    Washington Gov. Jay Inslee won’t seek fourth term

    Two prominent Democrats in the state have publicly been mulling runs while Inslee has been making up his mind: state Attorney General Bob Ferguson and Commissioner of Public Lands Hilary Franz.

    Both Ferguson and Franz were considered potential replacements in 2020 when Inslee was running for president, but stepped aside once Inslee returned his focus to state office. King County Executive Dow Constantine, another Democrat who is regularly mentioned as a potential gubernatorial hopeful, opted against a run in mid-March.

    Whoever wins the Democratic primary will likely be the early favorite in the open race. Inslee cruised by his Republican opponent Loren Culp by over 13 points in 2020.

    Inslee, a 72-year-old former chair of the Democratic Governors Association, focused much of his tenure in office — and his brief presidential campaign — on fighting climate change. Before being elected as governor, he served over a dozen years in Congress — for one term in the early 1990s, and then from 1999 until he resigned in early 2012 to focus on his gubernatorial campaign.

    He is currently the longest-tenured governor in the country.

    SRINAGAR: The Divisional Commissioner (Div Com) of Kashmir, Vijay Kumar Bidhuri, emphasized the need for greater coordination and synergy among line departments to ensure the timely completion of developmental activities in the city and along routes leading to different destinations.

    Bidhuri chaired a high-level meeting to review preparations for the G20 Summit in Kashmir, which was attended by various officials and representatives from different departments, including communication service providers and hotel managers.

    During the meeting, Bidhuri directed the activation of the Control Room within two days to ensure that all necessary facilities are in place for the Summit. He also instructed communication service providers to strengthen the network by increasing the number of COW sites in specified areas.

    Additionally, Bidhuri instructed the managers of Taj and Lalit hotels to renovate and enhance the aesthetics of their establishments and to make hospitality arrangements at the venues of SKICC and Golf Course.

    Concerning the redevelopment of roads, Bidhuri directed the Chief Engineers of R&B and SSCL to blacktop all the roads included in the City’s beautification plan. He also issued instructions to concerned parties to cut grass along roads and routes, close manholes with lids, make water fountains functional, ensure smooth operation of street lights, remove debris and construction material from roads, and install hoardings and flexes.

    Furthermore, Bidhuri directed the Director of Tourism to identify well-furnished and decorated Shikaras for the delegates’ ride during the Summit. RTO Kashmir was directed to identify and earmark twenty Tempo Travelers for dignitaries and ensure that drivers wear a uniform pattern of attire.

    Finally, Bidhuri reprimanded the Project Management of NBCC for not completing the reconstruction work of the portion of Ali Jan road where the said agency has carried out developmental work. He also directed concerned officers to complete the works undertaken for the G20 Summit without delay. (KNO)

    Poonch, May 1 (GNS): At least four persons sustained critical injuries in a gas cylinder blast after a fire erupted in a residential house in Qazi Mora in Poonch district this morning, officials said.

    The officials told GNS that information was received this morning about the breaking out of fire in a house belonging to one Qamar Din at Qazi Mora.

     “Soon after the receipt of this information police party rushed on the spot during the course of enquiry preliminary it has been found that it was due to leakage of cylinder”, the officials said adding in the course of ongoing blaze a gas cylinder exploded causing grievous injuries to four persons.

    Identifying the injured persons as, Hasham Mair son of Niaz Mair resident of Bihar, Suraj Patil son of Ram Patil resident of Bihar, Mohd Shaid son of Mohd Sadiq resident of Qazi Mora and Javid son of Mohd Ahmed from UP, the officials further said that all the injured persons have been shifted to District Hospital Poonch for treatment.   • 2 Students Injured in Knife Attack in Ganderbal

    Srinagar, May 1 (GNS): At least two students sustained injuries in an alleged knife attack by an unidentified youth in central Kashmir’s Ganderbal district, this afternoon, sources said.

    They told GNS that two students, Hidayat Ahmad Tantray son of Ab. Rashid and Ibrahim Ahmad Tantray son of Noor Mohd – both residents of Beehama Ganderbal, were attacked by an unidentified youth, leaving them with multiple injuries.

