    SRINAGAR: The Jammu and Kashmir government on Monday ordered transfer and posting of two IAS officers in the Union Territory.

    According to an order, Dr Mandeep Kumar Bhandari, IAS (AGMUT:2001), awaiting orders of adjustment, is posted as Principal Secretary to the Lieutenant Governor.

    The order stated he shall also hold the charge of the post of Chief Executive Officer, Shri Amarnathji Shrine Board, in addition to his own duties.

    “Dr  Syed Abid  Rasheed Shah, IAS (AGMUT:2012), Administrative Secretary, Culture Department, holding additional charge of Chief Executive Officer, Economic Reconstruction Agency, JK, is transferred and posted as Administrative Secretary, Tourism Department relieving Sarmad Hafeez, IAS, of the additional charge of the post.”

    SRINAGAR: The government on Saturday ordered transfer of nine JKAS officers in the interest of administration.

    According to two separate orders, Kusum Chib, JKAS, Collector, Jammu Development Authority, has been transferred and posted as Assistant Commissioner Revenue, Samba.

    Rehana Akhtar Bili, JKAS, Deputy Director, Information, Jammu, has been transferred and posted as Personnel Officer, Associated Hospitals, Jammu, against an available vacancy.

    Manu Hansa, JKAS, Assistant Commissioner Revenue, Samba, has been transferred and posted as Sub Divisional Magistrate, Marh, vice Rajeev Kumar Khajuria, JKAS, who has been asked to await further orders of adjustment in the General Administration Department. “He shall also hold the additional charge of the post of Sub-Registrar, Marh, till further orders,” the government ordered.

    Two new rulings have agreed with the Government in its decision to increase the ecological flow of the Tagus (the minimum amount of water that must circulate), which means a reduction in the amount of water sent to the Mediterranean for irrigation and domestic consumption through the Tagus-Segura transfer. The National Court has rejected the contentious-administrative appeal presented by the Region of Murcia (governed by the PP) in 2019 to double the amount transferred, while the Supreme Court has shelved that of the Generalitat Valenciana de Ximo Puig (PSOE), which It was presented in 2021.     29.09,202 has been received from the office of Advisor (B), alongwith a copy of joint repr sentation of Mr. Ishtiyaq Ahmad Lone and Mohd Maqbool Samoon regarding mutual transfer wherein it has been conveyed that son of Mr. Ishtiyaq Ahmad Icne is suffering from Cerebral Palsy and needs periodical medical check-up. On the oth r hand Mr. Maqbool Samoon is a resident of Gurez and is presently posted in B.KPo Budgam.

    Whereas, the matter has been examined in the Department and the case of these two officers for mutual transfer found genuine on medical grounds. Therefore, in view of above position, following transfers and postings are ordered with immediate effect:

    Calcutta HC slaps penalty on headmistress for delaying transfer process

    Kolkata: A single judge bench of the Calcutta High Court on Friday reprimanded the headmistress of a leading girls’ school in West Bengal on charges of contempt of court.

    A penalty of Rs 10,000 has been imposed on Nirupama Hazra, the headmistress of Harkirtinagar Balika Vidyalaya in East Burdwan district, on charges of contempt of court for not abiding by an earlier court order for initiating the process of transfer of a teacher of the same school on medical grounds.

    Pronouncing the order, the single judge bench of Justice Rajasekhar Mantha directed that either the headmistress concerned will have to pay the penalty within seven days, or the same amount will be deducted from her salary for the next month.

    Justice Mantha also gave clear instruction to the District Inspector of Schools on this count.

    The matter is related to a transfer petition filed by Hamida Khatun, who had been teaching in the school for the last five year. She is a resident of Gokarna in South 24 Parganas district.

    Last year, she had applied for transfer on medical grounds to any school in her home district near to her residence.

    “Failing to evoke any response, she made an appeal to the Calcutta High Court to grant her transfer plea. The court in August last year, after examining the relevant documents, had directed the school authorities to initiate the process of her transfer within six weeks. However, nothing was done in this regard since then, prompting Khatun to again approach the court with the contempt of court petition,” Khatun’s counsel Firdaus Shamim told mediapersons on Friday.

    Justice Mantha had issued a summon to the headmistress to be present at his court on Friday. As she appeared before the bench, Justice Mantha sought explanations from her about the delay in initiating the transfer process even after a clear order from the court.

    However, the headmistress was unable to give any satisfactory reply.

    Meanwhile, the District Inspector of Schools informed the court that his office received the necessary documents from the headmistress to initiate the transfer process just a few days back.

    Observing that the delay on the part of the headmistress in initiating the transfer process was a clear case of contempt of court, Justice Mantha imposed the penalty of Rs 10,000 on her.
