    SRINAGAR: Finance Department on Wednesday organised a day-long workshop on “Transformation and Reforms in Financial Management” at SKICC.

    The workshop aimed at apprising the participants about the priorities of the government and implementation of its schemes through digital platforms for better outcomes at the field level.

    Chief Secretary Dr Arun Kumar Mehta who was Chief Guest on the occasion highlighted major reforms taken up by J&K government to bring greater transparency and accountability in the financial system making it more robust and outcome oriented. He said that since 2019 many reforms had been taken in the financial management system which has resulted in producing far better outcomes.

    Chief Secretary said that the key reforms introduced by the government in its financial structure envisaging added transparency and accountability and has brought UT’s fiscal system at par with any other system in the country. He maintained that implementation of transformative reforms such as Budget Estimation and Allocation Monitoring System (BEAMS), online submission of bills through J&K PaySys, mandatory administrative approvals, technical sanctions and e-tendering, digital payments, GFR, GeM and related measures have greatly helped the financial systems in J&K to be efficient, transparent and result oriented.

    Dr Mehta complimented the finance department for bringing in necessary changes for the overhaul of the system and said that the department has been at the forefront in eradication of corruption at all levels. “Today we could safely conclude that the financial system in J&K is one of the most transparent systems anywhere and is among the key changes that have taken roots in the UT after 2019” he added.

    Chief Secretary said that the government has completed 92000 works during 2022-23 which was unthinkable in the recent past as the number of completed works would be around 9000 before 2019.

    He also said that the feedback taken from the panchayats is highly encouraging as no complaint is being received from them regarding the works. He said that works are taking place 3-4 times more on the same amount of money and without facing any obstacles as this year 43000 works have been completed in panchayats which was just about 3000 before this system was put in place. He said that the officers involved in this transformation should feel proud to be part of this journey.

     

    Regarding the number of beneficiaries receiving old age pension, widow pension, the CS said that number of beneficiaries has increased from 4.5 lakh to 10 lakh without putting any further burden on the state exchequer. He also said that 11.5 lakh beneficiaries have been weeded out from the CAPD department without anyone complaining about the same. He said that the money is reaching where it is intended to reach and there is no siphoning of public money now due to DBT and digitisation of services.

    He recalled that the officers of the finance department are the protectors of the public exchequer and they should make this department most happening department in the country and achieve the financial discipline for achieving saturation of all the beneficiary led schemes.

    Dr Mehta said that promoting good governance in the financial management has been one of the core objectives of the government and people are able to oversee works being executed in their areas on a real time basis on EMPOWERMENT portal.

    CS also reiterated that the government has zero tolerance against any kind of irregularity in any recruitment process undertaken by any recruiting agency of the J&K Government. He assured that the confidence of our youth in these institutions is paramount for the administration and it would be safeguarded at any cost to ensure that the government jobs are acquired by deserving candidates on merit only.

    Some of the main topics which came under discussion during this day-long workshop includes Role of GST as a fulcrum of J&K’s Own Tax Revenues, People’s participation through EMPOWERMENT/ JANBAGHIDARI, E-Audit and performance auditing, PFMS and CNA/SNA Module, Introduction of IT in GP Fund, Co-relation between Finance and Investigations, and Digital Payments & DBT.

    Srinagar, May 03: The School Education Department in south Kashmir’s Kulgam district Wednesday ordered private coaching institutes not to function during the schooling hours.

    Officials of the School Education Department of the district said the orders were issued to keep the academic going smoothly.

    According to the news agency—Kashmir News Observer (KNO), Chief Education Officer (CEO) Kulgam said, “In the backdrop of complaint pouring public at large and in the interest of smooth functioning of the regular all the registered coaching centre owners are put under strict instructions to keep their coaching centres closed from 9:45 am to 4:15 pm excluding in holidays so that the class work of the students is not affected.”

    It also warned the government teachers of strict actions if found practising in the private coaching institutes.

