    TSPSC paper leak case becoming more complex

    Hyderabad: The Telangana State Public Service Commission (TSPSC) exam paper leak case is turning out to be more complex than initially thought as the Special Investigation Team (SIT) of the state police has found its links far and wide.

    The SIT has arrested six more persons, taking the total number to 27.

    The team nabbed two brokers and four candidates who appeared in the Assistant Executive Engineer (AEE) and Assistant Engineer (AE) exams.

    The candidates had allegedly purchased exam papers of AEE and AE for Rs 10 lakhs each from prime accused Praveen Kumar through two middlemen.

    They had paid an advance of Rs 1 lakh to Rs 1.5 lakhs and promised to pay the remaining amount after exam results were declared.

    The SIT arrested Aadi Saibab and Mudavat Shivakumar of Nagarkurnool, Ramavat Mahesh of Nagarjuna Sagar and Ponnam Varun of Khammam district.

    The search is on for three other candidates who had purchased the question papers.

    Muralidhar Reddy of Hyderabad and Manoj Kumar of Warangal have also been arrested who were selling AE and AEE question papers on behalf of Praveen Kumar.

    The latest arrests were made after SIT sifted through Praveen’s social media accounts. He was reportedly proving to be a hard nut to crack and the investigators stumbled upon the leak of AEE question paper after a study of his social media accounts.

    The SIT identified the candidates after TSPSC authorities evaluated the answer sheets of the exams which were already cancelled on suspicion of paper leak. The authorities zeroed in on candidates who scored abnormally high marks.

    During the last two months, SIT had found leak of question papers of Assistant Engineer (Civil), Divisional Accounts Officer (DAO) and Group-1 Prelims.

    Last week, the SIT had arrested Bhagwant, who works in the office of Vikarabad Mandal Parishad Development Officer (MPDO) and his brother Ravi Kumar.

    Officials found during the investigation that Bhagwant purchased a question paper of Assistant Engineer (AE) exam from one of the accused Dhakya Nayak for his brother Ravi Kumar.

    Dhakya is husband of Renuka, a teacher who had obtained question papers from prime accused Praveen Kumar, an employee in TSPSC.

    She had purchased the question paper for her brother Rajeshwar Nayak, who had appeared in the AE exam. She along with Dhakya had sold question papers to others.

    The TSPSC scam came to light on March 13 following a complaint by a youth. The police initially arrested nine accused including Praveen Kumar, who worked as an assistant section officer at TSPSC and Rajashekar Reddy, a network admin at TSPSC. They had allegedly stolen question papers of some exams from a computer in a confidential section of the Commission and sold it to other accused.

    Subsequently, the SIT arrested 15 accused from Mahabubnagar district alone. The investigators later found that the case has links with Hyderabad, Rangareddy, Nagarkurnool, Khammam and Nalgonda districts.

    The exam paper leak case created a sensation in Telangana as opposition parties Congress and BJP blamed the BRS government for the leak that affected lakhs of unemployed in the state. The opposition is also demanding a probe by a sitting judge of the High Court or by the Central Bureau of Investigation (CBI).

    The SIT has also examined TSPS chairman Janardhan Reddy, secretary Anita Ramchandran and member B. Linga Reddy.

    The Enforcement Directorate (ED) is also probing money laundering charges in the case.

    The SIT has reportedly identified financial transactions to the tune of Rs 33.4 lakhs in the case.

    Hyderabad: Section 144 has been imposed by the police around the premises of Telangana State Public Service Commission  (TSPSC) examination centres on May 8 and 9.

    The Cyberabad and commissioner and Hyderabad city police commissioners imposed section 144, which bars any gathering around the premises of Telangana State Public Service Commission  (TSPSC) examination centres. 

    In a press note from both the police commissionerates, the police cautioned the general public from gathering in a group of four or more persons within 500 yards at all three examination centres of the TSPSC, where computer-based recruitment test examinations will be held on May 8 and May 9  in Hyderabad.

