  • There Is A Vacuum In The Union Territory Which Needs To Be Filled: ECI

    [ad_1]

SRINAGAR: Chief Election Commissioner Rajiv Kumar on Wednesday said the revision of electoral rolls in Jammu & Kashmir doesn’t disturb schedule or conduct of polls and the poll-body is aware that there is a vacuum in the Union Territory which needs to be filled.

Addressing a news conference in New Delhi, the CEC said that revision of electoral rolls in Jammu & Kashmir doesn’t disturb schedule or conduct part of the polls. “It doesn’t disturb the schedule part/conduct part that depends on various other factors,” the CEC said.

The CEC said that they are aware that there is a vacuum in Jammu & Kashmir which needs to be filled.

On fresh revision of electoral rolls in Jammu & Kashmir, the CEC said the process is aimed at bringing the voter list of J&K at par with the rest of the country. “There are four qualifying dates for enrolment of voters. The qualifying date for revision of electoral rolls in Jammu & Kashmir was October 1 while January 1 was the qualifying date for summary revision in the country. We wanted to complete the process (previous revision) as soon as possible,” he said, adding that those who will attain the age of 18 years on April 1, 2023 are eligible to enrol themselves as voters.

On March 20, the ECI ordered a fresh revision of electoral exercise in Jammu & Kashmir. The exercise would start on April 5 with publication of the integrated draft electoral roll and culminate on May 10 with publication of final electoral rolls.

This is the second such exercise ordered by the poll-body in Jammu & Kashmir in less than one year.

Jammu & Kashmir has been without an elected government since June 19, 2018 when BJP withdrew support to Mehbooba Mufti-led government for which it had entered into a power-sharing agreement in 2015. (KNO)

  • Jammu To Have Int’l-Level Railway Training Academy: Union Minister

Jammu To Have Int’l-Level Railway Training Academy: Union Minister

    [ad_1]

SRINAGAR: The Government of India (GoI) is planning to set up an international-level Railway Training Academy in Jammu to educate the technical staff and engineers of the department to develop an understanding of new mountains and Himalayan formations.

As per the news agency KNO, this was revealed by Union Minister for Railways Ashwini Vaishnaw, while addressing a press conference at the world’s highest railway bridge here, after conducting an inspection of the track and tunnels on a track-mounted vehicle on the second leg of his two-day Jammu & Kashmir visit.

“I met the Jammu and Kashmir Lieutenant Governor Manoj Sinha and discussed the land for Cargo Terminals. Land for three is already identified and for the remaining one, the process is in progress,” he said, adding that Cargo Terminals will be of great help in transporting (import-export) the goods in a shorter time and at cheaper transportation cost.

The minister said that the construction work on this bridge started somewhere around 2005-06 but when Prime Minister Narendra Modi took over in 2014, he reviewed the project, which is very close to his heart and he desired the design of the bridge for more than 100 years.

“Taking all ifs and buts in mind, the bridge is made in such a way that it is designed for 120 years, which is a big achievement for the entire country. The nation must be proud of our engineers, who transformed the dream into a reality,” he said.

He further said that there were several engineering challenges involved in the projects but the most important was the ‘willpower’ of the leadership. “The willpower of the leadership matters a lot especially when PM Modi took the project into his hands with timely reviews, monitoring, and discussions that made us more encouraged and determined to accomplish the target. Leadership makes a difference,” he said.

The minister said that among others, the foundation design was also one of the major challenges in this project, secondly was the construction of tunnels in the young mountains of the Himalayas.

Earlier, there was only one reliable tunnelling method known as New Austrian Tunnelling Method (NATM) which was accepted worldwide, but it was not suitable for our young mountains, he said, adding, “Our finest brains of our country develop indigenous Himalayan Tunnelling Method’ (HTM) to build tunnels in the Himalayas”.

“A team of engineers desired that the HTM papers be published in journals and the technicalities be adopted worldwide,” he said, adding that the issues of gases in the mountains at the time of tunnelling, were also taken under consideration to prevent fire incidents,” he said.

Stating that the duration from Jammu to Kashmir will be reduced to 3 to 4 hours after the start of the connectivity, Vaishnaw said, “Vande Metro trains from Jammu to Srinagar and vice versa will also start very soon that will actually and practically convert both the cities into one.”

“Many rail projects into the Himalayan region are under progress and few are coming up, the Minister said that four PM Gati Shakti Cargo Terminals are also coming up in the Kashmir valley (between Banihal to Baramulla) for transportation of Kashmiri items to the rest of the country,” he maintained.

