SRINAGAR: Amid the ongoing population assessment of snow leopards in Jammu & Kashmir, the elusive animal has been officially documented in Kishtwar for the first time through a “camera trap” sighting, according to an official on Tuesday.
Dr M K Kumar, the Regional Wildlife Warden Jammu, said that despite being aware of the presence of snow leopards in the area, they captured the sight of the animal for the first time on three occasions through a camera trap. He added that on the first occasion, two snow leopards were spotted in a single frame, and on the second and third occasions, one was present.
Dr Kumar explained that J&K is part of the nationwide population assessment for snow leopards, and the assessment of the population of the animal is taken up through a multi-layered approach, which includes the assessment of habitats through questionnaires and landscape patterns. He further added that the population assessment of the animal started in 2021-22, and before drawing any conclusion, they would require one full winter and summer to make any valuations.
Dr Kumar said that currently, they cannot speculate on the population of snow leopards, as they are in the mid-process of documentation, and this process involves not only camera trapping but also multiple computer-based programming and parameters.
He further mentioned that as the snow leopard was sighted on camera in Kashmir in the upper reaches of the Baltal-Zojila area last year in November, there is high potential for the presence of snow leopards in the Tatakuti landscape in Poonch-Rajouri are. However, they have not done any research in that particular area.
It is pertinent to mention that in 2021, the wildlife protection authorities in Jammu & Kashmir started a population census of snow leopards as part of the nationwide population assessment of the elusive species. As the outspoken Kentuckian sees it, Republicans could “continuously lose elections for a generation” if they alienate young people by trying to ban an app that claims it has 150 million users in the U.S. Paul added in an interview that his GOP colleagues may not have “thought that through,” connecting it to what he described as his bigger worries about the constitutional and other legal ramifications of government-mandated TikTok limits.
“We are in a political world,” Paul said. “We shouldn’t be completely oblivious to the fact that a lot of young people are on there and it is, frankly, their freedom of speech.”
While Paul is only one voice in Congress’ broader debate over banning TikTok, some fellow Republicans see merit in his political concerns, on top of the legal questions that legislative restrictions might raise. Sen. Kevin Cramer (R-N.D.) favors the proposal with the biggest momentum in the Senate right now, a plan from Sens. Mark Warner (D-Va.) and John Thune (R-S.D.) to give the executive branch new powers to ban technologies from places like China that could eventually apply to TikTok.
But Cramer acknowledged that “Rand’s probably right that we get blamed” by young voters if apps ultimately get restricted or banned.
“This is why you have to go out and make a case, too,” he said. “There are political ramifications for sure, but there are also serious, I believe, national security ramifications and cultural ramifications to [doing] nothing.”
Republican backers of a TikTok ban openly scoff at Paul’s case. Sen. Josh Hawley (R-Mo.), who got into a heated floor debate with Paul in March after the Kentuckian blocked his bill to swiftly ban TikTok, shot back that Paul’s argument about turning off young voters was “ridiculous” and “so silly I don’t think it’s worth responding to.”
“Listen, if we can’t win younger voters because we’re not on TikTok, we got serious problems in this party,” Hawley said.
Recent polling suggests that young people take a nuanced view of TikTok, controlled by Chinese company ByteDance. A narrow majority of 51 percent of Gen-Z and millennial voters in a March NPR-PBS Newshour-Marist poll opposed a federal ban, while 48 percent supported it.
That’s a much narrower divide than among the general public where the poll found just 36 percent of people opposed a ban, compared to the 57 percent who supported one.
“I’ve got my own focus group of teenagers at home,” said Sen. Chris Murphy (D-Conn.), who recently introduced bipartisan legislation aimed at limiting young people’s social media use. “A lot of teenagers know that their addiction to screens is not healthy. I think there are actually a lot of teenagers out there looking for help.”
Lawmakers have taken tentative steps toward curbing the app’s influence as they continue to debate the feasibility and legality of a ban. TikTok was blocked from federal devices as part of a government funding bill last year, and the Biden administration has pushed the app’s owners to sell it to American owners or face an outright blockade.
Over in the House, the Foreign Affairs Committee advanced a bill in March along party lines that would effectively ban the social media app. Speaker Kevin McCarthy has voiced support for a ban on the app, while Hakeem Jeffries has backed efforts to find consensus on “appropriate measures” to address “real national security concerns” with TikTok.
Senate Majority Leader Chuck Schumer also suggested last week that the bipartisan Warner-Thune legislation would be considered for inclusion as part of new China competitiveness legislation he’s pursuing.
Still, Republicans aren’t alone in their anxiety and uncertainty about how restrictions or a ban would play politically. Some Democrats have also expressed fears of a youth backlash if Congress tried to ax the app.
Most Republicans, importantly, said they were unsure if Paul was right about a ban’s effect on young voters but that any political pain would be worth it to combat what they call the clear national security threat of ByteDance’s ties to China.
“The consideration ought to be: Does this represent a risk to national security?” Thune, the chamber’s second senior-most Republican, said in an interview. “The political implications of it, to me, shouldn’t be the primary consideration.”
For Warner’s GOP counterpart on the Senate intelligence committee, it’s not a close call.
“What’s more important: Our national security and the threat that [TikTok] poses to our national security, especially in the long term and the ability to manipulate society?” said Sen. Marco Rubio (R-Fla.), who’s introduced bipartisan legislation to ban the app. “You have to weigh that against what you might think the electoral consequences are.”
So despite their awareness that Paul may be correctly predicting their future if they try to ban TikTok, senior Republicans see a greater risk in TikTok’s potential harm to young children and all users whose personal data might be accessed by the Chinese Communist Party via the app’s parent company.
“Believe it or not, sometimes in politics, you have to try to do the right thing,” Sen. John Cornyn (R-Texas) said. “Regardless of the political price that you pay.”

