    Chinese Communist Party heads for major revamp at next week’s key meet

    Beijing: China’s ruling Communist Party as well as the state institutions will undergo a major revamp at a key meeting of the party to be held here next week, it was announced here on Wednesday.

    The Central Committee of the Communist Party of China (CPC) headed by President Xi Jinping will hold its second plenary session from February 26 to 28, an official press release after the political bureau meeting of the Party held here on Tuesday said.

    The Political Bureau discussed the draft plan on the reforms of Party and state institutions, which will be submitted to the second plenary session of the Central Committee for review, it said without disclosing the details of the planned reforms.

    The Central Committee which is the top policy of the party was elected at the once in five-year Congress of the party held in October last year and consisted of 203 members and 168 alternate members.

    Xi, 69, was re-elected for an unprecedented third five-year term by the Congress.
    The Central Committee plenary session will be held ahead of the annual session of China’s Parliament, the National People’s Congress (NPC) and the top advisory body the China People’s Political Consultative Conference (CPPCC).

    The two bodies were scheduled to meet in the first week of next month.

    After the NPC annual session, China will unveil a new leadership, including a new Premier to succeed the incumbent Li Keqiang who is retiring.

    Barring Xi, almost all officials at the top are expected to be replaced.

    SRINAGAR: The High Court of Jammu & Kashmir and Ladakh directed the authorities to proceed with the termination of a 18-20-week pregnancy of an alleged minor rape victim after having a fresh examination of the victim and after father of a minor gives “extra high risk consent.”

    The victim’s father had approached the court seeking termination of pregnancy of the minor. In the rape case, an FIR was registered at a police station in north Kashmir on February 14.

    According to report published by LiveLaw.in, Justice Javed Iqbal Wani on February 17 had directed a Medical Board of LD Hospital in Srinagar to ascertain as to whether the termination of pregnancy is advisable or not.

    Mohsin Qadiri, Sr. Additional Advocate General on Tuesday submitted a report addressed by the Head of Department, Gynaecology and Obstetrics, Government Medical College, Srinagar, to the Medical Superintendent, Government LD Hospital, Srinagar stating that the patient has a 19 weeks of pregnancy and runs a very high risk for MTP as it is a case of teenage pregnancy.

    The report further said that MTP could be undertaken subject to the “extra high risk consent given by guardians/parents.” In court, the father of the victim volunteered and agreed to extend the consent as solicited by the medical board.

    The court directed the authorities to proceed with the case of termination of pregnancy of the minor victim by the experts in the field after having a fresh examination of the victim.

    “In the event a final call is taken by the experts for termination of pregnancy of the minor victim, necessary measures shall also be taken in association with respondents 3 and 4 for the preservation of the DNA sample of the fetus. It is further directed that in case the process of termination of pregnancy is undertaken, the minor victim be provided all necessary medical facilities free of cost by the respondent 2,” LiveLaw.in quoted the court as having said.

    US reports 130,000 child Covid-19 cases in past 4 weeks

    Los Angeles: Nearly 130,000 child Covid-19 cases were reported in the US in the past four weeks, according to the latest report by the American Academy of Pediatrics (AAP) and the Children’s Hospital Association.

    As of February 16, more than 15.4 million children in the US were reported to have tested positive for Covid-19 since the onset of the pandemic, according to the report as quoted by Xinhua news agency report.

    Nearly 29,000 child Covid-19 cases were reported in the week ending February 16. Over the past five months, weekly reported child cases have plateaued at an average of about 33,000 cases, according to the report.

    There is a need to collect more age-specific data to assess the severity of illness related to new variants as well as potential longer-term effects, said the report.

    It is important to recognise there are immediate effects of the pandemic on children’s health, but importantly we need to identify and address the long-lasting impacts on the physical, mental, and social well-being of this generation of children and youth, said the AAP.

    The trainee’s were educated on subjects of police laws, welfare of police personnel and field craft to face challenges they are likely to encounter in the forthcoming days.

    City Armed Reserve’s Commissioner of Police M Srinivaslu attended the valediction function of training sessions as the chief guest along with Additional Deputy Commissioner of Police for the City Police Training Center Maddipati Srinivas Rao on Monday.

    The indoor and outdoor staff also participated in the valediction function. The trainees shared their experiences in the presence of Chief guest.

    Tehran: Videos shared on social media platforms showed that protestors took to the streets in several cities across Iran, on Thursday night, in one of the most widespread anti-government demonstrations in weeks.

    Thursday’s protests, coincided with the 40th day since the Iranian authorities executed two men, Mohammad Mehdi Karami and Seyed Mohammad Hosseini, after they were accused of killing a member of the Basij paramilitary force in the country, during protests over the death of 22-year-old Mahsa Amini, in police custody.

