This seven-decade-long developmental journey is a living example of our inclusive ideology, national unity, hard work and dynamism, added the Lt Governor.

    We pay tribute to the farmers, scientists, engineers, doctors, nurses, teachers, tribals, litterateurs, artists, businessmen, workers, youth and women who have infused new energy into Jammu Kashmir and ensured inclusive and sustainable development, the Lt Governor said.

    The Lt Governor also paid homage to the founding fathers and the freedom fighters who made supreme sacrifice for the unity and integrity of our Country.

    Both measures are typical examples of the not-gonna-pass messaging bills that a party offers when it takes over a chamber of Congress, although the China bill picked up significant Democratic support. Senate Republicans led by Energy Committee ranking member John Barrasso of Wyoming have released similar legislation on the oil reserve this week, as the GOP uses the issue to express frustration with Biden’s broader efforts to wean the economy off fossil fuels to combat climate change.

    But Republicans are casting their latest proposal in national security terms — accusing Biden of recklessly making politically timed sales from an emergency reserve created in response to the Arab oil embargo of the 1970s.

    “The SPR was created during a time of energy scarcity,” Sen. Kevin Cramer (R-N.D.) said in an interview, adding that Biden should instead unleash production from the nation’s fracking hot spots. “You don’t need an emergency reserve to bail you out of high energy prices. You just need to use the Bakken or Permian Basin.”

    Congress has also turned to the petroleum reserve for non-emergency reasons over the years, with lawmakers of both parties pushing oil sales to raise money for needs such as highway construction and drug approvals, and former President Donald Trump once proposed selling off half the SPR’s supplies to shrink the federal deficit. Now, though, Republicans argue that Biden has left the U.S. vulnerable to a severe supply disruption by ordering emergency drawdowns after gasoline prices spiked following Russia’s invasion of Ukraine.

    The GOP voiced similar complaints when then-President Barack Obama sold oil from the reserve in response to supply disruptions amid the Arab Spring.

    Biden’s releases last year — including a massive release just before the election — totaled more than 200 million barrels of oil from the reserve, a network of underground salt caverns that now holds 372 million barrels. That’s down from 638 million barrels when Biden took office and the reserve’s lowest level since 1983.

    The Treasury Department has estimated that the Biden administration’s releases reduced gasoline prices by up to 40 cents per gallon. The national average price was $3.446 a gallon Tuesday, down from an all-time high of $5.016 in June.

    The Biden administration has initiated a plan to begin refilling the reserve, but Republicans accuse the president of failing to explain why Russia’s invasion and the subsequent spike in fuel prices qualified as an emergency. They also complain that he hasn’t tended to preserving the physical condition of the reserve’s infrastructure, saying its pipelines, pumps and caverns have been degraded from frequent drawdowns.

    “What has caused this and why he [Biden] has had to use it [the SPR] is because of the war on fossil fuels this administration declared when they first went into office,” Rep. Buddy Carter (R-Ga.), a member of the House Energy and Commerce Committee, said in an interview. “He is jeopardizing our energy security, which jeopardizes our national security.”

    Democrats, meanwhile, are welcoming the GOP effort as an opportunity — to remind the public that gasoline prices have fallen on their watch.

    The price drop is thanks in part to Biden’s appropriate use of the SPR, Democrats say.

    The administration has “used it very reasonably for exactly the situation it should be used — for an emergency situation that is brought on by worldwide factors, whether it’s a war in the Middle East or a war in Ukraine,” said Sen. Angus King of Maine, an independent who caucuses with Democrats, in an interview.

    Energy Secretary Jennifer Granholm went to the White House on Monday to argue that the latest House bill “needlessly aims to weaken” the efficacy of the SPR as a tool to respond to crises, and would drive up gas prices during an oil shortage. (The bill would provide an exception “in the case of a severe energy supply interruption,” caused by hurricanes or other natural disasters).

    Her comments were followed by a White House statement warning that Biden would veto the bill.

    House Democrats led by Energy and Commerce Committee ranking member Frank Pallone of New Jersey are countering with their own bill that would create an “Economic Petroleum Reserve” within the SPR, allowing the Energy Department to buy oil when prices are low and sell it when they are high, essentially making the U.S. government an oil trader. They plan to offer the measure as an amendment to the GOP legislation.

