    Guwahati: Welcoming the possibility of signing a peace agreement between the government and the ULFA (pro-talk), its leader Anup Chetia on Thursday said the pact can be inked if the Centre accepts its demands like land rights for the indigenous Assamese people.

    Chetia, who is the general secretary of the ULFA, said that they recently received a draft of the agreement but the matter was yet to be discussed in various fora of the organisation.

    His statement came hours after Chief Minister Himanta Biswa Sarma announced in New Delhi that there was a possibility of signing a peace agreement with the group in May.

    “The chief minister has taken an initiative for an agreement with the pro-talk ULFA and we welcome it But the entire matter lies in the hands of the Central government.

    “If the centre accepts our various demands, including the constitutional, political and land rights of the indigenous Assamese population, then the agreement can be signed,” Chetia told reporters.

    A draft of the agreement has been sent to the organisation just before the Rongali Bihu festival earlier this month.

    “The matter has been discussed in the central committee. But the working committee and the general council will discuss it before a final decision on the draft can be taken,” Chetia, a founding member of the outfit, said.

    Asked about the possibility of peace talks with the ULFA (Independent), led by hardliner Paresh Barua, he said that he will welcome it as it will lead to lasting peace in Assam.

    The chief minister, after taking oath on May 10, had appealed to the ULFA(I) to come forward for peace talks and resolve the decades-old insurgency problem in the state. However, not much progress has been made in this direction.

    On several occasions, Sarma has mentioned that the ULFA(I) talks about ‘sovereignty’ which he, as the chief minister, cannot constitutionally negotiate.

    Chetia urged Sarma to take the right steps in this direction as he is also an Assamese and the “problems that we are talking about is not of the ULFA alone but of the indigenous people of Assam”.

    Asked about reports that youths are joining the ULFA(I), the pro-talk leader said as long as there is an organisation, people will join it but many soon get disenchanted and return home.

    “There has been a change in Assam’s environment and it is no longer conducive for an armed struggle,” he added.

    Chennai: Tamil Nadu Chief Minister M K Stalin on Saturday said he ‘wholeheartedly’ welcomed the decision by the Ministry of Home Affairs to conduct the examinations for recruitment of constables in the Central Armed Police Force in state languages.

    He reiterated his demand to provide question papers in Tamil and other state languages in all union government examinations.

    “As a result of my letter to (Union Home Minister) Amit Shah, the Union Government has announced that it would conduct the CAPF exams in all state languages,” Stalin said on micro-blogging site on Saturday.

    “I wholeheartedly welcome this decision and reiterate our demand to provide question papers in Tamil and other state languages in all Union government exams,” he said.

    Earlier in the day, the Home Ministry approved the conduct of constable (general duty) examination for CAPF in 13 regional languages, in addition to Hindi and English.

    Last week, Stalin had shot off a letter to Shah stating that the Ministry’s decision to hold the examinations in English and Hindi amounts to ‘blatant discrimination’ and denies equality of opportunity to non-hindi speaking states.

    The chief minister had urged the Home Minister to immediately revise the notification to include Tamil and other state languages.

    Since Modi often targets Telangana Chief Minister K. Chandrasekhar Rao over family rule and corruption, the Bharat Rashtra Samithi (BRS) this time launched a counter attack ahead of his visit.

    The Prime Minister is arriving in Hyderabad on Saturday to launch various infrastructure projects. He is also scheduled to address a public meeting.

    He will inaugurate or lay the foundation stone for projects worth over Rs 11,300 crore.

    Modi will visit Secunderabad Railway Station to flag off Secunderabad-Tirupati Vande Bharat Express.

    He will lay the foundation stone for new blocks at All India Institute of Medical Sciences (AIIMS) Bibinagar and also launch various railway and highway projects.

    The city had also witnessed poster wars during Modi’s earlier visit to the city.

    The BRS had mocked him over fuel price hike, demonetisation and failure to fulfill the commitments made to Telangana.

    Jerusalem: Azerbaijan has opened an embassy in Israel, three decades after the establishment of diplomatic relations between the two countries.