    A press release from Cyberabad police commissioner Stephen Ravindra said, “Any person found violating the orders will be dealt with according to the law under section 144 Cr. PC. The order will remain in force from May 10 at all Examination centres of TSPSC,” it added. 

    The TSPSC exams are being conducted for the post of Assistant Executive Engineer, Electric Engineer and Mechanical /Agricultural Engineering in various engineering departments.

    Hyderabad: In a key development in the Telangana State Public Service Commission (TSPSC) question paper leak case, its chairman Janardhan Reddy and secretary Anitha Ramachandran on Monday appeared before the Enforcement Directorate (ED).

    The ED officials were questioning the duo at ED’s regional office here. The agency is gathering information on key aspects relating to the paper leak, focusing on financial transactions. The statements of both officials will be recorded by the central agency.

    Last month, the ED took up an investigation into money laundering allegations in the TSPSC question paper leak case

    The ED had earlier summoned TSPSC section officer Shankar Laxmi in connection with the probe into the alleged illegal money transactions in the paper leak scam.

    Shankar Laxmi is incharge of the confidential section of TSPSC, from where the exam question papers were allegedly stolen by Praveen Kumar and Rajasekhar Reddy, the employees of TSPSC and prime accused in the case.

    The ED has also questioned both Praveen Kumar and Rajasekhar Reddy in Chanchalguda Jail.

    During the interrogation, the agency recorded the statements of both the accused about the money they allegedly collected from those who obtained the leaked question papers. The agency suspects that the amount they collected is involved in money laundering and is unaccounted for.

    The central agency had registered a Enforcement Case Information Report (ECIR) and took up investigation following reports and complaints about huge money changing hands.

    During the questioning of the accused and others in the case, the Special Investigation Team (SIT) of Telangana police had reportedly found illegal transactions to the tune of Rs38 lakh.

    The TSPSC scam came to light on March 12 which led to the arrest of 15 accused besides the cancellation of the Group 1 preliminary examination, Assistant Engineers, AEE, and DAO exams.

    Praveen Kumar, who worked as an assistant section officer at TSPSC and Rajashekar Reddy, a network admin at TSPSC, had allegedly stolen question papers of some exams from a computer in a confidential section of the Commission and sold it to other accused.

    The SIT has so far arrested 19 persons in the case.

    Hyderabad: Telangana government has created ten posts, including a Controller of Examinations (CoE), which is said to improve transparency and accountability in the Telangana State Public Service Commission (TSPSC) recruiting process.

    Orders were issued here naming BM Santhosh, Managing Director of HGCL and ORR Project Director, as TSPSC’s Additional Secretary and CoE.

    In addition to the CoE, the Commission has created the positions of Deputy CoE, Assistant CoE, Chief Information Officer, Chief Information Security Officer, Senior Network Administrator, Junior Network Administrator, Senior Programmer, Junior Programmer, and Law Officer of Junior Civil Judge cadre. The Finance department issued a GO MS 37 to that effect on Friday.

    These positions were created in response to the TSPSC’s recommendation to strengthen its office in order to conduct the recruitment process in a transparent, accountable, and responsive manner. The action comes in the aftermath of the latest question paper leak case.

    Hyderabad: The Special Investigation Team (SIT) probing Telangana State Public Service Commission (TSPSC) exam paper leak case has arrested two more accused.

    Mibayya and his son Janardhan, who hail from Mahabubnagar, have been arrested, taking the number of persons arrested so far to 19.

    Mibayya had allegedly paid Rs 2 lakh to Lavdyavath Dhakya, one of the accused already arrested in the case, for a question paper of the exam conducted by TSPSC for recruitment of assistant engineers. Janardhan had appeared in the exam.

    Dhakya is husband of Renuka, a teacher who had obtained question papers from prime accused Praveen Kumar, an employee in TSPSC. She had purchased the question paper for her brother Rajeshwar Nayak, who had appeared in the AE exam. She, along with Dhakya, had sold question papers to others.