    “This is not serious legislating,” Pallone said of the GOP effort at a news conference Tuesday. “It’s just a giveaway to the fossil fuel industry that’s already profiting from high oil prices. And it’s hypocritical. Because releasing oil from the SPR has been done by presidents from both parties for decades.”

    Democrats also say Republican calls for increasing fossil fuel production on federal lands as part of their legislative push is misplaced because only 10 percent of U.S. oil and natural gas production occurs on federal lands. And they say that while Biden has limited leasing of new federal acreage for oil and gas sales, his administration has issued permits to drill at a rate outpacing the early months of the Trump administration.

    House Energy and Commerce Chair Cathy McMorris Rodgers (R-Wash.) countered by noting that gasoline prices have increased over the past month by an average of 30 cents a gallon nationwide, offsetting much of the 40-cent price decrease the administration has been touting.

    And Republicans say Pallone’s amendment would amount to anti-competitive government intervention in the global oil marketplace that would lead to higher prices over time.

    “Republicans want durable, long-lasting relief at the pump,” McMorris Rodgers said in a statement Tuesday. “The best way to do this is by unleashing American energy, which is what H.R. 21 helps accomplish.”

    The oil and gas industry is staying largely silent on the bill, instead placing a priority on issues such as easing permit rules for pipelines and natural gas export terminals.

    “Industry generally wants the feds to stay out of markets,” an energy industry lobbyist told POLITICO, insisting on anonymity to speak candidly. “But they also like market stability, which SPR sales helped provide. This is all messaging.”

    One exception was the American Exploration and Production Council, a trade group representing independent oil and gas producers, which came out in support of the GOP bill. The Biden administration “should not use our Strategic Petroleum Reserves as a tool to increase crude supply while simultaneously pursuing policies that suppress domestic production of crude and natural gas,” council CEO Anne Bradbury said in a statement.

    Srinagar, Jan 25: Amid high alert, a multi-level security cover that entails special security measures is in place across Jammu and Kashmir the smooth conduct of Republic Day functions in the Union Territory tomorrow.

    Officials told news agency—Kashmir News Observer (KNO) that since high alert has already been sounded across J&K, some extra security measures have been taken to ensure peaceful conduct of Republic Day that will be followed by the Bharat Jodo Yatra, which is scheduled to enter Srinagar on Jan 30. “All security agencies are maintaining highest level of alert to foil all bids by the enemies aimed at possible disruption of Republic Day,” a senior police official said, wishing not to be named.

    He said apart from the aerial surveillance in the twin cities of Jammu and Srinagar, night patrolling, extra deployment of security forces personnel on highways and sensitive areas, strict Close Circuit Television (CCTV) vigil and Mobile Vehicle patrolling is taking place round the clock on certain roads.

    The main Republic Day function will take place in Jammu where Lieutenant Governor Manoj Sinha will unfurl the tri-colour and take salute of the parade. In Srinagar, LG’s advisor RR Bhatnagar will take the salute of the parade and also hoist the tri-colour. Sources said that both the venues have been sealed and handed over to the security forces. In Srinagar, Divisional Commissioner P K Pole inspected the preparations during full-dress rehearsal on Tuesday.

    At districts headquarters across the UT, elaborate security arrangements have been made for the smooth passage of the Republic Day function. A senior police officer told KNO that they are ready to deal with all the challenges and they are hopeful that the day will pass peacefully across Kashmir.

    In Jammu, security measures are more stringent this time around in the wake of killings in Rajouri district and two back to back mysterious blasts in Jammu’s Narwal recently that left nine people injured. Talking to reporters in Pulwama, Deputy Inspector General (DIG) of CRPF (Operations), South Kashmir, Alok Avasthi said that the force is fully alert to ensure peaceful R-Day and BJY.

    “We are always alert. If there are intelligence inputs of any element trying to disrupt peace, we will act swiftly against such elements”, he said. He said that the force is ready to facilitate BJY. “Whosoever travels on the highway will feel and secure. All measures are in place for facilitate BJY,” he said—(KNO)

    The cases come as both supporters and opponents of the right to terminate a pregnancy are increasingly focusing on abortion pills — which recently became the most popular method of abortion in the United States and a common way patients are circumventing state bans on the procedure.

