    Shab-e-Meraj: Waqf Board Announces Prayer Timings At Hazratbal Shrine

    SRINAGAR: On the occasion of Shab-e-Meraj, the Jammu and Kashmir Waqf Board, on Saturday announced the prayers timings at the Hazratbal shrine.

    The Holy Relic of Prophet Muhammad (PBUH) will be displayed after each prayer on the first and 2nd day and on the Friday following Mehraj-ul-Alam (PBUH), the Board, which manages the shrines and mosques in the Union Territory, said.

    The Isha prayer on 18th Feb 2023, will be offered at exactly at 10:00 pm. After the Isha prayer, Khamatat-ul-Muazamat, Darood-u-Azkar, Naat-Khwaani and the gathering of Waaz-n-Tabligh will continue throughout the night, it said, as per news agency KDC.

    On 19th February 2023, the ceremony of Mehraj-ul-Alam (PBUH) will be the first day of Saeed. On this day, after every prayer, the Holy Relic of the Holy Prophet (PBUH) will be displayed.

    The prayer timing will be Fajr prayer at 6:30 am, Zuhr prayer at 2:00 pm, Asr prayer 4:55 pm, Maghrib prayer 06:26 pm, and Isha prayer at 07:55 pm.

    On 20th February 2023, the ceremony of Mehraj-ul-Alam (PBUH) will be the second day of Saeed. The programme and prayer times of this day will be according to the first day.

    February 23, 2023, Thursday, will be the last night of Mehraj-ul-Alam (PBUH). On this day, according to the practice, after the previous Maghrib prayer, the words of masnoun and dua, recitation of naat, preaching and the meeting of the period of peace and blessings will continue until Isha prayer. Isha prayer will be offered at 10:00 pm.

    After the Isha prayer, the assembly of Khatmat-ul-Muazamat, Darood-u-Azkar, Naat-e-Khawani and preaching will continue till Fajr Azan throughout the night.

    The closing ceremony of Mehraj-ul-Alam (PBUH) will be on Friday, February 24, 2023. On this day also the Holy Relic of the Holy Prophet (PBUH) will be displayed after every prayer. The Prayer timing for this day will be Fajr prayer at 06:25 am, Friday prayer at 02:30 pm, Asr prayer at 05:00 pm, Maghrib prayer at 06:30 pm, and Isha prayer at 08:00 pm, respectively.

    Delhi: The Union Housing and Urban Affairs Ministry has decided to take over 123 properties of the Delhi Waqf Board, including mosques, dargahs and graveyards, evoking a sharp reaction from board chairman and AAP MLA Amanatullah Khan.

    Khan asserted that he will not allow the central government to take over the Waqf properties.

    The deputy land and development officer, in a letter to the board on February 8, informed it of the decision to “absolve” it from all matters pertaining to the 123 Waqf properties.

    The Land and Development Office (L&DO) of the central ministry said the two-member committee headed by Justice (retired) S P Garg on the issue of denotified Waqf properties in its report submitted that no representation or objection was received by it from the Delhi Waqf Board.

    The committee was formed by the government of India on the order of the Delhi High Court, according to the L&DO letter.

    The L&DO said the Delhi Waqf Board was the main stakeholder/affected party to whom the opportunity was given by the committee. However, it did not appear before the committee or filed any representation or objection regarding 123 properties.

    “It is evident from the above facts that Delhi Waqf Board does not have any stake in the listed properties, neither have they shown any interest in the properties nor filed any objections or claims. It is, therefore, decided to absolve Delhi Waqf Board from all matters pertaining to ‘123 Waqf Properties’,” said the L&DO letter.

    Physical inspection of all 123 properties will now be carried out by the L&DO.

    According to Khan, the L&DO has pasted notices at 123 properties, which has caused “widespread anxiety, fear and resentment” among the Muslim community.

    “We have already raised our voice in the court on 123 Waqf properties, our Writ Petition No.1961/2022 is pending in the High Court.

    “Some people are spreading lies about it, the proof of this is in front of all of you. We will not allow anyone to occupy the properties of the Waqf Board,” he said in a tweet in Hindi.

    The DWB chairman in a reply to the Deputy Land and Development Officer of the central ministry on Friday said that the Delhi Waqf Board had already filed a petition in the high court in January 2022 against the formation of a two-member committee on the basis of whose report the action has been initiated by the ministry.

    Khan said that the committee was informed on April 12 last year about Waqf Board’s petition in the high court, challenging its formation and asking it to defer its proceedings until a final order was passed by the court. The matter is pending in the high court.

    He also said that before the two-member committee, a one-member panel was formed whose report was rejected without giving any reason. Also, the government of India had allotted one of the 123 properties to the Indo-Tibetan Border Police (ITBP) on permanent basis, after which the Waqf Board had approached the high court.

    “Two-member committee has already submitted its report. However, no such report is shared with the Delhi Waqf Board. Hence, you are requested to share a complete set of the report with the Delhi Waqf Board urgently,” Khan said.

