    Srinagar, Mar 1 (GNS): Bettering by 4.7 percent in contrast with January 2023, Jammu and Kashmir ended up featuring on fourth spot of unemployment graph among twenty-seven States and Union territories for the month of February 2023, as per unemployment percentage by Centre for Monitoring Indian Economy (CMIE) – a leading business information company and an independent think tank.

    According to the latest figures of CMIE, accessed by GNS, the current unemployment percentage in Jammu and Kashmir reads at 17.1 as against 21.8 in January 2023, indicating an appreciation of 4.7% for the month of February 2023.

    As indicated by the figures, India currently has an overall unemployment rate of 7.5% – 8.0% in urban and 7.3% in rural areas.

    While Haryana tops the list with most unemployment rate of 29.4%, Chhattisgarh on the other hand has least unemployment of 0.8%.

    The other states with unemployment rate, in alphabetical order, are as; Andhra Pradesh 6.6, Assam 8.6, Bihar 12.3, Delhi 8.6, Goa 11.1, Gujarat 2.5, Haryana 29.4, Himachal Pradesh 13.9, Jharkhand 16.8, Karnataka 2.5, Kerala 5.6, Madhya Pradesh 2.0, Maharashtra 5.6, Meghalaya 4.1, Odisha 2.1, Puducherry 2.2, Punjab 8.2, Rajasthan 28.3, Sikkim 21.0, Tamil Nadu 3.0, Telangana 5.8, Tripura 11.7, Uttar Pradesh 4.0, Uttrakhand 2.3 and West Bengal 4.4.     The self-employed from January 2023 will be governed by a new contribution system that is based on the annual returns obtained in the exercise of all economic, business or professional activities. The Government approved this reform along with a set of changes regarding the benefit for cessation of activity that self-employed workers can access.

    As of January 1, 2023, anyone who is going to register as a self-employed person will have to choose a contribution base based on the forecast of the monthly average of your annual net income according to a general table of bases, set each year by the General State Budget Law. The bases chosen will be provisional until the time of the regularization that will be carried out in the following year, taking the annual yields obtained and communicated by the corresponding tax administration.

    In this reform that supposes new sections of the returns and new amounts of the quotas, it is also extended to new beneficiaries who will be able to collect the so-called unemployment of the self-employed. Thus, two new conditions are included to request the benefit for cessation of activity.

    – When there is a 60% reduction in the working day of all the company’s workers or the temporary suspension of the employment contracts of 60% of the workforce, as long as there has been a 75% reduction in income with respect to previous years

    – When the self-employed who do not have salaried workers maintain debts for two consecutive quarters with creditors and see their level of ordinary income or sales reduced by 60% compared to that registered in the same periods of the previous year.

    In which cases can unemployment and a salary be collected at the same time?

    These new conditions will allow the collection of the benefit for cessation of activity to be compatible with a job. In principle, the perception of the economic benefit for cessation of activity with a self-employed work is not allowed, even if its realization does not imply the mandatory inclusion in the Special Scheme of Social Security for Self-Employed or Self-Employed Workers or in the Special Scheme Social Security for Sea Workers. Nor is it with a job for someone else.

    However, the people who are in the two new cases included to access the benefit will be able to continue receiving the benefit if they find a job. They may also make the receipt of the aid compatible with self-employment or employment in the event of temporary partial cessation of the activity derived from force majeure, which will be compatible with the activity that causes the cessation, provided that the monthly net income obtained during the perception of the benefit are not greater than the amount of the minimum interprofessional salary or the amount of the base for which they were contributing, if this were lower.

    Thane: All India Majlis-e-Ittehadul Muslimeen’s (AIMIM) Maharashtra chief Imtiaz Jaleel on Saturday sought to know whether renaming of Aurangabad city as Chhatrapati Sambhajinagar will end the problems faced by people residing there and also resolve issues like unemployment.

    He also accused Chief Minister Eknath Shinde of being a “puppet” in the hands of the Bharatiya Janata Party (BJP) and said the split in the Shiv Sena has adversely affected the people of the state.

    The Aurangabad MP was speaking to reporters in Navi Mumbai on the first day of his party’s two-day national convention.

