    Seoul: North Korea vowed on Tuesday to strengthen its ties with Russia on the occasion of the fourth anniversary of the first summit between the leaders of the two nations.

    Vice Foreign Minister Im Chon-il issued a statement confirming “mutual support and solidarity” between Pyongyang and Moscow, marking the anniversary of the 2019 summit between North Korean leader Kim Jong-un and his Russian counterpart, Vladimir Putin, held in Vladivostok, reports Yonhap News Agency.

    “The two countries are strengthening mutual support and solidarity in the struggle to resolutely smash the dangers of war and military threats from the outside,” Im said.

    The official stressed the North will “(invariably) stand to elevate the long-standing and traditional relations of friendship” between the two nations.

    The North has been strengthening its close ties with Russia despite international condemnation over Moscow’s war with Ukraine.

    The North has denied allegations that it has provided arms to Russia for use in the Ukraine war.

    North Korean arms exports are banned under UN Security Council resolutions over Pyongyang’s nuclear and missile programs.

    Japan’s Prime Minister Fumio Kishida said he would increase security at G7 meetings taking place in his country, a day after a man threw a smoke bomb at him at a campaign event.

    Kishida was campaigning Saturday ahead of next week’s by-elections for the Japanese parliament when an explosive device was hurled toward him. Footage on Twitter appeared to show a bodyguard kicking a smoke bomb away from the prime minister and bundling him away, after the device landed near them. A 24-year-old man was arrested at the scene.

    Japan will host the leaders of the Group of Seven most industrialized nations at a summit in Hiroshima next month.

    On Sunday, speaking after emerging unscathed from the smoke bomb incident, CNN quoted Kishida as saying: “Japan as a whole must strive to provide maximum security during the dates of the summit and other gatherings of dignitaries from around the world.”

    G7 foreign ministers are meeting Sunday for a three-day conference in Karuizawa, where they are expected to discuss China’s aggression toward Taiwan, Russia’s war in Ukraine, and North Korea’s missile testing. G7 climate ministers, meanwhile, are completing a two-day meeting in Sapporo.

    The Kishida incident had eerie echoes of the shocking assassination of former Prime Minister Shinzo Abe last July.

    The Group of Seven richest countries set higher 2030 targets for generating renewable energy, amid an energy crisis provoked by Russia’s war on Ukraine, but they set no deadline to phase out coal-fired power plants.

    At a meeting hosted by Japan, ministers from Japan, the U.S., Canada, Italy, France, Germany and the U.K. reaffirmed their commitment to reach zero carbon emissions by the middle of the century, and said they aimed to collectively increase solar power capacity by 1 terawatt and offshore wind by 150 gigawatts by the end of this decade.

    “The G7 contributes to expanding renewable energy globally and bringing down costs by strengthening capacity including through a collective increase in offshore wind capacity … and a collective increase of solar …,” the energy and environment ministers said in a 36-page communiqué issued after the two-day meeting.

    “In the midst of an unprecedented energy crisis, it’s important to come up with measures to tackle climate change and promote energy security at the same time,” Japanese industry minister Yasutoshi Nishimura told a news conference, according to Reuters.

    The ministers’ statement also condemned Russia’s “illegal, unjustifiable, and unprovoked” invasion of Ukraine and its “devastating” impact on the environment. The ministers vowed to support a green recovery and reconstruction in Ukraine.

    They also published a five-point plan for securing access to critical raw materials that will be crucial for the green transition.

    Before the meeting, Japan was facing criticism from green groups over its push to keep the door open to continued investments in natural gas, a fossil fuel. The final agreed text said such investments “can be appropriate” to deal with the crisis if they are consistent with climate objectives.

    The ministers’ meeting in the northern city of Sapporo comes just over a month before a G7 leaders’ summit in Hiroshima.

    The expulsion vote came less than two weeks after three 9-year-old children and three adults were fatally shot at an elementary school in Nashville.

    More than a dozen members of Nashville’s Metro Council said they plan to vote to reappoint Jones and send him back to the Tennessee House of Representatives, The Tennessean reported.

    That “hostile environment,” Jones added, has been driven by Republicans, including House Speaker Cameron Sexton, who don’t view young Black men such as Jones and Pearson as equal or deserving of being in the Legislature: “We know what we’re facing.”

