    His district, which spans from the outskirts of Montgomery County to the state’s border with West Virginia, is the most competitive in the state. President Joe Biden won it by 10 points in 2020. Trone won reelection in 2022 against Republican Neil Parrott by 10 points.

    Yet in an interview ahead of his launch, Trone repeatedly described himself as a progressive, just one with a pragmatic streak.

    “I’m a progressive through and through,” he said, “but at the same time, you can be a progressive, and you can work with folks that are on the other side of the aisle to accomplish things.”

    But his biggest asset is perhaps his bank account. Trone spent more than $13 million in 2016 in an unsuccessful attempt to win a House seat in the Washington, D.C. suburbs, losing in the primary to Raskin. Two years later he spent some $17 million in a neighboring seat and won.

    Trone is willing to invest tens of millions of dollars into his statewide run, according to a person familiar with his plans who was granted anonymity because they were not at liberty to discuss them.

    The congressman declined to detail how much he would be willing to invest but said that he thought voters would approve of his ability to eschew corporate PAC or lobbyist donations.

    “It’ll take significant resources,” he said.

    Trone’s campaign manager will be Dan Morrocco, who led Democratic Gov. Ned Lamont’s successful reelection bid in Connecticut in 2022.

    The biggest remaining question mark is whether Raskin will enter the race. A progressive star who developed a national profile from his role investigating the Jan. 6 attacks, Raskin previously said he had been receiving encouragement to run. He just finished chemotherapy treatment for lymphoma and said the cancer was now in remission.

    A fact finding team from the Association for Protection of Civil Rights (APCR) visited Bihar following large scale communal violence that took place during and around the Ram Navami rally last month. Based on its findings, the APCR said that the violence reflected “the total failure of administrative duties and lack of preparedness” by the JD(U)-RJD government. On a wider perspective, the organised that the incident ruined the social fabric of India via depicting “Hindutva supremacy”.

    The APCR team included Mohammad Moboshshir Aneeq, advocate, Prashant Tandon, senior journalist, Saiful Islam , advocate, Gulrez Anjum, social activist, Nasiquz Zaman, advocate, and Mohammad Zahid, social activist, who visited Bihar Sharif and Sasaram districts. They recorded statements of families affected by Ram Navami procession in the aftermath of violence.

    The ACPR said that in the aftermath of the violence, the Bihar police registered 20 First Information Reports (FIR) and arrested around 200 People. Out of 20 FIRs, 15 had been registered in Bihar Sharif. Several people had been arrested including the convenor of Bajrang Dal Kundan Kumar who was reportedly the mastermind of the communal riots.

    The ACPR report said that the others who had been arrested include Rajnish Kumar, Dharmendra Kumar, Tushar Kumar, and Manish Kumar, all allegedly part of the WhatsApp group that delivered hate speech during the Ram Navami processions. According to the police, 457 people were part of the WhatsApp group.

    The fact finding team said, “The politicization of religious festivals, highly provocative and Islamophobic songs, and forced entry eventually resulted in communal conflagrations in the two districts of Bihar. Religious festivals nowadays have been completely taken over by RSS-BJP activists and fringe elements like Bajrang Dal and Vishva Hindu Parishad (VHP) for communal polarization.”

    Explaining the pattern of violence, the ACPR fact finding team in its report pointed out that Hindutva organizations approached the district administrations, asking for permissions for the Rama Navami processions, which were granted in many cases with terms and conditions.

    “People – especially youth – riding on hundreds of motorbikes take out rallies, brandish brand-new swords and other weapons, and play highly objectionable/communal songs. Violating the terms and conditions, they try to enter Muslim-majority areas or deviate from the route that is objected to by the local Muslim population. As a result, stone pelting starts, and then shops and other properties belonging to a particular community are set on fire,” the report stated.

    An allegation amongst victims that was common was that the mob was carrying a large number of swords. Further, CDs and pen drives containing Islamophobic songs were also distributed to play on loudspeakers during the Ram Navami Procession, the report stated.

    Recommendations

    The team recommended that to avoid further occurrence of such violence, the accountability of the public officials and elected representatives who participated, instigated and encouraged the riots be fixed and should they be given exemplary punishment as per the rule of law.

    “The government should conduct a thorough investigation into the incident and bring the perpetrators to justice. It is essential to hold the guilty accountable to prevent the recurrence of such incidents in the future. Further, the compensation should be granted to all the victims of the riots as per their damage/loss suffered,” it stated.

    The fact finding team further recommended that the Bihar government appoint a commission headed by retired judge for evaluating every individual damage/loss and thereafter grant compensation to victims. A judicial enquiry should be ordered and conducted to look into the plan and programme of the organized violence must be done, the ACPR team said.