    He claimed that there was no direction to constitute a two-member committee by the high court in its order dated August 20, 2014.

    These 123 properties are used by the Muslim community. The day-to-day management of these 123 properties was done by Mutawallis or the management committees appointed by the Delhi Waqf Board, he said.

    The Delhi Waqf Board has a statutory right under Section 32 of the Waqf Act, 1995, to exercise the powers of general supervision, administration and control over these properties, he asserted.

    According to the Waqf Act, all the Waqf properties vest in the concerned Waqf Board, which in the present case, is Delhi Waqf Board, Khan said.

    The Waqf nature of the 123 properties was “innate” as all were religious structures like mosques, dargahs and graveyards. Some of them were given to the Delhi Waqf Board’s predecessor – ‘Sunni Majlis Auqaf – by the British ruler, he added.

    SRINAGAR: Chairperson of Waqf Board, Darakshan Andrabi on Thursday said that at least 5000 notified properties are presently missing and that the process has been started to locate these possessions while the illegal occupants have also been directed to pay rent or vacate the assets within 15 days.

    Quoting Andrabi news agency KNO reported that the revenue records of 5000 notified Waqf properties are available, but the possessions are missing. “The revenue records of missing properties are available and Waqf is not having the control on such properties. We have already started a process to locate the belongings,” she said.

    She further stated that presently, there are 30 per cent illegal occupants in the Waqf properties. “We have asked the illegal occupants to either pay the rent as per the revised rates or vacate the properties within 15 days,” she said.

    Chairperson, Waqf Board also said that people are quite cooperative and it is expected that they will positively come forward to resolve the issue. “We also don’t want to go tough against anyone. We don’t want to affect anyone’s livelihood, but the people must cooperate,” she said.

    Furthermore, she said that the process has been going on for the geo-tagging of the Waqf properties.

    As per information received, a case under FIR number 12/2023 under section 420 IPC has been registered against Sohail Qazmi at Police Station Peermitha, Jammu.

    Quoting sources the news agency KNO reported that Dr K L Sharma filed a written complaint that Sohail Kazmi duped the unemployed youth of Rs 5 lakhs  from the complainant in lieu of providing the fourth class job in government department in 2021.

    “When the candidate was not selected then the complainant approached to Kazmi and requested to repay the amount of Rs 5 Lakh but the accused refused to repay the said amount.”

    Hyderabad: All India Muslim Minority organization (ALMMO) staged a protest at Dharna Chowk on Friday demanding judicial powers for Waqf Board.

    Members of various Muslim organisations, social activists, and several citizens participated in the protest.

    Protestors accused chief minister K Chandrashekhar Rao of not abiding by his statements given in the Assembly nine years ago.

    They held that the dharna was to remind the CM of the promises made in his manifesto nine years ago.

    Saving the Waqf properties is the motive behind the protest, a protestor said.

    They further added that the Muslim minorities have been betrayed in terms of their rights and that the state government should hand over the waqf properties to underprivileged Muslims only.

    Chairman of Deccan Waqf Protection Society, Osman Hajiri said that the state government had earlier promised the judicial powers to be given to Waqf Board. “However, the promise remains unfilled,” he added.

    He said that Waqf land encroachments have been going on for ages, but prime properties of the Waqf like that of the Hussain sha wali Dargah, which is worth around one lakh crore, have been lost though it was under the favor of the board after an argument in Telangana High Court.

    “Some people are trying to use religion for their personal gains, which is unfortunate,” news agency KNO quoted Andrabi as having said.

    She added there has been no ban on Mankabat, Aurad Fateh and Dua-e-Subh anywhere in the Shrines and Masjids falling under the jurisdiction of Waqf Board.

    Andrabi said that these Kalimas are gifts from the Sufi saints to the people of Kashmir.

    Waqf Board Orders Valuation Of Commercial Properties Across J&K

    SRINAGAR: Jammu and Kashmir Waqf Board here has launched a comprehensive exercise for valuation of its hundreds of commercial properties across the Union Territory.

    “Continuing with its reformative agenda initiated under the leadership of Chairperson, Dr Darakhshan Andrabi, J&K Waqf Board has started an exhaustive Valuation exercise of its hundreds of commercial assets spread across the UT of Jammu & Kashmir,”  news agency KNO quoted a statement as having said.

    Interestingly, despite being the second largest asset-rich organisation in the UT after the Govt itself, no significant efforts have been made till date for assessment of Commercial Properties by the previous authorities at the helm of affairs in Waqf over the last several decades, revealed the sources in Waqf, it said.

    In an order issued by Executive Magistrate, Tehsildar J&K Waqf Board, it has been revealed that, in absence of proper valuation, “random assessment values have been used to insure commercial properties in the past and that has also created difficulties in settlement of claims with insurers”.

    The move is also expected to “result in creation of a permanent data base for smooth rent assessment of structures in future”.

    The Administrators and other Waqf Supervisory staff have been directed to facilitate and provide all necessary support & manpower for smooth conduct of the exercise, the order said.