It’s been a long time since Kentucky was a competitive state in national politics: Bill Clinton carried it twice in the 1990s, but Republicans have won it by double-digits in every election since 2000, including then-President Donald Trump’s 26-point win in 2020. But Gov. Andy Beshear’s narrow victory in 2019 — and enduring popularity since taking office — means ticket-splitting may still be alive and well.
This month’s primary will only determine Beshear’s November opponent, not the fate of his governorship. But the primary marks key demographic and strategic drivers of politics in the state, foreshadowing the dynamics of the looming general election. Here are five key numbers to know:
21 percent
Just like Saturday’s Kentucky Derby, the race started off with a clear favorite: State Attorney General Daniel Cameron broke strongest from the gate among the dozen candidates for the GOP nomination and has Trump’s endorsement. But Kelly Craft, who served separate stints as Trump’s former ambassador to Canada and the U.N., has been mounting a late charge.
Back in January, a Mason-Dixon Polling and Research survey found Cameron well ahead of Craft, 39 percent to 13 percent. There hasn’t been much public polling since, but an Emerson College/WDKY-TV poll last month had a much closer race, with 21 percent of voters still undecided.
Cameron’s allies dispute that the race has closed, circulating their own internal poll showing him still comfortably leading — but with 19 percent undecided.
Like horse races, primaries break late, since the voters and the candidates are mostly ideologically aligned. Cameron and Craft, the top two GOP hopefuls, will be angling for those voters still waiting to make up their minds.
$7.2 million
If Craft can’t catch Cameron on the May. 16, it won’t be for a lack of financial resources.
Craft, the wife of billionaire coal magnate Joe Craft, has already spent or booked $5.8 million in TV advertising, according to data from AdImpact, an ad-tracking firm. She’s also been boosted by $1.4 million in ads from Commonwealth PAC, an outside group funded largely (though not entirely) by Joe Craft, though those ads aren’t on the air anymore. That means she’s spent at least $7.2 million on the primary alone.
Cameron, by contrast, has spent or booked only $564,000. He does have an outside group, Bluegrass Freedom Action, which has added $2.1 million to help him close the gap. The group is running ads touting Trump’s endorsement.
The spending advantage has been a double-edged sword for Craft. She’s come under attack from Cameron for relying on her family’s money in the primary, but she can also offer Republicans the prospect of a blank check to fund an expensive and grueling general election against Beshear.

