    Srinagar, May 5: Two army personnel have been killed and four others injured after a group of militants triggered an explosive during an ongoing encounter in Kesari area of Kandi hamlet in Rajouri district.

    “Indian Army columns have been conducting relentless intelligence based operations to flush out a group of terrorists involved in ambush on an army truck in Tota Gali area of Bhata Dhurian in Jammu region”, reads a statement issued to GNS.

    Detailing out further, the statement reads, “On specific information about presence of terrorists in the Kandi Forest in Rajauri Sector, a joint operation was launched on 03 May 2023. At about 0730 hours on 05 May 2023, a search team established contact with a group of terrorists well entrenched in a cave. The area is thickly vegetated with rocky and steep cliffs.”

    “The terrorists triggered an explosive device in retaliation. The Army team has suffered two fatal casualties with injuries to four more soldiers including an officer”, reads the statement.

    “Additional teams from the vicinity have been directed to the site of encounter. The injured personnel have been evacuated to Command Hospital, Udhampur.”

    “As per initial reports a group of terrorists are trapped in the area. There is a likelihood of casualties in terrorists group”, it reads.

    “The operation is in progress”, reads the statement adding further details are being ascertained. (GNS)

    Nicosia: Last Thursday, Saudi Foreign Minister Prince Faisal bin Farhan Al Saud and his Iranian counterpart Hossein Amir-Abdollahian, held in Beijing their first meeting in seven years and formalized the agreement to restore diplomatic relations and bury the hatchet between their countries.

    They discussed the appointment of ambassadors, a visit by Iranian President Ebrahim Raisi to Riyadh, the issuing of visas to each other’s citizens and the resumption of flights between the two countries.

    The Chinese-brokered landmark accord between two countries that were bitter rivals for years may have a domino effect on other Middle East countries like Yemen, Syria, Lebanon and Iraq, where the two countries supported opposing sides, and could play a big role in stabilizing the region.

    Furthermore, it is indicative of China’s new role as a diplomatic and strategic player in the Middle East and causes uneasiness to Washington, which sees Beijing’s economic and soft power increasing and its own influence diminishing in this strategic region of the world.

    It looks like the bloody war in Yemen, where the Iranians backed the rebel Houthis and Saudi Arabia the internationally recognized government, will come to an end. The war in Yemen has claimed the lives of more than 233,000 people, while about five million people are at risk of famine and a cholera outbreak has affected over one million people.

    Last year, a ceasefire was brokered by the United Nations, which was largely observed by the two sides. Now, following the accord between Saudi Arabia and Iran, under which the two countries agreed to stop their involvement in the war, the ceasefire is expected to become permanent.

    Moreover, the Saudi government expects that it will no longer have to worry about Houthi missile and drone attacks against its oil installations and will not have to spend additional billions of dollars on sophisticated air defence systems.

    The agreement represents a major success for internationally isolated Iran as it has managed to mend relations with Saudi Arabia, one of its two main enemies in the Middle East (the other enemy is Israel) and what is more this was achieved without Tehran’s prior deal on its nuclear program, which was generally believed to be a prerequisite for any improvement of relations with Riyadh.

    Hussein Ibish, of the Arab Gulf States Institute in Washington, points out that the accord “for Iran represents a successful effort of trying to push back against regional isolation without major changes to its policies, which adversaries like Saudi Arabia had previously been demanding.”

    As regards Syria, for many years Saudi Arabia had been actively supporting insurgents trying to topple the Bashar al-Assad regime, while Iran sent thousands of troops to prevent its collapse. Currently, pro-Iranian militias continue to control several Syrian provinces.

    However, due to the military support given by Russia to Damascus, it became apparent to Riyadh that the Assad regime will stay in power. So, the Saudis changed their policy on Syria. They discontinued assistance to the insurgents and now they are talking about Syria’s return to the Arab League.

    For many years now, the pro-Iranian armed group Hezbollah has been a formidable force in Lebanon that exercises a big influence in the military and political affairs of the country. It has gradually become a hybrid terrorist organisation that occasionally fights Israel, while it provides social welfare to thousands of citizens who suffer due to the unprecedented economic crisis facing the country.

    Lebanese politics have been broadly split for years between Hezbollah and a pro-Saudi coalition.

    More many months now, Lebanon is facing an economic meltdown, without a president or a fully empowered cabinet, while the opposing sides fail to reach an agreement almost on all burning issues facing the country.

    The restoration of relations between Riyadh and Tehran has sparked some hope that this could lead to an end to government paralysis. Nabih Berri, the Speaker of the Lebanese Parliament, recently described the accord achieved in Beijing as “historic” and said the “positive reading of the news should also prompt Lebanon’s politicians to quickly elect a president.”