    In a separate interview on Fox News Friday morning, Sexton defended the expulsion vote and pushed back on accusations that racism was the reason why Jones and Pearson were expelled while Johnson was not — an allegation Johnson herself made to reporters after Thursday’s vote. The speaker said Johnson’s lawyers argued that she acted differently than the pair during the protest — she didn’t shout or use a bullhorn — and other members thought she didn’t play as central a role in the demonstration as Jones and Pearson.

    “She is trying to cloak racism in this, which there was nothing on this. They were all given due process,” Sexton told Fox News. “What they did was not right, and it deserved expulsion.”

    Sexton also defended the Legislature’s actions against President Joe Biden’s condemnation that the expulsions were “shocking” and “undemocratic,” saying he doesn’t believe the president would tolerate such protests on the congressional floor.

    Johnson said she doesn’t believe there was due process for her and the two others: “There were no rules,” she told MSNBC Friday morning, adding that she was questioned by lawmakers in a different way than the two men. “It is scary this is what’s happening to our democratic process.”

    Karnataka: Karnataka Congress chief DK Shivakumar on Friday said that if the grand old party came to power in the assembly elections, it would cancel the scrapping of 4 percent Muslim quota by the ruling government.

    In March, the Karnataka government decided to scrap the four per cent quota for minorities and add it to the existing quota of two dominant communities of the poll-bound state.

    The 4 per cent reservation given to Muslims under 2B classification of the OBC category will now be divided into two equal parts and added to the existing quota of Vokkaligas and Lingayats for whom two new reservation categories of 2C and 2D were created during the Belagavi Assembly Session last year.

    While talking to ANI, Shivakumar said, “Without any complications, we raised our two lists. BJP could not raise its list yet…More lists will come…As soon as our government comes, we will cancel the reservation issue and will protect the minority interest.”

    On Thursday, Congress released the second list of 41 candidates for the upcoming Karnataka Assembly Election 2023 and also marked a seat for the regional outfit Sarvodaya Karnataka Party. The announcement was made following the meeting of the Congress Central Election Committee.

    On Tuesday, Chief Minister Basavaraj Bommai said that the Bharatiya Janata Party’s Parliamentary Board would finalise and release the list of candidates for the upcoming Assembly elections in the state on April 8.

    The Chief Minister added that the selection of the candidates has been done based on winnability.

    The Congress had on March 25 announced its first list of 124 candidates, which included names of former CM Siddaramaiah and State Party chief DK Shivakumar.

    The Assembly election in Karnataka is scheduled to be held on May 10 and the counting of votes will take place on May 13.

    New Delhi: Russia on Friday described India and China as “friendly sovereign global centres of power” and vowed to give particular importance to comprehensive deepening of ties and enhancement of coordination with them.

    Unveiling its new concept of foreign policy, approved by President Vladimir Putin, Moscow also asserted that its attitude towards other countries and multilateral bodies is contingent on the constructive, neutral or unfriendly character of their policies with respect to it.

    Russia also said it places special emphasis on increasing the volume of bilateral trade with India, strengthening investment and technological ties, and ensuring resistance to destructive actions of “unfriendly states and their alliances”.

    In the document, Russia underlined that it will build on a privileged strategic partnership with India with a view to enhance and expand cooperation in all areas on a mutually beneficial basis.

    “A comprehensive deepening of ties and enhancement of coordination with friendly sovereign global centres of power and development, which are located on the Eurasian continent and committed to approaches which coincide in principle with the Russian approaches to a future world order and solutions for key problems of the world politics, is particularly important for achieving strategic goals and major objectives of the foreign policy of the Russian Federation,” the policy statement said in its sub-section on China and India.

    Russia aims at further strengthening the comprehensive partnership and the strategic cooperation with China and focuses on the development of a mutually beneficial cooperation in all areas as well as enhancement of coordination in the international arena to ensure security, stability and sustainable development at the global and regional levels, both in Eurasia and in other parts of the world, said the policy document titled ‘The Concept of the Foreign Policy of the Russian Federation’.

    It said it seeks to transform Eurasia into a continental common space of peace, stability, mutual trust, development and prosperity.

    Achieving this goal implies comprehensive strengthening of the Shanghai Cooperation Organization’s (SCO) potential and role in ensuring security in Eurasia and promoting its sustainable development by enhancing the organisation’s activities in the light of current geopolitical realities, the document said.

    The goal also implies establishment of the broad Greater Eurasian Partnership integration contour by combining the potential of all the states, regional organisations and Eurasian associations, based on the EAEU, the SCO and the Association of Southeast Asian Nations (ASEAN), as well as the conjunction of the Eurasian Economic Union development plans and the Chinese initiative “One Belt One Road”.

