EIU predicts Imran Khan’s victory in Pakistan polls

London: A forecast by the Economist Intelligence Unit (EIU) has said Pakistan will head to polls in October, if not earlier, and that former Prime Minister Imran Khan’s victory is likely due to widespread discontent among the ruling coalition government.
The analysis division of the Economist Group, EIU, said that political stability and security are “tenuous” in Pakistan, and that economic growth will “slow materially” in 2023, Dawn reported.
“Pakistan will conduct national elections in 2023, where we expect the Pakistan Tehreek-i-Insaf (PTI) party led by Imran Khan to win owing to widespread discontent with the ruling PML-N coalition, led by the incumbent Prime Minister, Shehbaz Sharif,” the report said, adding that the political environment will remain marred by violence, Dawn reported.

In its baseline forecast, EIU predicted opposition victories in the legislative polls scheduled to be held in Pakistan and Thailand, saying that elections in both countries will be contentious with risk of military interference.
“Pakistan’s election is most likely to occur in October, after the end of the current parliamentary term in August, but it could happen earlier given a worsening economic crisis. Looming loan repayments and a lack of foreign exchange reserves mean the country is teetering on the edge of sovereign debt default.
“Averting this will require painful economic measures, including severe import repression, that could force an early election,” the report said.
It said, Khan, who is predicted to win the election, will have “little choice but to (negotiate with IMF) again”, Dawn reported.

Bengaluru: Congress leader Rahul Gandhi on Sunday exuded confidence about the party’s win in Karnataka and said that there’s a strong undercurrent in favour of the grand old party in the poll-bound State.

Earlier in the day, Rahul Gandhi slammed the BJP-led Centre for not providing due representation to the OBCs in government jobs.
Gandhi was addressing a gathering at the poll-bound State’s Kolar, where he made a remark on the Modi surname for which he has been convicted of criminal defamation, followed by his disqualification as MP.
Pointing to the indifference being meted out to the OBCs which are present in larger number but their representation in government jobs were less, he said, “Reservation for SC/STs should be proportional to their population. (The Union government) should lift 50 per cent cap in reservation,” he added.
In a reply to BJP’s allegations that he insulted the OBC community with Modi surname remark, the Congress leader said that the representation of OBC, and Dalits in the central government is not in line with their population.
“There are only 7 per cent of people in the government’s secretaries coming from OBC, Dalit and Adivasi communities,” Gandhi said.
The Congress leader also demanded that the Union government release the caste census report commissioned by his party-led United Progressive Alliance (UPA) government in 2011.
“Only seven per cent of secretaries in central government offices are from OBC and SC/ST communities. Modiji, you talk about (the welfare of) OBCs. Let us know what their share is in the population. If you don’t do this, it is an insult to OBC communities,” he said.
It is pertinent to mention that Rahul Gandhi was found guilty and sentenced to two years in prison on Thursday in a 2019 criminal defamation case over his remarks about Prime Minister Narendra Modi’s surname by a court in Gujarat’s Surat. However, he was granted bail and his sentence was suspended for 30 days to let him appeal the decision.
The case was filed against Gandhi by BJP MLA and former Gujarat minister Purnesh Modi for saying “How come all thieves have the common surname Modi?”
Rahul Gandhi launched a series of attacks against the Centre on Sunday and annouced a slew of poll promises of Congress in the State.
“If the Congress party is voted to power in Karnataka, then we will provide 200 units of free electricity to every family, Rs 2000 every month to women, a total of 10 Kg rice per month to every family, Rs 3000 to every graduate till two years and Rs 1500 monthly to diploma holders,” Rahul Gandhi said.
“If you [PM Modi] can give thousands of crores of rupees to Adani, then we can give the money to poor, women, and youths. You helped Adani wholeheartedly, and we will wholeheartedly help the people of the state,” he said. “Aap Apna Kaam Karo, Hum Apna Kaam Karenge (You do your work and we will do ours),” he said while urging people to vote for Congress.
He further sharpened his attacks on the ruling BJP in the State and alleged that the party took 40 per cent commission.
Alleging that the BJP government in Karnataka is “immersed in corruption”, he said, “When I tabled these issues and the Adani matter in the Parliament and questioned PM Modi, my mic was switched off.”
“…Later I asked who owns the Rs 20,000 crore in Adani shell companies? It is ‘benami’. Who owns it,” he said, adding that in response to that for the first time in history, the government did not allow the Parliament to function.
He said until he gets an answer to his questions, he will not stop asking.
“Disqualify me, put me in jail, do anything, doesn’t matter,” Gandhi added.
The former MP from Wayanad was convicted and sentenced to two years in jail by Surat court of Chief Judicial Magistrate H H Varma on March 23 in a defamation case over his ‘Modi surname’ remark in 2019 in Kolar, wherein he, in a dig at PM Modi, said, “How come all the thieves have Modi as the common surname?”.
Following his conviction, Rahul was disqualified as an MP on March 24, as per a Supreme Court ruling in 2013. Under the ruling, any MP or MLA stands to be disqualified automatically if convicted and sentenced to 2 years or more.
Karnataka is slated to go to Assembly polls on May 10 and the counting of votes will take place on May 13.
With less than a month to go for Karnataka Assembly polls, the Congress on Saturday released its third list of 43 candidates.
Former chief minister Siddaramaiah was not named from the Kolar constituency, with the grand old party, instead, fielding Kothur G Manjunath.
The Congress declared 124 candidates in its first list and another 42 in the second list for the State Assembly elections.