“Everything would be smooth, especially game changer for apple farmers after PM’s ambitious Gati Shakti Cargo Terminals become optional, as farmers easily and affordably transport their crops in any part of the country,” he said, adding, “Similarly many goods including cement, steel will become cheaper in J&K, once transportation fare came down.”

On challenges in the North East, he said, “with challenges viewpoint related to topography, we face some similar challenges but after the completion of this project, the challenges faced in this project and the lessons learned can be shared in the North East projects and the similar can be implemented in this region from the eastern parts of the country.”

Replying to a query concerning Jammu-Poonch Rail Link and making Jammu Railway Station a Division, the minister said, “It is a very difficult terrain but very soon new projects will be undertaken. And, special arrangements will also be made and other technicalities will be looked into for converting Jammu into a Division.”

Vaishnaw also said that with tourism, three spots have been identified from where the bridge is visible and they will be developed as tourist destinations to tap the potential of the region.

He however, on water effects on the nearby villages with the project said, “It is an important aspect and is taken into consideration while a team of WAPCOS (Water and Power Consultancy Services Limited), is already having a detailed scientific study.”

Claiming that the construction of the world’s highest rail bridge on river Chenab is done on a ‘fix it, forget it’ basis

The bridge stands 359 meters above the river bed level and is 35 meters higher than the Eiffel Tower in France, making it the highest in the world.

“As far as the maintenance part is concerned, this project is very very important. The tracks and tunnels are planned and designed in such a way that it requires least maintenance as possible,” the Railways Minister told reporters during a press conference after inspecting the bridge in Reasi district.

The minister said our engineers can get training and learn more about this project so that along with getting skilled, the maintenance, model, and experience of Chenab bridge’s construction can also be utilized in projects in progress or coming up in other parts of the country.

He further revealed that this (Chenab) rail bridge is designed with Richter scale 8 seismic activity. “The foundation has been designed practically which is half the size of a football field,” he said.

The minister said that 28,000 tonnes of steel is used and the welding is around 600 km. “All safety and security measures are taken into consideration. It is a very tough and strong bridge,” he said.

As part of connecting Kashmir to every part of the country, the work on one of the most strategic projects–the 272-km long–Udhampur-Srinagar-Baramulla Rail Link Project(USBRL), has been expedited and is expected to be completed before the 2024 Parliament elections to dedicate the facility to the people of the nation.

Declared a “National Project” in 2002, the Project involves 38 Tunnels (combined length of 119 km), the longest tunnel (T-49) having a length of 12.75 Km, and is the country’s longest transportation tunnel.

There are 927 Bridges (combined length of 13 Km), which include the iconic Chenab Bridge (Overall length of 1315 m, Arch span of 467 m, and height of 359 m above river bed) which will be the highest railway bridge in the world. Indian railway’s first cable-stayed bridge is also being constructed on Anji Khad. (KNO)

  • KCCI Delegation Meets Union Minister to Address Pashmina Export Issues

    [ad_1]

SRINAGAR: A delegation led by the President of Kashmir Chamber of Commerce & Industry (KCCI), Javid Ahmad Tenga, recently called on the Union Minister for Forest, Environment & Climate Change (MOEFCC), Bhupinder Yadav, to discuss the challenges faced by exporters of Pashmina shawls. The delegation highlighted the problems faced by exporters at customs, where their shawls are suspected of containing banned content.

During the meeting, the KCCI presented a detailed presentation about the heritage Pashmina craft, it’s weaving process, and exports clearance. The delegation emphasized that the centuries-old cottage craft provided employment to tens of thousands of male & female artisans and the product was in demand within and outside the country in the form of shawls, stoles, rumals, lingerie, and fashion items.

However, exporters have been facing difficulties at customs for some time, where Wildlife Department officials send the shawls to testing facilities outside Delhi (Dehradun/Kolkata) for further examination. Sometimes, the tests report the presence of Guard Hair, which is confused with Shahtoosh, causing a considerable period of time to be lost. This process results in the chain of production getting disturbed and affecting the livelihoods of artisans involved in the process of Pashmina weaving & embroidery.

The KCCI proposed to the minister that in view of conflicting reports of laboratories, the DNA testing of export consignments be done. The Minister accepted the KCCI proposal and assured that in future, DNA testing will be done to address this issue. The Minister was also apprised of the issue of NOC/clearance by Pollution Control Committee, which needed to be simplified and made time-bound.

