    Rishi Sunak expands role of UK pharmacies to cut GP waiting times

    London: British Prime Minister Rishi Sunak, who worked in his mother’s pharmacy as a young boy growing up in Southampton, was back in his hometown on Tuesday to unveil plans for an expanded role for pharmacists to cut down long wait times for patients wanting to see a general practitioner (GP).

    The 42-year-old British Indian leader had his blood pressure checked at Weston Lane Surgery in the south-east England port city and got a clean chit as he spoke to reporters about the initiative to cut down waiting lists for the state-funded National Health Service (NHS), one of his government’s top priorities. Patients with minor ailments like earache and sore throat would now be encouraged to go directly to their pharmacist, freeing up GPs for more serious illnesses.

    “By expanding the role of pharmacies, fewer people will need to see their GP in the first place,” said Sunak.

    “Today’s plans are expected to free up around 15 million GP appointments over the next two years for patients who need them most. Which means the next time you want to see your GP, you should be able to do so quicker,” he said.

    Sunak branded his plans as a “bold and innovative package” of measures to significantly change how the NHS works and also tackle the “frustrating” 8 am local time call to a GP practice to get an appointment for the day.

    “We will end the 8 am rush by making sure patients are either given an appointment immediately when they call or signposted to a more appropriate service such as NHS 111 or their local pharmacy. You will no longer be told to call back later,” said Sunak.

    Cutting down on NHS wait times made worse as a result of the COVID pandemic, was among Sunak’s five key pledges at the start of this year. According to him, transforming primary care is the next part of this government’s promise to cut NHS waiting lists.

    NHS chief executive Amanda Pritchard said the reforms would “help us to free up millions of appointments for those who need them most, as well as supporting staff so that they can do less admin and spend more time with patients”.

    “We are already making real progress with 10 per cent more GP appointments happening every month, compared to before the pandemic. I want to make sure people receive the right support when they contact their general practice and bring an end to the 8 am scramble for appointments,” said UK Health Secretary Steve Barclay.

    “To do this, we are improving technology and reducing bureaucracy, increasing staffing and changing the way primary care services are provided, which are all helping to deliver on the government’s promise to cut waiting lists,” he said.

    An average-sized GP clinic in England of 10,000 patients often receives more than 100 calls in the first hour of every Monday. The UK’s Department for Health and Social Care said with advanced digital telephony, rather than an engaged tone, patients will receive a queue position, a call-back option, and their call can be directly routed to the right professional. The phone system will also be integrated with the clinical systems so practice staff can quickly identify patients and their information from phone numbers.

    UK Minister for Health Neil O’Brien added: “Where GPs have already moved over to these new technologies, we see they free up the phones, making it much easier for people to get through to their general practice team.”

    “As well as being more convenient for patients, these really easy-to-use digital tools allow a lot of patients to get the help they need without ever needing to go in for an appointment, which will help cut waiting lists. Investing GBP 240 million in these modern tools and the help GPs need to move onto them will make things more convenient for patients, but also make the workload more manageable for general practice teams,” he added.

    Hyderabad: The Telangana Haj Committee has asked those on the waiting list of intended Haj pilgrims to download the application form and also submit their original listed documents before May 1.

    Shafiullah, in a joint statement on Tuesday, requested the intended Haj pilgrims from waiting list no 1 to 1200 to submit the original passport along with a photocopy, medical fitness certificate of prescribed proforma of the Haj Committee of India signed by the government medical officer or doctor, 2 photos with clear white background, COVID-19 vaccination certificates and bank details.

    Intended Haj pilgrims are further asked to download Haj application forms from the website of the Haj Committee of India along with the declaration form by the end of April.

    The committee is taking up the provisional collection of advance documents that will be subjected to confirmation by the Haj Committee of India, Mumbai against cancellation.

    The pilgrims have been directed to subscribe to the official YouTube channel for more clarification and updates. Pressing the bell icon for instant notifications would be beneficial.

    People can also submit their applications online on their website or submit the hard copies directly at the Haj house situated in Nampally.

    “They’ve got to do it soon,” Rep. Debbie Dingell (D-Mich.), a close White House ally, said of a Biden-McCarthy sitdown, adding that while she believes there will ultimately be a clean debt-ceiling increase, the administration “can’t keep waiting.”

    Democratic lawmakers have already pressed that point in private, according to two people close to the discussions, urging the White House to lay out plans to meet with McCarthy for fear that public opinion would turn against the party. And swing-seat lawmakers stressed there’s no harm in starting a conversation, even as they all oppose McCarthy’s opening bid.

    “I don’t think there’s any harm in the two of them sitting down to talk,” said first-term Rep. Greg Landsman (D-Ohio). “The idea that we’re even coming this close to a potential default is insane.”

    Over in the Senate, centrist Joe Manchin (D-W.Va.) has been pushing Biden for weeks to restart talks. Manchin said in a statement Thursday he didn’t fully agree with McCarthy’s proposal but slammed Biden’s refusal to meet with the Republican leader as a “deficiency of leadership.”