    “The government employees of the Education Department are strictly advised to refrain from engaging in private coaching which is sheer violation of government orders and invites action as warranted under rules,” the CEO also.

    It also said that if any negligence in this behalf is found, the department will take serious and strict actions under rules without any further notice.

    Pertinently, the government in the previous academic session had announced prohibition on any activity or assignment including the private tuitions by teaching faculty of School Education Department.

    The government has said that it has observed that some members of teaching faculty of School Education Department are undertaking coaching assignments in private institutions and coaching centres even during school hours in violation of Rule 10 of the Jammu and Kashmir Government Employees (Conduct) Rules, 1971 as well as Chapter (IV) Section 28 of RTE Act, 2009.”

    The department in a circular issued in 2022 has also said that the Rule-10 of the Jammu and Kashmir Government Employees (Conduct) Rules, 1971 states, “No Government employee, whether on leave or active service, shall except with the previous sanction of the government engage directly or indirectly in any trade or business or undertake any other employment.”—(KNO)

    Bandipora, May 03: For several years, a Central Reserve Police Force (CRPF) personnel stationed in the North Kashmir’s Bandipora district has been captivating audiences with his enchanting voice. Of late, he has taken the social media by a storm by singing Kashmiri songs in his melodious voice.

    Mrityunjay, who originates from Bihar, has been stationed at the 3rd Battalion of CRPF in Bandipora for the past four years. He has won over crowds with his soulful voice at numerous official functions and celebrations, including Republic Day and Independence Day.

    In addition to singing in Hindi, Mrityunjay has gained recognition for his performances in the Kashmiri language as well. He recently sang a Kashmiri song during an official function, which was received with rapturous applause from the audience, resulting in a standing ovation.

    According to Mrityunjay, he has made a conscientious effort to immerse himself in the culture of Kashmir, and has learned to sing Kashmiri songs in order to showcase them to the people. He shared that when he arrived in Kashmir, he was struck by the beauty and emotional depth of Kashmiri music.

    “I studied them meticulously and practiced until I felt confident enough to perform them without any hesitation or error,” he told the news agency—Kashmir News Observer (KNO). “I have a particular fondness for Kashmiri folk songs because of their captivating melodies and poignant lyrics. In fact, this was the primary reason why I was so eager to learn the Kashmiri language.”

    It was on Independence Day in 2020 that Mrityunjay first caught the attention of the public, when a brief video clip of him singing the famous Kashmiri song “Nigaaro” was shared on Facebook. His performance was met with widespread acclaim online, with many praising his melodious voice and undeniable talent.

    “I have always found inspiration in Kashmiri songs, to the point where I find myself constantly humming their melodies,” he shared. While Mrityunjay has experience singing in various languages, he admits that he feels a special connection to Kashmiri music.

    As the head of the CRPF band in Bandipora, he and his team performs at numerous events throughout the year, particularly on Independence Day and Republic Day eves. Whenever word gets out that Mrityunjay will be performing, people flock in droves to listen to his captivating voice and musical prowess— (KNO)

    But now that hope has burst into public view.

    Next week’s meeting between Biden and the so-called Big Four congressional leaders marks a new stage in the standoff. And it is a conscious effort by the White House to get McConnell to have some skin in the game.

    Biden and his team have consciously side-stepped the one-on-one negotiation Republicans want to have between the president and House Speaker Kevin McCarthy. But they have calculated it is no longer politically tenable to have no talks at all. So they’re formally setting up a parallel track of conversations around raising the debt limit and addressing the budget, a coy way to talk about the GOP demands to reduce spending while keeping to the president’s pledge to not negotiate over default.

    “The meeting is primarily about negotiating the normal budget progress, where all four leaders have a stake,” said a senior administration official who was granted anonymity to explain why the top leaders were invited. “And, of course, any bill to avoid Congress forcing a default on the American people has to pass both chambers of Congress.”

