    G20 Summit: Secy Health reviews health care preparedness in North Kashmir

    Srinagar, May 5 (GNS): Secretary Health & Medical Education, Bhupinder Kumar today visited various health care facilities of North Kashmir and reviewed preparedness of the department for the forthcoming G20 summit.

    The Secretary was accompanied by Director Health Services, Kashmir, Dr. Mushtaq Ahmed Rather and other Divisional and District Level Health officers during the visit.

    The Secretary, during the visit, inspected facilities at PHC Gulmarg, SDH Tangmarg, PHC Narbal, SDH Magam and RIHFW Dhobiwan.

    He took a detailed review of the upgraded health facility and laid strict directions to the constructing agency to complete the works as per the deadline.

    While inspecting the other health facilities, the Secretary expressed satisfaction over the status of logistics, human resource and equipments that have been augmented in view of the upcoming G20 summit.

    He gave on spot directions to the Director Health Services Kashmir to further improve health care facilities at these facilities in view of the G20 summit.

    The Secretary also emphasised on having fool proof well-coordinated system at the health care centres for smooth functioning of health care services during the summit.

    On this occasion, Director Health Services Kashmir also apprised the Secretary about the status of health care delivery system and status of completion of various works as per the deadlines framed by the higher authorities.(GNS)

    Big relief for vehicle owners, no re-registration, no fee for outside J&K vehicles

    Srinagar, May 5: The Jammu Kashmir Government has submitted a report informing the court that it has implemented its directions with regard to the re-registration of outside vehicles in letter and spirit and no registration fee will be charged from the owners of the vehicles procured from outside Jammu and Kashmir.

    The Transport Department submitted its report in the court of Chief Justice N Koteswar Singh in which it has been clearly stated that the department has implemented the court directions in letter and spirit and the owners of outside J&K vehicles don’t have to pay the nine percent registration fee.

    It is noteworthy that the Regional Transport Officer (RTO) Kashmir had issued an order under Motor Vehicle Act on 27 March 2021 stating that the vehicles registered outside states operating in Kashmir must be re-registered in Valley and the owners of such vehicles have to pay a registration fee of 9% of the total value of the vehicle.

    After the order, the Jammu and Kashmir Police seized scores of vehicles with outside registration numbers. While the vehicle owners were greatly disturbed by this ‘diktat’, the car dealers also suffered losses as there were no buyers for their vehicles.

    The order as per the news agency Kashmir News Trust was challenged in court by a local consumer after his vehicle was seized by the police. He filed a petition in the High Court claiming that RTO’s order is a violation of the Motor Vehicles Act and the Constitution.

    The court quashed the RTO’s order, however, the Transport Commissioner issued yet another notice directing owners of vehicles from outside Jammu and Kashmir to re-register and pay a 9% fee.

    Shortly after this, the petitioner filed a contempt petition against the transport department.

    The court sought a reply from the officials of the transport department and directed them to submit the report by December 2021.

    The transport department, however, filed a report on May 3 after two years and informed the court that the department was complying with the court’s directions. The court accordingly disposed of the contempt of court case against the transport department. [KNT]

    Srinagar, May 5 (GNS): During a review of the progress of works on all the newly established Medical Colleges across J&K besides the ongoing work on the two All India Institutes of Medical Sciences (AIIMS) being established at Vijaypur (Jammu) and Awantipora (Kashmir) here with Chief Secretary, Dr Arun Kumar Mehta , it was stated that all five Medical colleges approved during phase one shall be completed before end of the financial year.

    The meeting was attended by Secretary, Health; MD, JKPCC; Chief Engineers of PWD Kashmir/Jammu besides other concerned officers.

    It was impressed upon all concerned to complete all the pending works of Colleges such as Academic, Administrative and Hostel Blocks by June this year and finish works of all Associated Hospitals (AHs) by the year end. It was emphasized that the academic and medical activities at these colleges should not get affected in any way.

    The progress of two new Medical Colleges being established at Udhampur and Handwara (Kupwara) was also discussed. It was stressed that necessary steps be completed for starting academic activities there.