    Videos released by the Human Rights Activists News Agency (HRANA) show protests in the capital, Tehran, as well as in the cities of Karaj, Isfahan, Arak, and Izeh.

    Videos showed people chanting “woman, life, freedom” and “death to Khamenei” – a reference to the revolutionary leader.

    A video confirmed by BBC Persian, a crowd in Karaj chanted the names of Mohammad Mehdi Karmi and Seyed Mohammad Hosseini.

    Meanwhile, the opposition activist group 1500 Images shared a video from Mashhad in which a group of men and women shout: “My martyred brother, we will avenge your blood.”

    In another video, women from Isfahan came to the street again in protest and took off their headscarves.

    In response to the widespread anti-government protests, American activist of Iranian origin, Masih Alinejad wrote in a tweet, “Despite the threat of death, Iranian people came to the streets again and shocked the regime once again. Iranian people will overthrow this regime.”

    Protests swept across the country in September following the death in custody of Mahsa Amini, a 22-year-old woman who was detained by morality police for allegedly not wearing her hijab properly.

    So far, at least 529 protesters have been killed and almost 20,000 detained, according to the Human Rights Activists’ News Agency (HRANA). Four protesters have been hanged since December, while 107 others have reportedly been sentenced to death or charged with capital offences.

    Hundreds of residents of the Ohio village upended by a freight train derailment and the subsequent burning of some of the hazardous chemicals on board, have questioned officials over potential health hazards.

    Norfolk Southern, the rail operator, did not join Wednesday night’s meeting in East Palestine – which was billed as an open house gathering with local, state and federal officials – because of concerns for their staff’s safety.

    “Unfortunately, after consulting with community leaders, we have become increasingly concerned about the growing physical threat to our employees … around this event stemming from the increasing likelihood of the participation of outside parties,” the railway said in a statement.

    The meeting came as the community continued to seek answers over the potential impact on drinking water and the plans for cleanup. There also remain concerns over the huge plumes of smoke and persistent odors.

    Even as school resumed and trains were rolling again, people in and around East Palestine were asking whether the air and water was safe for people, pets and livestock. Community members have asked for assistance in navigating the financial help that the railroad offered hundreds of families who evacuated.

    Ohio attorney general Dave Yost advised Norfolk Southern on Wednesday that his office is considering legal action against the rail operator.

    “The pollution, which continues to contaminate the area around East Palestine, created a nuisance, damage to natural resources and caused environmental harm,” Yost said in a letter sent to the company.

    The state’s Environmental Protection Agency said Wednesday that the latest tests show water from five wells supplying the village’s drinking water are free from contaminants. But the EPA also is recommending testing for private water wells because they are closer to the surface.

    The Ohio Department of Natural Resources estimates the spill affected more than 7 miles (11.2 kilometers) of streams and killed about 3,500 fish, mostly small ones such as minnows and darters.

    There hasn’t been any confirmed deaths of other wildlife, including livestock, state officials said.

    Norfolk Southern announced Tuesday that it is creating a $1m fund to help the community of about 4,700 people while continuing remediation work, including removing spilled contaminants from the ground and streams and monitoring air quality.

    It is also expanding the number of residents who can be reimbursed for their evacuation costs, to cover the entire village and surrounding area.

    “We will be judged by our actions,” Norfolk Southern president and CEO Alan Shaw said in a statement. “We are cleaning up the site in an environmentally responsible way, reimbursing residents affected by the derailment, and working with members of the community to identify what is needed to help East Palestine recover and thrive.”

    No one was injured when about 50 trains cars derailed on the outskirts of East Palestine on 3 February. As fears grew about a potential explosion, officials seeking to avoid an uncontrolled blast had the area evacuated and opted to release and burn toxic vinyl chloride from five rail cars, sending flames and black smoke billowing into the sky again.

    A mechanical issue with a rail car axle is suspected to be the cause of the derailment, and the National Transportation Safety Board (NTSB) said it has video appearing to show a wheel bearing overheating just beforehand. The NTSB said it expects its preliminary report in about two weeks.

    Misinformation spread online in the aftermath of the derailment, and state and federal officials have repeatedly offered assurances that air monitoring hasn’t detected any remaining concerns. Even low levels of contaminants that aren’t considered hazardous can create lingering odors or symptoms such as headaches, Ohio’s health director said Tuesday.

    Authorities say that precautions are being taken to ensure contaminants that reached the Ohio River don’t make it into drinking water.

    New Delhi: The country’s first rapid rail with amenities similar to an airplane will start running from Sahibabad in Ghaziabad to Duhai Depot from March, 2023.

    It will be run on 17-km stretch of Sahibabad, Ghaziabad, Guldhar, Duhai and Duhai depot at a speed of 180 km per hour and tickets for the journey can be availed through mobile phones and card.

    The track on the section has been laid and the work of installation of overhead line equipment is almost done.