    Russia also called for strengthening the economic and transport inter-connectivity in Eurasia, including through modernisation.

    It also sought a comprehensive settlement in Afghanistan, assistance in building it as a sovereign, peaceful and neutral state with stable economy and political system which meets the interests of all the ethnic groups living there and opens up prospects for integrating Afghanistan into the Eurasian space for cooperation.

    In the document, Moscow also sought enhancing the capacity and international role of the interstate association of BRICS, the SCO, the Commonwealth of Independent States (CIS), the Eurasian Economic Union (EAEU), the Collective Security Treaty Organization (CSTO), the RIC (Russia, India, China) and other interstate associations and international organisations.

    Karimnagar: The Congress on Friday promised to extend government benefits to tenant farmers in Telangana, besides setting up land tribunals in the state.

    Speaking to reporters near Karimnagar, AICC General Secretary in-charge of communications Jairam Ramesh said about 15 lakh tenant farmers in the state are not getting government benefits like crop insurance.

    “Congress says that all government programmes be implemented for tenant farmers also,” he told the media.

    Ramesh, who listed out five principles for the benefit of farmers, said land tribunals would be set up in all 33 districts of the state.

    Congress would also undertake land survey in the state in two years if it comes to power.

    Observing that there are 125 laws related to land, he said Congress promises that one comprehensive law would be made related to lands.

    Assembly elections are due in Telangana later this year.

    Tehran: Iran has vowed to stick to the path of diplomacy and negotiation as it continues to seek a conclusion to the stalled nuclear talks.

    Iranian Foreign Minister Hossein Amir Abdollahian made the remarks on Tuesday in an address to a commemoration ceremony, Xinhua news agency reported, citing the Iranian Foreign Ministry’s website.

    He stressed that reaching an agreement in the talks on reviving the 2015 nuclear deal in line with the national interests is among the “inherent responsibilities” of the Iranian diplomatic apparatus.

    He added Iran has explicitly told the US and other Western parties that high on its agenda are observing red lines, safeguarding national interests, and achieving an agreement to which all parties would be committed.

    Amir Abdollahian said Iran will never leave the negotiating table, nor will it back down from its red lines even under the toughest circumstances.

    Iran signed the nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), with world powers in July 2015, agreeing to put some curbs on its nuclear programme in return for the removal of the sanctions on the country. The US, however, pulled out of the deal in May 2018 and reimposed its sanctions on Tehran.

    The talks on the JCPOA’s revival began in April 2021 in Vienna, Austria. No breakthrough has been achieved after the latest round of talks in August 2022.

    LONDON — Domestic abusers face stricter monitoring under a clampdown unveiled by Rishi Sunak Monday.

    The U.K. prime minister kicks off the week with a package of planned reforms aimed at cutting down on the “appalling” crimes, including new duties on a host of public bodies to keep track of and manage convicted offenders.

    The government is promising that those handed a year or more in prison or given a suspended sentence for “controlling or coercive behavior” will now be put on a par with offenders convicted of physical violence. It means they will be actively “managed” by the police, prison and probation services, who will have a legal duty to work together.

    Meanwhile, a new, small-scale trial program of “Domestic Abuse Protection Notices and Orders” is being set up in parts of Wales, Manchester and London, imposing fresh requirements on perpetrators including potential electronic tagging and a requirement to tell police about name and address changes. Breaches will be treated as a fresh criminal offense.

    The U.K. government is also promising to beef up a nationwide scheme known as “Ask for ANI,” which already sees staff in pharmacies across the country trained to discreetly assist victims who approach shop counters and give the “ANI” codeword. The program will now be trialed in 18 social security offices in the U.K., with a dedicated postcode-checker allowing people affected to find nearest support sites.

    Home Secretary Suella Braverman is also ordering police forces to treat violence against women and girls as a “national threat” for the first time.

    In comments released overnight by No. 10, Sunak said: “No woman or girl should ever have to feel unsafe in her home or community and I am determined to stamp out these appalling crimes.”

    Sunak’s government last year unveiled £257 million in fresh funding over two years to help local councils provide refuges and shelters for those fleeing domestic abuse.

    But campaign group Women’s Aid warned that more than £800 million would be needed to “sustainability fund all specialist domestic abuse services in England,” and said some services were struggling to stay afloat amid soaring energy costs.