    With regard to Iraq, following the US-led invasion of 2003 and the overthrow of Saddam Hussein, various militias with ties with Tehran joined the reconstituted Iraqi Army. After the advance of the Islamic state into northern Iraq in 2014, Iran provided technical advisers to the Iraqi government, troops to fight ISIL and weapons to the Kurdish Peshmerga forces, sparking Saudi alarm.

    In 2020 there was a limited thaw in relations between Iraq and Saudi Arabia and the two countries reopened a crossing between them. Now with the Chinese brokered accord, relations between Tehran, Riyadh, and Baghdad are expected to improve even more.

    Clearly, Israel is the country that is most unhappy with the restoration of relations between Saudi Arabia and Iran, as it sees its hopes of establishing diplomatic relations with Riyadh and even forming a coalition against Iran vanish into thin air.

    The threat of a possible Iranian attack against Saudi Arabia has now receded and there is no more a powerful incentive for Riyadh to think about improving relations with the Jewish state.

    Another country that is not thrilled about the Chinese-brokered deal between Saudi Arabia and Iran, is the United States, which sees its general plans for the Middle East as failing. A State Department spokesman, commenting on the Riyadh- Tehran accord, said: “If this dialogue leads to concrete action by Iran to curb its destabilizing activities in the region, including the proliferation of dangerous weapons, then of course, we would welcome that.”

    Furthermore, the US is not happy about China’s growing influence in the Middle East, while Washington’s influence diminishes. It realizes that it is now unlikely to achieve a rapprochement between Saudi Arabia and Israel, while Iran forges ahead with enriching uranium to nuclear weapons grade, and instead of facing increased international isolation, it is improving its relations with a formerly implacable rival.

    Rep. Mike Turner, chair of the House Intelligence Committee, called for an aggressive stance on taking down airborne objects on Sunday, after the U.S. shot down multiple objects in North American airspace in recent weeks.

    “I would prefer them to be trigger-happy than to be permissive,” Turner (R-Ohio) said of the Biden administration, speaking on CNN’s “State of the Union.” “But we’re going to have to see whether or not this is just the administration trying to change headlines.”

    Following criticism for moving too slowly in taking down a Chinese spy balloon that floated over the U.S. earlier this month, the Biden administration downed an unidentified cylindrical object over Alaskan airspace, and — after discussion with Canada — shot down a separate object violating Canadian airspace Saturday.

    It’s impossible to predict how many trials these suspensions will affect, said Pete McAleer, a spokesperson for the Administrative Office of the Courts. While many trials will face indefinite delays, the courts will still address applications for child support, custody and visitation, McAleer said.

    There are currently 69 vacancies throughout the trial courts, Rabner said, more than one out of every six positions statewide. The court system has operated with an average of more than 50 vacancies for the past three years.

    “That imposes heightened responsibilities on sitting judges who handle thousands of proceedings and motions each month,” Rabner said. “That situation, along with the effects of the COVID crisis, has contributed to delays in handling individual cases and substantial increases in backlog.”

    There are five vacancies out of a total of 20 judicial positions in Vicinage 13 and nine vacancies out of 28 positions in Vicinage 15.

    The judiciary prioritizes cases that concern an individual’s liberty, like criminal or juvenile delinquency matters, and cases that present potential emergencies such as domestic violence complaints.

    “There are simply not enough judges at this time to conduct civil and matrimonial trials in either vicinage,” Rabner said. “Without additional relief, we may well face the same situation in other vicinages in the near future.”

    Jeralyn Lawrence, president of the New Jersey State Bar Association, said the ongoing situation has reached crisis levels. “The court does not operate properly with more than 25 to 30 vacancies,” she said in an interview with POLITICO. “The executive and legislative branches have known about this for months and they’ve done nothing.”

    Natalie Hamilton, a spokesperson for Gov. Phil Murphy, said the administration is working to fill the vacancies. “Governor Murphy has remained committed to ensuring vacancies in New Jersey’s courts are filled by highly qualified individuals,” she said. “Since he took office in 2018, 101 judges have been nominated and confirmed, including 45 in the 2022 calendar year.”

    Lawrence said the governor is not moving quickly enough.

    “The judiciary can’t solve this problem,” Lawrence said. “There’s only two branches of government that can solve this problem. Our governor and our legislature cannot figure out who to put on the bench.”

    “Time is of the essence, and it has been of the essence,” Lawrence said. “They shouldn’t work on anything else other than this.”

    There is no shortage of qualified candidates for the vacancies, Lawrence added.

