  • Budget 2023-24 To Give Major Infrastructural Push To Transform Power, Road Sectors In JK

    SRINAGAR: The budget 2023-24 will give a major infrastructural push to four core areas of health, drinking water, power and road connectivity aimed at providing succour to the common people and improving developmental parameters of UT at the national level, government said in a statement.

    The budget has earmarked funds for providing Functional Household Tap Connections  to all 18.36 lakh households of Jammu and Kashmir by 2023- 24 with a minimum of 55 litres per capita per day (LPCD) drinking water supply of prescribed quality (confirming to BIS 10500) on a regular, longterm and sustainable basis.

    About sixty water supply schemes are likely to be completed during 2023-24. To bring efficiency in planning and revenue collection, the government will introduce digitalization of consumer records and implementation of an online billing systems in entire Jammu and Kashmir.

    The construction of prestigious Tawi Barrage, an artificial lake project which will boost tourism of Jammu city, will be completed during 2023-24.

    According to the budget document, 6000 Kilometer of blacktopping of roads is expected to be achieved during 2023-24 under all schemes. Besides, 353 new projects worth Rs 1292 crore have been prioritized to be sanctioned under Rural Infrastructure Development Fund (RIDF)-XXVIII with NABARD funding.

    In last year’s budget, safety audit of bridges having completed 20 years was completed and now in this budget Safety audit for the bridges having completed 10 years has to be conducted during 2023-24.

    JK government is also putting efforts on maintenance of road/bridge assets and also for road safety measures.

    The year 2023-24 will see further Improvement in daily hours of power supply with Urban- 24 hours and Rural 22 hours besides a reduction in transformer damage rate, a drop in Transmission and Distribution/ Aggregate Technical and Commercial (AT&C) losses.

    Under Budget 2023-24, there will be an additional length of LT/HT network (1324.073 km) besides renovation and modernization works would be undertaken at existing 220/132 KV Grid Sub Stations apart from protection/ replacement works at critical towers and insertion of new towers.

    To improve power connectivity in remote areas that receive heavy snowfall, Sonamarg will be provided 24×7 power supply during winters with underground cabling through Z-Morh Tunnel  besides underground cabling would be done at Nunwan for reliable power supply to holy cave of Shri Amar Nath Ji.

    Rome: Israeli Prime Minister Benjamin Netanyahu vowed to help energy-starved Italy transform into a regional energy hub during his visit to the Italian capital.

    After meeting with Italy’s Prime Minister Giorgia Meloni, Netanyahu said on Friday that he wanted to increase natural gas exports to Europe via Italy, Xinhua news agency reported.

    Such a move would be welcome in Italy, which has struggled to replace natural gas imports from Russia.

    Netanyahu and Meloni did not reveal the specifics of the import scheme.

    “Italy has said it wants to be a hub for the supply of energy to Europe,” said Netanyahu. “We think exactly the same thing, and we have gas reserves that we will start exporting, and we would like to expedite more gas exports to Europe through Italy.”

    In November 2022, Israel signed an initial agreement with Italian energy giant Eni and France’s TotalEnergies to facilitate explorations for natural gas near Israel’s Mediterranean border with Lebanon. Netanyahu mentioned the deal with Eni on Friday and said he would like to see it carried “to a much higher level.”

    Netanyahu vowed to build deeper ties with Italy in other sectors as well, including water supplies and cyber-security.

    Meloni said Italy’s ties with Israel were “important … and would increase in importance.”

    Netanyahu will remain in Italy through Sunday, meeting with political, business and religious leaders.

    New Delhi: Repairing broken pavements, central verges and manholes, resurfacing roads and sprinkling of water on them on a daily basis — these are some of initiatives that will be undertaken as part of the Delhi government’s mega project to transform the city roads that will kick off from April 1.

    Addressing a press conference, Chief Minister Arvind Kejriwal said about Rs 4,500 crore will be spent on the project in the first year and then Rs 2,000 crore every year.

    The Delhi government will also introduce deep scrubbing machines and litter picker machines, he said, adding that it will also hire over 100 mechanised road sweepers, over 150 sprinkler tankers and 250 anti-smog-guns-cum-sprinklers.

    The chief minister said they will be transforming a total of 1,400 kms of roads that come under the jurisdiction of the Delhi Public Works Department.

    He added that heavy penalties will be imposed on the contractor in case of any shortcoming in the project.

    The entire system will be monitored remotely from a dashboard and there will be a centralised complaint system for citizens to reach out to the government, he said.

    “The PWD has jurisdiction only on roads wider than 18m (45ft) across the national capital, and we will leave no stone unturned to transform them,” he said.

    Kejriwal said all the footpaths and central verges along the roads will be repaired when necessary.

    “This means that in contrast to the usual practice of replacing footpaths on the entire stretch as adopted by governments who want to spend away all public funds, in this project, we will take up spot-repairs.

    “If one stone is missing, it will be replaced. If two are damaged, they will be repaired. We will not misuse public funds,” he explained.

    Outlining the timeline for the project, he said the work orders will be issued by March 20 and the work will commence from April 1.

    He said the repair work will be completed within six months and once it is complete, a 10-year maintenance contract will be put in place.

    Roads will be resurfaced every five years while regular painting of roads, medians, central verges will be taken every three to six months, he said.

    “All roads and footpaths will be washed in a daily basis or thrice a week,” he said.

    He asserted that all central verges will be repaired along with damaged manholes, street furniture, railings, precast slabs, signages and electrical poles.

    “In all the city subways, the railings and light fittings will be repaired, as will the foot over bridges. Beyond these, civil and electrical repairs, all potholes and cracks on roads will be repaired,” he said.