    The meeting was informed that the Academic, Administrative and Hostel blocks at all the earlier sanctioned 05 Medical Colleges are nearing completion and only few minor works are under progress to be completed at an earliest. It was further added that the work on Udhampur College has been taken in hand recently and the tenders for Handwara College have been opened and contract would be awarded soon.

    Moreover it was added that with the operationalization of these 05 New Medical Colleges in Phase-I, the intake capacity of MBBS seats in the UT has increased from 500 to 1100 seats annually. The intake capacity is expected to further increase to 1300 MBBS seats this year with the start of academic session in GMC Udhampur and Handwara sanctioned under Phase-III of Centrally Sponsored Scheme for Establishment of Medical Colleges. The Letter of Permission (LoP) has been received in favour of GMC Udhampur and Handwara for 100 MBBS seats each recently from the National Medical Commission. Additionally, two new AIIMS at Vijaypur and Awantipora shall add another 200 MBBS seats.

    The meeting further deliberated upon the status of two AIIMS level Hospitals being established at Vijaypur (Samba) and Awantipora (Pulwama). It was said that the AIIMS, Vijaypur is all set to be dedicated to public by October this year and AIIMS, Awantipora by 2025 after 34 more acres of land were provided to the institute for its updated design.

    It is pertinent to mention here that the medical infrastructure and education has been given a major push during the past couple of years. Besides these 07 Medical Colleges and 2 AIIMS level Institutions, 07 new Nursing Colleges shall also be set up across the UT. Further, the District and Sub-District Hospitals are given being given adequate manpower in addition to other infrastructure required for providing quality health care to public.(GNS)

    SRINAGAR: The Jammu and Kashmir High Court’s judgment in Case WP(C) 669/2021 titled Zahoor Ahmad Bhat vs. Govt of J&K and Ors, regarding the re-registration of vehicles from outside Jammu & Kashmir, has been implemented by the Transport Department. As a result, the contempt petition (CCP (D) 16/2021) filed against the Department officials for non-compliance with the judgment has been closed.

    According to Shahnawaz Bukhari, RTO Kashmir, this issue was raised two years ago, and more than 99% of cases are pending where a seller outside the UT transfers a car to a buyer in Kashmir, and Section 50 of the MV Act is applicable. In the case of Zahoor Ahmad Bhat, who owned a car in Delhi and changed his residence to Kashmir, section 49 of the MVA is applicable, and a case has also been filed in the Supreme Court of India in this regard.

    Bukhari explained that the department is taking 9% token charges proportionate to the remaining life of the car. If someone sells the car after 11 years of its life, the department would charge proportionately to the remaining life of the vehicle. He added that owners could claim a proportionate refund from the previous state/UT, so there is no question of double tax.

    He further added that the department’s intention was to provide relief to the 99% of car owners entangled in this issue. The Division Bench of the High Court, comprising Chief Justice N. Kotiswar Singh and Justice Moksha Qazmi, issued the order closing the contempt proceedings on May 3, 2023, at the petitioner’s request. The Transport Department’s compliance with the court’s judgment dated April 29, 2021, in the petitioner’s case was noted, leading to the closure of the contempt proceedings.

    The closure of the proceedings will put an end to the long-drawn legal battle and provide much-needed relief, especially to those who purchased cars for commercial purposes.

    SRINAGAR: Adding a historic milestone to its remarkable journey, JK Bank recorded Rs 1197 Cr as net profit for the FY 2022-23 as the Bank’s highest-ever annual profit. Along with a decadal-high Capital Adequacy Ratio (CRAR) of 15.39% and eight-year best gross NPA figure at 6.04%, the Bank also registered its best-ever Q4 profit of Rs 476 Cr to successfully deliver its better-than-promised annual and quarterly performance.

    The bank declared its annual and Q4 results today after its Board of Directors approved the numbers in a meeting held here at the bank’s Corporate Headquarters.

    Performance Highlights

    Aided by good recoveries, J&K Bank today delivered its best-ever net profit of Rs 1197 Cr for the FY 2022-23 and registered Rs 476 Cr as net profit for the January-March quarter of the FY 2022-23.

    With Net Interest Margin (NIM) for the FY 2022-23 at 3.89 % against 3.50% recorded last year, the Bank’s operating income increased by 18% YoY to Rs 5502 Cr while as the other Net Interest Income (NII) grew 21% YoY to Rs 4745 Cr.