    The possibility that McConnell will help Biden keep his pledge to not link the debt limit and budget seems unlikely at best. The senator said he would attend the meeting but moved to distance himself from the negotiation, insisting that any resulting deal has to come between the president and McCarthy.

    “The speaker of the House has been sitting at the grown-ups table for months waiting for President Biden to act like a leader,” McConnell said Wednesday. “I accept his invitation to join the meeting myself but I’ll continue to lend my support to the speaker.”

    Still, the effort by Biden’s team to work through him underscores the improved reputation McConnell has among Democrats in the post-Donald Trump era and the long-standing relationship he and the president enjoy.

    McConnell has a long history of engagement in negotiations with Biden, including on the debt ceiling. After Biden’s election, they continued to talk periodically — even as McConnell sought to block the president’s top legislative priorities. Biden has gone to great lengths to praise McConnell and work they’ve done together over the past few decades. The president even visited the Bluegrass State earlier this year to fete McConnell as a friend and “a man of his word.”

    By contrast, Biden has little significant history working with McCarthy — and his allies still eye the speaker warily given his lack of a track record leading the GOP conference, two Biden advisers said.

    Even after passing a debt limit package, they said, some administration officials have complained privately that it’s still unclear what McCarthy wants in the debt ceiling negotiation — or could even accept — given his tight margin in the House and the last-minute arm-twisting it took to line up 218 votes, several of whom openly admitted they were only supporting it to jumpstart cross-aisle talks. That package included severe spending cuts, including to Biden agenda items, making it a non-starter for the president.

    The White House sees other benefits in having McConnell — and, to some extent, Senate Majority Leader Chuck Schumer — at next week’s meeting. Aides hope to undermine House Republican messaging that Biden has an alternative to default: adopting the House bill. While that measure has the support of Senate Republicans — for now — it wouldn’t get the 60 votes needed to pass the Senate. Having the top senators at the White House meeting emphasizes that they, and not just Biden and McCarthy, have a role in the process.

    “President Biden invited the four congressional leaders to the White House to discuss the urgency of preventing default,” said Michael Kikukawa, a White House assistant press secretary. “In that meeting, he will stress that Congress must take action to avoid default without conditions. And he will discuss how to initiate a separate process to address the budget and FY2024 appropriations.”

    Then there are the more tactical matters. Having the four leaders join Biden ensures that a slew of “he said, he said” stories don’t emerge from a one-on-one meeting. A veteran of the Obama White House who now works in the Biden White House recounted the frustration felt after meetings between then-President Obama and House Speaker John Boehner, when details were, in their view, often deceptively spun afterward to reporters.

    For veterans of those 2011 discussions, there is a certain irony in Biden including McConnell in the talks once more. The deal struck by the pair in 2011 angered many Democrats who, at the time, felt McConnell got the upper hand. It even led to then-Majority Leader Harry Reid extracting pledges from Obama to keep Biden out of the 2013 debt ceiling fight.

    But the prospect of averting fiscal calamity in 2023 has led to some amnesia among Senate Democrats, several of whom said Tuesday they are eager to see McConnell at the table. Sen. Chris Van Hollen (D-Md.), an alum of the 2011 debt limit debate as the then-ranking Democrat on the House Budget Committee, said it was important for all four leaders to be in the room.

    “In the past, Sen. McConnell has played an important role in these debates and so that’s why I think it’s important to have them all together,” he said.

    Sen. Tim Kaine (D-Va.) stressed the role for Congress in a budget — not the executive branch.

    “It’s really a House-Senate thing. The fact that he’s going to convene on [May] 9, I’m really happy about that,” he said. McConnell, Kaine added, has “played a constructive role in the past in making sure we didn’t default and he said, we’re not going to default.”

    Next week’s meeting comes as lawmakers prepare off-ramps to the debt ceiling standoff. Senior White House officials had initially hoped that the business community would aid their efforts by pressuring Republicans to accept a clean debt limit hike, for fear of putting the economy at risk.