California rolls back caste-bias case partially, right-wing Hindus claim victory

Washington: California state has dropped its allegations of caste-based bias by two Indian-descent employees of IT giant Cisco but will continue the larger case against the company.
California’s Department of Fair Employment and Housing had filed this case in 2020 based on a complaint from an unidentified employee of the company making it the first case of caste-based discrimination reported in the US.
This case went on to be seen as a confirmation of the existence of a typically South Asian form of discrimination in the US and it was subsequently cited in support of moves to add this practice to the list of banned grounds for bias elsewhere in the country such as in Seattle.

The California civil rights department (CRD) filed its request for “partial dismissal” in the Superior Court of California, County of Santa Clara on Monday.
“Only the two individual defendants are being dismissed,” said the department’s press office in response to a request for clarification. “CRD’s case against Cisco remains ongoing. We will continue to vigorously litigate the matter on behalf of the people of California.”
The lawsuit by California’s Department of Fair Employment and Housing was filed against Cisco System Inc in 2020 on the basis of a complaint from a Indian-descent Dalit employee of the company who had alleged caste-based discrimination against him by two of his supervisors – also of India-descent – and alleged retaliation when he complained.
The suit was filed against the company – Cisco Systems Inc; and the two supervisors – Sundar Iyer and Ramana Kompella.
The department of civil rights has dropped the allegations against the two supervisors, but said its larger case against the company will continue.
“Two Indian Americans endured a nearly three year nightmare of unending investigations, a brutal online witch hunt, and a presumption of guilt in the media after the CRD sullied their reputation alleging that they engaged in discrimination based on caste,” said Suhag Shukla, Executive Director of Hindu American Foundation (HAF), which has opposed the listing of caste among banned ground for discrimination.
“We are thrilled that Iyer and Kompella have been vindicated along with our position that the state has no right to attribute wrongdoing to Hindu and Indian Americans simply because of their religion or ethnicity,” she added.
HAF was among a group of organizations of Hindu Americans who tried to stop Seattle city from adding caste to the banned list of kinds of bias and it is also now part of an effort to stop California from adopting a legislation banning caste-based discrimination, the first American state to do so, when, and if, that legislation becomes law.
A debate is raging in the Indian American community, joined by other South Asian communities, on the question of adding caste to the list of many kinds of bias banned in the US, with history/origin, religion, color and ethnicity.
HAF, Vishwa Hindu Parishad America and other rightwing Hindu Americans argue that caste-based discrimination is reprehensible, any law banning it here in the US puts a target on the backs of the entire South Asian community, specially Hindus, by portraying them all as purveyors of this practice.
They also argue that discrimination based on caste is covered by existing laws that outlaw all kinds of bias and discrimination and there is no need for a new ban.
Their third, and the final argument, is that the caste-bias in the US is rare and not as rampant as it has been made out to be. They have questioned data cited by supporters of the ban.
Others argue that caste-based discrimination is widely practiced among American communities of people of South Asian descent – from India, Pakistan, Bangladesh and Nepal – and that it’s needs to be banned. No one community is being targeted and if HAF and other such organisations agree and acknowledge that caste is a reprehensible practice, they should not oppose its ban.
California state senator Aisha Wahab is among the supporters of the ban and she has introduced a legislation to make the state the first to put caste on the ban list. Kshama Sawant, the Indian American council woman who made Seattle the first city to ban caste, is the most vocal proponent of the movement pushing America to outlaw caste.