    Bank’s Yield on Advances rose annually to 8.91% from 8.32%, while as the CD and CASA ratios stood at 67.43% and 54.10% respectively for the reviewed financial year.

    Asset-Quality

    The Bank’s gross and net NPA as percentages to gross and net advances improved considerably to 6.04% and 1.62% respectively when compared to 8.67 % and 2.49%, recorded last year.

    The Bank’s Return on Assets jumped from 0.42% to 0.89% for the FY 2022-23, while as the NPA Coverage Ratio of the Bank improved to 86.20% against 84.26% recorded a year ago.

    Capital-Cushion

    After raising over Rs 1021 Cr as (tier-II) capital and significant internal accruals during the FY 2022-23, the Bank’s Capital Adequacy Ratio witnessed marked improvement of 216 bps to 15.39% from 13.23% recorded last year; thereby ensuring adequate availability of capital to support business growth while maintaining the regulatory buffer comfortably.

    Business Growth

    With advances growth outpacing the increase in deposits, the Bank’s advances grew by 17% to Rs 82285 Cr while as the deposits increased by around 6% to Rs 122038 Cr posting growth of 10% in the overall business of the Bank.

    MD&CEO-Speak

    Commenting upon the annual numbers, MD & CEO Baldev Prakash said, “With historic yearly profit, highest-ever quarterly net, decadal high CRAR, best asset-quality figures over last 8 years; it’s a great feeling to deliver better-than-promised annual numbers. I feel completely satisfied to see that we have gotten better at operating our business efficiently.”

    “Looking back to March 2022 with these set of numbers, I see an unmistakable shift in performance as well as the functioning of Bank. Right from financials, operations and business to compliance and vastly improved corporate governance, the leap from turn-around to transformation is quite perceptible as well as promising”, he added.

    Attributing the accomplishment to Bank staff, MD & CEO said,  “I am happy to dedicate this historic and resounding success to the entire J&K Bank family that once again rose to the occasion and honoured the trust of all our stakeholders including customers by achieving most of the targets while improving upon the everyday functioning of the Bank”, adding, “I also express my profound gratitude to our patrons and promoters i.e. J&K Government and Ladakh Administration for their support and guidance throughout this journey.”

    Regarding the marked improvement in CAR and GNPAs, MD stated, “Keeping thrust on strengthening the Balance Sheet by way of capital augmentation and NPA reduction, we have achieved Asset Quality figures that are the best in last eight years along with a decadal high CRAR.”

    “Post-revamp of business strategy to reduce concentration risk, our loan book in ROI has already grown by above 20% during FY 2022-23 consequently improving the contribution of ROI loan book to 32% of total advances of the Bank”, said the MD on Bank’s sharpening focus on business in rest of the country.

    He further said, “While making our balance-sheet stronger on daily basis, we have now entered into a progressive-phase wherein business-growth coupled with process excellence is all set to yield better returns for all stakeholders of the Bank. To ensure ease of banking for our clients, we have already enabled around 4 Lac customers on STP Platform for retail-loan processing with a turn-around-time of just 2-minutes, which has helped in reducing the footfall at branches drastically”, while adding, “With many cutting-edge technological solutions like Customer Relationship Management, WhatsApp banking, Cloud Application along with Artificial Intelligence & Machine Learning based Analytics at advanced stages of completion, I see J&K Bank well on its path to become one of the most agile, efficient and digitally smarter banks in the country soon.”

    “The Proud Boys didn’t want everybody to know the plan, because then I guess it would have gotten out. And they didn’t want it to get out,” Mundell said in the interview, noting that the thousands of messages they reviewed — extracted from the phones of Tarrio and his co-defendants — were peppered with blank slots where exchanges had been deleted.

    “And that’s why the government couldn’t present too much of the evidence that they had already deleted, because it was unrecoverable,” Mundell said. “So, they definitely didn’t want people to know.”

    And that wasn’t the only absence of evidence that factored into the jury’s deliberations. Mundell said that he was persuaded by the fact that there wasn’t a single message among the Proud Boys leaders — even after their members contributed to the chaos at the Capitol — urging their allies to withdraw from the riot or stay away from the violence.

