    The meeting, organized with the aim of making upcoming event success with the cooperation of all the stakeholders, also reviewed various aspects of preparation.

    “G20 is a matter of pride for the country. We should make concerted efforts to ensure successful conduct of G20 meeting in Srinagar,” the Lt Governor said.

    Jammu, April 26 (GNS): Lieutenant Governor Shri Manoj Sinha chaired a meeting of Power Development Department to review power situation during the upcoming summer months, today at Civil Secretariat.

    The meeting discussed the various aspects to meet the high electricity demand and a multi-pronged strategy to ensure adequate availability of power.

    The Lt Governor directed the officers to strictly implement the decisions taken in the earlier meetings to meet any peak demand and proactive actions for robust power distribution & transmission system.

    The Lt Governor also directed to launch a campaign against theft of electricity. He said cases of theft should be tackled on priority since it is an important aspect to ensure energy security to all.

    The Lt Governor sought a detailed report on the ongoing power sector projects and schemes such as installation of pre-paid meters. He directed the officers to analyse all the issues such as manpower augmentation & rationalisation to provide better power services to the people of J&K.

    He further instructed to complete the augmentation and upgradation work of Grid stations on a war footing.

    A PowerPoint presentation was given by Sh. H. Rajesh Prasad, Principal Secretary, Power Development Department on actions taken on the directions during the previous review meeting.

    The Lt Governor also launched Real-Time Data acquisition system (RT-DAS). The system would provide real-time access to performance parameters pertaining to different feeders besides other benefits.

    Dr Arun Kumar Mehta, Chief Secretary; Sh. H. Rajesh Prasad, Principal Secretary, Power Development Department along with other senior officials attended the meeting.

    Earlier Congress leader Rahul Gandhi on Sunday hit out at the incumbent BJP government in Karnataka, claiming the “40 per cent commission government” will be reduced to 40 seats in the May 10 Assembly elections.

    Addressing a roadshow in Vijayapura, Rahul Gandhi said, “The Congress will form the government in Karnataka with 150 seats while 40 per cent commission government of the BJP will be reduced to 40 seats”.

    Reacting to this Union Home Minister Amit Shah on Monday hit back at Rahul Gandhi over his allegations of terming the Bommai government in Karnataka as ’40 per cent commission BJP government’ and said if the Congress have evidence they should go to court.

    “They can talk about it and should go to court if they have concrete evidence. Neither there’s any probe nor there’s any case. How will people believe in such baseless allegations?” he said.

    The Karnataka assembly elections will be held in a single phase on May 10, with the counting of votes scheduled on May 13.

    E. Jean Carroll is a writer who was an advice columnist for Elle Magazine for many years. She alleges that Donald Trump sexually assaulted her in a dressing room of luxury department store Bergdorf Goodman in the mid-1990s. In her lawsuit, she says Trump attacked her inside a dressing room in the lingerie department, where he “seized both of her arms” and then “jammed his hand under her coatdress and pulled down her tights.” After unzipping his pants, “Trump then pushed his fingers around Carroll’s genitals and forced his penis inside of her,” according to the lawsuit.

    What does Trump say about her accusations?

    Trump says the incident “never happened” and that Carroll’s allegation is fabricated. He said in 2019 that he had “never met this person in my life” and that she was motivated to make up the claim against him in order to sell a book in which she described the alleged assault. Last year on his social media site, he again accused her of promoting a “hoax” and said that, “while I am not supposed to say it, I will. This woman is not my type!”

    What is Carroll asking for?

    Carroll is asking for unspecified damages for battery and defamation and for Trump to retract the 2022 statement he made on his social media site.

    Why isn’t this a criminal case?

    Carroll never contacted the police at the time of the alleged incident and, according to her, told only two friends about it before going public with her claims decades later, in 2019. By that point, the criminal statute of limitations had expired long ago.

    How can Carroll sue over an incident that took place more than two decades ago? What about the statute of limitations?

    The statute of limitations for people to bring civil lawsuits over sexual assault in New York is generally three years. But in 2022, New York passed the Adult Survivors Act, which opened a one-year window — from Nov. 24, 2022, to Nov. 24, 2023 — for people to sue their alleged assailants even if the statute of limitations had expired. Carroll filed her lawsuit within minutes of the law taking effect on Nov. 24, 2022.

