    “They’re also saying they’re going to ban abortion. Six weeks into a pregnancy? Well, clearly most of them don’t even know how a woman’s body works because most women don’t even know they’re pregnant at that stage of a pregnancy,” Harris said to a raucous applause.

    For Harris, the event was a bit of a homecoming. The first vice president to hail from a historically Black college or university spoke to a packed auditorium of students and reproductive rights advocates on Howard’s campus in Washington, D.C., to multiple standing ovations and shouts of “H-U!” She responded: “You know!”

    Attendees who’d seen Harris speak before say she felt like a different speaker Tuesday: That she was laid back in a way they hadn’t seen before and tied that to her being in the same auditorium that she had freshman orientation in.

    “I feel like when she’s around Howard students, she feels at home. She feels comfortable around us because unlike the outside world, we don’t judge her,” freshman student Jomalee Smith said. “She is one of our heroes. When she’s here, she sees kids that look up to her. So, of course she’s going to be comfortable, be herself, walk around, crack jokes in the middle of a sentence.”

    Alencia Johnson, a former Biden campaign senior adviser, said she hopes the administration (and campaign) takes Harris’ performance and the reception as proof positive they need to make sure they let her loose during the next 18 months.

    “It’s clear abortion is a key issue for not just women, but young people and Black people of all ages given the packed auditorium with less than 2 days’ notice,” Johnson said. “And Vice President Harris is the perfect messenger in this moment in history. She was on fire. When they let her loose, especially on abortion, she connects with voters in a way many electeds can’t.”

    The event also is an extension of Harris’ leading the administration’s push to protect reproductive access since POLITICO reported on the draft opinion that eventually became the 2022 Dobbs decision dismantling a federal right to abortion.

    And administration aides say the choice to have the vice president speak about abortion to a group of young Black people at her alma mater was no accident. Though Harris had just one line about the reelection, (“I stand here, proud to run for reelection with President Joe Biden … so we can finish the job”), for the crowd, the impending fight was undergirding her appearance.

    “What I saw was an experienced prosecutor who knows the case in front of her and capably prosecuted that case in front of this audience today,” EMILY’s List president Laphonza Butler said. “I’m excited about this reelection because that is the vice president that America is going to get a chance to get to know for the first time because she didn’t get to do it during the pandemic.”

    In the first campaign video announcing his reelection campaign, Harris was featured largely throughout, a rarity for vice presidents and proof that the president will be leaning on his second-in-command during the campaign. It was also a not-so-veiled jab at the naysayers who doubt how close the two are and whether Biden sees her as an asset to his campaign.

    Parts of Harris’ speech harkened to elements of the message Biden shared in that video about their reelection being about issues of freedom and democracy. Since the Dobbs decision, Harris has worked to tie the conversation of abortion access to a larger fight about privacy and the dismantling of democracy in the United States. On Tuesday, she said it was part of “an extremist plan to take this to a national agenda.”

    “This agenda includes attacking your very right and freedom to express your voice through your vote at the ballot box,” she said. “Don’t think it’s not a national agenda when they start banning books to stand in the way of teaching America’s full history so the truth can be spoken. Standing for ideas that say that people cannot openly love the people they love — you know what’s happening with teachers down in Florida.”

    Mikel Arteta wants Arsenal to savour the “beautiful experience” of a potential title decider against Manchester City at the Etihad but accepts his players will have to delve into previously untapped resources to regain control of a neck-and-neck race for the top.

    Arsenal travel to Manchester with a five-point lead at the summit but, given their opponents have two games in hand, anything bar a win would make City favourites to pull clear by the end of the season. Three straight draws have squandered much of Arsenal’s advantage but Arteta praised his side for staying with Pep Guardiola’s team and urged them to hit the heights required for a successful conclusion.

    “A beautiful experience tomorrow night, that is what I want them to take,” he said, when asked what Arsenal’s squad might glean from such a high-pressure occasion. “A beautiful experience where we do what we have to do to win the game. For us to have been able to go toe-to-toe with [City] is great. But it’s not enough because we want to win it, so we have to find a different edge [so] now that we are here we are going to win it. And to do that, excellence is the only thing that is going to take you where we want to go.”