    “That factored in for me. It showed an absence of evidence of standing down. No one says, ‘no, don’t do this. We’re not going to do this.’ There was none of that,” Mundell said. “And that was probably because they never said it. And the things that were affirming that they were going to be violent. They just kind of let it happen.”

    Mundell’s comments are the first insight into the jury’s deliberation in the case of Tarrio and four Proud Boys who prosecutors say were the most crucial drivers of the violence that unfolded at the Capitol on Jan. 6. The Justice Department contends that Tarrio, along with leaders Ethan Nordean, Joe Biggs and Zachary Rehl, spearheaded a conspiracy to prevent Joe Biden from taking office — and were prepared to use force to get their way. A fifth defendant, Dominic Pezzola, was acquitted of seditious conspiracy but convicted of numerous felonies for his own role in the attack — which included igniting the breach of the Capitol itself when he smashed a Senate window with a riot shield.

    Prosecutors showed evidence that the Proud Boys spent weeks before Jan. 6 discussing their desire to prevent Biden from taking office, and on Jan. 6, hundreds — in a crowd led by Nordean, Biggs and Rehl — marched to the Capitol even while Trump was speaking to his supporters near the White House. At the Capitol, members of the Proud Boys marching group were present — and often involved — in the crucial moments when the mob breached police lines and many later entered the Capitol, led by Pezzola.

    Mundell said he understood the jury’s work on the case as a significant moment for the country.

    “I think it’s huge. It’s something that needed to happen,” he said. “I definitely think it’s important because otherwise, somebody might get the idea that this is okay to do again.”

    Although the jury deliberated for about a week, Mundell said it didn’t take long for jurors to agree that the group had committed a seditious conspiracy.

    “The first day we elected a foreman. After that, we all put out our initial impressions of the evidence. We all voted and most people saw the evidence pointed towards seditious conspiracy. By the second day, we had pretty much established guilty verdicts on the conspiracy,” he said.

    Mundell said the group agreed that Pezzola was not guilty of seditious conspiracy because he wasn’t closely tied enough to Tarrio or the group’s leaders — Pezzola took the stand and emphasized that he had only been in the Proud Boys for a month before Jan. 6 and barely knew his co-defendants.

    “Another factor was just that he wasn’t the brightest bulb on the porch. And may not have been bright enough to really know about the plan,” Mundell said. “So I said, well, poor guy. He should’ve listened to his father-in-law, who told him ‘don’t go.’”

    Mundell said the jury simply did not buy the defense’s claims that the Proud Boys were only interested in First Amendment-protected protests and to make their voices heard in Washington.

    “You don’t stop the steal by breaking into the Capitol and over-running the police lines and beating up on and spraying the police,” he said.

    He also indicated that a crucial piece of evidence unearthed by an open-source online sleuth late in the Proud Boys trial factored heavily into the jury’s consideration of Rehl’s role in the attack. While Rehl, who took the stand in his own defense, had emphasized repeatedly that he committed no violence, prosecutors displayed a newly discovered video that appeared to show Rehl pepper spraying toward a line of outnumbered police officers at one of the early moments of the riot.

    “Rehl really got caught on cross examination after he was adamant that he never sprayed a police officer … On cross that all fell apart when the video came out and it showed that he was spraying towards the cops,” Mundell said.

    Mundell also emphasized that the jury considered very little about Trump’s role in Jan. 6, despite one “anti-Trump” juror’s effort to tie the former president to the Proud Boys’ actions. To be sure, Trump was a persistent undercurrent in the case — prosecutors noted that his invocation of the Proud Boys during a September 2020 debate turbocharged the group’s recruitment efforts. And his Dec. 19, 2020 tweet urging supporters to descend on Washington to protest the election results on Jan. 6, 2021, was the moment that jumpstarted the Proud Boys’ seditious conspiracy.

    But Mundell said those two episodes were the extent of Trump’s relationship to the case.

    “[T]he evidence doesn’t show anything that Trump did other than ‘be there, will be wild’ and ‘stand back and stand by,’” he said. “That was his contribution to this case. Other than that, everyone was focused. I think they got a fair trial.”

    He said tourist was taken for medical check up to PHC Gulmarg where doctors declared her brought dead.