Saudi-Iran rapprochement: A victory for China

The manner in which China has brokered a peace deal between two arch foes: Saudi Arabia and Iran may help Beijing to emerge as a global peacemaker, eclipsing the US.
Last week a major diplomatic coup was staged by China, when it announced the results of its successfully mediated efforts, of bringing two old foes at the negotiating table and signing a friendship deal.
The Chinese-brokered Saudi-Iran rapprochement comes as a major diplomatic breakthrough between two regional neighbours after years of mutual animosity, suspected attacks, and tales of rivalry between the two countries.
The move also represents Beijing’s first foray into Middle Eastern politics, an area that has always been regarded as a prerogative of the US, since when most of these nations become a free and independent entity, after the end of the colonial era.
On March 10, both Riyadh and Tehran announced that after seven years of severed ties they would reopen embassies and missions within two months and implement security and economic cooperation agreements signed more than 20 years ago.
Much of the world was stunned when the two arch-rivals announced they were restoring diplomatic relations, this was not only because of the breakthrough after years of mutual animosity, but because of the mediator, who played a key role in bringing the foes to the negotiating table, i.e. the Chinese government.
By this move China has ostensibly taken up a role that the US could not have fulfilled, or it never tried to perform that role. In addition this also comes as Beijing’s first major diplomatic foray into the Middle East mediation, an area where often rivalries are built around nuances and subtleties, which are hard to fathom for an outsider, though in the recent times they have up the shape of hard-nosed economic and strategic interests.
Apparently, the Saudis had been engaged in talks with Iran from around the same time as Al Ula Summit held in Saudi in 2021, which ended the blockade of Qatar and mended the internal rifts of the Gulf Cooperation Council.
In the two years since, the United Arab Emirates has restored its diplomatic relations with Iran and even replaced China as Iran’s top import partner; Kuwait, too, has returned its ambassador to Tehran.
The negotiations between Iran and Saudi Arabia since 2021 largely took place in Iraq and Oman. Other regional countries, including Kuwait and Pakistan, had attempted to arrange for talks between Tehran and Riyadh on numerous occasions in the past seven years, which were largely unsuccessful.
As tensions simmer between the world’s two largest economies: the US and China, American policymakers had sounded an the alarm over competition and security concerns with China, but what does Beijing’s ascendance in the region mean for the Middle East — and for the larger US interests?
In recent times, China has been pushing for reconfiguring the regional security architecture in the Persian Gulf since 2020. In a UN Security Council meeting arranged by Russia in October of that year, China presented its proposal for security and stability in the Gulf region, arguing that with a multilateral effort, the region can become “an Oasis of Security”.
Apparently the edifice of this Chinese plan to transform into a global peacemaker seems to be the Global Security Initiative (GSI), which was unveiled by Chinese President Xi Jinping in February 2023.
It is portrayed as a banner for China to reform the current international security order, especially at a time when the US is prioritising alignment with countries that share the same political system and ideology, through its Democracy Summit.
Mainly, with growing power and influence China’s to have a fair say in international peace and security architecture building. The GSI Concept Paper released by China’s Ministry of Foreign Affairs in February 2023 identified “bringing about security changes through political dialogue and peaceful negotiation” as core concepts and principles.
China’s successful brokering of the peace deal between Saudi Arabia and Iran has given it the confidence that this track could work. The aspiration is that China can fill the gap in regions the US has failed to lead or ignore.
According to the Chinese understanding of the region, Iran and Saudi Arabia are “pivot countries” whose political, economic, and military power make them indispensable partners for Beijing, making balance between the two the most consequential strategy.
For both countries, China is the largest trading partner. Beijing has granted Tehran and Riyadh the status of comprehensive strategic partners — the highest in China’s partnership diplomacy in the Middle East.
But China’s balancing act is more articulated than just signing similar partnership agreements with both partners. While economic relations are unequivocally unbalanced in Saudi Arabia’s favour, China guarantees Iran political support and a financial lifeline in the face of US pressure. Yet, offering different goods to equal partners often shakes the balancing act.
In December 2022, the joint China-GCC communique that followed Xi’s trip to Saudi Arabia generated anger in Iran, exposing the limits of China’s diplomacy from the sidelines.
The GSI Concept Paper also emphasises the need to support political settlements of hotspot issues such as the war in Ukraine.
Therefore, President Xi’s efforts to promote a political settlement to the Russia-Ukraine war would be essential to watch.
If another success is achieved after his Russia visit, it may lend more credence to the GSI.

