animals from poachers. There is also a helicopter for air patrols.

    Hume said selling the Platinum Rhino Project was the only option, after failing to overturn a global ban on selling rhino horn to fund the farm. The horn, which is used as an ingredient in traditional Chinese medicine, is said to be more valuable, by weight, in the hidden economy than elephant ivory, cocaine or gold.

    The farm has a licence to trim rhino horns, which it claims helps protect them as it makes the animals less of a target for poachers. The Humes said the trimmed rhino horn is DNA-profiled, microchipped and kept in a secure location – and not sold.

    Hume said he fell in love with rhinos after retiring to a small ranch in the countryside with a small crash of rhinos. “I’m sympathetic and emotional. Rhinos are underdogs. They stand the least chance of surviving poaching,” he told the Daily Maverick. “It’s impossible to say what these 2,000 rhinos have cost me. Billions. I was rich then. And now I’m not.”

    Hume said his “ideal buyer is a person or foundation with a passion for conserving rhinos and the means to keep the breeding project going”.

    He added: “With 200 rhinos born a year, the project has the power to make a significant difference and bolster declining rhino populations on the African continent.”

    Tammy Hume said the family had spoken to several “high net worth individuals” who had expressed interest in buying the farm as a philanthropic gift to conservation efforts. They have also been in discussions with ecological foundations and zoos across the world.

    She had hoped to fund future conservation work by releasing 100 of the rhinos into the wild but could not find a charity or philanthropist to fund the effort. “Trimming [horns], we understand that there is enormous concern about but it was just one idea of how to generate an income,” she said. “Another was to create a nature market from rewilding rhinos … but no one was willing to pay for it.”

    As of Friday no bids had been placed but Hume said several people had registered for the auction and paid a 90,000 rand (£4,000) registration fee.

    “We hope the auction has set off alarm bells around the world, that we can’t continue to look after the rhinos financially, and these animals need a new saviour.”

    Almost all (98.8%) of the southern white rhinos occur in only four countries: South Africa, Namibia, Zimbabwe, and Kenya. They were, according to the WWF, thought to be extinct in the late 19th century, but in 1895 a small population of fewer than 100 individuals was discovered in KwaZulu-Natal, South Africa. After more than a century of protection and management, they are now classified as “near threatened” and about 18,000 animals exist in protected areas and private game reserves. They are the only one of the five rhino species that are not endangered.

    A spokesperson for the WWF said: “[We] are working with rhino conservation experts to better understand the current and future potential conservation contribution of the white rhino at Platinum Rhino and the role of captive breeding operations in white rhino conservation. Although the numbers of rhinos that have been bred at Platinum Rhino represent a notable percentage of white rhinos left in the world, it is unfortunately increasingly the case in rhino conservation that our challenge is not a shortage of rhinos but a shortage of conservation areas with safe suitable rhino habitat.”