    But despite direct outreach by Biden aides to business groups and Wall Street executives, few private sector leaders have publicly sided with the White House. Instead, the business lobby has largely encouraged Biden and McCarthy to begin negotiations in hopes of striking a compromise deal.

    On Tuesday, Chamber of Commerce Chief Policy Officer Neil Bradley told reporters “there is no path to a solution raising the debt limit that involves simply passing a clean bill.”

    “That means that there has to be bipartisan negotiations,” he said, adding that the stubborn rhetoric out of the White House and GOP leadership over the last 24 hours had made him more concerned that the U.S. would end up in default.

    “We’re calling on lawmakers in both parties and calling on the administration to get to the table, to get around these solutions and don’t wait until the 11th hour.”

    SRINAGAR MAY 03:- The Deputy Commissioner(DC), Srinagar, Mohammad Aijaz Asad Wednesday undertook an extensive tour of City areas to inspect progress of various ongoing major projects being carried out at Government Women’s College M.A Road, Lal-Ded Maternity Hospital, Amar Singh College Gogji Bagh and beautification project along the Jhelum River embankments from Zero Bridge to LD Hospital under Srinagar Smart City initiative.

    The DC also visited Central Veterinary Hospital Maisuma and took stock of its functioning.

    At Government Women’s College M.A Road, the Deputy Commissioner inspected the under construction Administrative Block being constructed at an estimated cost of Rs 5.63 crore.

    On the occasion, the DC expressed his displeasure over the slow pace of the work. He directed the concerned executing agency to speed up the pace of work by employing additional men and machinery. The DC sets July, 2023 deadline for the completion of the project.

    The DC also visited the construction site of a new 200-bedded Extension Block/Gynaecology & Infertility Block of Lal Ded (LD) Maternity Hospital being constructed at a cost of Rs 132 crore.

    While inspecting the progress of works of the project, the DC was apprised about the physical status of the under construction project. He was informed that the five-floor building will have a complete Oncology Department, High End Labour Room, and 4 Operation Theatres and a big Diagnostic Laboratory and Neonatal Unit. In addition, there will be a ground plus 5-floors with parking space, patients waiting lounge, canteen, new-born section, and hospital equipment and also space for wards.

    The DC was also informed that work on the project will pick up the pace as soon as base isolators are procured.

    SRINAGAR: In a significant development and improvement in quality of Labour Rooms and Maternity Operation Theaters, Union Ministry of Health and Family Welfare (MoHFW), has accorded National Certification to three prestegious healthcare institutions of Jammu and Kashmir under LaQshya program in recognition of high standards of quality and ensuring respectful maternity care in labour rooms and maternity OTs.

    The certified institutions included Government Lalla Ded Hospital Srinagar, District Hospital, Ganderbal and Government Hospital, Gandhi Nagar, Jammu.

    These facilities were assessed by a team of highly qualified and empanelled assessors from the Union Ministry of Health and Family Welfare, in the month of February and March, 2023. The National Certification will be valid for a period of three years subject to annual verification of the scores by the State Quality Assurance Committee.

    Secretary, Health & Medical Education, Bhupinder Kumar, while congratulating the facility staff of these three hospitals for this achievement, emphasized upon all Medical Colleges, District Hospitals and CHCs to work hard for implementation of LaQshya standards in Labour Rooms and Maternity OTs for improving care around birth so that maternal and newborn health is further improved.

    Mission Director, NHM J&K, Ayushi Sudan, also congratulated the three facilities and their teams for the achievement.