    Arteta worked as Guardiola’s assistant at City for three and a half years before taking the Arsenal job in December 2019. The usually pragmatic manager allowed himself a brief reflection on the pace at which his life has changed since then. “It is the beauty of football,” he said. “Five years ago if somebody told me we would be in this position, him at City and me at Arsenal, and going toe-to-toe with them … ”

    City were 3-1 victors at the Emirates two months ago, winning 11 and drawing three of their 14 matches in all competitions since. They are in searing form but Arteta was bullish when it was put to him that his team might have had a greater chance of winning at the Etihad earlier in the campaign. “They’ve been in incredible form but look where we are in the table,” he said. “That means we’ve been in incredible form as well. That’s why we are where we are.

    “It’s going to be a tough night and challenge but the opportunity is incredible for us. We knew from the beginning, if you want to win a Premier League, you have to go to Spurs and beat them. You have to go to Chelsea and you have to beat them. You have to go away from home and win. This is what we’ve been doing. This is why we’re here. Now you have to go to City and you have to beat them.”

    Any hopes that William Saliba might make a miraculous recovery to reassume his place in Arsenal’s defence appear to have been dashed, Arteta suggesting the centre-back would be absent into next week because of a back injury that could curtail his season. They have struggled to keep things tight without Saliba and a lack of security was doubly pronounced when Granit Xhaka missed Friday’s 3-3 draw against Southampton through illness. Xhaka is doubtful again and Arteta will be desperate for his most experienced player to recover in time.

    “Injuries for us in the wrong moments, losing three or four players, is not great, but we have to adapt,” he said. “If you want to win the championship you have to go through those moments and somehow overcome that situation. We have to show that now.”

    Hyderabad: G. Uma Krishnaiah, widow of slain Dalit IAS officer G. Krishnaiah, has requested Prime Minister Narendra Modi to intervene and stop release of former MP Anand Mohan Singh, who was convicted for the bureaucrat’s lynching.

    A day after the Bihar government decided to release Anand Mohan Singh by amending the Bihar prison manual, she said she was shocked by Chief Minister Nitish Kumar’s move.

    Uma Krishnaiah said Modi should intervene and make Nitish Kumar withdraw his decision which will set a bad precedent and have serious repercussions for the entire society. “My husband was an IAS officer and it is the Centre’s responsibility to ensure that justice is done,” she said.

    She alleged that Nitish Kumar is releasing killer of her husband for votes of Rajputs and to form a government again.

    “He (Nitish Kumar) thinks that by releasing him, he will get votes of all Rajputs and this will help him form the government again. This is wrong,” said Uma, who lives in Hyderabad.

    “This goes on in Bihar but this is not good. There should be good people in politics and not criminals like Mohan,” she said.

    Krishnaiah, an IAS officer of 1985 batch, was killed on December 5, 1994. Then Gopalganj District Magistrate, he was killed by a mob allegedly provoked by Anand Mohan Singh. The mob, which was protesting with the body of Chhotan Shukla, a gangster-politician of Anand Mohan’s party, who was killed a day earlier, dragged Krishnaiah out of his car and lynched him.

    Anand Mohan Singh was sentenced to death by a lower court in 2007, but the Patna High Court commuted the penalty to life imprisonment in 2008. He has been in jail for 15 years.

    The widow of the slain bureaucrat said that she was not happy when he was awarded life imprisonment instead of the death penalty. “Now it is heartbreaking for me that he being released even before completing the sentence,” she said

    Uma Krishnaiah, who had moved to Hyderabad a few days after losing her husband, said the Rajput community should also think if a criminal like Anand Mohan Singh can do any good to them and to the society.

    She believes that this action of Nitish Kumar will embolden criminals to take law into their hands. Uma Krishnaiah, 60, is of the view that release of Mohan may endanger the lives of civil servants and government officers discharging their duties honestly as the criminals will think that they can take law into their hands and do whatever they want and come out of jail.