    Rank-and-file House Democrats aren’t going that far.

    “This is not a serious piece of legislation,” said Rep. Jared Moskowitz (D-Fla.). “That being said, I am happy we are talking about the debt ceiling, because I think it’s very critical to talk, and so do I think the speaker of the House and the president should sit down and talk about the debt ceiling? Of course they should.”

    Democratic leaders aren’t budging, yet. They remain in lockstep with the White House’s position that talks can’t begin until House Republicans release their own budget and fully divorce the conversation about debt from spending. Biden and McCarthy last met on the debt ceiling at the White House in early February, and while both characterized it as a promising start, the meeting didn’t produce any breakthroughs. Democratic leaders believe they should maintain maximum pressure on Republicans rather than strengthen McCarthy’s hand heading into a difficult vote for the GOP conference.

    House Minority Leader Hakeem Jeffries told reporters Thursday he didn’t expect any Democrats to support McCarthy’s offer and reiterated that they could talk with Republicans once they produced a budget. “I don’t know whether reasonable people would conclude that we should be negotiating against ourselves. That’s not a logical place to be,” he said.

    Biden allies are also salivating over the political contrast they believe the GOP’s debt plan creates, allowing Democrats to position themselves as the bulwark against proposals that would roll back clean energy tax credits and impose work requirements on Medicaid beneficiaries.

    “Ask House Republicans: Do they support Speaker McCarthy’s plan to kill manufacturing jobs in their home districts?” read the headline of a White House memo Thursday detailing more than a half-dozen Republican members whose districts are benefiting from manufacturing projects supported by the Inflation Reduction Act’s tax credits.

    In a speech Wednesday, Biden rejected McCarthy’s proposal as full of “wacko notions” and reiterated his demand for a clean debt ceiling increase.

    Yet while he’s maintained for months that he wants McCarthy to put out a budget before meeting with him again, officials have refrained from saying definitively whether the GOP passing its debt-limit bill would shift that calculus.

    “If you do another meeting, there’ll be an expectation of negotiations,” one adviser close to the White House, granted anonymity to speak candidly, said of the dilemma facing Biden and his top aides. “The White House would have to be able to structure the lead up to the meetings to say, we’re happy to talk to him but we’re not negotiating. … And then the question becomes: ‘What’s the meeting for?’”

    A bipartisan group of lawmakers from the Problem Solvers Caucus endorsed a separate debt framework Wednesday to hike the debt limit without drastic spending cuts. They’re billing it as a potential path to a compromise.

    “Probably everyone’s rooting for the speaker and the president to come to a deal,” said Rep. Scott Peters (D-Calif.), a member of the bipartisan group. He said he wasn’t going to dictate what the president and speaker should do, but added: “I think more discussion or exploration about where people are, what would work, is helpful — and that’s why we did what we did.”

    Democratic leaders haven’t openly embraced the bipartisan bid, though Jeffries said Thursday he saw it as proof that there are several dozen Republican lawmakers “who disagree with the extreme Republican proposal.”

    Still, others projected optimism that a sitdown between Biden and McCarthy could produce a bipartisan breakthrough.

    “They’re both Irish-American. They ought to have a nice dinner, and they ought to get to work and get it done for the sake of the country,” said Rep. Marcy Kaptur (D-Ohio), who represents a district former President Donald Trump won in 2020.

    Hyderabad: Claiming that the Bharat Rashtra Samithi (BRS) is receiving huge response in Maharashtra, party president and Telangana Chief Minister K. Chandrasekhar Rao said on Wednesday that the country is waiting for the right leader and the right party.

    KCR, as the Chief Minister is popularly known, said the kind of response BRS is getting in Maharashtra is beyond his own expectations.

    KCR was addressing a ‘Dawat-e-Iftar’ hosted by the state government at the L.B. Stadium here.

    Stating that the country is passing through a difficult phase, the BRS chief said that it is a temporary phase and ultimately truth and justice will prevail.

    He said the Telangana Rashtra Samithi (TRS) was turned into BRS to make an effort to save the country.

    “The country belongs to all, and we have to save it at any cost. We will fight till the last drop of our blood but will not compromise,” KCR told the large gathering.

    Calling for safeguarding the composite culture of the country, the BRS leader said, “Nobody can change our traditions and history. Those who try will go but the country will remain.”

    KCR, however, stressed the need to act wisely without getting swayed by emotions.

    “When I was fighting for Telangana, I knew that ‘Allah ke ghar der hai, andher nahi’,” he said.

    Referring to the progress made by Telangana across sectors during the last nine years, KCR said the state has no competition.

    He also said the Central government itself has revealed in the Parliament that Telangana has the highest per capita income in the country.

    “Our per capita income is higher than that of bigger states like Maharashtra, Gujarat, Tamil Nadu and Karnataka,” he said.

    KCR added that per capita power consumption in the state has doubled in nine years while farmers’ suicides have come to an end, and those who had migrated are now coming back to the state.