    Israeli Foreign Minister Eli Cohen hosted his Azerbaijani counterpart Jeyhun Bayramov before the opening ceremony, Xinhua news agency reported.

    Cohen said that the opening of the embassy in Tel Aviv marks “an important occasion for our two countries and peoples”.

    He stressed that Azerbaijan is a “strategic partner”, and he plans to go on a diplomatic visit to Baku with an economic delegation “soon”.

    For his part, Bayramov said that “Israel was one of the first countries to recognise the independence of Azerbaijan. During the past 30 years, relations between the two countries were strong on the basis of dialogue and mutual understanding”.

    “We discussed ways to enhance economic cooperation, which has promising opportunities,” Bayramov said, adding that 114 Israeli companies operate in Azerbaijan and there have been direct flights between the two countries since 1993.

    Israel and Azerbaijan have had official ties for 30 years, and Israel first opened its embassy in Baku in 1993.

    Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Monday welcomed the Supreme Court allowing the State Election Commission to issue a notification regarding the urban local body polls in the state.

    In a tweet in Hindi, Adityanath said, “Accepting the report of the OBC Commission by the Honourable Supreme Court, and the orders to conduct the urban local body elections is welcome. The UP government is committed to conduct the urban local body elections in a time-bound manner, while following the rules of reservation in a lawful manner.”

    The Supreme Court on Monday paved the way for holding the urban local body polls in Uttar Pradesh as it allowed the State Election Commission to issue a notification in this regard in two days with an OBC quota in terms of a report of the Uttar Pradesh Backward Classes Commission.

    A bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala said, “This court, in an order dated January 4, 2023, noted that in view of the decisions of this court, the government of Uttar Pradesh issued a notification for setting up the Uttar Pradesh Backward Classes Commission in December 2022. Though the tenure of the commission was six months, it was to complete its task by March 31, 2023.”

    It further said, “The solicitor general informs that the report has been submitted on March 9, 2023 to the cabinet. The process of notifying the local body elections is going on and will be done in two days. The plea is disposed of. The direction in this order is not to be used as precedent.”

    On January 4, the top court stayed an Allahabad High Court order directing the holding of the urban local body polls without any reservation for the Other Backward Classes (OBCs).

    It had also ordered that the panel appointed by the state government to decide on issues related to the grant of the OBC quota for the local body polls will have to conclude its exercise within three months (by March 31), instead of six months as stipulated earlier.

    Earlier, the state government had moved the apex court with its appeal against a December 27, 2022 order of the high court, saying the latter cannot quash the draft notification issued on December 5 last year, which provided for reservation of seats in the urban civic body polls for the OBCs, apart from those for the Scheduled Castes (SCs), Scheduled Tribes (STs) and women.

    The appeal said the OBCs are a constitutionally-protected section and the high court erred in quashing the draft notification. After the high court’s order, the Uttar Pradesh government appointed a five-member commission for going into the entire gamut of issues for providing reservation to the OBCs in the urban local body polls.

    The panel was headed by Justice (retired) Ram Avtar Singh. The four other members of the panel were retired Indian Administrative Service (IAS) officers Chob Singh Verma and Mahendra Kumar, and former legal advisors to the state government Santosh Kumar Viskarma and Brajesh Kumar Soni.

    The Lucknow bench of the high court had ordered that the state government notify the polls “immediately” as the term of several municipalities was going to expire by January 31, while annulling the December 5, 2022 draft notification. The high court had directed the State Election Commission to hold the elections by January 31, after transferring the OBC seats in the draft notification to the general category.

    The high court’s order had come on pleas challenging the preparation of the OBC reservation draft without following the “triple test” formula prescribed by the Supreme Court.

    The triple test requires setting up a commission to hold a “rigorous empirical inquiry” into the nature of the “backwardness” in the context of the local bodies, specifying the proportion of reservation based on the commission’s recommendations and ensuring that it does not exceed the overall 50-per cent quota limit.

