Delhi LG asks AAP govt to send names for labour welfare board, or explain why it can’t

    [ad_1]

New Delhi: In yet another flashpoint between the two, Delhi LG VK Saxena has asked the AAP government to reconstitute the Labour Welfare Board appointing suitable members or communicate opinion on the matter so that it could be referred to the President, sources said.

No immediate reaction could be had from the AAP on the matter.

The LG and AAP government have had many rows in the past several months including the one over probes ordered by Saxena on complaints of corruption and the issue of sending teachers for training to Finland.

The labour welfare body remains without an executive board even after two years due to an impasse over eligibility criteria for appointment of the members.

“The LG has asked for the Board to be constituted with members who have domain expertise in labour welfare or send the file to him for expressing difference of opinion,” sources at LG office said.

The AAP government sat on a file meant for re-constitution of the Delhi Labour Welfare Board (DLWB) for more than 14 months, between June, 2021 and September, 2022 and finally sent the proposal with names for approval of the Lt Governor on September 12, 2022, they claimed.

The names proposed by the then labour minister, Manish Sisodia, and approved by Chief Minister Arvind Kejriwal were not as per the criteria for selection of such members, sources at LG Office said.

The members nominated to the Board, instead of being domain experts in labour welfare, were picked from among vaccination camp organisers, RWA presidents and individuals distributing food during Covid pandemic, they claimed.

The Lt Governor returned the file to the Chief Minister on November 21, 2022, with observations advising the Labour department to submit a panel of names for appointment after a thorough background check on their suitability and experience in related fields.

“Members of this Board perform important functions of welfare of labourers and therefore, it is important that such members must possess sufficient experience in the field of labour welfare.

“Such nominated members must demonstrate skill and expertise which reveal their capabilities to contribute to the cause of labour welfare,” the LG had observed.

In the proposed list, most of the nominees, especially nine of the 17 do not have appropriate experience or domain knowledge to effectively contribute for welfare activities and also it is difficult to ascertain if nominations of others are commensurate with the spirit of the law, the LG said in a note.

He had also suggested creation of a search committee for appointment of the members.

In its reply, the Delhi government submitted the file back on January 7, 2023, asking the LG to either agree to the names suggested by it or invoke difference of opinion as prescribed under Article 239AA(4) and Rule 49 and 50 of the Transaction of Business Rules, claimed the sources.

The LG office again returned the file to the Chief Minister’s office, on February 9, 2023, noting that in case the Chief Minister had different views on the issue, the matter may be referred to the Council of Ministers for its consideration.

He also expressed disagreement with the Labour Minister’s view, approved by the CM, that in the absence of any prescribed qualification for the members, the proposal of the government must be agreed upon.

The file was again submitted to the LG on February 22 this year, with the observation that as per amended Rule 49 of ToBR the issue was discussed by the LG with the Labour minister within a statutory time limit of 15 days.

“Thus, this case is legally time barred for Hon’ble LG to express any difference of opinion,” read the CM’s note .

The file has once again been returned to the CMO for the matter to be brought before the Council of Ministers, if the CM and the Labour minister do not agree with the LG over the issue, sources added.

  • Is liquor scam money being spent on Telangana’s welfare?: Bandi Sanjay

Is liquor scam money being spent on Telangana’s welfare?: Bandi Sanjay

    [ad_1]

Hyderabad: Telangana Bharatiya Janata Party (BJP) president Bandi Sanjay Kumar strongly opposed Bharat Rashtra Samithi (BRS) MLC K Kavitha’s statement that Telangana people would never bow before Delhi rulers.

“Is Kavitha indulging in illegal liquor deals for the sake of Telangana people? Is that ill-gotten money being spent on crop loan waiver or payment of salaries to the employees or towards unemployment allowance?” Sanjay asked.

Addressing a gathering at the state BJP office on the occasion of International Women’s Day, Sanjay wondered in what way the people of Telangana were concerned with the liquor scam involving chief minister K Chandrashekar Rao’s daughter.

Stating that the people of Telangana had never bowed before to anybody in the country, Sanjay said they were now forced to bow their heads in shame because of the illegal liquor scam involving Kavitha.