    She revealed that some IAS officers of 1985 batch are in touch with her and they were contemplating to move the Patna High Court or the Supreme Court to challenge the decision of Nitish Kumar government.

    It was a life full of struggle for Uma Krishnaiah. After losing her husband, she had moved to Hyderabad with two daughters, aged 7 and 5. The family was traumatised after what it had to go through.

    She took up the job of lecturer in a college in Hyderabad to look after the family. She was allotted a house site in Prashasan Nagar in Jubilee Hills, where she constructed her house.

    Retiring in 2017, she ensured good education for both the daughters, who are currently employed as a bank manager and a software engineer.

    Standing atop a specially-designed vehicle, she was greeted by the crowd gathered on the sides of the roads and on nearby buildings.

    Large number of party workers holding Congress flags were seen marching along with the vehicle, as it passed through the streets, amid drum beats and slogans like ‘Congress Congress’ and ‘Priyanka Gandhi ki jai’.

    Vadra was accompanied by AICC General Secretary Randeep Singh Surjewala and other local party leaders.

    She even clicked a selfie from the vehicle for an “admirer” standing on the road, and shook hands with a couple of them.

    Addressing the people at the end of the roadshow, she urged them to change the government in Karnataka which is “looting” them.

    “For the sake of your future, vote for Congress and bringing in a new government which will usher in a new hope in Karnataka,” she added.

    Earlier in the day at a Congress public meeting, Vadra accused the BJP government in Karnataka of rampant corruption and charged that Rs 1.5 lakh crore has been “looted” from the state by the ruling dispensation.

    The Congress leader later also interacted with women in Hanur town of Chamarajanagar district where she spoke to a couple of women personally and tried to understand their issues. She urged women voters not to take this election lightly, and said it is important for the future of their children and youth.

    The Congress is going all out to unseat the ruling BJP in Karnataka and form the next government.

    Voting is scheduled on May 10 and the results will be out on May 13.

    LUXEMBOURG — Ukrainian Foreign Minister Dmytro Kuleba on Monday implored EU foreign affairs ministers to move faster on their promises to supply Kyiv with ammunition. But his plea came as officials were given new details showing the EU still has a long way to go to meet its lofty pledges.

    According to several diplomats, Kuleba — who addressed a meeting of foreign ministers in Luxembourg via video link — was critical of the slow pace of the EU in delivering ammunition and missiles as part of a plan to provide 1 million shells in the next 12 months as Ukraine fights off Russia’s invasion.

    The plan has already been endorsed by EU leaders but, when it comes to the technical details, has only been partially agreed upon by member states, which are still discussing the so-called track two of the scheme, which involves the joint purchase of ammunition.

    The bone of contention is a legal one about exemptions for companies based outside the EU in the supply chain of the defense companies involved in the plan, but in the background doubts also remain as to whether the EU defense industry can really deliver all of these shells.  

    Kuleba on Monday “repeated that Ukraine needs desperately the ammunition to stand against the Russian attacks, and also to organize the counterattack,” Margus Tsahkna, the foreign minister of Estonia, which put forward the ammo plan, told POLITICO. “And ammunition is crucial.”

    The problem is not only the speed of the EU in delivering the ammo, but also the quantity. The plan is being funded by a pot of money called the European Peace Fund, which partially reimburses the member states for ammo and missiles. That cash, meant to help provide ammunition quickly, comes from the so-called track one of the plan — worth a total of €1 billion — which has already been fully agreed upon. EU top diplomat Josep Borrell, speaking to journalists Monday, said that “we have received requests for reimbursement for €600 million.” 

    Yet according to three diplomats, not all the material that member states want reimbursing for has actually been delivered. Of the €600 million that Borrell mentioned, €180 million was for the provision of 1,080 missiles (six of which have not yet been reported as delivered) and the rest of the money was for 41,000 pieces of ammunition, of which 28,000 have not been reported as delivered, the diplomats said.  

    Those numbers are well short of 1 million. 

    Kuleba stressed “that if there is one priority, and if it’s a single burning issue, this is weapons delivery, in particular ammunition … he also asked for not being hesitant on delivering the aircraft and other modern pieces of military technology,” Slovakia’s foreign minister, Rastislav Káčer, told POLITICO. “He was pushy, politely,” Káčer added. 