    “It is crucial that the government provides support to the victims and their families and takes measures to rebuild the affected areas. It is only through such collective efforts that we can prevent the recurrence of such incidents and promote a society that is inclusive, just, and peaceful for all.,” it stated.

    The APRC team concluded that the Ram Navmi violence in Bihar Sharif and Sasaram will go down in history as a dark chapter in the city’s past. “Such incidents have left a scar on the hearts of the people, and it will take a long time for the wounds to heal. It is a reminder that communal harmony is fragile and must be nurtured with care. It is the responsibility of every citizen to uphold the values of peace and harmony and work towards a better tomorrow,” it felt.

    Kolkata: West Bengal Chief Minister Mamata Banerjee on Sunday expressed her shock at what she termed as collapse of law and order in Uttar Pradesh, India’s largest state.

    The chief minister was reacting to the killing of gangster-politician Atiq Ahmad and his brother Ashraf Ahmad at Prayagraj in U.P by gunmen while they were being escorted by a strong police posse for medical examination.

    Banerjee claimed that criminals are now taking the law into their own hands, unfazed by the presence of police and media and termed it as a “shameful” act.

    “I am shocked by the brazen anarchy and total collapse of law and order in Uttar Pradesh. It is shameful that criminals are now taking the law into their own hands, unfazed by the police and media presence,” Banerjee tweeted.

    While the CPI(M) and Congress’s Bengal unit came out with similar statements, the BJP attacked the chief minister asking her to look into her government’s own records.

    WBPCC President Adhir Choudhury, termed the shooting as a “cold-blooded murder”.

    Congress president Mallikarjun Kharge had earlier in the day said in a tweet there are courts to ensure that criminals get the harshest punishment but “playing with law and order only gives birth to anarchy”.

    In a statement, CPI(M) similarly said the killing of the duo, while in police custody and in front of the media, shows that Uttar Pradesh has become a completely “lawless state”.

    “The manner in which two men were murdered in the presence of heavy police escort points towards official connivance. This must be seen in the background of the repeated spate of encounter killings which are nothing but extra judicial murders,” the party said.

    Countering Banerjee, BJP state spokesperson Samik Bhattacharya said “TMC supremo Mamata Banerjee should hold the mirror to herself and introspect about the track record of the ruling party and administration in protecting lives of those who criticise their regime”.

    “Rather than turning to UP, let Mamata Banerjee explain why 55 BJP activists had been killed by TMC miscreants in past two years after she (Mamata Banerjee) returned to power,” Bhattacharya claimed.

    About the U.P incident, he said the BJP government there has already taken steps to address the situation and the assailants have been apprehended.

    The two brothers were shot dead at point-blank range by men posing as journalists in the middle of an impromptu media interaction on Saturday night while police personnel were escorting them to a medical college here for a check-up.

    Police patrolling was intensified on Sunday in Prayagraj’s Chakiya area where gangster-turned-politician Atiq Ahmad’s house is located even as the Uttar Pradesh police tightened security across the state.

    Ahmedabad: In a respite to lakhs of domestic gas and CNG vehicle owners, Adani Total Gas Ltd and Torrent Gas reduced CNG and PNG prices following the Centre’s decision to revise the domestic natural gas pricing guidelines.

    Adani Total reduced CNG and PNG prices to up to Rs 8.13 per kg and Rs 5.06 per scm (standard cubic metre), respectively.

    It also announced a reduction in PNG prices for industrial and commercial consumers by Rs 3 per scm, ATGL said in a statement.

    Similarly, Torrent Gas, which provides CNG and PNG in 34 districts across the country, announced a reduction between Rs 4-5 per scm in the price of domestic PNG and between Rs 6-8.25 per kg in the retail price of CNG effective from today evening, it said in a statement.

    “In line with our policy to prioritize our end consumers, ATGL has decided to pass through the benefit of the New Gas Pricing guidelines announced by the Government of India to our large numbers of Home PNG and CNG consumers,” the ATGL said.

    “The GoI’s decision to revise the domestic natural gas pricing guidelines and the consequent reduction in PNG and CNG prices will bring significant respite to millions of households and CNG vehicle owners,” Torrent Gas said.

    Hyderabad: Coldwell Banker Richard Ellis (CBRE), a commercial real estate services and investment firm’s latest report stated that in the first quarter (Q1) of 2023, the total office space occupied in the city reached 1.4 million square feet.

    Banking, Financial Services and Insurance (BFSI) sector, technology and flexible office space operators drove the absorption of office spaces in the city, the report said.

    The report reveals that the office leasing activity has increased by 9 per cent Year-over-Year (YoY) and reached 12.6 million square feet in India.

    Bangalore, Delhi- NCR and Chennai account for 62 per cent of the activity.