Seattle’s anti-caste ordinance ‘extraordinarily historic victory’: Kshama Sawant

Washington: The banning of caste discrimination by Seattle city despite tough resistance from several people is an “extraordinarily historic victory” of the oppressed caste across the world, Kshama Sawant, the Indian-American political leader behind the legislative move, has said, alleging that the practice is prevalent in some of the major tech giants.
Last week, Seattle became the first US city to outlaw caste discrimination after its local council passed a resolution moved by Sawant to add caste to its non-discrimination policy.
The resolution was approved by the Seattle City Council by six to one vote.
The 49-year-old politician and economist said she was able to achieve this historic feat despite a tough opposition mounted by a group of Indian-Americans, whom she described as “right-wing Hindus”, resistance from the tech companies and almost no cooperation from the Democrats.
“The ordinance that we won this past Tuesday is an extraordinarily historic victory for oppressed caste people not only in Seattle but also in the United States and in India and the rest of the world. Because this ordinance is the first-ever ban on caste discrimination,” Sawant told PTI in an interview.
Sawant, an upper-caste Hindu from Pune, migrated to the United States in the late 1990s.
Seattle is not only the first American city to do so, but is the first jurisdiction of any level globally outside South Asia to ban caste discrimination.
“So this is an absolutely earth-shattering victory because this is the first time outside South Asia that the law has decided that caste discrimination is not going to be invisible eyes, but instead it’s going to be codified in the law that it is illegal,” she said.
The principal mechanism with which the new law works is that it gives the right to any caste-oppressed worker who is facing discrimination at the workplace to sue the corporation.
“Obviously victories in the courts are not going to be automatic because the judicial system under capitalism is not on the side of workers and the oppressed,” she said, adding that winning such victories in the court will itself be a fight for the working people.
Sawant said she had to face tough resistance from the “Hindu right-wing” and also an “entrenched Democratic establishment which did not want this ordinance to pass.
Many Indian-Americans have opposed the move, fearing that codifying caste in public policy will further fuel instances of Hinduphobia in the US.“We had to build a powerful rank-and-file United movement that was able to overcome these forces of opposition,” she said.
Sawant said the only reason she was able to do that was because of her socialist, or Marxist City Council Office, her organisation Socialist Alternative and many Dalit-oppressed caste-led organisations.
Incidents of caste-based discrimination have increased rapidly, she said in response to a question.
This form of discrimination, she said, is being under-reported in the country in general and her city of Seattle in particular because there are many oppressed-caste workers who are “justifiably” afraid of reprisals if they come out and openly speak about the discrimination that they’re facing in the workplace.
“In addition to the statistical evidence, we’ve also seen hundreds of workers throughout the US and also hundreds of workers in Seattle. In the process of fighting this legislation, we have heard hundreds of courageous, oppressed-caste workers speak openly about the discrimination that they face,” she said.
“We are primarily talking about the workplace, but I don’t believe that it’s only limited to the workplace. But that’s where you have most of the data and testimonials from hundreds of workers especially in the tech sector and Seattle being one of the tech hubs it’s not surprising that we have seen many cases of oppressed workers speaking up about the discrimination that they’re facing,” she said.
This discrimination, she noted, comes all the way from being denied raises or promotions, or having bad appraisals or peer reviews, just because of being from an oppressed cast, not because of their workplace-based performance; to a daily dose of derogatory remarks, slurs are other ways of being targeted because of being from a lower caste.
“As far as the tech sector is concerned, I can also share that it really runs the spectrum, all the way from IBM to Google, Amazon, Cisco and Microsoft,” she said.
Sawant hoped that this “extraordinarily historic victory” will help build courage and also solidarity among the oppressed-caste workers for them to be able to speak more openly.“I would imagine that if there is more momentum around this issue if you’re able to win more big trees on this issue, we will probably see more and more evidence of this type of thing happening in other spheres as well, whether it’s education or more in social settings,” she said.
The victory in the Seattle City Council, she said, has electrified the vast majority of workers and oppressed caste. She noted that she and her team are receiving a large number of emails from India, the US and other parts of the world in support of the ordinance.
The best way to protect the victory in Seattle is to also win it in other cities, he asserted.