    Borrell tried to offer reassurance on the speed of the EU decision-making process, saying: “There has been some disagreement but the work continues. We are not waiting for the legal document to be finished to start working. The work continues and everything is being prepared,” he said at a press conference after the meeting.

    Diplomats reckon it’s a matter of days, likely Wednesday, before track two of the plan will be finalized.  

    “The truth is that there is not satisfaction about how we’re delivering on track one, in the quantity and the speed,” Káčer said. “We can do more, we can scratch more. Slovakia is trying. We are putting everything we have in the stockpiles.”

    Copenhagen: Nearly a year after the mpox (monkeypox) outbreak in the European region of the World Health Organization (WHO), the agency has urged vigilance in Europe over mpox ahead of the festival season.

    A new campaign is launched as Europe heads into the spring and summer months when a number of Pride festivals are set to take place across towns and cities, Xinhua news agency reported, citing a press release issued by the WHO Regional Office for Europe.

    The aim of the campaign is to reinforce the message that “monkeypox remains with us and that continued vigilance is still needed”.

    The “Ready for It” campaign was launched despite a significant decrease in the number of mpox cases in recent months, due to WHO Europe concerns that “the possibility of further re-introductions from outside the region, either from endemic areas or newly affected countries, is likely”.

    The campaign urges the most vulnerable groups and the sexually active who will attend the events and festivals across Europe this spring and summer “to be aware of the symptoms of mpox, to get tested, and to abstain from sexual activity if they develop symptoms.”

    To support the campaign’s message, WHO Europe is planning to release a catalogue of resources on mpox mass gathering and large event preparedness, including updated guidance and information for authorities and event organizers in preparation for this year’s festival season.

    According to WHO Europe, the campaign will coincide with the publication of a new mpox strategy, which outlines the steps that member states in the region must take to prepare for the spring and summer seasons, as well as the medium to long-term measures necessary to stop the sustained transmission of mpox from person to person.

    An atypical outbreak of mpox was declared in May 2022 in the WHO European region. Patients, mainly men who have sex with men, were identified in sexual health clinics, but anyone can catch mpox through close contact, according to the WHO.

    He signaled that the U.K. isn’t interested in breaking with the U.S. on geopolitics — days after French President Emmanuel Macron called for Europe to bolster its autonomy from Washington. He also said he doesn’t plan to get into a subsidy war with the U.S. in response to President Joe Biden’s Inflation Reduction Act, which is rattling Europe with incentives for green energy companies to operate in the States. He also defended the U.K.‘s decision to waive a core banking regulation to let HSBC acquire the U.K. business of Silicon Valley Bank after the California-based lender failed last month.

    On divergent global economic forecasts, with the IMF seeing “anemic” growth and U.S. Treasury Secretary Janet Yellen pushing an outlook that’s “reasonably bright.”

    We are in a much stronger position than we thought we would be in the autumn. And I would say that I’m not the only finance minister who is a bit more optimistic than the IMF.

    It’s a cautious optimism. That’s probably the mood I would describe it as. I think people have seen banking turbulence in Switzerland and California. There’s obviously high inflation … and that’s a destabilizing factor.

    So I think there is caution alongside the optimism, but I think that most people think that this is a set of challenges that the world economy can weather.

    On whether Britain set a bad precedent by waiving rules designed to separate retail and investment banking when it permitted HSBC to buy the U.K. operations of Silicon Valley Bank.

    In any situation like the one that the United States authorities faced with the parent branch [of SVB] or Swiss authorities faced with Credit Suisse, you have to show some flexibility at the margins without compromising core principles.

    And in this case, the ring-fencing waiver was actually a very, very small thing in the grander scheme of the ring-fencing protections that we have in the U.K.

    We’re not going to do anything to unlearn the lessons of 2008.

    On the stability of the U.K. banking industry, after rising interest rates triggered the downfall of SVB.

    Are there lessons that we can learn from seeing the speed at which that issue happened? Of course there are.