    In a statement, DAP said Ghulam Nabi Azad met Amit Shah to apprise him of “serious unrest and uncertainty prevailing” among the public due to the “circular of eviction issued by the UT administration directing all Deputy Commissioners to remove the encroachments on state land, including Roshni and Kacharai.”

    Taking to social networking site Twitter, Azad said he met Amit Shah on Wednesday regarding the land eviction issues in Jammu and Kashmir.

    “Met union Home minister Amit Shah Ji regarding land eviction issues in J&K. Apprised him about the prevailing unrest & uncertainty among the common people who are forced to vacate the properties which are otherwise recognized by successive regimes. Amit Shah Ji assured me no small landholders who constructed houses will be touched!” said Azad, in a series of tweets.

    The DAP chairman said that he informed the Home Minister that the majority of the occupants who are holding small lands and have constructed houses over the past few decades are migrants and are mostly victims of militancy, “as well as victims of abnormal situations arising from time to time, being a border state.”

    The DAP statement further stated that Azad had taken up the same issue with LG Manoj Sinha, who also assured him to do the needful with a cogent land policy for small landholders.

    Three “super-tipping points” for climate action could trigger a cascade of decarbonisation across the global economy, according to a report.

    Relatively small policy interventions on electric cars, plant-based alternatives to meat and green fertilisers would lead to unstoppable growth in those sectors, the experts said.

    But the boost this would give to battery and hydrogen production would mean crucial knock-on benefits for other sectors including energy storage and aviation.

    Urgent emissions cuts are needed to avoid irreversible climate breakdown and the experts say the super-tipping points are the fastest way to drive global action, offering “plausible hope” that a rapid transition to a green economy can happen in time.

    The tipping points occur when a zero-carbon solution becomes more competitive than the existing high-carbon option. More sales lead to cheaper products, creating feedback loops that drive exponential growth and a rapid takeover. The report, launched at the World Economic Forum in Davos, Switzerland, said the three super-tipping points would cut emissions in sectors covering 70% of global greenhouse gas emissions.

    Speedy action is vital to help avoid triggering disastrous tipping points in the climate system. Scientists said recently that global heating had driven the world to the brink of multiple tipping points with global impacts, including the collapse of Greenland’s ice cap and a key current in the north Atlantic.

    “With time running out, there is a need for action to be targeted,” said Mark Meldrum, at the consultancy Systemiq, which produced the report with partners including the University of Exeter, UK. Each super-tipping point crossed raises the chance of crossing others, he said. “That could set off a cascade to steer us away from a climate catastrophe.”

    The tipping point for electric vehicles is very close with sales soaring, the report says. Setting dates around the world for the end of sales of fossil-fuel powered vehicles, such as the 2030 date set for new vehicles by the UK and 2035 in China, drives further growth, the report adds.

    This scale-up means the batteries used will become cheaper and these can be deployed as storage for wind and solar power, further accelerating the growth of renewables. More green energy means lower electricity bills, in turn making heat pumps even more cost-effective.

    The second super-tipping point is setting mandates for green fertilisers, to replace current fertilisers, which are produced from fossil gas. Ammonia is a key ingredient and can be made from hydrogen produced by renewable energy, combined with nitrogen from the air.

    Governments requiring a growing proportion of fertiliser to be green will drive a scale-up and cost reductions in the production of green hydrogen, the report says. That then supports long-distance aviation and shipping, and steel production, which will rely on hydrogen to end their carbon emissions. Mandates are being considered with India, for example, targeting 5% green fertiliser production by 2023–24 and 20% by 2027–28.

    The third super-tipping point is helping alternative proteins to beat animal-based proteins on cost, while at least matching them on taste. Meat and dairy cause about 15% of global emissions. Public procurement of plant-based meat and dairy replacements by government departments, schools and hospitals could be a powerful lever, the report says.

    Increasing uptake would cut the emissions from cattle and reduce the destruction of forests for pasture land. A 20% market share by 2035 would mean 400m-800m hectares of land would no longer be needed for livestock and their fodder, equivalent to 7-15% of the world’s farmland today, the report estimated. That land could then be used for the restoration of forests and wildlife, removing CO2 from the air.

    Tipping points already passed within countries include electric car sales in Norway and the plunge in coal-powered electricity in the US in the past decade.

    “We need to find and trigger positive socioeconomic tipping points if we are to limit the risk from damaging climate tipping points,” said Prof Tim Lenton at the University of Exeter. “This non-linear way of thinking about the climate problem gives plausible grounds for hope: the more that gets invested in socioeconomic transformation, the faster it will unfold – getting the world to net zero greenhouse gas emissions sooner.”