Agra: Maharashtra Chief Minister Eknath Shinde on Sunday said the Election Commission’s decision to allot his faction of the Shiv Sena the “bow and arrow” election symbol was a victory of truth.
Addressing a Shivaji Jayanti function in Agra in Uttar Pradesh Sunday evening, he said his faction got the “bow and arrow” symbol because of the blessings of Chhatrapati Shivaji Maharaj.
The majority has a weightage in democracy and the truth has prevailed, he said on the Election Commission decision.
Shinde was in Agra to attend the 393rd birth anniversary celebrations of Chhatrapati Shivaji Maharaj, the 17th-century Maratha ruler, at the Diwan-e-Aam of the Agra Fort.
Union ministers Raosaheb Patil Danve and S P Singh Baghel attended the celebrations.
It was organised by Ajinkya Deogiri Pratisthan, a social and cultural organisation, in collaboration with the Cultural Department of Maharashtra.
He thanked Prime Minister Narendra Modi, Union Home Minister Amit Shah and Uttar Pradesh Chief Minister Yogi Adityanath for allowing the celebrations at the Agra Fort.
Talking to reporters, Shinde said, “It was a historic day for the followers of Shivaji Maharaj to celebrate his jayanti at the Agra Fort.”
The Maratha ruler was held captive briefly by Mughal emperor Aurangzeb at the Diwan-e-Aam of the Agra Fort.
The Election Commission on Friday recognised the Shinde-led faction as the real Shiv Sena and ordered allocation of the “bow and arrow” poll symbol to it, delivering a big blow to the rival camp led by former chief minister Uddhav Thackeray, whose father Bal Thackeray founded the outfit in 1966.
In a unanimous order on the six-month-old petition filed by Shinde, the three-member Commission said it had relied on the numerical strength of the party in the legislative wing, where the chief minister enjoyed the support of 40 of the 55 MLAs and 13 of the 18 Lok Sabha members.
It gave a detailed reasoning on why it was forced to ignore the claims of the rival factions led by Shinde and Thackeray respectively over the organisational wing of the party, contending that the amendments to the Shiv Sena constitution in 2018, after the death of founder Balasaheb Thackeray, were undemocratic and paved the way to appoint people from a coterie as office bearers without any election at all.
Shinde broke ranks with Uddhav Thackeray in June last year and formed the government in Maharashtra in alliance with the BJP.
