    But in the following days, the administration walked back that assertion — and refused to explain why, prompting confusion and furor among immigration groups.

    “You have to have read half a dozen different Title 42 orders and court decisions and all the relevant statutory provisions” to understand the policy, said Aaron Reichlin-Melnick, policy director at the American Immigration Council. “It’s not exactly user friendly.”

    The Biden administration is, by this point, used to being dogged over its immigration policies. But the current place it finds itself in with respect to Title 42 is uniquely confusing: a combustible combination of judicial challenges, public health considerations and acute political pressures.

    Here’s our effort to break down where things stand:

    What’s the latest?

    The government has used Title 42 to turn away asylum seekers more than 2 million times for nearly three years. Until last week’s announcement, the policy’s fate was expected to be settled by the Supreme Court. Justices will hear arguments this month over a lawsuit filed by a group of Republican-led states trying to keep the measure in place.

    When the White House announced it would end the public health emergency, it did so in a statement of administration policy against two Republican measures attempting to end the Covid emergencies immediately. The administration decried such an abrupt end, saying enacting both bills “would lift Title 42 immediately, and result in a substantial additional inflow of migrants at the Southwest.”

    But the next day, Biden and his aides made things murky when they suggested the White House might have to wait on a Supreme Court ruling to know Title 42’s fate. White House press secretary Karine Jean-Pierre referred reporters to the Department of Justice. And the DOJ didn’t respond to POLITICO’s request for comment on its legal stance.

    But as Reichlin-Melnick sees it, it’s simple.

    “If you look at the Title 42 order from the CDC, which is currently in effect, that order on its face says that it shall no longer be in effect when the public health emergency expires,” he said. “That’s really it.”

    What exactly is Title 42?

    Section 645 of Title 42 of U.S. Code addresses public health, social welfare and civil rights. In March 2020, the Trump administration granted the CDC director power to issue orders implementing the Title 42 authority to turn people away at the border. This also notably gave the CDC director the power to determine when these orders would end.

    Then-CDC Director Robert Redfield issued the first order on March 20 just days after a national Covid emergency had been declared. Redfield extended the order for another 30 days in April. He renewed it indefinitely in May.

    Flash forward to August 2021: The Biden administration — prompting a wave of backlash from immigrant advocates and Democrats — rolled out its own Title 42 order that remains in place today. But there was a notable change under this order: Now the policy could end in one of two ways — either via the expiration of the HHS public health emergency or the CDC director’s determination that it was no longer necessary, “whichever occurs first.”

    So what’s the problem, especially once both emergencies expire?

    In April 2022, CDC Director Rochelle Walensky announced the Biden administration would lift Title 42 restrictions, writing she “no longer found a public health justification” for keeping them in place. That prompted a group of GOP-led states to successfully challenge the decision, which left Title 42 in place.

    Then came the curveball last November. In a separate case, a U.S. district court judge ruled the use of Title 42 was “arbitrary and capricious,” arguing it hadn’t been updated to align with the present state of the pandemic. The judge told the Biden administration it must wind down the policy by Dec. 21.

    A group of 19 GOP-led states — many of the same states in the Fifth Circuit challenge — made a last-ditch bid to intervene in the case. Their move was rejected by the D.C. Circuit Court of Appeals. The states followed with an emergency appeal to the Supreme Court, and a divided bench agreed to temporarily keep the Title 42 order in place while it examined whether or not the states may intervene to challenge the district court’s order.

    What’s next?

    This brings us to today: A pending Supreme Court case and an end date to the public health emergency from the White House.

    It’s unclear what the White House’s announcement around the end of the public health emergency means for the Supreme Court case, Reichlin-Melnick said. It’s expected the high court will move forward with scheduled arguments this month; he said the Supreme Court is unlikely to throw out a case simply because the Biden administration has announced a future date, one that could change between now and May 11.

    But he and other experts say if the Biden administration really sticks to this timeline, the ongoing court cases appear irrelevant. That’s because the GOP-led states are trying to keep the August 2021 order in place, and that order is explicitly tied to the end of the public health emergency.

    The handling of the border has been no easy task for the Biden administration — stymied by court challenges and a Congress unable to reach a deal on much-needed immigration reform.

    David Bier, associate director of immigration studies at the Cato Institute, noted that May is one of the peak months for migration at the southern border, as the weather becomes ideal for travel.

    Administration officials have continued to say they’re preparing for the policy’s end, rolling out new reforms — some of which rely on the expansion of Title 42 — to alleviate pressure at the border. But this preparation has been ongoing for two years, Bier noted, and it wouldn’t be all that shocking to see officials once again ask for more time.

    They would have to issue a new Title 42 order not tied to the public health emergency, he said, though this would mean another load of lawsuits — and another load of criticism.

    “Once they issue a new order,” he said, “it opens a whole new can of worms.”

    Hyderabad: Nawab Najaf Ali Khan stated on Sunday that Azmet Jah doesn’t deserve to hold the title of Nizam IX.

    Khan argued in a written appeal that Azmet Jah’s father never lived in Hyderabad and as such he has “never learnt about thr Asif Jahi Tehzeeb or rituals.” As such, he cannot be referred to as the “head of the Asif Jah dynasty” when all he knows is exclusion of the family and leaving no stone unturned to sit on the throne on his father’s Ziyarat day.

    Najaf Ali Khan said that Mukarram Jah (the titular Nizam of Hyderabad) did not have any interest in the title awarded to him which in turn complicated his life. He further became a silent witness which led to his downfall as well as the downfall of the entire family.