The KCCI President invited the Minister for a seminar in Srinagar to review the progress of conservation projects being carried out by the Ministry of Environment, Forests, and Climate Change. The Minister accepted the invitation and asked the KCCI to communicate a suitable date for the seminar for confirmation.

World-class rail stations to be set up in Rajasthan: Union minister Ashwini Vaishnaw

    [ad_1]

Jaipur: Railways Minister Ashwini Vaishnaw on Sunday said world-class stations will be set up in Rajasthan which has seen a multifold increase in grants for the rail sector.

Addressing a ‘Brahmin Mahapanchayat’ called by Vipra Sena, he said, “The grant given to Rajasthan 10 years ago was Rs 600 crore, but this time the state has got a grant of Rs 9,532 crore.”

Vaishnaw said world-class railway stations will be built in Abu Road, Ajmer, Alwar, Asalpur, Jobner, Balotra, Bandikui, Chittorgarh and Dausa, among other places.

“We have to give a new future to Rajasthan,” he said.

In the programme, the Vipra Sena raised multiple demands such as increasing the 10 per cent reservation for the Economically Weaker Sections (EWS) to 14 per cent, making misbehaviour and assault on priests a non-bailable offence and removing encroachments from temple lands.

The BJP’s Rajya Sabha MP Ghanshyam Tiwari said a board for the Hindu religion should be made on the lines of the Waqf board.

Former BJP state president Arun Chaturvedi said that the country will strengthen when Brahmin is empowered. He also called upon the people of the community to help the needy people belonging to the Brahmin community.

Congress leader Pushpendra Bhardwaj said the Congress and BJP each should give tickets to 30 Brahmin leaders in the upcoming assembly elections.

  • Union minister Amit Shah urges youth not to abandon mother tongue

Union minister Amit Shah urges youth not to abandon mother tongue

    [ad_1]

Vadodara: Union Home Minister Amit Shah on Saturday asked the youth never to abandon their mother tongue.

Addressing the graduating students of the Maharaja Sayajirao University of Baroda here at its 71st convocation, he also asked them to study the National Education Policy (NEP), 2020.

“I would like to tell all degree-holders that do whatever in your life, but never abandon your mother tongue. Come out of this inferiority complex that (mastering a particular) language will give you acceptance,” he said, speaking in Hindi.

“Language is an expression and not a substance. There can be any language for expression. When a person thinks and conducts research and analysis in his mother language, the capacity for the same increases many times. Along with analysis, it increases his capacity for logic and decision- making,” he said.

One’s mother tongue is the best medium for personality development, the Bharatiya Janata Party (BJP) leader said.

“The languages of our country have the best grammar, literature, poetry and history, and unless we enrich them, we cannot improve the future of our country,” Shah added.

For this reason, Prime Minister Narendra Modi thought of “making mother tongue compulsory in primary education” under the NEP, he said.

He also urged the graduating students to study the NEP, which he said will clear their concepts about the use of education.

The NEP includes “Maharaja Sayajirao’s idea of accessible education, Sardar Patel’s idea of empowerment, Ambedkar’s idea of knowledge, Aurobindo’s idea of cultural and nationalistic education and Gandhi’s emphasis on mother tongue,” Shah said.

Sayajirao Gaekwad III, the erstwhile ruler of the Baroda state, tried to establish an exemplary governance system, he said.

Dr B R Ambedkar framed our Constitution which is “among the best” in the world, Shah said, adding that he could accomplish this because (early in his life) Maharaja Gaekwad had given him a scholarship.

Gaekwad worked to spread education, establish justice, uplift the deprived sections, provide irrigation for farmers and carry out social reforms. He worked to provide compulsory and free education, and laid the foundation for the Faculty of Fine Arts, Shah said.

The NEP has tried to make education “stream-less and classless,” he said.

“When it becomes so, you can think freely. The aim of education is not to gain a degree, good job, to get comforts in personal life. Its aim can be to become a complete human, and it is possible only when education is streamless and classless, and which is why (PM) Modi-ji has tried to make it so,” he said.

The NEP was the first education policy in the country that did not face opposition from (the proponents of) any ideology or political party, the Union minister claimed.

Earlier in the day, Shah inaugurated a redeveloped lake at Nardipura and laid foundation stones for various developmental projects at Kalol in his Lok Sabha constituency of Gandhinagar.