“Kavitha’s wicket is down with the liquor scam and very soon, all the BRS wickets would be clean bowled. There is no question of leaving those who were involved in liquor scam and gambling activities,” he said.

The BJP president further alleged that womenfolk of Telangana were subject to insults and humiliation during the KCR regime.

“KCR’s son K T Rama Rao had no time to call on the family members of Dr Preethi who died by suicide due to alleged mental torture by her senior. But he would go to Sania Mirza’s last tennis match,” he criticized.

Bandi went on to praise Prime Minister Narendra Modi’s initiative for women’s welfare. “Apart from constructing 11 crore individual toilets, Modi granted gas connections to nine crore women, constructed houses for 3 crore women, and opened 25 crore Jan Dhan bank accounts for 25 crore women,” he pointed out.

On the other hand, KCR had shown no respect to women. “During his first stint as chief minister, there was not a single woman in his cabinet. There may never be a woman president in BRS. There is no women’s commission. For KCR, only his daughter Kavitha represents the entire womenfolk – whether it was for playing Bathukamma or holding meetings of women,” he said.

Pointed out that BJP had reserved 30 percent of its organisational positions for women, Sanjay said, “The party had made a tribal woman as the President of India; eight women as governors, four as chief ministers and 11 women MPs as Union ministers.”

Assuring that a good number of women who had the chance of winning would be given the party tickets in the upcoming Assembly elections, Sanjay urged women vote to vote in favor of BJP.

  • TSBC chairperson writes to PM Modi expressing grief over BC welfare

TSBC chairperson writes to PM Modi expressing grief over BC welfare

    [ad_1]

Hyderabad: The chairman of Telangana Backward Classes Commission (TSBC) Dr Vakulabharanam Krishna Mohan Rao wrote an open letter to Prime Minister Narendra Modi expressing his disappointment and concerns regarding the BC community over Modi’s eight-year tenure.

In his letter, Rao states that when Modi was elected as the Prime Minister back in 2014, the entire backward class looked upon Modi, who also belongs to the community, as a revolutionary change.

“But I regret to bring to your notice that no concerted action is initiated by you in your two-term tenure for the betterment of the BC communities. There has always been a lukewarm response by your government in matters concerning the welfare of the community,” the letter said.

Rao reminded Modi that his government has time and again ignored or evaded taking up caste-based socio-economic surveys of the BC community for explicit reasons.

“With the non-availability of the ‘Socio-Economic Caste Census -2011’, data prepared by the Telangana government could not effectively cover the welfare schemes meant for the BC communities. This is also acting as a serious impediment in arriving at the actual percentage of reservations for the backward communities in local bodies. With the availability of modern tools, the errors on the data can be rectified and can effectively be used for the betterment of the communities, such as in education, employment and political arena,” the letter stated.

Rao spoke about the anomalies in the Socio-Economic Caste Census -2011 where Rs 4,894 crore has been spent already. “No concrete percentage of the BC community was arrived at and the actual percentage of BC population in the country is still not officially revealed,” Rao stated in his letter to PM Modi.

Furthermore, the letter stated, “It is also noticed that no Terms of Reference (TOR) was given to the Committee appointed under the chairmanship of NITI Aayog with regards to the surnames and gotras. The other members of the committee have still not been appointed to date.”

Terming the Centre’s attitude towards the BC community as apathetic, Rao’s letter states, “The government is also exhibited in evading the clarification sought by the Parliamentary Committee on Rural Development with regards to the errors noticed in the 1,34,77,330 people surveyed. The government could have rectified these mistakes using modern tools.”

Rao pointed out that the Centre in its affidavit had maintained that the caste census details of 2021 cannot be used by officials due to a number of errors. “However, according to the Registrar General and Census Commissioner, 98.87% of the caste census taken up is corrected. This contradicts Centre’s earlier statements,” Rao said.

Rao mentions a Supreme Court’s 2010 verdict that said a triple test has to be conducted by state governments in arriving at the percentage of the backward class reservations in local bodies, requiring the Centre to take up the socio-economic, educational employment, and political survey of the community to arrive at its actual representation vis-a-vis the general population.