    Will Trump testify?

    It’s unlikely. Carroll hasn’t indicated she will call him as a witness. He could testify in his own defense, but his lawyers have indicated he is unlikely to attend the trial. He was deposed in this case, so lawyers for both Carroll and Trump can use his deposition as evidence.

    Is there any chance of an out-of-court settlement?

    Lawyers for Carroll and Trump haven’t indicated in court filings that there has been any discussion of an out-of-court settlement. Such an outcome is always possible, however, even at the last minute, as evidenced by the recent settlement between Dominion Voting Systems and Fox News. That agreement was announced the day opening statements were set to begin in the defamation trial.

    Is anyone paying for Carroll’s legal fees?

    Reid Hoffman, the co-founder of LinkedIn, is helping pay for Carroll’s lawsuit, according to court filings. Hoffman, a major Democratic donor, has helped pay for “certain costs and fees,” said Carroll’s lawyers, who added that their client wasn’t involved in obtaining outside funding. Trump’s lawyers sought to delay the trial after they learned of the third-party funding, saying it raised questions about her credibility and motivations. The judge didn’t allow a delay, but did permit them to question Carroll about the financing.

    How long will the trial last?

    Lawyers for Carroll and Trump have indicated in court filings that they believe the trial will last between one and two weeks.

    Congress’ dilemma: Gehlot or Pilot for CM Candidate in upcoming polls?

    With the Assembly election later this year, Rajasthan faces a political crisis again. The party lost Punjab last year because of mishandling by the Gandhis by backing the wrong horse. Will the Congress leadership be able to save Rajasthan from going the Punjab way?

    Congress and BJP have been alternating in Government, and now it is the turn of the BJP to win the elections in Rajasthan. Congress desperately needs to retain the big state in the Assembly polls.

    In a catch-22 situation, Congress is still dithering whether to face the electorate with Ashok Gehlot as Chief Minister or the rebel Sachin Pilot instead.

    Chief Minister Ashok Gehlot and his former Deputy chief minister Sachin Pilot are at loggerheads again. The power tussle between the two started in 2018, first over party tickets and later over the chief minister’s position. Gehlot wants to keep his job, and Pilot wants to grab it immediately.

    Pilot had rebelled twice in the meanwhile. In 2020, he led a revolt with the tacit support of the BJP with 20 of his legislators; the one-month-long political crisis ended after the Congress high command promised to look into the issues raised by Sachin Pilot.

    The second time was in September 2022, when the Gehlot camp consisting of 90 MLAs, submitted their resignation letters to prevent Sachin Pilot from succeeding Gehlot. This was when Ashok was offered the party chief’s position. Gehlot wanted to be chief minister and rejected the party post.

     Pilot thinks it is now or never as the time is running out. Though he is only 46, if Pilot misses the boat, his next shot would be in 2028. He is not in the mood to waste 5 years of political life.

    Last week, Pilot announced a one-day dharna accusing the Gehlot Government of failing to act against the excise mafia, illegal mining, land encroachment, or the Lalit Modi affidavit case sat in dharna for a day. He complained Gehlot had been reluctant to act against the predecessor Vasundhara-led Government. Incidentally, Vasundhara Raje (BJP) quietly helped Gehlot win the confidence vote in 2020. Also, she is staking her claims to become chief minister again.

    Sachin is young, charismatic, ambitious, articulate, and sophisticated. He is also close to Rahul Gandhi and Priyanka Gandhi; However, he is a rebel, impatient, and ambitious. There are speculations BJP might offer him a ministerial berth. With few young leaders left, PIlot’s quitting could hurt Congress before the polls.

    Ashok Gehlot is 71, asking the electorate for one last chance. If disturbed now, he will break the party.

    The options before Congress are few. One is to counsel patience to Sachin. He has chosen corruption as an issue this time. When Rahul Gandhi is spearheading corruption, how could they blame Sachin? Moving Pilot to Delhi to give organizational responsibilities was one of the options, but Pilot would not be satisfied.