    The duo, they said, was taken to District Hospital Ganderbal from where they were referred to SKIMS Soura for further treatment.

    What JPMorgan’s purchase of First Republic means for the economy

    “The seizure and subsidized on-sale of First Republic completes the obvious unfinished business from the initial acute phase of the bank stress,” Krishna Guha, vice chairman at advisory and investment firm Evercore ISI, wrote in a note to clients. “But we think this is only the very early stages of the chronic phase.”

    Let’s break down what you need to know.

    How are First Republic’s troubles connected to what happened to the other lenders in March?

    The three regional lenders — SVB, Signature and First Republic — suffered from similar issues. Each catered to companies and wealthy individuals whose balances far exceeded the $250,000 deposit insurance limit, which meant a huge majority of those funds weren’t backed by the FDIC. That made their customers unusually panicky when questions about the banks’ solvency cropped up. And the three lenders all failed to prepare for rising interest rates, which made a large chunk of their government bonds and other assets plunge in value.

    First Republic experienced a run at the same time as the other two, but it was able to limp along longer because a slew of big banks — including JPMorgan — collectively deposited $30 billion there in an effort to stem the panic. That obviously didn’t succeed at saving the bank, but it did give officials a lot more time to figure out how to handle the foundering lender, which essentially became a zombie bank — meaning it was basically insolvent but being propped up by others — until it was seized and then sold by the FDIC.

    Did the government back uninsured deposits at First Republic?

    No, deposits at First Republic will now simply become deposits at Chase Bank. This was a good outcome for the FDIC, which didn’t want a replay of March, in which they and other government officials agreed to invoke a special legal provision allowing them to back uninsured deposits at SVB and Signature. They took that step for the two banks because they worried that if they didn’t, uninsured depositors at other banks would also run, sparking needless panic across the system. In the wake of that move, there’s been some question about whether the government would be willing to do the same thing for other failed banks.

    Selling First Republic sidesteps that problem. This result is especially welcome for the government politically because by the time it failed, a large number of the uninsured deposits at First Republic were simply money that had been poured in by big banks. Backing those deposits would have been a bad look to the public. But failing to do so would’ve signaled that the government wouldn’t necessarily stand behind any deposits at failing banks — jeopardizing a convenient ambiguity that has helped stabilize the system, at least for now.

    Still, the FDIC expects to take a $13 billion loss to its deposit insurance fund, financed by fees from banks. That’s because it’s sharing some of the losses from First Republic’s portfolio of residential mortgages and commercial loans.

    Are more banks going to fail?

    It’s very possible, but there are no obvious candidates teetering the way First Republic has been. And all three of those failed banks shared clear links: lots of runnable deposits and huge unrealized losses on their books.

    Financial regulators are keeping an eye out for other risks that accompany higher borrowing costs, such as the potential for losses on commercial real estate, which has been in a period of sustained uncertainty in the wake of the pandemic as large numbers of workers no longer use office space.

    No doubt other financial firms will experience trouble as interest rates stay high and growth slows. Some might not be banks; government officials worry in particular about nonbank companies such as asset managers and insurers that are less regulated but still interconnected with the banking system.

    In the meantime, what will matter for the economy is to what extent the stress in the banking system leads lenders to pull back on extending credit, which could slow growth as much as would any further interest rate hikes.

    So wait, isn’t JPMorgan Chase already huge? Now it’s going to get bigger?

    This will definitely be a political talking point as Washington looks over the details of the sale. On the one hand, the FDIC selling an insolvent bank to another bank, and sharing in the losses, is generally how bank failures play out. But a lot of Democrats won’t love that a bank they consider “too big to fail” is now getting even bigger. Indeed, JPMorgan normally is barred from buying other banks because it controls more than 10 percent of the deposits in the country. But that cap doesn’t apply when the bank being bought is insolvent.

    To put things in perspective, First Republic had about $229 billion in assets, the second-largest bank failure in history, behind only Washington Mutual. JPMorgan has more than $3.7 trillion in assets. (One side note: Washington Mutual was also bought by JPMorgan after its collapse in 2008.)