    Managing director, of Advisory and Transaction Services, CBRE, Ram Chandnani said that Hyderabad is expected to continue to drive absorption in the office space sector keeping in line with past trends.

    The report also informed that domestic firms overtook American firms accounting for nearly 50 per cent of the leasing activity in the last quarter.

    The key sectors that took the office space absorption in Hyderabad in Q1 2023, are BFSI with 42 per cent, technology with 28 per cent and flexible space operators with 13 per cent.

    According to the report, office space by small-sized deals, less than 50,000 square feet drove the absorption.

    A BSFI first leased 3,40,000 square feet in Salarpuria Knowledge City, Warner Bros. Discovery leased 120,000 square feet in International Tech Park and flexible space operators leased 97,000 square feet in Mindspace in the city from January – March, 2023.

    New Delhi: The total amount of cess and surcharge grew by 63.74 percent from 2017-18 to 2022-23 (RE), the Parliament was told on Monday.

    Collections under GST Compensation Cess grew by 107.6 percent from 2017-18 to 2022-23 (RE), Finance Minister Nirmala Sitharaman told the Lok Sabha in a written reply.

    The Minister saidthat in the case of GST Compensation Cess, the proceeds of the cess leviable is initially credited to the Consolidated Fund of India, in terms of Article 266 of the Constitution, and the funds are provided to the States/UTs through GST Compensation Fund created in Public Account of India as per provisions of the GST Compensation Act, 2017.

    In 2022-23, despite the collection of Rs 1,15,650 crore (till February 2022), a total amount of Rs 1,49,168 was released to the states/UTs. Further, during the FY(s) 2020-21 and 2021-22, the Union Government decided to borrow an amount of Rs 1.1 lakh crore and Rs 1.59 lakh crore to meet the shortfall in GST Compensation Cess collections and transferred the amount to the states as back-to-back loan to strengthen the states’ resources, the reply added.

    The surcharges levied by the government are not meant for any specific purpose. These are used, in general, for various activities of the government including public health, subsidies, education, interest payments, defence etc, added the reply.

    New Delhi: The Unique Identification Authority of India has suspended 1.2 percent of Aadhar operators in the last year for attempting fraudulent activities, an official statement said on Tuesday.

    The Unique Identification Authority of India (UIDAI) is estimated to have 99,000-1 lakh operators who enrol individuals as well as provide other Aadhaar services like name correction, address change etc.

    “About 1.2 percent of total operators have been suspended in the last one year, due to attempted fraudulent activities. Necessary penal action is taken in such cases,” UIDAI said in a statement.

    In a security update of the Aadhaar system, the UIDAI said that it has restricted the number of enrolments per day per machine.

    “To discourage mischievous operators from misusing the system, GPS fencing has been embedded in the Enrolment machines. An operator is required to verify the credentials of the Enrolment machine regularly with the UIDAI data centre and only a limited number of enrolments are allowed per day per machine,” the statement said.

    The Aadhaar custodian said that it has roped in state governments for quality check of all new adult enrolments.

    “The Unique Identification Authority of India (UIDAI) is constantly adding credibility to the Aadhaar ecosystem through up-gradation of technology, adding new security features and by strengthening the Aadhaar ecosystem,” the statement said.

    Mumbai: In the first such surgery of its kind in western India, a total robotic liver transplant operation saved the life of an 8-month-old toddler from Ahmedabad at the Global Hospitals here, officials said here on Monday.

    The total robotic surgical team was led by Gaurav Chaubal, which operated on the little child, Mohammed A.K. Jufna, afflicted by a rare metabolic liver disease called Crigler Najjar Syndrome.

    His elder sibling had earlier died of the same condition, and this baby boy suffered from jaundice, diarrhoea, vomiting, repeated fever and was rushed for an urgent transplant to the Global Hospitals in Parel, Mumbai.

    After assessment, the child’s mother volunteered to donate a part of her liver to save her little son.

    Chaubal said that a complete robotic donor hepatectomy offered benefits like a very small scar below the waistline instead of the usual inverted L-shape cut in open surgeries.

    “The robotic surgical system provides high precision and control, reduces blood loss, lower risks of infection, postoperative pain and abdominal wall hernias besides reduced complication rate,” said Chaubal.

    Accordingly, recovery is faster and the donor-mother was discharged on the third day after the surgery, compared with at least 6 days hospital stay in the regular open surgeries.

    Global Hospitals CEO Dr. Vivek Talaulikar said that this was the first robotic donor hepatectomy done end-to-end in the first attempt in western India with the Da Vinci Xi system that allows computer-guided, 3-D visualisation with impressive results.

    “Our first child had already succumbed to his rare genetic disorder and my wife came forward to donate a part of her liver. We are very happy and thank the medical team for saving our second child,” said the child’s elated father, Abdul Kadar Jufna.