    He pointed out that while paddy cultivation in the country is happening on 94 lakh acres, Telangana alone accounts for 56.40 lakh acres.

    “There is no drinking water and power problem in the state. We are moving ahead, but the country is lagging behind. If the Centre had performed at par with Telangana, our GDP would have been higher by Rs 3-4 lakh crore,” he said.

    KCR also said his government spent Rs 12,000 crore on minority welfare in nine years, while during the preceeding 10 years of Congress rule, only Rs 1,180 crore was spent.

    Ministers, Muslim leaders from BRS, AIMIM chief Asaduddin Owaisi, religious scholars and others attended the Iftar party.

    SRINAGAR: A minor girl died after slipping into an irrigation canal in Perniya area of Boniyar in Baramulla district.

    An official said that a minor girl identified as Rukaya Bashir (14) daughter of Bashir Ahmad Ganaie resident of Nowpora Jagir slipped into the canal.

    The class 9 student was waiting for school bus along Lower Jhelum Hydroelectric power Project (LJHP) canal when she slipped and fell into the canal, he said.

    Soon after the incident, a search operation to retrieve her body was launched and body was retrieved.  Water supply of the canal was stopped and it helped in fishing out the body, said the official.

    He said the body was handed over to her family after medico legal formalities were completed.

    Tehsildar Boniyar, Vikramjeet Singh said fencing would be carried out along the LJHP, especially at accident prone sites soon.

    He said he will write to the higher ups for an SDRF team for Boniyar so that people may do face any difficulties during such incidents.(KNO)

    For years, party insiders have stressed that the donor class is too focused on federal races, and the highest profile ones at that. The lack of attention paid to state contests has not only led to more conservative policy outcomes in the states, they warn, but less Democratic talent moving through the ranks.

    The DLGA’s pitch to donors and other party leaders is a bench-building one: Today’s lieutenant governors are tomorrow’s senators and governors. They also note that Democratic lieutenant governors best represent a party that increasingly relies on the support of non-white and women voters. Of the 25 Democratic second-in-commands, which includes states where the secretary of state fills that role, 14 are women and 12 are people of color.

    “It is the most diverse organization of elected officials in the country,” said Austin Davis, who was recently elected as Pennsylvania’s first Black lieutenant governor. “If you look at the number of lieutenant governors that elevate — whether to the U.S. Senate, whether it’s governor, whether it’s Congress — this is clearly a bench of folks who are going to be leading our party into the future.”

    The DLGA is looking to fashion itself as a training ground for up-and-coming Democrats, connecting them with donors and helping them build policy chops as they consider their political futures beyond their current role.

    “For a long time, I think the role of lieutenant governor was sort of in the background,” Peggy Flanagan, the Minnesota lieutenant governor who serves on the organization’s executive committee, said in an interview during a meeting of the organization in Washington this week.

    Two of Senate Democrats’ highest profile midterm recruits were lieutenant governors: Mandela Barnes, who narrowly lost in Wisconsin to incumbent Sen. Ron Johnson, and now-Sen. John Fetterman, who won a close contest in Pennsylvania against Trump recruit Mehmet Oz. And overall in 2022, four now-former lieutenant governors won election as their states’ chief executives, either winning a term outright or winning a full term of their own after previously assuming the governorship following a resignation.

    DLGA leadership says that it is eager to foster members’ future ambitions. Kevin Holst, who was recently named the committee’s executive director, noted that would-be donors can “form relationships early” with a “future rockstar in the party.”

    Holst said that, beyond putting LGs forth as key fundraisers, one particular area of focus would be turning the committee into a centralized services hub for current and aspiring lieutenant governors.

    “It’s a unique committee in which we are focused on electing more LGs, but we recognize that LG isn’t likely the endpoint for a lot of these elected officials,” he said. “Can we provide the fundraising support? … Can we help with press support? Can we help with profile building in their states?”

    Republicans also have a party committee focused on lieutenant governors, which is an arm of the Republican State Leadership Committee. The GOP version focuses on all down ballot races in states, including state legislator and secretary of state contests. The RSLC lieutenant governors’ website notes that “these experiences often prepare our lieutenant governors for higher office,” and that over a third of the country’s Republican governors were previously lieutenant governors.

    Two tests in the upcoming years for the DLGA will be North Carolina in 2024 and Virginia in 2025, states where the lieutenant governor is elected independently of the governor.

    The officeholders in both states are currently Republicans — and both are considered potential gubernatorial candidates in the upcoming cycle.

    Part of the impulse behind getting involved in these races is because Democrats lost an ultimately consequential race in North Carolina in 2020, a race the committee says it spent $1 million on. Now Lt. Gov. Mark Robinson, a controversial and bombastic Republican in the state, is a likely candidate as Republicans look to flip the governorship next year.

    “LG was a race that many people didn’t pay attention to in 2020, and now it is biting us in the ass,” Holst said.