    But do I think the U.K. banking system can withstand a period of higher interest rates? Yes, I think it can.

    On whether he agrees with former U.K. Prime Minister Liz Truss that Britain should take a harder line with China and the suggestion that Macron was weak for visiting Beijing to help resolve the Ukraine conflict.

    We are all talking in the finance minister world about making sure that we don’t have [economic] dependencies in key areas.

    My message to my colleagues is, there’s two ways we can do this.

    We can either revert into saying we’re all going to try and solve this by ourselves, which is essentially protectionism, which will mean that the world will go back to the Dark Ages when we didn’t have free trade, or we can try and resolve this issue together, which actually is a more resilient solution because there will be more options. It’ll be cheaper, we’ll get there more quickly.

    Of course, we need to make sure when it comes to China, that we don’t have dependencies when it comes to key technologies. And that work is continuing apace.

    You can say things out of office that you can’t necessarily say in office. But I would say that if you’re saying is there a big difference between my approach and [French finance minister] Bruno Le Maire’s approach when it comes to making sure that we have economic resilience, that we are de-risking supply chains, I don’t think there is a big difference.

    I think we both recognize that we need to learn lessons from what happened in Ukraine.

    On Macron’s idea that Europe needs to band together and break away from U.S. leadership.

    Ukraine stands free and independent today because of leadership by the United States.

    And I would say also, that contrary to what Putin wanted, there has been complete unity in Europe, standing foursquare behind the Ukrainians.

    That says to me one very simple thing: That when Europe and the United States stand together, we can successfully defend democracy and freedom around the world.

    And that to me is not just the big lesson of the last year, but it’s actually the big lesson of the last 100 years as well.

    I see the need for Europe to invest more in its own defense. I don’t think it’s sustainable in the long run for Europe to say that we’re going to depend on American taxpayers to fund a third to a half of our defense needs in Europe. Absolutely not.

    And so we need to contribute more to our own defense. But we need to do so in a way that is working hand in glove with other countries that share our democratic values — and the leading one of those is the United States.

    On the extent to which the U.K.’s response to the Inflation Reduction Act will amount to more subsidies for green industries.

    Although we have concerns about elements of the Inflation Reduction Act ending up being protectionist, which we think would be a bad thing for the United States and for the rest of the world, we don’t think of it as a bad thing.

    We think that the world is more likely to get to net zero [greenhouse gas emissions] because of the Inflation Reduction Act because it’s going to provoke a huge amount of additional investment in clean energy.

    And we think the world, not just the United States, will get to net zero more cheaply as a result of the Inflation Reduction Act because of the technology advances that will happen, which will end up going well beyond the shores of the U.S.

    We’re not going to get involved in a subsidy race. But we will have a comprehensive response to the Inflation Reduction Act.

    We’ve waited because we wanted to see what the EU response was going to be. We think we’ve got an idea of what that’s going to be. And I’ve committed to coming forward with the U.K. response in my autumn statement later on in the year.

    New Delhi: The Supreme Court on Monday asked the Central government to formulate standard operating procedures (SOPs) and develop a model for all state and Union Territories (UTs) in connection with menstrual hygiene for girls studying in schools.

    A bench of Chief Justice D.Y. Chandrachud and comprising Justices P.S. Narasimha and J.B. Pardiwala appointed the Union Health and Family Welfare Secretary as the nodal officer to coordinate with all the states and UTs. The bench said the nodal officer will collect data to develop a national policy.

    During the hearing in the matter, the bench said the issue is of immense importance and the government should engage with all stakeholders for menstrual hygiene in schools, including government and government-aided schools, and also give leeway to states and UTs to modify the scheme as per their local needs.

    The top court directed all states and UTs to bring on record their menstrual hygiene management strategies and plans and also noted that Ministries of Health and Family Welfare, Education, and Jal Shakti have schemes for menstrual hygiene.

    The top court directed the Centre to file an updated status report by the end of July.

    Additional Solicitor General Aishwarya Bhati, representing the Centre, said different ministries have guidelines and schemes dedicated to improve access to menstrual hygiene for young and adolescent girls. She stressed that the responsibility of providing health care services lies with state governments as public health is a state subject.