    She said that a lot of other facilities are being taken up for the NQAS, LaQshya and MusQan quality certification which will improve the standards of services across the UT of J&K and thus will be instrumental in improvement of various health indicators to a considerable extent

    Coinbase squares off with Washington’s top crypto skeptic

    Armstrong, the chief executive, has threatened to move Coinbase out of the U.S. The company brought aboard corporate America’s go-to SEC challenger, former Labor Secretary Eugene Scalia, to lead a lawsuit against the agency filed on April 24. And, just days later, Coinbase took the rare step of publicly releasing its official rebuttal to the SEC, in which the company called itself “a well-resourced adversary.”

    “The reality is that the law today does not apply to vast swaths of the digital asset market,” Coinbase Chief Legal Officer Paul Grewal said Thursday in an interview. “We don’t relish the opportunity to be in court with an important regulator, the SEC. But we will stand up for the rule of law as it currently exists, not just for Coinbase but the entire industry.”

    Coinbase’s blitz against the SEC offers a prelude to what could be the crypto market’s biggest showdown yet. Over the last two years, the two have been locking horns over the exchange’s operations and crypto regulation more broadly. Yet if the SEC brings charges as expected, the case would represent the biggest test to date of Gensler’s tough stance toward the $1 trillion crypto market as well as a potential threat to Coinbase’s business — and the crypto market’s future in the U.S.

    “Everything is on the line,” said Emily Garnett, a former SEC attorney who is now a shareholder at Brownstein Hyatt Farber Schreck.

    An SEC spokesperson declined to comment.

    Under Gensler, who was sworn in as chair just days after Coinbase went public two years ago, the SEC has been aggressively cracking down on the crypto market’s gatekeepers. But the enforcement campaign took on new speed after Sam Bankman-Fried’s FTX, the once-lionized crypto exchange, collapsed late last year.

    Since then, the SEC has brought a range of crypto-related cases against everyone from celebrities like Lindsay Lohan to digital asset giants such as Gemini and Kraken. Its campaign has been part of a broader and relatively new skepticism toward crypto in Washington. Lawmakers have hit pause on some crypto legislative efforts, bank regulators have ratcheted up their warnings about the market and the Commodity Futures Trading Commission even recently went after Binance, the world’s largest crypto exchange.

    The Coinbase case, however, would stand apart.

    Coinbase has long been seen in crypto circles as a leader in regulatory compliance after acquiring an array of state and federal licenses in its early days. But the SEC’s expected charges against the company signal that few are immune from Gensler’s crackdown.

    In the agency’s so-called Wells notice to the company, the SEC indicated that it was preparing a “kitchen sink” of charges against Coinbase’s businesses, said J.W. Verret, a law professor at George Mason University. That includes its staking service, wallet product and the exchange itself, which represents a pillar of Coinbase’s business that generated about 74 percent of total revenue in 2022.

    Gensler says much of the crypto market consists of tokens that are akin to stocks and bonds, so companies trading or listing them need to be registered with the agency — just as if they were the New York Stock Exchange or Charles Schwab.

    “Crypto markets suffer from a lack of regulatory compliance,” he said in a video posted online Thursday that did not mention Coinbase. “It’s not a lack of regulatory clarity.”

    But Coinbase denies that it deals in securities. In its official response to the Wells notice, the company pointed to its “robust listing process” that screens tokens and rejects about 90 percent of assets reviewed.

    Coinbase went further to say that the SEC’s looming charges would be an “abrupt about-face” from when the agency signed off on the company’s paperwork to go public in April 2021. The approval, Coinbase argued, allowed investors to infer that the SEC took no issue with its core business. The response was written by Steven Peikin, an attorney at Sullivan & Cromwell representing Coinbase who previously served as the SEC’s co-head of enforcement.

    “It makes little or no sense that now — two years after the fact — we would find ourselves staring at a Wells notice,” Grewal said.

    An SEC official who was granted anonymity to speak freely about agency processes said the SEC’s review of a company’s registration statement generally looks at the relevant disclosure and accounting laws, not the underlying business’ merits.

    The SEC has appeared recently to be building up a foundation for the Coinbase action, though, securities lawyers say.