    Anti-abortion advocates and their allies in state and federal office are pushing more states to adopt laws like North Carolina’s — including states that already have near-total bans — hoping to prevent patients from ordering the pills online.

    The North Carolina case, filed in federal district court in Greensboro, challenges the state’s law requiring that abortion pills may only be provided in person by a physician in a certified surgical facility after a mandatory counseling session and a 72-hour waiting period.

    Eva Temkin, the lead attorney in the suit, said those restrictions are hampering physicians, including her client Amy Bryant, as they attempt to serve patients in the state and those coming from other southeastern states that have implemented near-total bans on abortion since the Supreme Court overturned Roe v. Wade last summer.

    “The restrictions in North Carolina that our plaintiff and medical providers generally are grappling with have created a lot of inflexibility and inefficiency,” she said. “Since Dobbs there has been a significant increase in the number of patients needing abortion care and these rules impose unnecessary delays and travel costs. Because of these restrictions, providers can’t see the number of patients they’d like to see, for instance, by telehealth.”

    A spokesperson for Democratic Attorney General Josh Stein, who recently announced his bid for governor, told POLITICO the office is reviewing the lawsuit, declining to comment further.

    The case has echoes of a previous legal fight between the FDA and Massachusetts over that state’s efforts to restrict an opioid medication, Temkin noted, a battle in which federal rules prevailed.

    “It’s a well-settled principle that a state can’t implement a policy that conflicts with and frustrates the objectives of a federal law,” Temkin said.

    “But in some ways, this is the first case of its kind,” she added. “And that’s because this is the first drug on which states have imposed restrictions on access that the FDA has determined are not appropriate.”

    The FDA lifted the in-person dispensing requirement for the drugs in 2021 — at first, just for the duration of the Covid-19 pandemic and then permanently after determining the pills were safe to prescribe via telemedicine and send-by-mail. The agency loosened its rules for the medication again earlier this month, allowing them to be dispensed by certified retail pharmacies to patients with a prescription.

    In West Virginia, GenBioPro, the company that manufactures the generic version of the abortion pill, is arguing in federal court that the state cannot impede the regulation or sale of a federally approved medication without violating the supremacy and commerce clauses of the Constitution.

    The drugmaker’s lawsuit also challenges the state’s previous restrictions on medication abortion — including a ban on telehealth prescription of the drug, mifepristone. Those restrictions were superseded by the September 2022 prohibition on the procedure at all stages of pregnancy.

    The state laws “constrict GenBioPro’s ability to market its FDA-approved product to West Virginians who need it,” the company said in the lawsuit. “West Virginia cannot override FDA’s determinations about the appropriate restrictions on a medication that FDA approved for use and Congress subjected to this enhanced regulatory regime.”

    Meanwhile, anti-abortion groups, which filed a lawsuit in Texas in November are challenging the FDA’s two-decade old approval of the abortion pill, mifepristone, a case that could halt access to it nationwide.

    Anti-abortion groups are also mounting a campaign to pressure Walgreens and CVS pharmacies not to carry the drugs in states where they are legally allowed to do so, with lawsuits, protests and boycotts planned for the coming weeks.

    Over the weekend, marking what would have been the 50th anniversary of Roe v. Wade, President Joe Biden signed a memo directing his health secretary to “consider new guidance to support patients, providers, and pharmacies who wish to legally access, prescribe, or provide mifepristone — no matter where they live.”

    Srinagar, Jan 25: Jammu-Srinagar highway, the only surface link connecting Kashmir Valley with the outside world, remained closed for better part of the day on Wednesday and it is unlikely to open tomorrow as well, officials said.

    “The highway remained blocked for 12 hours 23 minutes due to shooting stones and mudslides at Mehar and Panthyal,” a traffic department official here said, adding, “ The highway is blocked due to shooting stones and mudslides between Chanderkot and Banihal. No fresh vehicular movement shall be allowed on Thursday from Jammu towards Srinagar and vice versa on the thoroughfare till clearance of the road.”

    He said amid MeT department’s prediction heavy rainfall, snowfall for next few days, there are chances of blockade of the highway. “People are advised not to travel on highway without confirmation from TCUs .”

    Mughal road, connecting twin districts of Poonch and Rajouri with Shopian, as well as Srinagar-Leh highway have been already closed for this winter.