    “Even though he had the enormous wealth and resources to better the condition of the family, he didn’t wish to stay in Hyderabad and look after family issues. If he had taken action when the family’s condition became dilapidated, this
    situation would not be faced by a once majestic family,” he argued.

    Khan stated that Azmat Jha’s declaration raises several objections and rejections.

    “Firstly, a “Decree” can only be pronounced by a Court, government authority or the head of a state. A decree that self-proclaims a common citizen as the head of a dynasty is not legally valid, especially so after the abolishment of Titles and Privy Purses in 1971,” he said.

    Khan further brought up the tale of Nizam VII, who passed away on 24th February 1967.

    “Not even three days had passed since his death, when on 27th February 1967, Mukarram Jah obtained and presented a certificate that allowed him to take control of and seize all the private properties, movable and immovable wealth held by Nizam VII,” he wrote.

    Khan further said that this led to the onset of the seventh Nizam’s ultimate destruction to the family as it allowed him to smuggle uncountable national and familial artifacts out of India, sell and profit from them.

    “However just within a year, on 26th January 1968, this certificate was quashed by the Andhra Pradesh High Court in W.P. No 863 of 1967 Ahmedunnisa Begum Alias Shahzadi Begum vs Union of India rep by Secretary Ministry of Home Affairs Government of India Mew Delhi and Mukarram Jah Bahadur,” he wrote.

    Excerpts from the judgement:

    “In the result we hold that the Government of India has no power or jurisdiction whether under Article 362 or otherwise to issue the certificate recognizing the 2nd Respondent as the sole successor to all the private properties moveable and immoveable held by the late Nizam or to authorize transfer of the private properties to the 2nd Respondent. Accordingly, we allow the writ Petition with costs and quash the certificate dated 27.2.1967 issued to the Nizam the 2nd Respondent relating to the successor to private property of the late Nizam”.

    When Mukarram Jah challenged the 1968 Judgement of Andhra Pradesh High Court in the Supreme Court, he requested Union of India to become party towards his support of the Succession Certificate. The Union of India refused to help him and they were more interested to help the heirs of Nizam VII to recover possession which they lost only on account of the certificate as and said in ref Ministry of Law (Shri R.S. Gao Secretary) MHA/U.O. No1/3/-Poll. III dated 28-3-68 Page no 13 para 5.

    “And if the order quashing the certificate is not reversed, certainly it is the duty of the Government to help the heirs of the late Nizam to recover possession which they lost only on account of the certificate”. Further in 1971, in the 26th Amendment of the Constitution of India, the Government abolished all Titles, and Privy Purses held by the princely states. The Constitution explicitly states the follows: “363A. Recognition granted to Rulers of Indian States to cease and privy purses to be abolished. – Notwithstanding anything in this Constitution or in any law for the time being in force.”

    The Prince, Chief or other person who, at any time before the commencement of the Indian Constitution (Twenty-sixth Amendment) Act, 1971, was recognized by the President as the Ruler of an Indian State or any person who, at any time before such commencement, was recognized by the President.

    Nizam IX title not applicable

    “It is imperative to note that TWICE, in 1968 and 1971, the title held by Mukarram Jah was quashed and abolished by competent government authorities thus rendering his title as Nizam VIII null and void,” Khan added.

    “Issued as per the instructions of Walashan Azmet Jah Bahadur” Azmet Jah has self-proclaimed himself as IXth Nizam of Asaf Jahi Dynasty by issuing the self-declaration dated Friday 20th January 2023 issued by his office signed by 2 persons, both who are not a part of the Nizam Family,” he wrote.

    “The said Succession Certificate dated 27.02.1967 was misused several times by his GPA’S to sell Wakf and ancestral properties worth crores of rupees and cause irreparable financial damage to the family. It has also been misused by them to claim compensations by claiming that Mukarram Jah is the sole successor to his grandfather and to the Properties left behind by him. For over half a decade, these illegal and atrocious acts have pushed the family into a state of desolate financial ruin and caused damage that cannot be undone,” he mentioned.

    This certificate was falsely presented in the London High Court which caused the family a financial damage of over 25 million pounds, leading to a loss in reputation and infringement of rights.

    To provide the final clarity on this, Prince Mukarram Jah’s status in 1971, has been reduced to a common citizen and he was no more a sovereign ruler.

    Khan said that he has alerted both the Central and State government on the misuse of this certificate. He also said that strict legal action will be pursued to prevent misuse of this null and void title and curb any misinformation that stems
    from it.

Baku Ridle rattled in another in the 80th minute before a stoppage time Luca Waldschmidt penalty completed the demolition job.

    The win lifted Wolfsburg to sixth on 26 points while Freiburg, who had won four of their previous five Bundesliga matches, dropped to fourth place on 30. It was also Freiburg’s heaviest league loss since coach Christian Streich took over 11 years ago.

    Eintracht Frankfurt moved into second place on goal difference after goals from Jesper Lindstrom, Rafael Borre and Buta earned them a 3-0 over bottom club Schalke. Bayern Munich lead the standings on 35 points after drawing 1-1 at RB Leipzig on Friday with Union Berlin third after they came from behind to win 3-1 against Hoffenheim thanks to a second half double from Danilho Doekhi.

    Cologne scored five goals inside the opening 36 minutes as they thrashed Werder Bremen 7-1 at home. Steffen Tigges was on target twice with Linton Maina, Ellyes Skhiri and Denis Huseinbasic also finding the net before Niclas Fullkrug pulled one back for Bremen before half-time. Skhiri made it 6-1 after the interval before a Marco Friedl own goal completed Bremen’s misery.

    Philipp Hofmann scored twice as Bochum moved out of the relegation zone thanks to a 3-1 home win over fellow strugglers Hertha Berlin.