    Notably, the agency has alleged in other cases that certain tokens trading on Coinbase are securities. And it has sued other crypto exchanges like Bittrex for allegedly running an unregistered national securities exchange, broker-dealer and clearing agency. Bittrex, which had previously announced plans to leave the U.S., said it will fight the litigation. The SEC filed a similar case the previous month against another crypto platform called Beaxy.com.

    But crypto advocates are expressing hope that Coinbase — given the company’s profile, resources and willingness to fight the SEC — could win as the case moves through the courts.

    “It’s always an uphill climb when a regulator brings a lawsuit,” said Marisa Tashman Coppel, policy counsel at the Blockchain Association. “But none of the cases have gone up to the Court of Appeals and none of them have gone up to the Supreme Court. So, I am optimistic.”

    The focus of the workshop was to apprise the participants about the priorities of the government and implementation of its schemes through digital platforms for better outcomes at the field level.

    Chief Secretary Dr Arun Kumar Mehta who was Chief Guest on the occasion highlighted major reforms taken up by J&K government to bring greater transparency and accountability in the financial system making it more robust and outcome oriented. He said that since 2019 many reforms had been taken in the financial management system which has resulted in producing far better outcomes.

    Chief Secretary said that the key reforms introduced by the government in its financial structure envisaging added transparency and accountability and has brought UT’s fiscal system at par with any other system in the country. He maintained that implementation of transformative reforms such as Budget Estimation and Allocation Monitoring System (BEAMS), online submission of bills through J&K PaySys, mandatory administrative approvals, technical sanctions and e-tendering, digital payments, GFR, GeM and related measures have greatly helped the financial systems in J&K to be efficient, transparent and result oriented.

    Dr Mehta complimented the finance department for bringing in necessary changes for the overhaul of the system and said that the department has been at the forefront in eradication of corruption at all levels. “Today we could safely conclude that the financial system in J&K is one of the most transparent systems anywhere and is among the key changes that have taken roots in the UT after 2019” he added.

    Chief Secretary said that the government has completed 92000 works during 2022-23 which was unthinkable in the recent past as the number of completed works would be around 9000 before 2019.

    He also said that the feedback taken from the panchayats is highly encouraging as no complaint is being received from them regarding the works. He said that works are taking place 3-4 times more on the same amount of money and without facing any obstacles as this year 43000 works have been completed in panchayats which was just about 3000 before this system was put in place. He said that the officers involved in this transformation should feel proud to be part of this journey.

    Regarding the number of beneficiaries receiving old age pension, widow pension, the CS said that number of beneficiaries has increased from 4.5 lakh to 10 lakh without putting any further burden on the state exchequer. He also said that 11.5 lakh beneficiaries have been weeded out from the CAPD department without anyone complaining about the same. He said that the money is reaching where it is intended to reach and there is no siphoning of public money now due to DBT and digitisation of services.

    He recalled that the officers of the finance department are the protectors of the public exchequer and they should make this department most happening department in the country and achieve the financial discipline for achieving saturation of all the beneficiary led schemes.

    Dr Mehta said that promoting good governance in the financial management has been one of the core objectives of the government and people are able to oversee works being executed in their areas on a real time basis on EMPOWERMENT portal.

    CS also reiterated that the government has zero tolerance against any kind of irregularity in any recruitment process undertaken by any recruiting agency of the J&K Government. He assured that the confidence of our youth in these institutions is paramount for the administration and it would be safeguarded at any cost to ensure that the government jobs are acquired by deserving candidates on merit only.

    Some of the main topics which came under discussion during this day-long workshop includes Role of GST as a fulcrum of J&K’s Own Tax Revenues, People’s participation through EMPOWERMENT/ JANBAGHIDARI, E-Audit and performance auditing, PFMS and CNA/SNA Module, Introduction of IT in GP Fund, Co-relation between Finance and Investigations, and Digital Payments & DBT.