He also chaired a meeting of the District Development Coordination and Monitoring Committees (DISHA) in Gandhinagar.

Ensure preventive steps to curb COVID-19 rise: Union Health min to Telangana govt

    [ad_1]

Hyderabad: The Ministry of Health and Family Welfare (MOHFW) has written to the Telangana government to take effective steps in managing COVID-19 infections.

In a letter to the state government, the ministry’s secretary Rajesh Bhushan pointed out the rising case of COVID-19 infections in Telangana.

According to the ministry, the number of cases registered on March 8 to March 15 rose from 132 to 267, which is a 0.31% positivity rate.

“The ministry advises the Telangana state government to examine COVID-19 infections at a micro level (district and sub-districts) and maintain focus on implementing measures for prompt and effective management. The state should maintain a strict watch and take pre-emptive action if required,” Bhushan said.

The letter asked the government to launch adequate and proactive testing centers and track new emerging COVID-19 variants and influenza-like illness as well as Severe Acute Respiratory Infections (SARI).

Genome sequence should be taken up. Proactive promotion of vaccines and COVID-19-appropriate behaviour particularly in enclosed spaces must be implemented, the letter stated.

  • Debate on Modi’s India: Varun Gandhi says no to Oxford Union invite

Debate on Modi’s India: Varun Gandhi says no to Oxford Union invite

    [ad_1]

New Delhi: BJP MP Varun Gandhi has turned down the Oxford Union’s invite to speak at a debate on whether India is on the right path under Prime Minister Narendra Modi, saying he sees no merit or integrity in voicing domestic challenges at an international forum and that such a step will be a “dishonourable act”.

A source said Gandhi, who has been at times critical of the government’s policies, took the decision as the noted debating society based at Oxford in England wanted him to speak against the motion that “This House Believes Modi’s India Is On The Right Path”.

The development comes incidentally at a time of a raging debate over his cousin and Congress leader Rahul Gandhi’s comments in London which have been described by the ruling party as “demeaning” to Indian democracy, more so as they were made from the foreign soil.

The invitation for the debate, scheduled between April and June, was extended to the BJP lawmaker on behalf of the union’s president Matthew Dick.

Declining the invite, he said in his reply to the union that citizens like him regularly have the opportunity to discuss topics like this with ease in India, raising criticism of government policies in the public square and the august Parliament.

However, such criticism must be made within India to policy-makers and raising them outside the country would be inimical to its interest and a “dishonourable act”, he said.

Politicians like him may have their differences on individual policies at the central and state levels, however, they are all together on the same path for India’s rise, he said.

The union’s invite to Gandhi said Prime Minister Modi’s rule has catapulted India to greater prominence on the global stage, with many equating his policy agendas to robust economic growth, tackling corruption, and putting “India first”.

On the other hand, his administration has been criticised for mishandling a growing discontent within the agricultural sector, “instigating” conflict between religious groups, and failing to revitalise the health and education sectors, it added.

“Against the backdrop of ever-strong popularity among voters, it is imperative to discuss whether the BJP’s direction under Modi has been more polarising than unifying. The question then becomes: what (or who) is the right path for India as it forges ahead into the future?” the invite to him read.

When PTI in London sought a comment from the Oxford Union over the weekly debates planned between April 27 and June 15, a spokesperson said: “We have nothing to say on this.”

While thanking for the “great honour”, Gandhi replied that he believed the topic at hand is one with a “predefined conclusion” and declined the invitation.

He said, “As an elected representative, I see it as my job to strengthen our system by studying and evaluating policy initiatives and offering feedback; by taking up issues of national interest and suggesting possible solutions; by engaging with the public to raise and showcase legitimate concerns. It is a priority to participate in the national debate both within Parliament and through other fora in a constant and constructive manner.”

The Pilibhit MP added, “However, such comment must be offered within India to Indian policy-makers. I see no merit or integrity in vocalising internal challenges in an international forum.”

India is on the right path for development and inclusiveness, a path that has been laid out and pursued by governments of varied political affiliations over the past seven decades since Independence with a push for robust economic growth, revitalising agriculture, education and healthcare, and putting India’s interests first, he said.

Every vibrant democracy offers its citizens the freedom and opportunity to engage with issues, he noted.

As an author, public policy commentator and Member of Parliament, participation in such an event is a meaningful contribution towards enabling discourse and dialogue to address and resolve public concerns, he said while underlining his discomfort with the chosen topic as it is not one that offers much scope for debate or dispute.