    The high court had held that the triple test condition formulated by the Supreme Court 11 years ago was mandatory.

    “Until the triple test is completed in all respects by the state government, no reservation for a backward class of citizens shall be provided,” the order had said.

    Tehran: The Iranian Foreign Ministry spokesman Nasser Kanaani has welcomed the support voiced in a statement by the Gulf Cooperation Council (GCC) for the detente between Tehran and Riyadh.

    Kanaani made the remarks on Thursday in a statement published on the Iranian Foreign Ministry’s website, reacting to a statement issued at the end of the 155th session of the GCC Ministerial Council on Wednesday in Riyadh, in which the council hailed the recent China-brokered agreement signed between Iran and Saudi Arabia on the normalisation of relations after seven years of severed ties.

    He expressed hope that the agreement between Iran and Saudi Arabia would play an effective role in ensuring regional stability, peace and development and promoting dialogue-based approaches in the region, Xinhua news agency reported.

    Kanaani once again hailed China’s hosting of the latest round of the rapprochement talks between Iran and Saudi Arabia and the country’s contribution to the signing of the agreement, appreciating effective efforts by Baghdad and Muscat toward the detente between Tehran and Riyadh.

    He said the regional states’ support for the agreement is an indication of their determination to promote diplomatic approaches in the region.

    In its statement, the GCC Ministerial Council said the agreement between Saudi Arabia and Iran is a step toward establishing relations between countries based on understanding, mutual respect, good neighbourliness, respect for sovereignty, and non-interference in internal affairs.

    It also highlighted that the agreement aligns with the charters of the United Nations, the Organisation of Islamic Cooperation (OIC) and international laws and norms.

    China, Saudi Arabia and Iran announced on March 10 that the latter two had reached a deal which includes the agreement to resume diplomatic relations and reopen embassies and missions within two months.

    Srinagar: PDP chief Mehbooba Mufti Wednesday welcomed the opening of the Sharda Devi Temple near the Line of Control (LoC) in Kupwara district of Jammu and Kashmir.

    She also expressed hope of resumption of cross-LoC trade.

    “This is very good. We have always been saying that we need to engage, reconcile and resolve things. The opening of Sharda temple is a very good thing. It is something that the Kashmiri Pandits were looking forward to, they really wanted it to be opened,” Mehbooba told reporters here.

    Earlier in the day, Union Home Minister Amit Shah e-inaugurated the Mata Sharda Devi temple in Karnah sector of the north Kashmir district.

    The PDP chief expressed hope that the opening of the temple will not be restricted to pilgrimage, but “it will go beyond that”.

    “I also hope that the business which was conducted on Muzaffarabad Road and Rawalakot road, that also is resumed,” she said, referring to the now suspended cross-LoC trade on Uri-Muzaffarabad, and Poonch-Rawalakot routes.

    Moscow: Russian President Vladimir Putin welcomed Chinese leader Xi Jinping to the Kremlin on Monday, in a visit that sent a powerful message to Western leaders allied with Ukraine that their efforts to isolate Moscow have fallen short.

    As he greeted Xi, Putin also said he welcomed his plan for “settlement of the acute crisis in Ukraine.”

    Xi’s visit showed off Beijing’s new diplomatic swagger and gave a political lift to Putin just days after an international arrest warrant was issued for the Kremlin leader on war crimes charges related to Ukraine.

    The two major powers have described Xi’s three-day trip as an opportunity to deepen their “no-limits friendship.”

    China looks to Russia as a source of oil and gas for its energy-hungry economy, and as a partner in standing up to what both see as U.S. domination of global affairs.

    The two countries, which are among the five permanent members of the U.N. Security Council, also have held joint military drills.

    Kremlin spokesman Dmitry Peskov said that over dinner on Monday, Putin and Xi will likely include a “detailed explanation” of Moscow’s actions in Ukraine.

    Broader talks involving officials from both countries on a range of subjects are scheduled for Tuesday, Peskov said.

    For Putin, Xi’s presence is a prestigious, diplomatic triumph amid Western efforts to isolate Russia after its invasion of Ukraine.