    All railings, trees and plants around the roads will be washed as well, he said.

    The government is also introducing deep scrubbing machines to thoroughly clean the roads of all dirt and litter picker machines to pick up all littered material and debris from the roads.

    “We will hire over 100 mechanised road sweepers, over 150 sprinkler tankers and 250 anti-smog-guns-cum-sprinklers. There are 250 wards in Delhi and each ward will get one machine. The 150 sprinkler tankers will be deployed on the large PWD roads.
    “But the 250 smog guns will be handy in cleaning the smaller roads and lanes in the city. These machines too will be engaged for 10 years. 10,000 kilolitres of water will be needed for this purpose. We will be using the water treated at Delhi Jal Board’s STPs for this purpose, instead of discharging it into the Yamuna,” he said.

    The chief minister said all posters, banners and other material stuck on roadsides will be removed on a daily basis, with the government taking up tree plantation on a very large scale on the roadsides and central verges.

    “A 10-year contract will be awarded for daily maintenance, washing, trimming, soil upkeep and watering of such plants. This project also needs rigorous monitoring, so we will deploy a third party monitoring system.

    “Camera-enabled vehicles will go around Delhi throughout the day and record the live situation of the roads and maintenance work,” he said.

    Riyadh: The Kingdom of Saudi Arabia’s Royal Commission for AlUla (RCU) has launched an initiative to transform AlUla into the largest living museum in the world, local media reported.

    The initiative aims to resettle wild animals, which includes more than 1,580 wild animals belonging to four categories— antelope, reem gazelle, Arabian oryx and mountain ibex, within three nature reserves in AlUla Governorate.

    The resettlement campaign is the largest of its kind for the Royal Commission for AlUla, as it includes determining the readiness of the site, monitoring resettled animals, and focusing on scientific studies and preparations for animal resettlement campaigns in AlUla.

    As part of the campaign, the committee will use a lightweight, solar-powered collar for ungulates, a first in the region.

    The campaign is in line with Saudi Arabia’s Vision 2030, the Saudi Green Initiative, and the Middle East Green Initiative, with the goal of making AlUla the largest living museum in the world while preserving its environmental and historical heritage.

    Something strange happened to me last year. On five or six occasions, I needed the money for something – a plane ticket to see someone I love, a daunting credit card bill, a vital item that needed replacing – and I’d think, “If only I could afford this, everything would work out.” Then, within a day or two, I’d be offered a piece of work that would pay that exact amount to the pound, or I’d be able to travel with work to exactly the place I wanted to go. It was a lucky and auspicious 12 months.

    Fast forward to this cold, hard January, and nothing is unbearably bad, but I wouldn’t quite say anything is going especially “well” either. Living and working alone, when your major social interaction of the day is bitching about your problems with the nicest man at the coffee shop who always gives you extra stamps on your loyalty card, disappointments can begin to cut rather than scratch.

    All of which is to say that I am the ideal candidate for the latest social media trend promising to improve your life: “lucky girl syndrome”. In reality, it’s not new at all – it’s generation Z girls repackaging the new age concept of manifestation, in which you think about something you want as if you already have it or have achieved it, and then it supposedly happens. “Great things are always happening to me,” you say, and then great things happen to you. In a way, it’s similar to what I was doing last year without realising it. And it’s not surprising that videos about this have gone viral on TikTok at the beginning of 2023 – in a month defined by bleak weather and the feeling that the year hasn’t yet taken shape.

    Most of the videos are uncommonly smug. A lucky woman tells an out-there tale of how she and her boyfriend manifested a house (they had money for a deposit, and put it down on a house). Her advice is that we should “be fucking delusional and believe in yourself”. I can be delusional – I’m a romantic and a writer, two of the most mad and unrealistic things to be – so I decide to give it a try in a bid for a lucky 2023.

    I’m well-versed in manifestation. In my teens and 20s I used to make “vision boards” and try manifesting specific things. I’m not sure how deeply I believed in it, but I do think that manifestation can work, in its way – not through mystical forces, but because it means you’ll be looking for the positives, you’ll notice them more and maybe even begin to shape your life around the good things within it. Science agrees: people who have clear goals are more likely to achieve them. Being optimistic: generally good for you.

    But manifestation is probably also damaging – it promotes a relentless focus on the self and self-actualisation. When people are seeking luck, it’s luck for money, fame and romantic relationships, for me, myself and I. It joins a host of spiritual activities that younger generations are reinventing as a form of “wellness” – we now have random teenagers and girls in their early 20s with handles such as “hotdopepriestess” who read Rhonda Byrne’s The Secret and are now doing tarot card readings and selling workshops on how to manifest wealth. These are the same businesses that people within the spiritual community have run for decades but they are now marketed by and to a younger generation. Perhaps this was the natural progression for the wellness industry in a declining economy: lacking the financial means to make ourselves happy, we’re now turning to the supernatural for help.

    As I tell myself that I am a lucky girl, I too begin to feel smug. It’s simple, low effort – I don’t even have to think about what exactly I want, it’s just great things. I hope that if I keep saying it to myself something notable will happen between the time I am commissioned to write about the syndrome and filing the article. The hours are passing and nothing. Maybe I will manifest missing my deadline. I look at the view outside, across a purple sky and then through some usual windows to see the same people I always see, fussing about their families. There’s a couple hugging in their kitchen. A shadow of loneliness falls across my chest and I think how awful England feels at this time of year. But: great things are always happening to me.

    So I message a friend and we joke about the mantra that great things are always happening to me and I check my email. A piece of work has been confirmed, which means I will be able to leave the country imminently. What if another strange, lucky year really could happen?