    The DC was accompanied by Assistant Commissioner, Revenue, Shahbaz Ahmed Bodha and other concerned officers.

    Besides, he issued instructions to concerned people for grass cutting along roads, routes, footpaths, closing manholes with lids, colour iron grills, making water fountains functional, smooth operation of streets lights, removing of debris & construction material from roads, installation of hoardings and flexes.

    Moreover, he directed Director Tourism for identification of well furnished and decorated Shikaras for the ride of visiting delegates during the Summit.

    Similarly, RTO Kashmir was directed to identify and earmark twenty Tempo Travelers for dignitaries besides ensure that drivers wearing uniform pattern of attire.

    Meanwhile, he directed strict action against Project Management of NBCC for not completing the work of reconstruction of the portion of Ali Jan road where the said agency has carried out developmental work.

    Reports reaching GNS said that a residential house and a cowshed belonging to one Mubeen Ahmad Gojar Matravi, son of Ghulam Mohiuddin Gojar Matravi, got completely damaged in a massive fire incident.

    Expressing their anguish against F&ES Department for ‘failing to reach the site’, a group of locals told GNS that despite timely intimation no one from the department turned out for help.

    The locals in the meantime hailed Army’s 13 RR and expressed their gratitude towards them for their timely help which, according to them, prevented the fire from spreading to other houses in the vicinity. (GNS)

  • J&K Reports 3 Fresh Covid-19 Cases, No Death

    Srinagar, May 1 (GNS): Jammu and Kashmir reported three fresh covid-19 cases while there was no death due to the virus during the last 24 hours, officials said on Monday.

    They said that all three cases were reported from Jammu, taking the overall tally to 481640.

    Among the cases, 174983 are from Jammu division and 306657 from Kashmir Valley.

    They told GNS that all these cases were reported from Jammu district alone.
    There was no death either from Jammu division or the Valley during the time. So far 4790 people have succumbed to the virus and among them include 2357 from Jammu division and 2433 from the Valley.

    Besides, they said, 89 Covid-19 patients recovered during the last 24 hours—31 from Jammu division and 58 from Kashmir Valley. There are now 287 active cases— 170 in Jammu and 170 in Kashmir. (GNS)

    SRINAGAR: Jammu and Kashmir’s Lieutenant Governor Manoj Sinha Monday said that West Pakistan Refugees (WPRs)were tied with the “chains of slavery and treated as the second class citizens for a long time but after reading down of article 370, refugees got all the rights that are enjoyed by the dignified citizens of country.

    The LG said the administration led by him will ensure “ownership rights to WPRs very soon.”

    “There is no denying the fact that WPRs were treated as second class citizens in J&K. You were kept in the chains of slavery for long and it took a long time to set you free from those chains,” the LG said after inaugurating the Special Governance Camp for WP refugee families at Chakroi, R S Pura, in Jammu.

    Sinha said that first, the government started to resolve the issues of migrant Kashmiri Pandits, then Pakistan occupied JK displaced families and now WPRs.

    “The camp aims to resolve the grievances of WP refugees and address the issues related to verification of pending cases and create awareness about various welfare and self-employment schemes besides placement drive with focus on eligible candidates,” the LG said, adding that “there is no fun of digging the past and focus has to be on future now.”

    He said after Prime Minister Modi’s historic decision on August 5, 2019, disparity of decades ended and “You (WPRs) were entitled to participate in Assembly, Parliamentary, Panchayat and other elections. You have now proper rights and identity.”

    The LG said that the administration is aware of the fact that land has been given to WP refugees but not the “ownership rights.” “We are working on the proposal to ensure that you get ownership rights as well within the shortest possible time,” he said, adding that “there is also a large chunk of people (WP refugees) who haven’t received proper compensation. That issue will also be addressed soon.”

    Sinha said that WP refugees will get all the benefits of governance. “Your services to serve the nation are of great importance for us. Your children can get admission in any college, school or university,” he said. “Under the PM Modi’s vision, WPRs are no less than any other citizen of the country.”