    Praveen, who worked as an assistant section officer at TSPSC and Rajashekar Reddy, a network admin at ATSPSC, had allegedly stolen question papers of some exams from a computer in a confidential section of the Commission and sold it to other accused.

    The SIT had last week informed the Telangana High Court that it had arrested 17 accused in the case since March 13. It also informed the court that it was making efforts to arrest another accused from New Zealand.

    The exam paper leak case created a sensation in Telangana as opposition parties Congress and BJP blamed the BRS government for the leak that affected lakhs of unemployed in the state.

    The SIT has also examined TSPS chairman Janardhan Reddy, secretary Anita Ramchandran and member B. Linga Reddy.

    The Enforcement Directorate (ED) is also probing money laundering charges in the case. Early this week, it questioned Praveen Kumar and Rajashekar Reddy.

    The ED officials are believed to have questioned the two accused based on the information obtained from Shankara Lakshmi, incharge of the confidential section room at TSPSC. She had appeared before the ED on April 11 and was grilled for over 10 hours.

    It was from the computer in the confidential section that Praveen and Rajasekhar had stolen question papers of various exams conducted by the TSPSC for recruitment in government departments.

    Hyderabad: A suspect in the Telangana State Public Service Commission (TSPSC) paper leak case, Prashant Reddy, sent an email to Special Investigation Team (SIT) claiming that he is innocent.

    Prashant Reddy, who is reportedly hiding in New Zealand after absconding, is a close relative of S Rajasekhar Reddy, the prime suspect in the case. 

    He had allegedly obtained the Group 1 prelim question paper from Rajasekhar Reddy. After appearing for the exam, he reportedly fled the country.

    In his email, Prashant Reddy claimed that he prepared for the exam on his own and that he has no connection with the paper leak issue. 

    During the investigation, the SIT found that Rajasekhar Reddy installed a remote desktop access application on the computer of TSPSC employee Shameem and sent the question paper to Prashanth Reddy.

    Hyderabad: The recruitment tests for five posts that were supposed to be held in April and May have been rescheduled by the Telangana State Public Service Commission (TSPSC) on Saturday. 

    As per revisions by the commission, the test for the posts of Agriculture Officer (AO) in agriculture and co-operation department, and Drugs Inspector (DI) in drugs control administration department that were supposed to be held on April 25 and 26 are now rescheduled to be held on May 16 and 19 respectively. 

    The exam for Assistant Motor Vehicle Inspector (AVMI) posts has been rescheduled to be held on June 28.

    The recruitment exams for various gazetted and non-gazetted posts in the ground water department are rescheduled to held on July 18 and 19, and July 20 and  21 respectively. The commission said that all the exams will be conducted in a computer-based mode.

    In the past the commission rescheduled various recruitment tests in the wake of leakage of question paper of an exam held to recruit assistant engineers.

    Hyderabad: The Nampally court hearing the petition filed by the Enforcement Directorate seeking its permission to interrogate two suspects of the TSPSC paper leak case issued notices to the lawyers of Praveen Kumar and Rajasekhar Reddy on Wednesday.

    The Enforcement Directorate had registered a case following complaints of large-scale transfer of money through the Hawala route. The ED, after receiving the complaint, booked a case and started an investigation.

    It filed a petition in the Nampally court seeking permission to interrogate two main suspects Praveen and A Rajasekhar.

    On Wednesday, after hearing arguments the court issued notices to the lawyers of Praveen and Rajasekhar. The matter is posted for Thursday.

    The SIT of Hyderabad police had arrested 17 persons in the TSPSC exam paper leak case. The SIT found the 17 persons and one more who is absconding had gained illegal access to 15 papers of different recruitment exams conducted by the Telangana State Public Service Commission.

    The SIT recorded statements of Anita Ramachandran – TSPSC secretary, B Damodar Reddy- Chairman and Linga Reddy – member of TSPSC.