Kentucky Republicans finally did it last year: They eclipsed Democrats in voter registration for the first time in history, a key milestone in the state’s rapid red shift.
Four years ago, Democrats still retained a significant registration advantage, 49 percent to 42 percent. That’s already reversed: Republicans outnumber Democrats in registration heading into this primary, according to the state Board of Elections, 46 percent to 44 percent.
The erasure of Democrats’ ancestral registration advantage has been rapid. Twenty-four years ago, when Republicans chose Peppy Martin for an ill-fated run against Democratic Gov. Paul Patton, Republicans accounted for only 32 percent of registered voters, outnumbered almost 2-to-1 by Democrats (61 percent). When Beshear’s father, former Gov. Steve Beshear was first elected in 2007, Democrats had a 20-point registration advantage, 57 percent to 37 percent.
This year, more voters can participate in the Republican primary for the first time.

Despite the state’s rightward shift, Beshear remains popular.
How popular? According to Morning Consult’s quarterly tracking, Beshear has the highest approval rating of any Democratic governor at 63 percent. He outpaces governors in solidly blue states like Massachusetts, Maryland, Hawaii, California and New York.
Beshear’s sky-high approval rating isn’t an artifact of Morning Consult’s methodology or long field period, either: The January Mason-Dixon poll gave him a similarly high, 61 percent positive job rating.
Republicans have started the process of trying to knock down Beshear’s popularity. An outside group affiliated with the Republican Governors Association began running culture war-tinged TV ads late last month hitting the Democrat for “allow[ing] sex changes for children as young as 8- or 9-years-old.”

So exactly how does Beshear cobble together a winning coalition in a state that’s become so Republican?
It involves a lot of crossover Trump voters.
According to a POLITICO analysis of election results, Trump in 2020 outran then-Gov. Matt Bevin’s 2019 performance in each of Kentucky’s 120 counties. In one rural county, Beshear won it by 20, and the next year Biden lost it by 51. The result is an unheard-of 72-point gap between those two races.
In the bluer population centers, the differences were significant, but relatively modest: Beshear won Fayette County, home to Lexington, by 33 points in 2019, while President Joe Biden carried it by 21 points a year later. In Louisville, Beshear won by 35 points, but Biden won by 20.
The gap between the two races was greatest outside the cities — especially in Eastern Kentucky, where Democrats once dominated but now barely register in presidential races. Take tiny Elliott County, where Trump beat Biden by a three-to-one margin, 75 percent to 24 percent, in 2020. Beshear actually won it over Bevin — and it wasn’t particularly close: 59 percent to 39 percent.
The same phenomenon is evident in other surrounding, conservative counties. In Boyd County, home to Ashland — the largest city in Eastern Kentucky’s coal region — Beshear won by 6 points in 2019, but Trump carried it by a whopping 33 points a year later.
Whoever wins this month’s GOP primary will undoubtedly try to nationalize the race to depress Beshear’s appeal in these solidly red areas — though it’s worth noting that Bevin pursued the same strategy in 2019 and ended up losing.

Lucknow: Bulldozers will roll and rumble once again in Uttar Pradesh but this time the “action” will be against encroachments on government lands, parks and ponds in areas under the jurisdiction of urban local bodies.
According to a state government spokesman, necessary instructions have been given to the authorities concerned to identify illegal constructions and encroachments.
Information regarding the encroachments must be updated on the ‘Anti Land Mafia’ (IGRS) web portal with the help of the revenue department, the instructions said.
A government order issued to this effect made it clear that it will be the responsibility of every civic body to provide the information to the director, Directorate of Local Bodies.
“All encroachments on government lands will be removed,” a senior government official said when asked if bulldozers would be used.
So far, bulldozers were largely used in the state to raze properties of criminals.
The campaign against land mafia has been underway since 2017, when the BJP government under Chief Minister Yogi Adityanath was formed for the first time.
The Revenue Department, which has been undertaking the anti-land mafia campaign since 2017, has constituted a four-level task force to review the drive at the state, divisional, district and tehsil levels.
Chief Secretary Durga Shankar Mishra is chairman of the state level ‘Anti Land Mafia Task Force’, while principal secretaries of urban development and other departments are its ‘state-level’ members.
In a recent review meeting of the task force, it was found that information on the portal about illegal encroachments on public lands in cities and towns was negligible. This was the reason, perhaps, why fresh instructions were issued in this regard.
Some BJP leaders feel that the government’s decision to remove all illegal encroachments, in spite of the upcoming civic polls, only showcases its resolve to act against all those who violate the law.