“With the apathetic attitude of the government to the demands of such surveys from the states, it will be a herculean task for the state governments to ensure adequate representation of the backward communities,” the letter stated.

The letter concludes by stating that the lack of BC community compatibility will not project the government in a good light.

“I, therefore, fervently appeal to you to forthwith intervene in the matter and provide us data pertaining to Telangana to enable us to take up various welfare measures, to arrive at the accurate BC population and also to ensure their proportionate share of reservations in the field of education, employment ad political arena,” Rao’s letter concluded.

  • Wuhan welfare protests escalate as hundreds voice anger over health insurance cuts

Wuhan welfare protests escalate as hundreds voice anger over health insurance cuts

    [ad_1]

Crowds of hundreds of older people took to the streets in the Chinese cities of Wuhan and Dalian on Wednesday in escalating protests against changes to the public health insurance system.

The protests were sparked by cuts to monthly allowances paid to retirees under China’s vast public health insurance system. The changes, gradually introduced since 2021, come as local government finances are strained following years of strict and costly zero-Covid policies.

On Wednesday, a crowd of demonstrators rallied in front of a park in the central Chinese city of Wuhan for the second time in a week. Video posted on social media showed security guards by the entrance to a popular scenic spot, Zhongshan park, forming a human chain to prevent more demonstrators from entering. Crowds pushed against officers, while some videos showed people singing the “Internationale”. The song, also an anthem of the Chinese Communist party, has been a feature of some recent protests and been used to accuse the party of straying from its origins.

A separate protest, comprising hundreds of retirees, was also staged outside Wuhan’s city hall. Pictures shared on social media appeared to show local officials meeting some of those demonstrators for negotiations.

Hundreds of people also rallied on Wednesday morning over the same issue more than 1,200km away, in the north-eastern city of Dalian, a witness confirmed to Agence France-Presse.

“Give me back my medical insurance money,” the crowd shouted in one video, which the news agency geolocated to the city’s Renmin square, where a number of local government buildings are situated.

In another video, a large column of police are seen guarding the city government building.

Total numbers of Wednesday’s protesters ranged from hundreds to thousands, across media reports. At last week’s protests witnesses reported some participants being taken away by police. Local residents at the time said the retirees had threatened to take to the streets again on 15 February unless the government responded immediately.

According to social media posts collated by a protest monitoring account, some public institutions in central Wuhan were closed for the day on Wednesday. There also appeared to be an increase in the number of community activities organised for the city’s older people, and some residents alleged security officers were preventing them from leaving their residential buildings, citing “public health insurance reasons”.

“These old people can come out [to protest] not only for themselves but also for future generations,” said one supporter on social media. “Medical and social insurance without a contract is a Ponzi scheme of CCP. If you don’t go on the streets today, your children and grandchildren will become slaves for generations.”

Another said: “If you reduce the basic living allowance for the people, who would trust the government in the younger generation?”

The protests in Wuhan, a city of 11 million people, have been exacerbated by the fact that its officials are largely unaffected by the changes, analysts have said.

“Civil servants and public institution staff are still entitled to subsidised medical assistance insurance on top of the employee health insurance scheme,” political risk consultancy SinoInsider said in a note.

“Senior and retired CCP (Chinese Communist party) cadres have long had access to generous medical treatments at public expense and without having to pay for basic healthcare insurance.”

Local governments could “compromise and meet protester demands early” rather than engage in a drawn-out dispute, the firm added.

On Thursday, China’s state planner and finance ministry announced policies aimed at stimulating spending on housing and unlocking consumer savings that have been built up during the pandemic.

The announcements, reported by state media, also included measures to help older people, improve childcare services and encourage couples to have more children.

Localised protests are not rare in China, but a spate of rallies across multiple cities last year with a shared focus on Covid restrictions and their social impact rattled authorities, who worked quickly to shut them down and arrest participants. There was also speculation that the sudden lifting of zero-Covid restrictions just weeks later was also connected to the protests.