    The Mughal road has been closed for vehicular movement vide District Magistrate Shopian’s order from January 5 in view of snow accumulation.

    The Lt Governor said that the administration is fully committed to youth entrepreneurship and ensuring self-employment opportunities.

    “We have taken many steps to create supportive infrastructure, schemes and policies to speed up economic development of Jammu Kashmir and to meet the aspirations of our young people. Mission Youth, JKRLM and other government agencies along with J&K Bank are helping thousands of new entrepreneurs to set up businesses. The drive during Back to Village and My Town My Pride created a new record enabling 75,000 young entrepreneurs to start a new chapter of their life while celebrating Azadi Ka Amrit Mahotsav,” the Lt Governor said.

    It is a day of pride for J&K. We have identified youth from every panchayat and town of the UT and more than 75000 youth have been connected with livelihood opportunities. I congratulate J&K bank as it has more than 90% share, extending around Rs 900 crores, added the Lt Governor.

    We have scripted a golden chapter of the employment boom in J&K. It is our commitment to ensure aspirations, creativity & enterprise of every youth is realized. We have been steadfast in our resolve to empower young generation, the Lt Governor said.

    J&K Bank has shed its past image. It is now the common man’s bank and significant partner of J&K’s developmental journey. Several initiatives have been taken to ensure financial inclusion where every citizen, irrespective of socio-economic status, is empowered to participate in the new age economy, observed the Lt Governor.

    Speaking on the potential of youth of J&K, the Lt Governor said, from service sector to agri-entrepreneurs & start-ups, our youth have achieved unprecedented success.

    Pulwama has set a new record by providing opportunities to 7324 youth to set up their own business venture. J&K setting up maximum number of manufacturing units in PMEGP in the country last year and also generating maximum number of employment is a testimony to our commitment to youth, he added.

    In all the newly started business ventures, 15% of the entrepreneurs are our daughters who have started their entrepreneurial journey in sectors like training institutes, boutiques, handicrafts etc, the Lt Governor further added.

    Women are driving the socio-economic transformation in Jammu Kashmir. They are the backbone of our society. It is indeed a privilege for J&K Bank to contribute in this campaign of women empowerment, the Lt Governor said.

    Financial assistance worth thousands of crores rupees have been provided to lakhs of account holders through J&K Bank for better business arrangements and handholding of small entrepreneurs in Jammu and Kashmir, noted the Lt Governor.

    The Lt Governor further made valuable suggestions for working in a focused manner to accelerate the development process and making a larger impact on the lives of the people.

    Agriculture & allied sectors, education and healthcare, information technology, infrastructure and self-reliance of every citizen, are the five core competencies that should be taken forward with an integrated action plan for the rapid development of Jammu Kashmir, said the Lt Governor.

    The banking sector will have to play a pivotal role for the rejuvenation of the agriculture & allied sector. By taking banking services to common man, SHGs, village industries and innovative start-ups can create a competitive economy in Jammu and Kashmir, he added.

    On the occasion, the Lt Governor also launched various initiatives of the J&K bank including enhancement of Group Personal Accident Insurance from Rs 15 lakh to Rs 25 lakh for J&K UT Government Employee and Instant loan disbursal for J&K Government employees.

    An MoU between J&K Bank and Jammu Kashmir Energy Development Agency (JAKEDA) was also signed in presence of Lt Governor. The Lt Governor appealed to people to take maximum benefit of the Energy development scheme.

    As a part of the Corporate Social Responsibility of J&K Bank, an ambulance was handed over to Government Psychiatric Hospital, Jammu and a computer lab was announced for Bhatriya Vidya Mandir, Udhampur.

    Dr Arun Kumar Mehta, Chief Secretary, speaking on the occasion, congratulated the J&K bank for launching new initiatives and extending banking facilities across the UT.

    Sh Baldev Prakash, MD & CEO J&K Bank highlighted the Bank’s role in the Atma Nirbhar Bharat campaign and extending financial assistance to the youth of J&K to set up their business enterprises.

    It was informed that Rs 980 cr was sanctioned by all banks for self employment ventures of the youth during Back to Village-4 & My Town My Pride 2.0.

For 2023, the theme was “nothing like voting, I vote for sure”.