    The Union government has approved the renaming of Aurangabad city as ‘Chhatrapati Sambhajinagar’ and that of Osmanabad city as ‘Dharashiv’. Chhatrapati Sambhaji, the eldest son of warrior king Chhatrapati Shivaji Maharaj, was the second ruler of the Maratha state founded by his father. Sambhaji Maharaj was executed on Aurangzeb’s orders in 1689.

    “Will changing the name of Aurangabad resolve the problems faced by citizens? Now that its name has been changed, the government should tell me if the people residing in Aurangabad will get water two times daily. Even today, the water is supplied every eight days,” he said.

    Changing the names of places will not change their history. It will remain the same – whether it is good or bad. By changing names, history cannot be altered, he said.

    Will the unemployed youths get jobs after the change in name and will there be a positive change in the lives of the farmers who commit suicide as they do not get good price for their crop, Jaleel asked.

    “Instead of resolving these real issues or talking about them, they are raking up emotive issues like changing names of roads, buildings, railway stations, airports or cities. People are kept engaged in such emotive issues and efforts are on to keep them away from serious issues,” he alleged.

    “Since the past several years, the BJP and Shiv Sena have been doing this and they continue to do it even now. We have opposed them and will keep opposing them. But it does not not mean that we don’t respect Chhatrapati Sambhaji Maharaj or Chhatrapati Shivaji Maharaj. These parties play dirty politics by taking the names of such iconic personalities, which we have never done,” Jaleel added.

    Talking about the split in Shiv Sena, he said, “I pray that it splits further into four groups so that we benefit from it. Not only this, but there should be a split in the BJP.”

    The fight between the two Shiv Sena factions has adversely affected the people of Maharashtra, he said.

    Sena founder Bal Thackeray had protected the interests of the people of the state, which Uddhav Thackeray and CM Shinde have failed to do, Jaleel said.

    “CM Shinde is a puppet in the hands of BJP leaders Amit Shah and Devendra Fadanavis,” he alleged.

    New Delhi: Unemployment rate, or the percentage of persons unemployed among the labour force, for persons aged 15 years and above in urban areas had declined to 7.2 per cent during October-December 2022 from 8.7 per cent in the same period a year ago.

    As per the quarterly data of Periodic Labour Force Survey (PLFS), the unemployment rate in the July-September quarter was at the same level of 7.2 per cent.

    Similarly, the unemployment rate for both rural and urban areas in usual status during the year 2021-22 was at 4.1 per cent as against 4.2 per cent during the previous year 2020-21.

    Considering the importance of availability of labour force data at more frequent time intervals, the National Sample Survey Office (NSSO) launched Periodic Labour Force Survey (PLFS) in April 2017. The objective of the PLFS is to estimate the key employment and unemployment indicators (Worker Population Ratio, Labour Force Participation Rate, Unemployment Rate) in the short time interval of three months for the urban areas only in the ‘Current Weekly Status’ (CWS).

    It also estimates employment and unemployment indicators in both ‘Usual Status’ and CWS in both rural and urban areas annually.

    Addressing the workers Tanvir said that the government was busy swelling its coffers, but when it comes to passing on the benefits to the poor, it sidesteps its responsibility. “Despite charging hefty amounts from consumers, the rampant erratic power supply and unscheduled cuts is taking a toll on people during the ongoing winter season. The administration is further deepening the troubles of people by providing inferior quality of rice at FCSCA ration stores. There is no accountability on the ground,” he said.

    “We have long been identified with J&K’s identity, dignity and historical uniqueness. The march of gradually increasing space for democratic forces in Kashmir is a result of NC’s historical efforts, people know this. This is why NC is the first and last choice of people. People of J&K have seen political parties surface and vanish. On our part we will continue to guard our people’s trust in us with our lives,” Tanvir said.

    “There is no end to government apathy. Unemployment, development deficit, and administrative apathy have become the bywords of Jammu & Kashmir. Today’s J&K is defined by anxiety, fear and insecurity and there is no end to it.”

    On the occasion, Tanvir welcomed number of socio political activists into the party fold, hoping that the party will benefit from their wide ranging experience in public life. The new entrants too vowed to strengthen the party at grassroot level.