    Alienating Gehlot also will have repercussions. One option is to convince the one-time magician Gehlot to step down. Gehlot had been the chief minister twice earlier and was an experienced leader from the OBC community. He has shown many times that he is a man in control. But, he is an aging leader, lacks charisma, and indulges in factionalism. He also faces anti-incumbency.

    It will be an acid test for the six-month-old Congress Chief Mallikharjun Kharge busy amid Karnataka Assembly polls.

    Last month, he was toying with making PIlot the state party chief, which would have soothed Sachin but upset Gehlot. Kharge may be waiting for the Karnataka elections to conclude. With pretty good chances of winning the state, he could deal with both leaders from a position of strength.

    Ultimately, it depends on the party’s high command to find an acceptable formula for both. But this is easier said than done. Congress leadership has little time to dither.

    The first and foremost is to quieten the warring camps. The Congress has roped veteran Kamal Nath to mediate between the two sides.

    Secondly, the High command should act swiftly.

    Keeping the crisis unaddressed will result in further chaos. It might also affect the party’s chances in Karnataka.

    Thirdly, Kharge should ensure Rajasthan is not messed up as they did in Punjab by backing the wrong horse and losing the state.

    Fourthly, there are few politically savvy peacemakers like Ahmed Patel. Also, Sonia Gandhi has taken a backseat.

    Kamalnath has reportedly offered Pilot a ‘meaty’ role in the AICC secretariat, a member of the Congress Working Committee, and a vital role in the screening committee for the upcoming Rajasthan elections.

    The High Command is not willing to disturb Gehlot. So, Congress must tread carefully, as any misstep would mean losing Rajasthan. It will need all the mediating skills to resolve the issue at a time when Congress needs to win and not lose.

    Menthol cigarettes make up nearly 40 percent of cigarette sales and are particularly popular in minority communities. About 90 percent of Black smokers report using menthol products.

    RJR, whose Newport brand is one of the most popular menthol cigarettes on the market, has been packaging its new cigarettes in blue and green boxes — similar to its menthol predecessors — and aggressively marketing them to menthol smokers.

    “It’s definitely a test case,” for tobacco companies to figure out how to offset lost sales as the government moves to outlaw menthol cigarettes, said Alex Liber, an assistant professor in the department of oncology at Georgetown University’s School of Medicine who studies tobacco sale trends.

    Though RJR’s new cigarettes haven’t entirely replaced the state’s quashed menthol market yet, sales are “rapidly rising,” Liber said.

    Luis Pinto, an RJR spokesperson, said the company’s new products don’t violate California state law because they don’t have a distinguishable taste or aroma other than tobacco. He added that the FDA cleared these products for market, and declined to elaborate.

    RJR sold 2.8 million packs of Camel-branded menthol cigarettes and 2 million packs of Newport-branded menthol cigarettes in California in March 2022, according to Liber’s data. This year, Camel sold 1.4 million “California compliant” packs, and Newport sold about 800,000 “California compliant” packs.

    “The rate of increase month-on-month was huge, effectively starting from zero in December when the [state] ban came into place,” Liber said. “This figure will grow in … April and May of this year.”

    Both the California Department of Public Health and the California Department of Justice say they’re aware of the new products, but public health doesn’t have the power to enforce the ban and the state attorney general wouldn’t comment on a potential investigation.

    Abigail Capobianco, an FDA spokesperson, declined to comment on RJR’s new cigarettes. But she said that at the federal level, the final rule banning menthol cigarettes will be comprehensive. “The final rule will take into consideration all of the public comments, including comments on compliance and enforcement of the rule, such as how [the tobacco industry] may attempt to evade the requirements of the rule,” she said. The ban is expected in August of this year.

    What’s flavored tobacco?

    California law defines a flavored tobacco product as any product that has a “distinguishable taste or aroma, or both, other than the taste or aroma of tobacco, imparted by a tobacco product or any byproduct produced by the tobacco product.”

    There is no federal definition of flavor in tobacco products, but in the proposed language for a national menthol cigarette ban, the FDA defines flavor as “the multisensory experience ( i.e., taste, aroma and cooling or burning sensations in the mouth and throat) of a flavor during use of a tobacco product.”