    A unique facility that the train will be extending is that a stretcher has been arranged in its last compartment. If a patient is referred from Meerut to Delhi, then a separate coach will be arranged for the same, so that they can be transported at a lower cost of travel.

    Along with this, separate coaches have been arranged for women and separate seats have been prepared for the disabled, which can be folded when not in use.

    The train has adjustable chairs and special arrangements have been made for standing passengers.

    Facilities on board the train include Wi-Fi, mobile-USB charger, large windows, integrated AC system, automatic door control system, luggage storage, driver interaction system, dynamic route map, CCTV and infotainment system.

    Arrangements have been made for parking 13 trains in Duhai yard, so preparations are being made to operate only 13 rapid trains in the first phase, whereas after the construction of the entire route between Delhi and Meerut, a total of 30 rapid trains will be operated.

    The Operation and Command Control Centre of the Rapid Rail Corridor is being made at Duhai Yard in Ghaziabad. Operation and control of all rapid trains running on the entire route will be commanded from the operations centre.

    The objective of the Delhi-Ghaziabad-Meerut Rapid Rail Transit System (RRTS) corridor project is to decongest the National Capital Region and to curb vehicular traffic, air pollution and ensure balanced regional development.

    Entire Delhi to Meerut stretch is scheduled to be completed by 2025 in three phases with the first from Sahibabad to Duhai depot to be operational from March, from Sahibabad to Meerut by March 2024 and from Modipuram in Meerut to Sarai Kale Khan in Delhi by 2025.

    The Delhi-Meerut RRTS is a Rs 30,274-crore joint venture of the Centre and the Uttar Pradesh government.

    The Uttar Pradesh government had allocated Rs 1,326 crore for the project in the current financial year.

    According to the RRTS project, 24 stations will be built along the entire corridor.

    Recently in a media interaction, Vinay Kumar Singh, MD, National Capital Region Transport Corporation (NCRTC) had said that they expect around 8 lakh passengers to travel by this rapid rail daily by 2025.

    Singh said: “Our target is that in 2025, passengers of Delhi will be able to reach Meerut in one hour by rapid rail.”

    As per Detailed Project Report (DPR) estimates, the train fare will be fixed at around Rs 2 per km. The private agency will not have the right to increase the fare later.

    Similar to Metro, the fare will be decided by the committee which is formed under the chairmanship of the judge.

    There will be rapid line connectivity on seven lines of Delhi Metro which will be connected to Munirka, INA and Aerocity.

    According to RRTS, approval has been received from Haryana and Delhi government for the 106 km route from Sarai Kale Khan to SNB for the rapid rail to be built from Sarai Kale Khan to Alwar.

    The Centre’s approval is also expected soon.

    At present, the pre-construction work is underway, so that the construction work can be started soon after getting the approval.

    For the first time in his more than three-decade political career as a lawmaker and then as president, Bolsonaro no longer enjoys the special legal protection that requires any trial be held at the Supreme Court.

    Bolsonaro is being investigated in four inquiries, which had been in the Supreme Court and were sent to trial court this past week.

    Among the inquiries is whether Bolsonaro had any role in inciting the Jan. 8 riot by his supporters who stormed into government buildings in the capital, Brasilia, demanding his election defeat to Lula be overturned.

    Investigators are also looking into who organized and financed the mass gathering of Bolsonaro supporters, who came to the capital from all over Brazil.

    One of the investigations held by the Brazilian justice is who are the ones responsible for inciting the crimes, as well as who financed people from all over the country to travel to Brasilia.

    Bengaluru: The High Court of Karnataka on Tuesday ordered issuing of notices to Bengaluru Metro Rail Corporation Limited (BMRCL) and others in a public interest litigation taken on its own over the death of two persons due to the collapse of an under-construction metro pillar here.

    The BMRCL was given two weeks’ time to respond to the court.

    The state government, the Bruhat Bengaluru Mahanagara Palike (BBMP), the BMRCL chief engineer and Nagarjuna Construction Company Limited are the other respondents in the case.

    The High Court had initiated the suo-moto (on its own) PIL on January 13 following the death of software engineer Tejaswini and her two-year-old son when the pillar pier collapsed on the two-wheeler they were travelling in, near Hennur main road in the city on January 10.

    The division bench of Justice Alok Aradhe and Justice S Vishwajith Shetty heard the petition that the court had itself directed the Registrar General to initiate.

    While initiating the PIL earlier this month, the High Court had said it was taking cognisance of news reports about the incident. “These news items prompted us to take cognisance of the incident referred to wherein there is an unfortunate death of a lady and toddler son at the condition of roads, the issue raises concern and question for the public at large.”

    Meanwhile, the BMRCL had suspended three engineers and issued notices to its contractor Nagarjuna Construction Company. The police had booked nine persons including officials of BMRCL.