    In an affidavit, the Health Ministry has said that public health is a state subject and the responsibility of providing healthcare services is that of respective state governments.

    The top court also directed all states and UTs to make provision for ensuring availability of quality low-cost sanitary pads, vending machines in schools.

    The Central government response came on a plea filed by Congress leader Jaya Thakur seeking issuance of directions for providing free sanitary pads to girls studying in classes 6 to 12 in government schools across the country.

    The plea, filed through advocate Varinder Kumar Sharma, said serious difficulty is faced by adolescent females between the ages of 11 to 18 years, who are coming from poor backgrounds facing the insurmountable difficulties in receiving education on account of lack of access to education, a constitutional right under Article 21A of the Constitution of India and it is free and compulsory under the Right to Education Act, 2009.

    “These are adolescent females who are not equipped with and are also not educated by their parents about menstruation and menstrual hygiene. The deprived economic status and illiteracy leads to prevalence of unhygienic and unhealthy practices which has serious health consequences; increases obstinacy and leads to eventual dropping out from schools,” added the plea.

The new train is expected to reduce travel time between the two cities by almost three and a half hours and will be particularly beneficial for pilgrims.

    After the flag-off ceremony, the Prime Minister will attend a public meeting at Parade Grounds, where he will lay the foundation stone for new blocks at All India Institute of Medical Sciences (AIIMS) Bibinagar. He will also lay the foundation stone for the redevelopment of Secunderabad Railway Station, which is being taken up at a cost of Rs 720 crore. The revamped station will have world-class amenities and an aesthetically designed iconic building. It will feature a double-level spacious roof plaza with all passenger amenities in one place, as well as multimodal connectivity for seamless transfer of passengers from rail to other modes of transport.

    Furthermore, the Prime Minister will flag off 13 new Multi-Modal Transport Service (MMTS) services in the suburban section of Hyderabad-Secunderabad twin city region, providing commuters with a fast, convenient, and comfortable travel option. He will also dedicate to the nation the doubling and electrification of the Secunderabad-Mahabubnagar project, stretching over 85 km, completed at a cost of nearly Rs 1,410 crore. The project will provide seamless connectivity and assist in enhancing the average speed of trains.

    During the program, he will also lay the foundation stone for five National Highway projects worth more than Rs 7,850 crore. These road projects will strengthen the road connectivity of both Telangana and Andhra Pradesh.

    After spending an hour at the public function at Parade Ground, the Prime Minister will leave for Chennai from Begumpet Airport at 1.20 p.m.

    Hyderabad: Telangana IT minister and Bharat Rashtra Samithi (BRS) party working president KT Rama Rao on Friday requested the Union home minister Amit Shah to revise the CRPF recruitment notification to include Telugu, Tamil, Kannada, Malayalam and other official languages.

    He said that the Computer Based Test (CBT), a part of Central Reserve Police Force (CRPF) recruitment tests, is only being conducted in English and Hindi sharing a screengrab of the notification on Twitter.

    Addressing a tweet to the union minister, KTR said, “These competitive exams are being held only in English and Hindi, which is a serious disadvantage to students who did not study in English medium or are not from Hindi-speaking States”.

    He further said “The National Recruitment Agency has decided to facilitate a Common Eligibility Test (NRA-CET) to replace multiple examinations & conduct these in 12 Indian languages”.

    He pointed out the decision is not being implemented properly and highlighted the same in the notification released by the CRPF.

    CRPF is set to conduct an open competitive exam for recruitment into vacancies in Constable (Technical and Tradesman) posts in the CRPF as per the rules formulated by the ministry of Home Affairs.

    The recruitment process will consist of a Computer Based Test, Physical Standards Test (PST), Physical Efficiency Test (PET), trade test, along with document verification, and medical examination.

    Under section 2.3 and 12.1.1, the recruitment notification by CRPF stipulates that the CBT will be conducted in English and Hindi only.

    The notification states that the tentative dates for CBT are from July 1 to July 13, 2023.