    “On the proposed federal menthol ban, we strongly believe there are more effective ways to deliver tobacco harm reduction than banning products,” Pinto added.

    Legal experts said the only way these new cigarettes could be sold in California is if they don’t raise new public health issues. They point to the FDA’s substantial equivalence marketing authorization — a pathway for tobacco companies to bring a new product to market that has either the same traits as existing products or is a similar product with minor changes.

    “The FDA is the entity that should enforce this problem,” said Desmond Jenson, the deputy director of the commercial tobacco control program at the Public Health Law Center. “But it is also the unfortunate truth that the FDA created this problem by authorizing these products.”

    Menthol is a naturally occurring chemical in some plants with a minty flavor. It provides a cooling sensation on the body surfaces it touches, which makes it easier for the user to inhale the burning tobacco. They aren’t inherently more harmful than traditional tobacco cigarettes, but they do make it easier to start smoking and they make it harder to quit, according to the CDC.

    Sairam Jabba, a senior research scientist focusing on tobacco regulatory science at Duke University, said that the reason RJR’s new products don’t seem to violate California’s flavor ban is because the state’s flavor definition is vague. “It gives a lot of room for these tobacco companies to go around and add chemicals like the synthetic cooling agents that don’t have a specific aroma or taste, but have the same pharmacological effects as menthol,” he said.

    ‘California compliant’

    RJR says some of its new products, like the Camel Crisp, contain a lab-made chemical called ethyl menthane carboxamide, or WS3. That chemical has less of the minty odor than menthol, but it gives the body the same cooling, soothing effect as conventional menthol cigarettes.

    Other new “California-compliant” cigarette products don’t list WS3 as an ingredient, but RJR’s spokesperson declined further comment, explaining that the company considers many of its ingredients to be proprietary and is only required to list them under a cover-all description of “natural and artificial flavors.”

    In some ways, the vague language of flavored cigarette product definitions is intentional, some experts said. “The last thing that a regulator would want to do … is come up with a definition that inadvertently excluded something that should have been included,” said Mitch Zeller, the former head of the FDA’s Center for Tobacco Products.

    “People were completely blindsided by it, and they’re trying to figure out what to do,” said Phillip Gardiner, co-chair of the African American Tobacco Control Leadership Council, a group that advocates to remove flavored tobacco products.

    The state of play in California doesn’t bode well for the forthcoming federal ban of menthol cigarettes, either, when the responsibility of enforcement will shift to the FDA.

    More than a few federal lawmakers said the FDA’s track record for clearing the market of illegal tobacco products has been dismal. Last month, Senate Majority Whip Dick Durbin (D-Ill.) wrote to the head of FDA and the Department of Justice to ask why the agencies have failed to remove hundreds of vapes without marketing authorization from store shelves. And in March, Rep. James Comer (R-Ky.), chair of the House Committee on Oversight and Accountability, said the committee is probing the FDA’s Center for Tobacco Products in part over its failure to clear the market of unauthorized tobacco products. The FDA said it would address Durbin privately, and did not comment on the CTP investigation. The DOJ did not respond to an inquiry about Durbin’s request.

    It’ll be challenging to enforce a flavored cigarette ban “as there is a population of people, who want mentholated products,” said Dave Dobbins, a former chief operating officer of the Truth Initiative, an advocacy group that focuses on reducing youth smoking, who now consults for the tobacco company Altria.

    As per revisions by the commission, the test for the posts of Agriculture Officer (AO) in agriculture and co-operation department, and Drugs Inspector (DI) in drugs control administration department that were supposed to be held on April 25 and 26 are now rescheduled to be held on May 16 and 19 respectively. 

    The exam for Assistant Motor Vehicle Inspector (AVMI) posts has been rescheduled to be held on June 28.

    The recruitment exams for various gazetted and non-gazetted posts in the ground water department are rescheduled to held on July 18 and 19, and July 20 and  21 respectively. The commission said that all the exams will be conducted in a computer-based mode.

    About the Eid-ul-Fitr prayer the statement read that the Eid prayers will be held at the historic Eidgah, Srinagar at 10:00 am, as per past practice.

    However, in case of inclement weather, the Eid prayer will be held at the Jama Masjid Srinagar same time, it said.