    In an article published in the Chinese People’s Daily newspaper, Putin described Xi’s visit as a “landmark event” that “reaffirms the special nature of the Russia-China partnership.”

    Putin also specifically said the meeting sent a message to Washington that the two countries aren’t prepared to accept attempts to weaken them.

    “The U.S. policy of simultaneously deterring Russia and China, as well as all those who do not bend to the American diktat, is getting ever fiercer and more aggressive,” he wrote.

    Xi’s trip came after the International Criminal Court in The Hague announced Friday it wants to put Putin on trial for the abductions of thousands of children from Ukraine.

    China portrays Xi’s visit as part of normal diplomatic exchanges and has offered little detail about what the trip aims to accomplish, though the nearly 13 months of war in Ukraine cast a long shadow on the talks.

    At a daily briefing in Beijing on Monday, Foreign Ministry spokesperson Wang Wenbin said Xi’s trip was a “journey of friendship, cooperation and peace.”

    On the war, Wang said: “China will uphold its objective and fair position on the Ukrainian crisis and play a constructive role in promoting peace talks.”

    Beijing’s leap into Ukraine issues follows its recent success in brokering talks between Iran and its chief Middle Eastern rival, Saudi Arabia, which agreed to restore their diplomatic ties after years of tensions.

    Following that success, Xi called for China to play a bigger role in managing global affairs.

    “President Xi will have an in-depth exchange of views with President Putin on bilateral relations and major international and regional issues of common concern,” Wang said.

    He added that Xi aims to “promote strategic coordination and practical cooperation between the two countries and inject new impetus into the development of bilateral relations.”

    Although they boast of a “no-limits” partnership, Beijing has conducted a China First policy. It has shrunk from supplying Russia’s war machine a move that could worsen relations with Washington and turn important European trade partners against Beijing.

    On the other hand, it has refused to condemn Moscow’s aggression and has censured Western sanctions against Moscow, while accusing NATO and the United States of provoking Putin’s military action.

    China last month called for a cease-fire and peace talks between Kyiv and Moscow. Ukrainian President Volodymyr Zelenskyy cautiously welcomed Beijing’s involvement, but the overture fizzled.

    The Kremlin has welcomed China’s peace plan and said Putin and Xi would discuss it.

    Washington strongly rejected Beijing’s call for a cease-fire as the effective ratification of the Kremlin’s battlefield gains.

    Kyiv officials say they won’t bend in their terms for a peace accord.

    “The first and main point is the capitulation or withdrawal of the Russian occupation troops from the territory of Ukraine in accordance with the norms of international law and the UN Charter,” Oleksiy Danilov, the secretary of Ukraine’s National Security and Defense Council, tweeted on Monday.

    That means restoring “sovereignty, independence and territorial integrity,” he wrote.

    The Kremlin doesn’t recognize the authority of the International Criminal Court and has rejected its move against Putin as “legally null and void.” China, the U.S. and Ukraine also don’t recognize the ICC, but the court’s announcement tarnished Putin’s international standing.

    China’s Foreign Ministry called on the ICC to “respect the jurisdictional immunity” of a head of state and “avoid politicisation and double standards.”

    Dmitry Medvedev, deputy head of Russia’s Security Council, said the ICC’s move will have “monstrous consequences” for international law.

    “A gloomy sunset of the entire system of international relations is coming, trust is exhausted,” Medvedev wrote on his messaging app channel. He argued that in the past, the ICC has destroyed its credibility by failing to prosecute what he called U.S. war crimes in Afghanistan and Iraq.

    He also cautioned that the court in The Hague could be a target for a Russian missile strike. Medvedev has in the past made bombastic statements and claims.

    Russia’s Investigative Committee said Monday it is opening a criminal case against a prosecutor and three judges of the ICC over the arrest warrants they issued for Putin and his commissioner for children’s rights, Maria Lvova-Belova.

    The committee called the ICC’s prosecution “unlawful” because it was, among other things, a “criminal prosecution of a knowingly innocent person.”
